Study on establishment of a governance for agricultural NPS pollution management (농업비점오염 관리를 위한 참여단위 거버넌스 구축 연구)

  • 새만금호의 목표수질 달성과 지속가능한 관리를 위해서는 비점오염 관리의 필요성이 강조되고 있다. 특히, 새만금호 상류 유역은 농경지 비율이 38%로서 높아 농업활동에서 유래하는 농업 비점오염원의 효과적인 관리가 필요하다. 이를 위해서는 농업비점오염 저감기술의 개발하는 물리적 기술적 접근만이 아니라 농업인과 지역주민의 참여와 함께 행정적인 지원을 포함하는 사회 경제 문화적 접근을 포함하는 통합적인 접근 즉, 거버넌스가 요구된다. 이러한 거버넌스를 새만금유역의 농업비점 관리에 적용하려는 노력의 일환으로 "새만금유역 농업비점오염관리 거버넌스구축 사업모델 개발"에 대한 연구를 2015년부터 2016년까지 2년간 추진하게 되었다. 본 연구의 목적은 농업비점오염 관리를 위한 거버넌스 구축과 운영에 필요한 요소들을 도출하고 각각의 요소별 추진 프로세스를 개발하고 최종적으로 이를 상호 연계하여 운영하는 기법을 개발하는 것이다. 농업비점오염관리 거버넌스 구축의 접근 방향으로는 신규구축형과 기존정책사업연계형으로 접근하는 것이 바람직 할 것으로 판단된다. 거버넌스 시스템은 참여단위와 행정단위, 그리고 이것을 연계 지원하는 '중간지원조직'의 다층적 거버넌스 구조로 제안하였다. 참여단위 거버넌스는 공동체단위와 개별 농가단위의 참여 프로그램으로 설계하였다. 특히, 참여단위 거버넌스의 지속성을 유지하기 위해서 커뮤니티비즈니스 육성이 필요할 것으로 나타났다. 1차년도(2015년)에는 신규구축형을 중심으로 진행을 위하여 전라북도 부안군 백산면 용계리를 연구대상 지구로 선정하였다. 참여단위 거버넌스 구축을 위하여 연구대상 지구에서 우리 마을과 물 이야기, 우리마을회의 등 통하여 주민이 생각하는 지역의 역사와 문화 등 잠재자원을 발굴하였고, 이를 바탕으로 침체된 마을 공동체를 마을길을 연결하여 다시 활성화 하고, 물이 흐르는 마을도랑으로 가꾸고, 단절된 이웃간 마음을 연결하기 위한 "마을길-물길-마음길 연결" 커뮤니티 비즈니스 프로젝터를 도출하였다. 이러한 거버넌스구축 프로그램의 정보의 공유와 확산을 위하여 커뮤니티 비즈니스 안내판을 설치하고, 마을소식지(청파)를 제작배부하고 거버넌스구축 과정을 담은 마을영상다큐 제작을 진행하였다. 2차년도에는 커뮤니티 비즈니스 심화과정을 운영하고자 한다. 본 연구의 결과는 앞으로 농촌지역의 비점오염관리를 위한 거버넌스구축 등 정책 및 제도개선에 도움이 될 것으로 기대된다.

  • Application Contents of based on a workflow process unit in grid system is a practical work to solve the problem. To construct cooperation environment is very important because the contents are deployed and executed. And the most of cooperation is executed by workflow. Globus toolkit is the middleware for cooperation process in grid environment. However the middleware only provides basic services for constructing grid, not workflow that can provides cooperation, job scheduling, application contents management. Also Globus toolkit is suitable for huge gird community but small size pc based grid community. Therefore, this paper proposes the efficient application contents deployment system for small sizes cooperation. This system supports efficient cooperation environment with Application contents deployment and resource management provided in grid community. Also it presents information and association relation among application contents with association dictionary among application contents based on workflow process unit, and utilizes this as information for application contents deployment.

