The major concern of scholarly communication system that consists of libraries, researchers, and publishers is scholarly journals. But there is a huge chasm between the groups that have their own respects and strategies, compensations, and rights about scholarly journals. This difference makes open access movement which has two strategies: Open Access Journal(OAJ) and Open Access Archives (OAA). This paper describes the current status and analyses serious limitations of OAJ and OAA, especially, including the present address in the field of library and information science.

New business The e-book industry is creating a convergence of ICT and printing culture. Even so, the system changes is not great in Korea. Global market players are going to creating a membership or community-type business model to take advantage of the terminal, platform, network, but the creative content production in Korea is limited. Since the discussion is limited to such devices or network services most, we suggest the possibility of modeling a multi-faceted. And the development of technology and services platform content is also important as a strategic approach to the development of the e-book industry. Most of all, we propose the application of content, technologies and services are developed.

《Mu Yang Ai Hua, 牧羊哀話》 is known as the first Korean-sanctioned novel in the history of modern Chinese literature, and is famous for a novel created by the author himself visiting Korea and being inspired. The translation of 《牧羊哀話》 is constantly being re-translated (4 types). These translations also reflect the characteristics of each period, and the translation strategies used have their own characteristics. The results of the comparative analysis of the four types of translations in this study are as follows. The role A was published during the Japanese colonial period, and some parts were reduced and omitted according to the intent of the translator, and a foreignization translation strategy was used. B, C, and D have implemented content equivalence by utilizing many of the localization translation strategies, and added supplementary explanations in part to help readers understand. Since translation is a process of communication, it should not just convert the source text to the target text, but the target reader's response to the work should be the same as that of the reader. Therefore, translation must be able to understand the environment of the times and the readership, and it must use all possible methods to elicit the same emotion and empathy as the reader has read the original text. Therefore, translators need to use their nationalization and foreignization strategies at the same time based on their understanding of the target language and the politics, economy, history, culture, etc. of the destination country.

OSMU is now one of the most important keywords in the media industry. However, how to educate future media workers who can design and implement OSMU is an unsolved problem to media educators. In order to overcome the limitations of two perspectives of OSMU, namely economic perspective and storytelling perspective, this study propose a new OSMU education model for college students. Beginning with creating local content using MediaWiki, this model consists of five phases of media windowing, including MediaWiki, smartphone application, Web design, multimedia e-magazine for tablet PC, and publication. A Chuncheon-based university has been experimenting with this new OSMU education program. MediaWiki has played important role for creating local content collaboratively. All That Chuncheon application is now on service via SKT Tstore and Chuncheon Web pages has been designed successfully. Multimedia e-magazine and book publication is under preparation. The experiment has been successful so far, mainly due to the strategic choice of local content as the source of following media window. Also students have been strongly motivated for participating in this OSMU program.

지식의 확산과 대중화로 인하여 동일한 개념에 대한 검증되지 않은 용어들이 난립하고 있다. 종전에는 해당 학 회의용어심의위원회, 혹은 전문가 그룹의 합의를 통해서 출판된 전문용어집이 권위를 가지고 전문용어의 사용을 통제하였었다. 그러나 이제는 기존 전문용어집에 수록되지 않은 새로운 개념을 위한신조어의 생성에 있어서 사용자의 자의적인 해석이 빈번해져서 사회적 합의에 도달하지 못한 새로운 전문용어들이 경쟁적으로 사용되는 추세이다. 이러한 현실에 직면하여 국내외적으로 전문용어의 정비 및 표준화 사업은 언어 및 학문 분야의 경계를 넘어 총체적으로 전략적 접근을 시도하고 있다. 이에 본 연구에서는 7가지의 전문용어 표준화 지침을 수립하고, 그에 따라 ISO 2382의 4030개 정보기술용어를 표준화하고자 한다.

