A Study on the Export Performance Factors of Korean Steel Products to the EU and the Expected Changes in Exports Following the Implementation of CBAM (한국 철강 제품의 EU 수출 성과 요인과 CBAM에 따른 수출 변화 예상에 관한 연구)

  • This study aims to estimate the export performance factors of Korean Steel Products to the EU and the expected changes in exports according to the CBAM(Carbon Border Adjustment Mechanism). the factors influencing the export performance of Korean Steel Products to the EU were analyzed using a Gravity Model, and the expected export amount in the case of a Carbon Tax was calculated assuming that the CBAM would be implemented in 2026, As a result, it was empirically analyzed that economic growth, population growth, exchange rate and manufacturing production index of each EU country have a positive effect on exports in Korea, and it was analyzed that the effects of the single market and system due to the EU's economic community were also helpful in increasing exports but the Carbon Tax is imposed in 2026, reducing Korea's steel exports by about -3.6% to -5.7%

  • Jianbo Wang의 그룹에서 최근 발표한 무촉매 분자 내 탄소-탄소 결합 형성 반응의 메커니즘을 계산 화학적으로 평가한다. 이 반응은 금속 촉매를 사용하지 않는다는 점과 Bio activity 를 갖는 Hydroxy-substituted Polycyclic Aromatic Compound (PAC)를 손쉽게 합성할 수 있다는 점에서 중요하다. Diazo moiety를 갖는 분자의 반응이 일반적으로 진행할 수 있는 세 가지 반응 경로가 제시되었고, DFT functional을 이용해 중간체 및 전이 상태에 대한 최적화 구조 및 에너지를 얻었다. 탄소-탄소 결합의 원천을 탐구하기 위해 Natural bond orbital charge calculation과 치환기 효과에 대한 계산이 수행되었다. 계산 결과, 중간체로 Triplet carbene을 형성하는 경로가 가장 불안정한 중간체를 형성했고, Tosylate가 해리되기 전 탄소-탄소 결합이 형성되는 경로가 가장 합리적인 반응경로임을 알 수 있었다.

  • Nowadays, considering global warming and enhanced prohibition to discharge pollutants at sea, all of existing operation-ships must lead to the reduction of fuel consumption. International standards of International Maritime Organization and EU rules governing harbor pollutants are being strengthened. Therefore, ship-owners and operators are seeking ways to reduce $CO_2$, SOx, and NOx emissions. Although world trade continues to expand, total fuel usage for sea transport tends to diminish. However, ICS(International Chamber of Shipping) has set a goal of reducing $CO_2$ emissions from shipping by 50% until 2050. In addition, with respect to the Paris Climate Change Accord in 2015, IMO proposes to set up a reduction target of GHG emission from existing operation-ships. For setting up a reduction target of GHG from international maritime transport, "A data collection system for fuel consumption" will be introduced in the near future. In order to effectively reduce the use of fuel in a ship in accordance with the trend of compulsory fuel saving from operation ships, this paper suggested adoption of an Incentive-Penalty scheme based on Emission-Trading-Scheme, Carbon Tax, and basic calculation formula after verifying the EEOI level for a year.

A Study on the Carbon Taxation Method Using the Real Business Cycle Model (실물적 경기변동모형을 이용한 탄소세 부과방식에 관한 연구)

  • In this paper, we compare the spread effects of the carbon tax imposition method using the real business cycle model considering the productivity and energy price shocks. Scenario 1 sets the carbon tax rate that encourages the representative firm to maintain a constant $CO_2$ reduction ratio in accordance with its green house gas reduction targets for each period. Scenario 2 sets the method of imposing the steady state value of the carbon tax rate of Scenario 1 during the analysis period. The impulse response analysis shows that the responses of $CO_2$ emissions to external shocks are relatively sensitive in scenario 2. And simulation results show that the cost of $CO_2$ abatement is more volatile in scenario 1, and $CO_2$ emissions and $CO_2$ stock are more volatile in scenario 2. In particular, the percentage changes in volatility between the two scenarios of $CO_2$ emissions and $CO_2$ stock increase as the green house gas reduction target is harder. When the green house gas reduction target is 60% and over, the percentage changes(absolute value) between the two scenarios exceed the percentage change(absolute value) of the $CO_2$ reduction cost between them.