A Study on Community Mapping for ICT-Based Livestock Infectious Disease Response (ICT 기반 가축 감염병 대응을 위한 커뮤니티 매핑 연구)

  • Livestock epidemics, such as foot and mouth disease, are causing enormous economic losses due to their strong infectious power. Early detection of infectious diseases in livestock is very important, but it is difficult to diagnose early in individual farms, and there are frequent cases of transmission through inter-farm movement such as veterinarians and feeding vehicles. In this study, we studied the technology that enables rapid diagnosis without veterinarian farm visits and prevents further spread by automatically monitoring the body temperature of livestock using ubiquitous-based information and communication technology in the early stage of onset and sending it in real time. We have presented a technique for systematically managing livestock epidemics at the farm level, regional level, and national level by using the community mapping technique by using the remote medical treatment system linked to the automatically collected information. In this process, community mapping items for each step and stakeholders were derived for crowd sourcing based spatial information technology.

Web Crawling and PageRank Calculation for Community-Limited Search (커뮤니티 제한 검색을 위한 웹 크롤링 및 PageRank 계산)

  • 최근 웹 검색 분야에서는 검색 질을 높이기 위한 기법들이 많이 연구되어 왔으며, 대표적인 연구로는 제한 검색, focused crawling, 웹 클러스터링 등이 있다. 그러나 제한 검색은 검색 범위를 의미적으로 관련된 사이트들로 제한할 수 없으며, focused crawling은 질의 시점에 클러스터링하기 때문에 질의 처리 시간이 오래 걸리고, 웹 클러스터링은 많은 웹 페이지들을 대상으로 클러스터링하기 위한 오버헤드가 크다. 본 논문에서는 검색 범위를 특정 커뮤니티로 제한하여 검색 하는 커뮤니티 제한 검색과 커뮤니티를 구하는 방법으로 cluster crawler를 제안하여 이러한 문제점을 해결한다. 또한, 커뮤니티를 이용하여 PageRank를 2단계로 계산하는 방법을 제안한다. 제안된 방법은 첫 번째 과정에서 커뮤니티 단위로 지역적으로 PageRank를 계산한 후, 두 번째 과정에서 이를 바탕으로 전역적으로 PageRank론 계산한다. 제안된 방법은 Wang에 의해 제안된 방법에 비해 PageRank 근사치의 오차를 $59\%$ 정도로 줄일 수 있다.

A Qualitative Study on the the Meaning of Community Participation among Sexual Minorities (성소수자의 커뮤니티 참여 의미에 대한 연구 - Giorgi 현상학적 방법론을 중심으로 -)

  • This study aims to illustrate the essence of meaning through sexual minorities' participant experiences in a sexual minority community. This research intends to explore essential meaning structure revealed in sexual minorities' reasons for joining a sexual minority community and in their experience in community activities. The study participants were 8 sexual minorities, and data was collected by in-depth interview. Data analysis was described using Giorgi's analysis methodology in phenomenological research method. As a result, the sexual minorities' participation was consisted of 13 meaning units, 6 derived topics, and 3 essential topics, which were 'An unquenchable thirst', 'Another world called oasis', and 'Real estrangement' Moreover, based on the essential topics, the study participants' common meaning of essence was analyzed as 'spiritual diaspora'. Sexual minority communities shall contribute to developments of own organizations through mutual compensations by vitalizing exchanges with other communities based on this study. Also, the communities should the variety in sexual minorities to allow various people's participation. People's awareness on sexual minorities must be transformed so that closed communities can change. Comprehensive knowledge on sexual minorities should be distributed in the social welfare fields so that sexual minorities may search solutions on issues through various access not limited to certain communities.

Case Study on the Overseas Locally-Led Community Design Guidelines (주민참여형 커뮤니티정원 조성 가이드라인 마련을 위한 국외 사례 비교 연구)

  • With the changing of social needs and paradigms, citizens are concerned about aesthetic and cultural community gardens from productive urban farms in Korea. It is still difficult, however, to cultivate a beautiful garden with a community to design, install and manage it. Therefore, this study analyzed the community garden design guidelines of other countries to derive the characteristics and implications. The research method analyzed six guidelines for community garden design in the UK, Canada, the USA, Australia and Japan. As a result of the study, most community garden design guidelines are opened freely via on-line service. The guidelines are composed with chronological processes such as intro, site selection, design, construction and maintenance. The introduction section treats definition, purpose, meaning, efficiency and success factors for community gardens. Site selection emphasizes site conditions (soil, light, shadow, water, etc.), landholding and insurance. The design section, however, lacks adequate drawings and case images. These guidelines offer little explanation with few illustrations and sentences. Construction sections explain about plantings, facilities, expense and details. The maintenance guidelines of community gardens contain how to control members, funding, harvesting, pests and plants. In addition, some guidelines include vandalism, organic cultivation methods, recording and advertisement. Lastly, the appendix contains a variety of checklists, administrative documents, guidelines, drawings, and contacts. This study will help understand the trends and characteristics of overseas community gardens design guidelines so as to also supply directions for guidelines to be introduced in Korea.

