Estimating an Incheon New Ports' allotment rate for metropolitan cargo using Logit Model - Focusing on a trans pacific route - (Logit모형을 이용한 인천 신항의 수도권 화물 분담률 추정에 관한 연구 - 미주항로를 중심으로 -)

  • Most metropolitan shippers (MS) have used trans pacific route (TPR) or Asia-Europe route (AEP) through Busan port (BP). If Incheon new port (INP) sets up the deep water-depths under -16m, however, there might be a change in MS's port choice behavior (PCB). In this respect, the aim of this paper is to estimate an INP's allotment rate for metropolitan cargo using Logit Model (LM) considering changing global shipping and port environment. This paper reviews previous studies related to shippers' PCB then sets up the utility function (UF) including the dummied dependent variable which is comprised of BP and INP, and some independent variables such as the frequency of liner shipping route (TPR), inland transportation fare, and the rate of container terminal service. As a result of LM analysis, BP has 0.6618 and INP has 0,3382.

  • To secure superiority in keen competition among ports and to satisfy demands of shippers and shipping companies who are a main customer of ports, logistics service should be improved. However, most of dissatisfaction for logistics service arises from frequent transportation changes of shippers and inaccuracy of cargo-working information offered from shipping companies and inaccuracy of cargo information carried in from carriers. Therefore, the study embodied BPR and yard management prototype system on the basis of the process of business flow in yard to settle the above problems. The study also checked that information of booking list in a yard-allocated plan could be applied to forming efficient collaborative supply networking in yard management by supplementing insufficient cargo.

  • We conduct an empirical study on RFID application to a real container terminal gate. The objective of this study is three-fold. The first is to design a new gate management process that applies RFID technology. For this purpose, we analyze current gate management process to find opportunities for improvement. The second is to verify the 433 and 900 Mhz RFID technology in terms of the recognition rate of information contained in RFID tag under various conditions such as the speed of vehicle, the position of RFID tag and the tilt of RFID reader. We perform some experimental tests for this verification. Finally, we try to find suitable conditions for the speed of vehicle, the position of RFID tag and the tilt of RFID tag reader based on results of the experimental tests. Those findings are obtained with some ANOVA tests. Additionally, we summarize anticipated issues when applying RFID technology to the gate management process and possible solutions for the issues.

An Empirical Study on the Difference in Perception of Introducing Smart Port between Port Operators and Users in Gwangyang Port (스마트항만 도입에 대한 항만 운영자와 이용자 간의 인식차이에 관한 실증연구 - 광양항을 중심으로 -)

  • Overseas advanced ports are promoting smartification, as well as full automation of the terminals surrounding container terminals. A smart port can be defined as a comprehensive concept that pursues increased operational efficiencies, maximization of profit, efficient use of energy, and construction of eco-friendly ports with the introduction of fourth-industrial-revolution technology, including port automation. However, Korea is making efforts to introduce fourth-industrial-revolution technology into ports, but indications are that they are somewhat insufficient compared to advanced ports abroad. Therefore, this study conducted a survey about operators and users of container terminals in Gwangyang Port by deriving the factors determining the introduction of smart ports, such as cost, service, time, safety, and environment, from previous studies. This study analyzed the factors determining the introduction of smart ports and moderating effects when the adjustment variables of operators and users were applied to the pros and cons. As a result of the analysis, it was found that port operators and users have a moderating effect on cost, time, safety, and environmental factors, but not on service factors. These results indicate that port operators try to reduce costs through efficient operation, time management, and by reducing safety accidents by building smart ports, but analysis showed that the negative effects of smart ports have affected port users. The results of this study were derived through a moderated regression analysis and suggested implications for introducing smart ports in the conclusion.

A Service Network Design Model for Rail Freight Transportation with Hub-and-spoke Strategy (Hub-and-spoke 운송전략을 고려한 철도화물서비스 네트워크디자인모형의 개발)

  • The Hub-and-spoke strategy is widely used in the field of transportation. According to containerization and the development of transshipment technology, it is also introduced into European rail freight transportation. The objective of this article is to develop a service network design model for rail freight transportation based on the Hub-and-spoke strategy and efficient algorithms that can be applied to large-scale network. Although this model is for strategic decision, it includes not only general operational cost but also time-delay cost. The non-linearity of objective function due to time-delay factor is transformed into linearity by establishing train service variables by frequency. To solve large scale problem, this model used a heuristic method based on decomposition and three newly-developed algorithms. The new algorithms were examined with respect to four test problems base on the actual network of European rail freight and discussed the accuracy of solutions and the efficiency of proposed algorithms.

