  • 2012년 벽두에 힘들고 어려운 건축설계시장의 근본적 문제점이 건축사의 적극적 권리주장의 부족함에 있지 않나하는 의문을 던져봅니다. 불합리한 제도의 개선과 관련 법 정비는 누군가가 해주는 것이 아니라 건축사 개개인의 인식과 실천하는 행동이 단체와 정부를 움직이게 하는 것은 아닐까요? 민주주의의 성취와 민주시민으로서의 권리는 그렇게 이루어졌다고 합니다. 인류 역사가 시작된 후 인간이 이룩한 큰 성과가 세가지 있다고 합니다. 하나는 문자의 발명이고, 둘은 법의 재정이며, 마지막으로 회계(복식부기)의 시작이라고 합니다. 이것을 건축에 대비하면 근대화된 도서의 도입, 관련 법 그리고 대가기준으로 볼 수 있겠습니다. 현대 건축은 BIM, IBS, 친환경인증, 에너지인증, 전문화된 설계와 인증 등으로 복잡함을 더하여 가고 있으나, 대가기준과 관련 법의 정비는 노력과 관심이 더 필요한 것 같습니다. 이에 건축설계의 법과 제도에 관계된 업무와 사례를 중심으로 5회에 걸친 기획연재를 준비하였습니다. 좋은 사례 발굴과 지속적인 관심이 있기를 바라며, 향후 더 좋은 내용으로 발전되기를 바랍니다.

A Study on Examples of Eco-Friendly School Design - Focusing on School Facilities in USA, Japan and Korea - (학교건축의 친환경적 계획수법에 대한 사례연구 - 미국, 일본, 한국의 학교건축을 중심으로 -)

  • This study aims to identify differences and lessons in eco-school planning techniques and sustainable design methods by analyzing comparatively green building certification system and the cases of sustainable schools in US, Korea and Japan. As a result of the comparative analysis, green building certification system for school facilities, both domestic and international, is categorized into external environment, energy, materials and resources, and indoor environment. From the case study, it is common that roof garden and biotopes are installed for external environment, while energy saving, passive energy utilization methods for natural lighting and ventilation such as arrangement planning, courtyard, top-light, shading devices, solar panel and insulation by roof garden are most frequently used. Also, storm water uses, water saving equipment and sustainable materials are often introduced for resource savings. Concerns for indoor environment is frequently addressed by introducing natural light and ventilation in the buildings, which makes ultimately a comfortable space.

  • Recent national policy agenda of 'Low-Carbon Green Growth' has been implemented as the important vision of the country. The government has set a target of entering the seven major world powers of Green Nation at 2020, and five major world powers at 2050. In order to achieve the goal, the reduction of greenhouse gases and the composition of green land and transportation has been promoted as an important policy. In a construction industry sector, policies and technologies for reducing greenhouse gas emissions and energy have been actively developed. In the case of developed countries, research for green road infrastructure has been conducted, which is the basis for certification system of green highway. This paper benchmarks the policies and cases of developed countries, verifies the applicability in the domestic road sector, and suggests the introduction of the certification system of green highway.

  • This study aims for improvement and rebuilding of the 'Green Building Certification Criteria Information System;GBCCIS'. To achieve this, improved information system has developed self-assessment program available on the web and to provide data about the target of Green Building Certification based on the 2010 revised criteria. The target building of Green Building Certification is Apartment, Office, Mixed-Use Building, School, property for sale, accommodation, and other facilities. Also, the information system about the Green building related technologies and techniques to take advantage of offer a variety of information was built. Green Building Certification Criteria web-site Established in this study has information and each menu and contents are linked to organic and high-utilization. Each menu is organized according to the used frequency and the group. Also this web-site is composed of information guide field, core service field, and other field. These improvement of Green Building Certification Criteria Information System can be a positive incentive measures for the activation of Green Building Certification Criteria easily by taking advantage of relevant information by users. And these will be possible to planning development of Green building technologies by introducing the latest Green building construction techniques applicable building. Also, to assess in advance by using self-assessment program in the design phase of building will lead to Green building design and provide the convenience of the application process and through database construction and share information of building assessment resources certified Green Building Certification Criteria will lead to the containment and fair assessment between cation authorities.

The Distributional Characteristics of Organic Farming in South Korea (한국의 유기농산물 생산의 지역적 분포 특성)

  • This paper has examined the origin of organic fanning, its development stages, its certification program, and its distributional characteristics in South Korea. Organic agriculture in South Korea originated in the late 1970s as several organic farmers' associations started to be formed. However, the certification of organic farm products, based upon the Codex guideline on organic produce as well as the FAO/WHO find standards, was not institutionalized with the year 2001. A majority of organic products are currently certified as farm products grown with low chemical input. Vegetables grown without any chemical input occupy the largest proportion of the certified produce, while fruits take the smallest. The average size of farms practicing organic agriculture is 0.88 hectare, smaller than the scale of conventional farms being 1.39 hectare. These organic farms are concentrated in Gyeonggi, Chungcheongbuk, and Jeju Province, where organic farmers' associations were first founded. The roles of those associations not only in developing and extending organic farming techniques but also in promoting organic agriculture to consumers were most critical in the regional development of organic farming. It would be desirable for local governments to promote organic farming in tandem with a whole environmental movement.

  • Paris Agreement of Climate Change seem affect to Korea eco-policy. Meanwhile the eco-design for reduce carbon emission have been applied in design phase of construction. However eco-design have applied passively except the project of eco-building system. For reflect eco-component in design, design VE that be appling to basic design and executing design phase of all construction project of over 10 billion should be use. But present applying VE Job Plan is reflecting partly eco-component, so the effect is small. Therefor new eco-VE development that reflect eco-elements to exist VE need. As the result of this study, the concept of environmental cost is defined to accounting. The calculation of the cost was using methods that apply $CO_2$ emission trading price, WTP, carbon productivity concept and carbon tax based on $CO_2$ emission. However, in order to apply eco-friendly VE at design phase, the model of new concept included carbon productivity concept is necessary. The eco-friendly VE model of new concept is model using $CO_2$ emission and potential environmental pollution index (PEPI). This study tried define eco-value model and environmental cost definition that become the major axle of eco-VE.

  • Recently due to the crisis of environment and resources, construction industry that effect a lot on nature than any other industries is essentially required to consider environmental element through the life cycle. Lots of advanced countries and Korea have already been running green building certification systems. However, GBCC(Green Building Certification Criteria) in Korea is lack of assessment criteria that apply environmental characteristics of tall building in compared with that in advanced countries. To improve the problem, we compared GBCC with LEED(Leadership in Energy and Environmental Design) through the case study. This study provides preliminary data for reflecting environmental characteristics of tall building in GBCC.

  • The proper use of the passive and active design elements are important for the realization of green buildings. The G-SEED (Green Standard for Energy and Environmental Design) has been implemented in Korea to promote green building construction reflecting these design elements. In this paper, evaluation items of G-SEED which related to the passive design were selected. And improvement direction for the G-SEED was proposed through the analysis of the application status of the passive design elements for the G-SEED certified buildings. This results can be used for developing study on the future improvement of the assessment criteria of G-SEED.
