A Study on the Archives Management System in Cloud Computing (클라우드 컴퓨팅 환경 영구기록물관리 시스템 구축 방안 연구)

  • This paper proposes a cloud system model for incorporating the existing Records Management System (RMS), Archives Management System (AMS), and Central Archives Management System (CAMS) into a cloud-based national records management system. To do this, research on concrete and stepwise ways to transform AMS, including CAMS, into a cloud computing environment was carried out. This study developed a cloud system design strategy and goal model to integrate national records-related systems into a single cloud system to share and utilize information resources, manage them efficiently, and reduce costs. In particular, this study analyzed technical security and operational security that are exposed in the cloud environment and suggested measures to solve them. As a result, cloud computing technology can be applied to achieve low-cost and high-efficiency effects.

  • Recently, the central administrative agency changed its business management system to cloud-based On-nara 2.0. To transfer and manage the records of the cloud business management system, the National Archives Service has developed and distributed a cloud-based records management system. It serves as an opportunity to maximize the benefits of cloud computing and redesign the records management to be more effective and efficient. The process and method of electronic record management can be transformed through digital technologies. First, we can change the transfer method for electronic records. When the business and the records management systems share the same cloud storage, it is possible to transfer the content files between the two systems without moving the contents files physically, thus copying only the metadata and reducing the cost and the risk of integrity damage. Second, the strategy for allocating storage space for contents can be conceived. Assuming that the cloud storage is shared by the business and the record management systems, it is advantageous to distinguish the storage location based on the retention period of the content files. Third, systems that access content files, such as records creation, records management, and information disclosure systems, can share the cloud storage and minimize the duplication of content files.

  • The cloud records management system has the following problems. It has not been accompanied by a change in the legislative system and has not been exploited the benefits of cloud technology. In addition, it has not been considered for changes after system construction. To solve this problem, the contents of the Fourth Industrial Revolution should be reflected in the improvement of the legislative system and the long-term development strategy of the national archives system. A fundamental review of the records management system is also required, and in the process of e-government, the National Archives should act as a pan-government records management control tower.

  • In this study, we propose a logical transfer method of records using cloud storage to solve the integrity problem of digital component, which is generated when electronic records are transferred from the electronic record production system to the record management system. This method, which produces electronic records using cloud storage from the production stage and transfers them to the archives, has the following advantages. First, as a record management method, it can be effectively applied in public institutions by utilizing cloud computing technology, which has been the trend recently. Second, unlike the existing method of copying and physically transferring electronic records, the proposed method can reduce various risk factors that may occur in the transfer of electronic records by logically transferring the storage. Third, the method can prevent errors of the digital component according to the physical transfer of the electronic record; hence, the integrity of the electronic record can be guaranteed. Fourth, administrative power and cost that are wasted because of the electronic transfer of electronic records can be reduced.

  • This study analyzed the problems that occurred while constructing and operating the cloud record management system at the record management workplace and suggested ways to improve the system. In the study, the cloud record management system has the following problems: first, it has not been accompanied by the change in the legislative system. Second, it has not been utilizing the benefits of cloud technology. Third, it has not been considering the changes after the system construction. Given this, the study suggested three improvement plans to solve these problems: first, in relation to the reformed legislative system, the study proposed the diversification of records management units (file-item structure) and the restriction on access to records. Second, the study suggested a system redesign by improving the current work process based on paper documents. Third, to solve records management issues, the study presented the establishment of the governance body and the proactive countermeasure of the National Archives of Korea.

  • This study is to propose an archive management model based on cloud computing for preservation and utilization, as analyzing the characteristic of business model, electronic records and archival system. To achieve the goals this study classifies hardware and software resources by cloud computing models and redesigns business processes based on cloud computing. Adopting cloud computing technology in a central archives management system can be a exemplary case for other archives management systems to improve system and business performance.

A Study on the Current Status of the Central Government's Cloud System Adoption (중앙행정기관의 클라우드 시스템 도입 현황)

  • The transition of the central government system to the cloud-based infrastructure is being conducted as the National Information Resources Service (NIRS, Ministry of the Interior and Safety) attempts to integrate government IT resources. In the early days, the transition was attempted as an infrastructure as a service (IaaS) for the cloud service of HW; however, currently, ithe transition is being converted to software as a service (SaaS) for the service of common business. Typical and common business is a document creation for government service and records management. Document creation is produced on cloud On-Nara system, and such system is deployed to central government agencies from 2015 to 2018, as well as the deployment to local government plans is to be gradually implemented after 2018. Currently, the records management is performed with the cloud RMS system, and such system is distributed to the central government from 2016 to 2018, as well as the dissemination to the local government is scheduled to be carried out, considering the adoption of the On-Nara system.

  • After making amendments to archive-related legislations in 2006, the Electronic Records Management Systems (ERMS) were introduced into public institutions. With this, most institutions constructed digital repositories in their records center. In this system, there are several weaknesses that wasted costs and manpower for its introduction and maintenance. The extensibility of a repository is debased, and securing the interoperability is difficult. The study proposed a cloud computing-based model to solve such problems that the previous system had. In particular, this study expected effects through the proposed model. The expected effects are low-cost, highly efficient, extensible, and interoperable in embracing various systems. Thus, the appropriateness of introducing cloud computing into ERMS was analyzed in this study.

  • Recently, the central government organizations have changed their Business Management System to the cloud-based On-nara Document 2.0. According to this, the National Archives of Korea is spreading a cloud-based records management system. With the development of digital technology, including cloud computing, preservation and utilization of records must be redesigned continuously to be effective and efficient. It is needed that the process and method of the electronic records management will change from simple digitization of paper-based recording to digital technology. This article offers opinions related to the logical transfer, storage and redundancy elimination of digital objects, machine-readable format, big-data analysis, templates of official documents, and authenticity authentication system based on universally unique identifiers (UUID) and hash value.