Analyzing the Effects on Korean Regional Economy-Energy-Environment Gaps of GFGs Reduction (온실가스 감축의 지역간 격차 영향 분석)

  • In this study, the effect on the economy-energy-environment gap among regions of reducing GHGs is analyzed under various scenarios, using a multiregional dynamic CGE model. Regions in Korea are classified as six metropolitan areas. Scenarios are set in three cases such as self-regulatory measures, carbon tax and emissions trading scheme. The reduction target under each scenario is again classified according to volume basis and intensity basis. In results, self-regulation is shown to deepen the economic divide mostly, followed by a carbon tax, emissions trading scheme in order. This result could be interpreted such that a system based on market incentives gives less effect on the gap among regions. However, market incentives based system is expected to take time to build. Thus in implementing policies to increase short-term effects of the reduction targets, complementary policies are needed to reduce the regional devide.

Optimal Forest Management for Improving Economic and Public Functions in Mt.Gari Leading Forest Management Zone (가리산 선도산림경영단지의 경제적·공익적 기능 증진을 위한 산림관리 최적화 방안)

  • This study analyzed the optimization method of forest management to enhance economic and public functions, as well as the interrelationship among timber production, carbon storage, and water conservation functions in Mt.Gari leading forest management zone. For these purposes, a forest management planning model was developed using Multi-Objective Linear Programming. The model had an objective function to maximize the total NPV (Net Present Value) of weighted timber production, carbon storage, water conservation, and constraints to limit the rate of change in timber production, percentage of each age-class and tree species area, percentage of conifers and broad-leaved trees area in each management zone, minimum timber production and timber sales amount. Based on the description of forest inventory and the comprehensive plan of Mt.Gari, we analyzed stand information and management constraints of the study area. We compared management alternatives using different weights in the objective function. Therefore, the total NPV was maximized in the alternative considering the three functions in equal proportion, rather than the alternatives of maximizing only one function. When all three functions were considered simultaneously, timber production offset the carbon storage and water conservation, and carbon storage and water conservation interacted synergistically. However, when considering only two of the three functions, all combinations of functions demonstrated tradeoffs with one other. Therefore, we discovered that by considering all three functions equally, rather than only one or two functions, the economic and public values of the study area can be maximized.

  • 오늘날 우리사회는 환경변화와 기후 위기 가속화로 인하여 삶의 질 악화는 물론 인류 생존까지도 걱정해야 시기에 이르렀는데, 이러한 변화의 주범인 온실가스의 75%가 도시에서 발생되고 있다(Global Sustainable Development Repor, 2019), 이에 국제 사회는 도시 중심의 녹색 전환 정책 추진 중인데, 우리나라는 2017년부터 '도시재생뉴딜사업'을 추진하고 있다. 이에 본 연구는 지자체가 주도적으로 환경성과 창출 방안을 마련, 도시의 지속가능성 높이는데 일조하고자 탄소중립 선도 도시 사례와 도시재생의 문제점을 살펴봄으로써 도심 내 과밀화 문제와 탄소배출 해결 방안을 제시하였다. 당초 '도시재생뉴딜' 사업은 도시의 다양한 니즈를 충족시키기 위하여 시작되었으나, 최근에는 도시 노후화와 탄소배출 문제에 대응하기 위하여 '그린도시', '친환경 도시'를 지향하고 있다. 그러나 이를 뒷받침할 법·제도의 제·개정 및 이를 바라보는 이해관계자의 시각 전환이 이루어지지 않아 크고 작은 많은 문제점이 발생하고 있다. 도시재생의 첫 번째 문제점은 정책지원의 30% 이상이 일반근린형에 집중됨에 따라 주거형 도시재생 양상을 띄고 있다는 점이다. 이는 임기가 제한된 지자체장이 가시적인 성과를 위하여 도시 내 인프라 확충에 집중한 결과로 지속가능한 도시재생을 저하시키는 요인이 되고 있다. 두 번째, 도시재생 뉴딜사업이 계획수립과정에서 지속가능성에 대한 검토와 환경성 평가에 대한 고려 부족으로 기후 위기 대응에 미흡한 실정이다. 노후 도시의 주거 과밀화 문제를 해결하고 효과적인 도시 탄소 감축을 위하여 건물 - 마을 - 도시 등 여러 공간 단위의 온실가스 배출량 감축 전략 수립이 필요하다. 세 번째, 치·이수 위주의 도시재생 뉴딜사업으로 탄소 중립 대책이 미흡하다. 대응 방안으로는 자원의 관점에서 물 소비 감소 촉진 및 재생에너지 증가 전략이 필요하다.

