The purpose of this study is to provide GIS application to the emergency medical service management system in the Seoul area. Two wards, Kangnam-Gu and Songpa-Gu, were selected for a pilot study subject. The main focus of the study was to develope the network system using GIS which could select the most available hospital from the site being emergency case and advise the minimum path to the hospital. ARC/INFO pc version was need to implemeni an indexing system for automated mapping and data storage. The developed system, "Emergency Medical System based on GIS ${\ulcorner}$EMS/GIS${\lrcorner}m$", consists of the cartographic database and vehicle transportation system. The results suggest that EMS/GIS network are needed to connect the local transportation network between major emergency care hospitals and central conirol tower in the near future. If the EMS/GIS system could be more developed based in further analysis, it would be the most useful economical and efficient for emergency medical service with mutual aid system.al aid system.

As the near field communication technology's application scope tends to expand gradually in the various fields, application of mobile-based NFC(Near Field Communication) is increasing in the various types of technologies. The method which reads the URL address and supports access to the web site of the address if you touch the NFC device in the tag(RFID) that the URL address is stored was applied to the unmanned security system. It proposed the effective plan to manage mobilization security business in the aspects of Integrity, Damage, Real-Time, and Speed through comparison and verification of the method with the existing unmanned security system.

최근 국내에는 실업률 상승, 혼인률 하락 등 청년층 생애주기 변화, 단독거주, 고령층의 증가에 따라 1인 가구가 빠른 속도로 증가하고 있다. 이러한 추세는 지속될 것으로 예상되어 1인 가구를 겨냥한 맞춤형 보안솔루션에 대한 관심이 고조되고 있다. 본 논문에서는 사물 인터넷 기술을 적극적으로 접목할 수 있을 것으로 기대되는 디지털 도어락의 구현에 관한 연구를 수행하였다. 사물 인터넷 기술은 5G 시대의 도래에 따라 다시금 주목받고 있다. 이는 4차 산업혁명 시대의 핵심 기반 기술로 주요 IT 기업들이 상용화 기술 확보를 추진하고 있는 상황이다. 한편 디지털 도어락은 열쇠가 필요하지 않으며 위급상황이나 안전상황에 클릭 한번으로 출동 요원의 출동을 곧바로 요청할 수 있어 고객에게 편의성과 보안성을 제공한다. 하지만 비밀번호 방식의 디지털 도어락은 주기적으로 비밀번호를 교체해주지 않는 이상 지속적으로 같은 자리의 버튼만을 누르게 된다. 이렇게 되면 해당 위치에 지문이 남아서 비밀번호가 노출될 위험이 있다. 그러나 사물 인터넷 기술을 이용한 디지털 도어락을 사용하게 된다면 안전한 도어락 사용으로 주거 보안을 실현할 수 있다. 따라서 1인 가구를 노리는 범죄를 예방하기 위해 라즈베리 파이와 아두이노의 UART 통신, 머신러닝 CV를 이용하여 얼굴 인식으로 동일인임을 판단하는 디지털 도어락을 구현했다.

소방 본부의 119 종합상황실에서는 24시간 국민의 안전을 위해 긴급 신고를 접수한다. 수보사 분들은 24시간 교대 근무를 하며 신고 전화에 접수 및 응대 뿐만 아니라 출동, 지휘, 관제 업무를 함께 수행한다. 이 논문에서는 이 같은 수보사의 업무 지원을 위해 우리가 구축한 음성 인식과 결합된 실시간 텍스트 분석 시스템에 대해서 소개하고, 출동 지령서 자동 작성을 위한 키워드 검출 및 대화 요약 및 개체명 인식에 기반한 대화 상태 추척 방법에 대해 설명하고자 한다. 대화 요약 기술은 음성 인식 결과를 실시간으로 분석하여 중요한 키워드의 검출 및 지령서 자동 작성을 위한 후처리를 수행하며, 문장 수준에서 개체명 인식 및 관계 분석을 통한 목적 대화의 대화 상태 추적을 수행한다. 이 같은 응용 시스템은 딥러닝 및 기계학습 기반의 자연어 처리 시스템이 실시간으로 텍스트 분석을 수행할 수 있는 기술 수준이 되었음을 보여주며, 긴급한 상황에서 많은 신고 전화를 접수하는 수보사의 업무 효율 증진 뿐만 아니라, 정확하고 신속한 위치 파악으로 신고자를 도와주어 국민안전 증진에 도움을 줄 수 있을 것으로 기대된다.

