세계는 지식정보의 창출 및 활용정도가 국가경쟁력을 좌우하는 지식기반사회로 급격히 전환하고 있다. 이러한 상황에서 주요 지식정보의 집중적인 디지털화를 통해서 국가 지식정보 공유체계를 구축하는 것이 무엇보다 시급한 상황이다. 특히 급격하게 성장하고 있는 디지털 콘텐츠 분야의 체계적인 정보화 사업은 관련 분야의 선진국과 경쟁하기 위해서 절실하게 요구된다. 본 논문은 게임산업에 대한 체계적인 정보화를 추진하기 위해서 의미를 기반으로 한 게임전문용어전자사전 구축을 위한 연구 결과를 소개한다. 의미를 기반으로 한 게임전문용어전자사전 구축하기 위해서 다양한 형태의 게임 관련 자료를 통해서 망뭉치를 추출하였다. 추출한 망뭉치로부터 빈도수 등을 이용해서 중요한 의미를 갖는 표제어를 추출하였으며, 추출한 표제어를 이용해서 게임전문용어 시소러스를 구축하였다. 또한 웹 기반으로 게임전문용어전자사전을 구축하기 위해서 SDML 을 이용하여 전문용어를 표기했으며 다양한 검색 기능을 추가해서 게임전문용어전자사전의 프로토타입 시스템을 구축하였다.

청각장애인을 위한 수화방송 서비스는 지상파 기준으로 100% 제공하는 자막방송 서비스와 달리 콘텐츠 제작비용과 시스템 운영비용 등으로 인해 5% 수준의 편성에 그치고 있다. 이러한 편성 비율조차도 명확한 편성기준과 검증기준이 없어서 실제 청각장애인이 실제 체감하는 수준은 훨씬 낮은 상황이다. 본 논문에서는 지상파 방송사업자의 장애인방송 편성비율을 검증하기 위해서 방송프로그램 안내정보와 방송 시그널링 정보를 기반으로 채널별로 방송스트림을 수집 및 관리하는 장애인방송 모니터링 서버를 활용하여 수화방송 모니터링 기술 고도화를 위한 자동화된 수화영역 검출 방법을 제안한다. 마지막으로, 자동화된 수화영역 검출 방법을 활용한 수화방송 모니터링 결과를 보여준다.

After COVID-19, with the emergence of social distancing, non-face-to-face services, and home economics, visiting dining out is rapidly being replaced by non-face-to-face dining out. The purpose of this study is to find ways to create a safe dining culture centered on living quarantine in line with the changing trend of the restaurant industry after the outbreak of COVID-19, establish the direction of food culture improvement projects, and enhance the effectiveness of the project. This study used TEXTOM to collect and refine search frequency, perform TF-IDF analysis, and Ucinet6 programs to implement visualization using NetDraw from January 1, 2018 to October 31, 2019 and December 31, 2021, and identified the network between nodes of key keywords. Finally, clustering between them was performed through Concor analysis. As a result of the study, if you check the frequency of searches before and after COVID-19, it can be seen that the COVID-19 pandemic greatly affects the changes in the restaurant industry.

Aerospace industry is a combination of high technologies which has several characteristics such as product reliability, precision, light weight, and energy efficiency. Nowadays, each country is trying to invigorating knowledge and information sharing between the companies for the synergy effect of aerospace industry. However, the research and empirical analysis on the vitalization of aerospace industry cluster are insufficient. Therefore, this study aims to firstly classify the supporting functions of government for aerospace industry cluster into five types by analyzing existing literatures and status reports issued by government. Secondly, companies are surveyed on the five classified types of supporting functions by questionnaire. Questionnaire survey responded by 30 aerospace companies in Gyeongnam aerospace industry cluster are analyzed. Quantitative analysis methods were used for statistical analysis. Based on the analysis, improvement directions of government supporting functions are suggested. The results of this study is expected to help policy making for invigorating the aerospace industry cluster.

The purpose of this study is to analyze the catchment area of child care centers, which are becoming increasingly important due to social changes such as nuclear family and women's participation in society. In this study, we surveyed 2,174 children in 32 municipal child care centers in Suwon city. As a result, most of infants(0~2years old) were coming to daycare facilities by cars, and its catchment area for 90%ile were about 3km. Next, the catchment area of the children who walk to child care centers is about 500m. When using the car, the catchment area was 1.3km. This study provides the following suggestions. Considering the infant car use area, it is necessary to install more than one child care center per living area. In particular, there is a need to urgently expand daycare centers that provide child care services for infant care. Next, a nursing center-based pedestrian environment improvement project is needed.

This Study aims to establish better sound fiscal plan by investigating perception of local government officials. Local government fiscal consolidation is affected by a combination of factors, including social, economic, demographic, political financial health of local governments. We derived the financial situation of the government-related indicators, financial health-related indicators, the indicators to improve the financial health on the basis of this study are an existing discussion. To ensure the financial soundness of the Cheonan, it is necessary to increase the efficiency of financial management including financial monitoring and control devices provided the locals, investment screening analysis system to enable it. In addition, fiscal controls should be strengthened in order to effectively autonomous government debt management. You must cuts expense of local government to prepare for expansion of local government finance, it is necessary to realize that the fee rates. It should be made through a blend of autonomy and control in the central government, network of local government and the development of local financial operations. You should also to be distributed to the residents welfare and community development funds are invested substantially to establish a systematic planning, resource allocation, evaluation, and reflux system.