Effects of Concentrations of Glucose and Maltose on the Growth of Recombinant E. coli (재조합 대장균의 세포성장에 대한 포도당과 맥아당 농도의 영향)

  • The growth of recombinant E. coli and formation of the by-products were investigated. Glucose was consumed in approximately 8hours of cultivation when initial glucose concentration was 5g/1. When higher initial glucose concentrations were employed, it took approximately 16 to 20hours for the glucose to be consumed. When maltose or glucose was used as a carbon source, lactic acid and acetic acid were main by-products, while propionic acid and methanol production was not significant. Much by- products were formed at the higher initial carbon source concentrations. Higher concentration of lactic acid was observed when glucose was used, while higher concentration of acetic acid was observed when maltose was used. Lactic acid production affected the cell yield while acetic acid production affected the growth rate.

Analysis of Appropriate Automobile Tax Rate Considering the Average CO2 Emissions by Engine Displacement in Korea (한국의 배기량별 평균 CO2 배출량을 고려한 자동차세의 적정 세율 분석)

  • Currently, automobile tax in Korea is imposed by multiplying the vehicle's engine displacement by a certain tax rate. However, the need for revision is being raised as it is pointed out that the current system does not reflect the immediate task of reducing greenhouse gas emissions. Accordingly, this study focuses on the positive relationship between engine displacement and CO2 emissions, and seeks to calculate an appropriate automobile tax rate considering average CO2 emissions. To this end, first, we estimated the average annual CO2 emissions (kg/vehicle) for each engine displacement using the average CO2 emissions for each vehicle displacement as of 2020. Next, multiple scenarios were analyzed considering the standard tax rate at $75 per ton of CO2 emissions proposed by the IMF (2019). In particular, we compared the case of imposing a uniform carbon tax of $75 and the case of imposing a progressive tax based on CO2 emissions by displacement. According to the results, it was confirmed that the uniform tax rate proposed by the IMF is difficult to apply to Korea as it is due to the impact of a decrease in tax revenue, and a tax scheme needs to be designed appropriately considering maintenance of tax revenue according to the current automobile tax, greenhouse gas reduction effect, and automobile tax reform trends in developed countries. For example, in the case of the K3 (1,598cc) of Kia Motors, a representative compact car sold in Korea, if we compare the tax burdens for each tax scenario, the tax burden will be about 220,000 KRW under the current system, about 79,000 KRW under the uniform tax rate, about 83,000 KRW under the progressive tax rate, and about 240,000 KRW under the progressive tax rate similar to the UK tax system, respectively. In this way, this study identified the current statuses of automobile registration and tax in Korea, and automobile tax reform trends in major developed countries, and analyzed the impact of automobile tax reform considering engine displacement and CO2 emissions, focusing on the tax burden of the people.