Recently, electronic-book (e-book) market is growing rapidly due to the evolution of information technology and e-book standard EPUB. Users can search e-book on-line and download easily to their e-book readers such as amazon's kindle or smartphones. On the other hand, there is lack of e-book contents for the reading disabled people because of high cost of making e-book accessibility for the reading disabled people. If we can translate EPUB specified e-book contents to the alternative e-book contents suitable for the reading disabled people, then there are many advantages to acquire various types and large volumes of e-book contents for the reading disabled people. This paper suggests a new electronic publishing ecosystem for the reading disabled people using e-book translation method. It also suggests a promotion strategy of e-book market for the reading disabled people.

Since XML emerged as a standard for data exchange on the web, it has been widely used for applications like e-Commerce, CRM, and BI. However, it is common that most of business data is stored in relational database systems, and it is expected that business data management would still be centered around the relational database systems. As such, the technique of viewing relational data as XML and processing XML queries against it is required. To meet such a need, in the SQL/XML standard, the functions to publish relational data as XML are provided. In this paper, we propose the techniques of providing an XML view of relational data defined by an SQL/XML statement in DTD(Document Type Definition), and of processing XPath queries against the XML view by translating them into SQL/XML statements, and describe the validation of such techniques through implementation and tests.

Hybrid Electric Vehicle(HEV) and Plug-in Hybrid Electric Vehicle(PHEV) will replace Conventional Gasolene Engine Vehicle at a rapid rate to eliminate emission gases and improve fuel economy. This review describes Fuzzy Logic Control strategy and Optimization for Parallel Hybrid Electric Vehicle. Recent progress on Electric Motor and Li-ion Battery for HEV and PHEV are given. Analysis on competitiveness of Korean HEV and PHEV technology based on the number of papers published and patents registered are also performed.

애니메이션 편성시간대를 6시대에서 4시30분대로 옮기려는 KBS의 시도가 업계의 거센 반발에 직면해 일단 무산되기는 했지만, 애니메이션 방영시간의 안정적인 확보를 위해서는 현행 방송법을 개정해야 한다는 목소리가 높아지고 있다. 이를 위해 애니메이션 제작자협회 · 애니메이션예술인협회 · 만화애니메이션학회 · 출판만화협회 · 우리만화연대 · 만화가협회 등 6개 관련 단체와 만화가 등 애니메이션 업계는‘방송용 애니메이션 발전전략 촉구 및 개정을 위한 범 만화 · 애니메이션계 공동대책위원회’를 발족, 애니메이션 발전을 위한 대책 강구에 나서고 있다. 공대위는 지난해 11월 초에는 방송 애니메이션 총량제를 강화한 방송법 개정안의 연내 통과와 방송사의 애니메이션 편성 정책 시정을 촉구하는 집회도 열며 총력전을 벌이고 있다. 하지만 지난해내 입법화를 기대했던 애니총량제는 방송법 개정 지연으로 불투명해진데다 최근 들어 중국 · 일본 정부가 강도 높은 애니메이션 육성책을 추진하고 있을 뿐 아니라 제4차 일본 문화개방도 이어지고 있어 국내 애니 업계의 위기감은 더욱 거세지고 있다. 신성장산업인 애니메이션 산업 활성화를 위해서는 애니총량제 등의 법 · 제도적 장치가 마련돼지 않으면 국내 애니메이션 산업은 더욱 깊은 수렁으로 빠질 것이라 게 업계의 공통된 시각이다.

본 논문에서는 교사들의 그래픽 리터러시를 위한 원격교육에 대한 코스웨어를 개발함으로써 Open Contents System을 구축함을 목적으로 한다. 코스웨어 개발을 위해 본 논문에서는 교육내용의 선정$\Rightarrow$스토리 보드의 작성$\Rightarrow$구조 설계 및 미디어데이터 제작$\Rightarrow$저작 과정$\Rightarrow$출판 및 활용의 5단계의 전략을 세웠으며, 이를 템플릿화해 Open Contents화하였다. 특히 구조 설계 및 미디어데이터 제작 단계에서 폴더 구조 및 파일 넘버링에 대한 템플릿은 정보 수정 및 보안을 용이하게 하는 장점이 있다. 본 논문에서 구축한 Open Contents System은 템플릿화 된 소스를 공개하여 일반 교수자의 컨텐츠 설계, 개발, 운영관리를 가능하게 할 수 있다.