A Study on Improvement of throughput-linked Port Development (Trigger Rule) System (물동량 연동 항만개발제도 개선방안 연구)

  • Korea's port development adjusts the completion time and size of port facilities according to the future port throughput. The current port development system, which is referred to as "throughput-linked port development (Trigger Rule)", has received positive evaluation for efficiently executing the limited port development budget. Recently concerns have been growing over deteriorating service levels in port facilities in Korea due to accelerated aging of terminal facilities. However, the current port development system does not possess any standard for assessing the level of service and utilizing development indicators. The purpose of this paper is to calculate the Port Service Index (PSI) by selecting indicators to measure the Level of Service (LOS) of ports and deriving weights between the indicators, so that the current "throughput-linked port development (Trigger Rule)" can be linked with the level of service. Based on the result of analysis on a variety of preceding studies, the ship waiting rate, berth productivity, ship turnaround time and ship productivity were selected as four indicators to constitute the Port Service Index. The AHP and entropy methodologies were used to derive weights for each of four indicators which were later combined to calculate the comprehensive weight. The calculation formula of the Port Service Index (PSI) was derived by using the aggregated weights of each indicator, based on which the LOS of domestic container and bulk terminals were evaluated and this measurement result was divided into 6 classes to define each LOS. This paper contributes to draw the improvement measures for port development system that are able to connect the quantitative indicator of throughput, as well as a qualitative indicator of the level of "service".

Analysis of the Characteristics of Container Ports in Busan Port Using Industrial Organization Approach (산업조직론을 활용한 부산항 컨테이너 하역산업의 특성 분석)

  • In order for the users (shipping firms and shippers) and suppliers (stevedoring firms) in the container terminal industry to win-win, it is necessary to have some appropriate diverse market conditions for the industry. This study analyses the basic conditions and demand and supply characteristics of the industry and investigates the market performance of Busan container ports. First, this article analyses the basic characteristics of demand and supply. As the demand characteristics, there are five ones such as 1) exogeneity of demand, 2) function as export/import transportation and hub for transshipment, 3) increase of users' bargaining power, 4) high substituting elasticity, 5) reduction of volume growth. As the supply characteristics, there are seven ones such as 1) inelasticity of supply, 2) homogeneity of stevedoring services, 3) over-supply, 4) adoption of cutting-edge stevedoring technology, 5) scale economy and impossibility of storage, 6) labor market rigidity, 7) enhancing port's role in SCM. In addition, this study conducts the so-called structure-conduct-performance analysis. For the structure analysis, 1) lacks of scale economy in stevedoring companies, 2) high entry barrier, 3) strengthening of shipping firms' bargaining power, 4) transitory permission scheme for tariff are analyzed. For the conduct analysis, 1) price discrimination between export/import and transshipment, 2) mid-term length of terminal use contract, 3) continuous investment in equipment, 4) low level of cooperation among terminal operating firms are derived. For the performance analysis, 1) inequality in profitability, 2) reduction of export/import cost, 3) delay in adopting cutting-edge technology, 4) idle equipment are analyzed. Following this logical flow, the hypothesis that the market structure influences the market conduct is tested based on the actual dataset. As a future agenda in the conclusion, this article recommends the so-called port industrial policy.

An Exploratory Study for the Introduction of Standard Electronic Documents for Bonded Logistics Warehouse in Port Hinterland (항만배후단지 보세물류창고 표준전자문서 도입을 위한 탐색적 연구)

  • After being kept in bonded areas and bonded logistics warehouses, the level of information sharing and progress confirmation on the process until the cargo is released is insufficient, resulting in disputes and legal disputes related to unauthorized and illegal delivery of cargo. This study attempted to present the introduction of standard electronic documents as a way to solve problems such as delivery practices raised in the delivery of existing imported cargo and legal disputes related to unauthorized illegal delivery among import-related entities. The service provider who manages the bonded warehouse/logistics center in the hinterland of Busan New Port and the shipper service user who use the service were classified into two groups, and a survey was conducted to analyze the difference in perception between the two groups. As a result of the analysis, both groups judged that the introduction of standard electronic documents was necessary, and showed high expected effects in preventing and reducing erroneous shipments and preventing and improving unauthorized and illegal shipments. Discussions between related organizations, related parties, and subjects are needed first to introduce standard electronic documents of the entry and warehouse management system, and the actual participation of related entities such as service providers and service users will play a very important role in establishing the system.

Analysis of Harbor Responses due to the Dredging Work at Waterway and Mooring Basin in Busan New Port (부산 신항만에서 수로 및 박지 준설에 따른 항만정온도의 변화 분석)

With this, there are lot of discussions and debates on increasing the water depth at the approaching channel and mooring basin from the existing 15m to 18m by dredging work in order to be able to serve 12,000TEU containership, and at the same time, correction to the reclamation plan of hinterland at the part of Undong Bay qf the new port site. Since the attack of typhoon 'Maemi' in 2003, it is expected that the design wave parameters for coastal and harbor structures in this area would be somewhat changed and so the extreme wave condition at each terminal and tranquility of berthing area does, and therefore, it is necessary to analyze the tranquility at each berth Hence in this study, we constructed a wave model for these conditions and performed simulation together with the circulation model simulation, compared with the field data collected The result showed the increase of the harbor response throughout the basin but not severe condition However, a certain location needs to be prepared for the rough sea condition when a severe typhoon hit the site.