소방청 국정감사에서 2020년 전국 자동화재속보설비 화재신고 32,764건 가운데 32,685건이 오작동으로 출동해 소방서 출동의 99.8%가 헛걸음이었다. 그리고 화재가 발생할 경우 화재경보장치와 대피경로를 안내하는 비상등이 미흡하고, 화재 연기가 제거되지 않아 대피가 힘들어질 뿐만 아니라 미처 대피 못한 인원을 파악하는 등의 신속한 대처가 힘들다. 본 논문은 화재 상황에서 피해를 최소화하기 위한 '스마트 화재 안전 시스템' 기술을 제안한다. 화재가 발생할 경우, 대피 경로를 안내하는 유도등 작동 및 경보음과 LED의 작동으로 화재발생을 경고하여 신속한 대처를 할 수 있게 도와주고, 문과 창문의 자동 개방 및 환기팬 작동으로 인한 유해가스를 환기시켜 준다. 그리고 스프링클러 작동과 소화제를 자동 분사하여 화재의 번짐 등 2차 피해를 예방하여 준다. 또한, 자동 신고 기능으로 더욱 빠르게 화재를 진압할 수 있게 도와주기 때문에 피해를 최소화할 것이다.

Purpose This study is to investigate regional characteristics of 119 ambulance dispatch and the relationship between the distance and response time to the scene. Methods This study was retrospectively conducted 119 running sheets with 1,321 patients who had been transferred to the hospital by 119 ambulance during ambulance attendant training. The training was performed at two, five and three fire station in Seoul, Daejeon and Chungnam respectively, from June 24, 2013 to July 19, 2014. Results Almost the emergency medical services provided were no more than basic first aid in all regions. The patients transferred by 119 ambulance in Seoul were more than other region. The time of call to scene and scene to hospital were the slowest in Chungnam. The major reason of call 119 was due to disease in Seoul and Daejeon, however due to injury in Chungnam. Conclusion Our study suggests that learning from ambulance attendant training course could diverse from region to region. It is, therefore, needed that standardization of ambulance attendant training course, appropriate logistics and resource allocation for providing universal quality of emergency medical services.

The golden time of emergency vehicle is directly connected to the public safety. Therefore, national attention has increased to cut down the emergency vehicle's travel time. In order to shorten the intial dispatch time of it, emergency preemption system was installed at five intersections, and after test operation, whether it could be introduced in the country was estimated. We analyzed the effect of the traffic volume, emergency vehicle's travel time, and queue length under preemption and non-preemption. In the verification of the emergency preemption system, it was confirmed that the emergency vehicle's travel time was reduced from 350% to 24% compared to non-preemption system(TOD). In the saturated condition, queue length were remained 15 minutes and near saturated condition was about 30 or 45 minutes. At the non-saturated condition, the queue length's difference between emergency preemption system and general signal was small.

It is important to secure the golden time of emergency vehicles for quick responses in disaster situations, such as fire, rescue, and first aid. This study proposes plans Emergency Vehicle Preemption (EVP) based on the analysis of emergency vehicle operation to secure the golden time of emergency vehicles and increase driving safety. The emergency vehicle dispatch statistics, emergency vehicle traffic accident statistics, and survey were used for the analysis. As a result of the analysis, the frequency of dispatch of emergency vehicles and traffic accidents are increasing gradually, but the rate of securing the golden time of emergency vehicles is approximately half, indicating that improvement measures are urgent. In the questionnaire survey, most citizens consent to the necessity of introducing EVP. In addition, the criteria for the range of emergency vehicles that could provide EVP and the allowable time for waiting were derived. These results could be used to prepare EVP operation strategies, and it is expected to contribute to improving emergency vehicle operation safety and increasing the golden time securing rate through a rapid expansion of EVP.

올해 정보문화의 달은‘함께하는 디지털 세상’이라는 주제에서 나타나듯이 정보화 격차 해소와 올바른 인터넷 이용에 초점을 맞췄다. 한국정보문화진흥원은 6월 한 달을 인터넷 이용률의 증대에도 불구하고 여전히 정보화에서 소외된 계층과 날로 확산되는 인터넷 유해 정보에 대처하기 위한 대국민 홍보의 장으로 적극 활용했다. 이와 함께 정부 산하기관, 체신청, IT 관련기업, 정보나눔실천운동본부, 정보보호실천협의회 등 관련 단체와 시민단체도 총 출동해 범국민적 건전 정보문화 확산에 앞장섰다. 17회 정보문화의 달을 맞아 6월 한달 동안 펼쳐진 주요 행사를 소개한다.

경찰은 2015년 '범죄피해자 보호 원년'을 선포하고 전국 경찰서에 피해자전담경찰관을 배치하는 등 지속적인 보호조치를 실시하였고, 2018년에는 경찰법과 경찰관직무집행법의 경찰 임무와 경찰관 직무 범위에 '범죄피해자 보호'를 명시해서 범죄피해자 보호를 강화하고 있지만, 강력사건에 피해자전담경찰관이 현장 출동자와 동행하도록하는 등 현재보다 경찰의 범죄피해자 보호제도가 더 확충되어야 하며, 사건의 가해자에 대한 철저한 수사도 필요하다. 경찰은 범죄가 발생하지 않도록 예방하여야 하고, 범죄가 발생한 경우에는 수사 전과정에서 범죄피해자 보호중심으로 수사하여야 국민의 신뢰도 얻고 실체진실발견에도 도움이 될 것이다.
