  • Transition from imitation based catch-up to new value creation based post catch-up innovation system is becoming the main issue for Korea. The notion of post catch-up research highlights the understanding of new patterns of innovation and the interrelationship among innovating agents within systems of innovation. More specifically, it is a context specific framework which accommodates discontinuum of technological innovation from the past and a creation of new organizational arrangement and institutions. Moreover, post catch-up approach follows the tradition of development, institutional and evolutionary theories context. This paper, therefore, explores whose focus is on the possibility of new theoretical development and new research agenda.

  • Korean Innovation Systems are in transition from catch-up regime to post catch-up regime. This paper tries to analyse the change of scientific and technological practices in the public sector of Korea Innovation Systems. This paper focus on the way public sector scientific and technological practices are regulated and contribute to private sector. It is argued that self-governing practice of public S&T community is being enhanced and the requests of private sector for the public sector's contribution through research activity are reinforced in emerging post catch-up regime.

  • S&T policy long treated as a sector policy is now solidifying its position as an infrastructure innovation policy that forms the foundation for many different policies. There is a growing need for enhancing the linkage and integration between policies by strengthening planning and coordination functions of the government organizations in charge of innovation policy. The major countries including Japan, U.S., Finland elevated planning and coordination roles and emphasized the interaction between S&T-society and innovation governance in response to emergence of the third-generation innovation policy. This study deal with several issues related STI governance from the post-catchup innovation and holistic innovation policy and examine arguments on governance design. And then new schemes and alternatives of 1)governance design for sustainability, 2)design of policy coordination and integration mechanism, 3)reorganization of S&T administration system will be discussed.

  • The government-supported research institutes' system seems to face a turning point as the country's innovation system, shaped in the industrialization process, now reveals its own limitations. This makes the transformation of the innovation system unavoidable. Korea began to emerge as a leader in several technological areas including semiconductor, TFT-LCD, and handset, in a few cases even outpacing advanced countries. This has changed the very nature of the problems and questions to be resolved. This study analysed the structural limitations and challenges of government-supported research institutes focused ETRI. In a nutshell, The innovation system of government-supported research institutes seems to face a situation where the new innovation environment is conflicting and competing with the legacy of the past: governance, planning, budget, personnel, evaluation system. There are needs for change and thus tries to achieve a innovation system transition and build a new vision and management system including a new mode of working for post-catchup innovation.

  • As technological capabilities have enhanced, the patterns of innovation activities of latecomer firms changed to post catch-up mode. The purpose of this research is to provide conceptual frameworks for post catch-up mode of innovation activities, based on the case study on Korean mobile phone industry. It presents the possibilities of architectural innovation of latecomer firms, which is stimulated by the co-operative innovation activities between component suppliers and users from the initial stage of final product development.

  • This study analyzed the meanings and drives, and government roles in NIS transformation process. Specifically, I deal with changes in the S&T policy and S&T public administration system as NIS changed from catch-up to post catch-up. As a result, S&T policy and administrative structure has changed as key elements of a new form of steering the transformation process. Though changed from direct to indirect, the role of the state remains strong in 'vision creation' and 'discursive coordination' as supporter and facilitator of the NIS transformation process. Especially, administration structure has been changed to strengthen decentralized pluralism and linkages and cooperation between government and private, between firms and universities, among inter related ministries.

  • 한국의 출연(연)은 과학기술 기반 창조경제 실현을 위한 선도적 탈추격 R&D 주체로서의 출연(연)의 역할모델 재정립을 요구받고 있으며, 이는 자율과 책무에 기반한 지속가능한 R&D 체제로의 패러다임 전환을 수반한다. 본 연구는 공공연구기관의 자율성을 정의하고, 자율성을 구성하는 요인을 기관장 선임 및 거버넌스, 연구전략 및 목표관리, 예산, 인력, 그리고 평가로 구분하고, Autonomy Regime on Wheel (ARoW) 모델을 통하여 제시하였다. 자율성을 구성하는 각 요인에 대한 핵심 질의를 정의하고, 한국과 선진공공연구기관의 현황을 파악하여 벤치마킹 분석을 수행하였다. 분석 대상 선진 공공연구기관은 독일, 영국, 미국의 기관들로 선정하였으며, 특히 연구회 구조의 유사성 및 각 연구회 간 연구분야 및 임무의 균형이 조화롭게 유지되고 있는 독일의 4대 연구회를 중심으로 연구를 진행하였다. 연구를 위하여 분석대상 기관의 홈페이지를 포함한 국내?외 문헌조사 및 독일, 영국, 미국의 현지조사 과정을 거쳤으며, 이와 함께 국내?외 관련 전문가들에 대한 인터뷰를 진행하였다. 한국 및 선진 공공연구기관의 자율성 현황을 분석한 결과, 자율성을 구성하는 요인들에 대하여 전반적으로 한국의 실질적 자율성이 상대적으로 약한 것으로 나타났다. 본 연구는 공공연구기관의 자율성을 정의 및 분석한 최초의 학술적 연구로서, 향후 자율과 책무에 기반한 지속가능한 출연(연) 발전을 위한 전략 수립에 기반자료로 활용이 가능하다는 점에 그 의의가 존재한다.

  • As innovative capabilities of private and public sector in Korea has increased, the innovation system faced with the necessities for transition from imitation oriented approaches to post catch-up approaches. Particularly, public research sector has pressure for the supply of generic technological knowledge from private sector. It needs the transformation of research question setting, organizing research activities and new trajectory for commercialization of research output. This paper analysed the characteristics of post catch-up activities from the case study of Daeduk Innopolis where most of public research institutes are located.

  • This study reviews the issue of public interests of technologies required in industrial technology policy as well as the demand for changes in industrial technology policy as result of the migration from catch-up to post catch-up innovation system. In fact, the importance of public interests which served as the rationale for government intervention in industrial technology policy have gradually faded, which invited controversies over the legitimacy and effectiveness of government intervention in promoting specific technologies or industries. Today, the existing policy framework has to change to correspond to the post catch-up environment which requires creative technology development. In this context, the Korean government needs to reduce direct support for certain companies or technologies, but increase R&D investment in energy, environment and health and welfare to enhance public interests of technology innovation activities.