An Ethnographic Study of the Life-world and the Meaning of Life Experiences of Older People in Rural Communities (농촌노인들의 생활세계와 농촌 커뮤니티에서의 삶의 의미)

  • This study aims to explore how older adults construct their life-world in their ecological and socio-cultural context of rural communities and to understand what meanings they give to the life experiences they have had within their life-world. Two rural villages in Sunchang County in North Jeolla Province, South Korea were selected for this study and ethnographic fieldwork was conducted for about 2 months to gather the data. Despite the fact that rural communities face restructuring and economic decline, older adults in this study gave positive meanings to their life experiences. Doing agricultural labor particularly in later life let them maintain independence and continuity in life, and provided them with plenty of opportunity to interact with nature. Also, they had a sense of control over their physical and social environments where they had been familiar with for a long period of time. Furthermore, older adults had various memories of contributions to families and communities have been created. This research shows older adults in rural communities are active agents of their life-world, dismantling stereotypical notions of older adults as dependent, isolated, and marginalized. Implications of the study are discussed in detail.

An Analysis and Design of Efficient Community Routing Policy for Global Research Network (글로벌연구망을 위한 효율적인 커뮤니티 라우팅 정책의 분석 및 설계)

  • A routing policy based on BGP community routing permits to select a specific route for particular network by making use of user-defined routing policies. Especially, community based routing policy is recently getting a great concern to enhance overall performance in the global research networks which are generally inter-connected large number of different characterized networks. In this paper, we analyze the community routing which has been applied in existing global research networks in the network performance point of view, and catch hold of problems caused by the routing performance in a new global research network. Then, we suggest an effective community routing policy model along with an interconnection architecture of research networks, in order to make correct some wrong routings and resolve an asymmetric routing problem, for a new global research network. Our work is expected to be utilized as an enabling base technology to improve the network performance of future global research networks as well as commercial networks.

  • The aim of this paper is to explore the role played by the endogenous farming organization sustaining rural community's competitiveness. Nulmi-Ri, Chungdo Kun in Kyongsangbuk-do chosen as a case study area is known to be one of the most competitive rural communities, making a living with a peach farming. This community maintains its competi- tiveness by operating a community-based filming organization which was organised in an endogenous way. Most of individual farmers in this community belong to the farming organization and they have cooperative relationships in the processes of production and distribution. In this respect, the exchange and circulation of knowledge, and collective learning, tend to be significantly taken place between the organization members. Based on the experience of the Nulmi-Ri's endogenous farming organization, we propose some constructive comments for rural community development.

  • A drastic development of modern cities and transportation means as part of a rapid industrialization and urbanization for the past half-century has consistently broaden the boundaries of urban dwellers while, at the same time, raising issues as to establishing relationships among them throughout the society following the materialization of modern urban planning. Within the framework of the postmodern concept, there have been consistent efforts to create a community space in appropriate size and, in particular, the concept of New Urbanism and Urban Village that emerged in mid 1800s along with the effort to build a community by building an ideal city provides an important meaning today when people are seeking to restore a healthy community. Against this backdrop, this study aims to explore the concept of community and to determine its optimal scope of implementation in the sense of healing environment under the premise that organizing a healthy city is based on building a solid urban community. The study findings and conclusions are as follows. First, a community is a subject of constant consideration in the process of historical development of the city and has required us to take a variety of strategic approaches and to determine the scope of implementation. Second, the activities of a healthy community have been conducted under various types of environments, including churches, commercial facilities, urban plazas, parks, and streets in various scales, reflecting their unique characteristics. Third, in the process of designing a healthy and sustainable city, determination of location carries significant implications along with building a community of appropriate size, which requires multidisciplinary considerations in addition to functional approaches. Fourth, the composition and design of a modern urban community need to seek practical ways of its implementation within the concept of healing environment.