도서관정책을 총괄하고 있는 문화관광부는 2월 5일 「도서관 발전 종합계획」수립계획(안)을 발표하고 금년 상반기 중 관계부처와의 협의를 거쳐 동 계획을 확정할 예정이라고 밝혔다. 이러한 계획이 수립되면 도서관 육성과 진흥에 대한 도서관계, 시민단체, 언론 등의 여망을 기반으로 각 부문에서 산발적으로 추진되어 온 도서관 진흥 정책을 종합하여 관계부처간 협력을 통해 효과적으로 추진해 나가는 계기가 될 것으로 기대된다. 그 동안 문화관광부는 1991년부터 지난해까지 도서관 건립지원에 769억원, 공공도서관의 콘텐츠 확충에 228억원(1995~2001)을 투입하는 등 도서관 육성 및 진흥을 위해 지속적으로 지원해 왔으며, 그 결과 1991년 267관이던 공공도서관이 2001년에 485관(건립중 포함)으로 2배 가까이 증가하였다. 이처럼 절대 부족한 도서관의 확충과 함께 지식정보화시대 도서관을 지식정보유통의 핵심기관으로 확성화시키고자 2000년부터 관계부처와의 역할 분담을 통해 공공 및 학교도서관 정보화기반 조성 및 도서관 소장자료의 디지털화(콘텐츠 확충) 등 '도서관정보화 종합계획'을 추진하고 있다. 계획수립은 한국문화정책개발원이 주도하여 도서관계 전문인사와 공동연구로 추진하고 자문위원단을 구성하여 계획의 기본방향 및 내용에 대한 각계의 의견을 수렴하게 되며, 문화관광부, 국립중앙도서관, 한국도서관협회 등이 지원기관으로 참여하여 정부정책으로 연계되어 그 활용성을 높이는데 주력할 계획이다. 이번 계획에서는 기본적으로 국립중앙도서관 및 공공도서관의 발전방안을 중심으로 학교 및 대학 도서관 부분에 대해서는 관계부처간 효과적인 정책협의체계 구축을 통한 정책적 지원부분에 초점을 두고 정보화 시대에 부응하는 도서관의 역할과 기능 재정립, 도서관 관종 간의 협력 프로그램 개발을 통한 도서관 운영활성화 등 도서관의 조직ㆍ기능ㆍ인력ㆍ프로그램 등의 측면에서 현황분석을 통한 문제점 도출과 개선방안을 마련, 궁극적으로는 도서관및독서진흥법 개정 등 도서관발전의 법ㆍ제도적 지원 토대를 마련할 방침이다. 한편 도서관정보화 부문에 대해서는 2003년부터 2단계 도서관정보화사업 추진을 위해 관계부처와 협력하여 현재 민간 컨설팅업체를 통해 추진중인「도서관 정보화전략계획(ISP)」을 종합계획에 반영할 계획이다. 또한 교육인적자원부를 중심으로 정부 6개 부처가 '학교도서관 활성화대책 기획단'을 구성하고 학교 및 대학도서관 발전 계획을 수립 중에 있다. 그리고 대통령자문 교육인적자원정책위원회에서 4월 3일 '도서관 정보인프라 활성화 방안'을 대통령에게 보고한 바 있다. 우리 「도서관문화」에서는 도서관 및 관련 부문의 각계 인사들에게 정부 「도서관 발전 종합계획」등 계획 수립에 바라는 바를 알아보았다.

The purpose of this study is to propose agenda concerning the direction of agricultural science convergence research and development (R&D) under the fourth industrial revolution. For this study, we apply the Analytic Hierarchy Process (AHP) targeted at experts in the fields of agricultural academia and research operating R&D currently. Results suggest the following agendas; first, human resource training toward future is more emphasized rather than fragmentary technology innovation. Second, a flexible road map for agricultural science R&D need to be made for responding to short and long term issues relevant to the innovation. Third, mutual exchange and cooperative system need to be constructed between academia and research in order to create synergy effects. Finally, both institutional improvement and humanistic literacy should be emphasized for rapidly changing conditions and better human life under the fourth industrial revolution.

The purpose of this study is to analyze the relationship between local economy and local universities focusing on the job creation. The study estimates the impacts of industry-university cooperation expenditure in 2018 on the Korean industry using the 2014 input-output table released by the Bank of Korea in 2016. The results show that the effect of production inducement was 30.2 trillion Won which reached 1.5 times of the total industry-university cooperation expenditure 19.6 trillion Won. The effect of labor inducement was estimated to employ 35 thousand people. With respect to the effects of inter-industries, the professional, scientific and technical activities, information and communication, and education sectors showed much higher effect of both production and labor inducement in the Korean industry. Therefore, the industry-university cooperation expenditure in Korea has to be focused on those industries in order to increase job creation effects from industry-university cooperation.

The Korea government has recently announced "A Master Plan for Smart Education", including application of digital textbooks and composition of education system using cloud computing. Our education system in future circumstance, over the conventional e-learning methods, needs the smart education solutions which enable students to study and communicate on various types of devices. The ongoing government project related with the digital textbook has been performed as mid- and long-term goals, whereas PDF-based e-textbook project, similar to e-book model and, has been already completed for the short-term goal. For the purpose of improved future smart education circumstance, however, a specific strategy is required in the following areas: flexibility of format conversion and independency of original text sources among the multiple device platforms. Therefore, in this paper, we propose a standardization scheme for e-textbook format based on e-book structure. To do this, we survey trends in e-book technologies, and research on standardization of e-book format for digitalization of textbooks, based on the analysis of existing textbooks. Moreover, we produce an example e-book content using our proposed standard method. As a result, our approach can be applied to the future smart education circumstance, and we may say that it will be efficiently applicable to the long-term digital textbook project.
