A study on vulnerability analysis and incident response methodology based on the penetration test of the power plant's main control systems (발전소 주제어시스템 모의해킹을 통한 취약점 분석 및 침해사고 대응기법 연구)

  • DCS (Distributed Control System), the main control system of power plants, is an automated system for enhancing operational efficiency by monitoring, tuning and real-time operation. DCS is becoming more intelligent and open systems as Information technology are evolving. In addition, there are a large amount of investment to enable proactive facility management, maintenance and risk management through the predictive diagnostics. However, new upcoming weaponized malware, such as Stuxnet designed for disrupting industrial control system(ICS), become new threat to the main control system of the power plant. Even though these systems are not connected with any other outside network. The main control systems used in the power plant usually have been used for more than 10 years. Also, this system requires the extremely high availability (rapid recovery and low failure frequency). Therefore, installing updates including security patches is not easy. Even more, in some cases, installing security updates can break the warranty by the vendor's policy. If DCS is exposed a potential vulnerability, serious concerns are to be expected. In this paper, we conduct the penetration test by using NESSUS, a general-purpose vulnerability scanner under the simulated environment configured with the Ovation version 1.5. From this result, we suggest a log analysis method to detect the security infringement and react the incident effectively.

Implementation Plan and Requirements Analysis of Access Control for Cyber Security of Nuclear Power Plants (원전 사이버보안을 위한 접근제어 요건분석 및 구현방안)

  • The Nuclear Power Plants(: NPP) are being protected as national infrastructure, and instrumentation and control(: I&C) systems are one of the principle facilities of the NPP, which perform the protection, control, and monitoring function. The I&C systems are being evolved into digitalization based on computer and network technology from analog system. In addition, the I&C systems are mostly employ the specialized logic controllers which are dedicated for the NPP, but the usage of generalized IT resources are steadily increased. The cyber security issues for the NPP are being emerged due to cyber incidents by Stuxnet and various accidents in the NPP. In this paper, hybrid access control model is proposed which are applicable to I&C system by analyzing the access control requirements specified in regulatory guides. The safety of in-service and under construction of NPP are effectively increased by applying proposed hybrid model.

  • In order to manage information security risk, various information security level evaluation and information security management system certification have been conducted on a larger scale than ever. However, there are continuous cases of infringement of information protection for companies with excellent information security evaluation and companies with excellent information security management system certification. The existing information security risk management methodology identifies and analyzes risks by identifying information assets inside the information system. Existing information security risk management methodology lacks a review of where cyber threats come from and whether security devices are properly operated for each route. In order to improve the current risk management plan, it is necessary to look at where cyber threats come from and improve the containment level for each inflow section to absolutely reduce unnecessary cyber threats. In addition, it is essential to measure and improve the appropriate configuration and operational level of security equipment that is currently overlooked in the risk management methodology. It is necessary to block and enter cyber threats as much as possible, and to detect and respond to cyber threats that inevitably pass through open niches and use security devices. Therefore, this paper proposes additional evaluation items for evaluating the containment level against cyber threats in the ISMS-P authentication items and vulnerability analysis and evaluation items for major information and communication infrastructures, and evaluates the level of security equipment configuration for each inflow.

  • Internet has become an essential part of our daily lives. Many of the day to day activities can already be carried out over Internet, and its convenience has greatly increased the number of Internet users. Hut as Internet gains its popularity, the illicit incidents over Internet has also proliferated. The intruder trace-back technology is the one that enables real time tracking the position of the hacker who attempts to invade the system through the various bypass routes. In this paper, the RTS algorithm which is the TCP connection trace-back system using the watermarking technology on Internet is proposed. Furthermore, the trace-bark elements are modeled by analyzing the Proposed trace-back algorithm, and the results of the simulation under the virtual topology network using ns-2, the network simulation tool are presented.

  • Global navigation satellite system (GNSS) has a weakness of signal integrity caused by broadcasting type data transmitting direct to user from navigation satellite. Loss of GNSS signal integrity can make a catastrophic event in the operation of unmanned aerial system (UAS) because position decision is only depended on GNSS. So it is required to apply alternative method to reduce a risk and to guarantee a GNSS signal integrity for UAS operation. This paper addressed the reason of loosing GNSS signal integrity, the effectiveness of signal jamming/spoofing and GNSS application trend for UAS. Also suggested the flight safety enhancing method in case of GNSS signal jamming for UAS as technical and political approaches.

  • Security threats in the 4th Industrial Revolution have expanded to the issue of safety, but the environment for information security of domestic companies is still at a low level. This study aims to propose policy implications by empirically analyzing factors affecting investment intention. We investigated the state of information security and protection behavior and expanded UTAUT to investigate correlations. The results showed that information assets affect facilitating conditions, and perceived and new concerns have impacts on social influence. Social influence affect experience and habits, but the impact on security investment intentions was rejected. Facilitation conditions, previous experiences and habits have great influences on investment intention, new service security investment intention. The influence of perceived and new concern are low or rejected. There are moderating effects between types of business, size, security organization, experience of infringement, security personnel ratio, and personal information collection. This study will help to establish policies for enhancing the level of information security.

Current Status of Information Security against Cyber Attacks in Universities and Its Improvement Methods (사이버 공격에 대비한 대학의 정보보안 현황 및 개선 방안)

  • This paper suggests several methods of improving information securities of universities through the investigations of the current status of information securities in universities, which is becoming a hot topic in knowledge and information societies. In this paper, universities were randomly selected according to their size, and surveyed through email questionnaire to the persons in charge of security in each university, and 27 universities and 18 colleges were replied. From the survey results we confirmed that the pre-prevention is the most important thing in securing information assets, also in universities, and, in this paper, systematic support must be strengthened to establish a comprehensive security management policy and guidelines for the universities, and the importance of information assets and the necessity of security needs to be shared with the members in the universities. Moreover there must be full administrative and financial support, including recruitment and training of information security professionals and the establishing a separate security division.

A Design of Integrated Security Policies for Enabling Adaptive Security in Campus Environment (캠퍼스 환경에서 적응적인 정보보안을 위한 통합 보안정책의 설계)

  • A campus network nowadays adapts the security policies in detail and even in variety, along with firewall based access control. Nevertheless, security threats, such as information hacking, intrusion and DoS, are not decreasing yet. This paper proposes an enabling method of discriminative security policies to enforce an adaptive security for security objects on basis of the security elements. The security level of a security devices is decided based on the mapping between the users and the objects. The proposed security policies could improve the security effect in terms of investment in creative campus environment, and aim to provide fast and stable services to users.

  • To develop experts capable of responding to cyber security incidents, numerous institutions have established cyber training facilities to cultivate security professionals equipped with effective defense strategies. However, these challenges such as limited resources, scenario-based content development, and cost constraints. To address these issues, this paper proposes a virtual infrastructure variation generation framework. It provides customized, diverse IT infrastructure environments for each organization, allowing cyber defense trainers to accumulate a wide range of experiences. By leveraging Infrastructure-as-Code (IaC) containers and employing Word2Vec, a natural language processing model, mutable code elements are extracted and trained, enabling the generation of new code and presenting novel container environments.

  • Technological innovations and fast-growing new internet businesses are changing the paradigm of traditional business management, having various impacts on society. The development of internet technology is also increasing the adverse effects on technological innovation, and in particular, cybercrime related to computers continues to increase with each technological innovation. The purpose of this study is to construct a cybercrime business model (CBM) by using the business model canvas (BMC) theory for cybercrime in order to reduce cybercrime, and this model is applied and analyzed based on types of Korean cybercrimes. For this study, a systematic literature review was conducted to determine the components of cybercrime, and 60 relevant documents were classified through a keyword-based literature search. Besides, qualitative research in the classified literature has led to the derivation of cybercrime into 18 sub-blocks and nine building blocks. This study applies BMC theory to this derivation of cybercrime and builds the CBM through proper redefinition. Lastly, the developed CBM could be applied to cybercrime in Korea to help cyber incident-response staff understand cybercrimes analytically. This study contributes to the development of a new analysis framework that can reduce cybercrime.
