우리나라의 축산물은 소와 돼지가 주를 이루고 있는데, 이의 도축후 냉각에 있어 특별한 관리가 미흡한 실정이다. 그러나 유럽에서는 축산물 도축 후 냉각시스템은 육류의 품질관리에 가장 중요한 요소로 여겨지고 있다. 특히 도축전후의 냉동냉장 기술은 육질뿐만 아니라 중량의 감소를 최소화 할 수 있는 기술로서 중요한 관리점이 되고 있다. 본 고에서는 과거 우리나라에 일부 소개되었던 유럽의 축산물 냉각시스템의 내용 중 축산물 도축 후 냉각시스템을 중심으로 요약 정리하였다. (중략)

지난 8월 축산물위해요소중점관리기준원장(이하 기준원)에 조규담 전 농산물품질관리원장이 선임되었다. 기준원은 "Farm to the table"을 기치로 소비자들에게 안전한 축산물을 전달하기 위해 사료공장을 시작으로 공장에 이르기까지 HACCP를 적용시키며 국내 축산물 위생 및 안전수준 향상시켜 축산업의 위상을 높여 왔다. 본고는 34년 공직생활을 통해 쌓아온 경험과 역량, 신념을 바탕으로 기준원을 최고의 기관으로 만들기 위해 힘쓰고 있는 조규담 신임 원장을 만나 향후 계획을 들어보았다.

A set of definitions for traceability and quick recall service function were urgently needed to facilitate handling of events threatening food safety caused by livestock diseases or germ contaminations. However, the research on the unified management system for both international and domestic livestock products distribution was scarce. The livestock products traceability evaluation model proposed in the paper was composed of four modules: the Forward Transaction Trace (FTT) module, the Backward Record Trace (BRT) module, the Forward Product Trace (FPT) module, and the Origin Pedigree (OP) module. The evaluation indexes for each module was included and finally a pilot system evaluating the proposed management model was suggested and displayed. The result of the paper was expected to be a solution to the distributed traceability system and the proposed traceability management model could be expected to any food traceability.

In this paper, we propose a new traceability system that integrates ubiquitous sensor network for monitoring agricultural environment. The proposed system using EPC network can provide informations of agro-livestock products traceability quickly and efficiently. Moreover, this system with RFID Technology gives intelligence of distribution and record. Because of new agro-livestock products traceability system, farm family's income will increase with customer satisfaction.

HACCP is a preventative food safety management system whose application is highly encouraged worldwide. In this study, the workers' demands for the application of HACCP system at the meat retail shops were surveyed. According to a factor analysis on the demands of the application of HACCP system, the results could be classified into three factors: HACCP support, HACCP promotion and education, and generic livestock product safety management. Items on demands showed higher results for HACCP support (3.91 point) than for HACCP promotion and education (3.83 point) or generic livestock product safety management (3.72 point). The application of HACCP system was more demanded by HACCPcertified retailors with 4.11 point than the non-HACCP-certified ones (3.57 point). From the analysis of items on demands, 'governmental promotion of the general public livestock HACCP; (p<0.001) was the highest demand item by the HACCPcertified retailors and 'HACCP certification support for the government's investment' by the non-HACCP-certified ones (p<0.05). The strengthening of governmental support for the application of HACCP at meat retail shops as well as active HACCP promotion and education aiming at general public was demanded. With this, the establishment of HACCP system and the improvement of safety management level at the area of meat retail shops could be achieved, contributing to the increase of consumers' satisfaction.

품질관리는 미래 산업에서 아주 중요한 부분을 차지하며 사료공장에서 도계장까지 생산 과정 전반에 걸쳐 이뤄져야 한다. 오늘날 소비자들 사이에 영양가 있고 청정한 축산물에 대한 요구가 높아지고 있다. 40여 년 전의 축산물은 생산량 증대가 주요 관심사였고, 그 후 10년 뒤에는 생산성에 초점을 맞췄다가 1970년대에는 품질이 우선이었고, '80년대부터는 환경 문제가 주요 관심사로 떠오르게 되었다. 그러던 것이 새천년에 들어서면서 동물의 복지가 새로운 이슈로 등장하게 되었다. '안전식품을 위한 안전한 사료'가 제창되었고 이러한 개념은 모든 축산물 생산과정에 적용하게 되었다. 축산업자들도 소비자들의 가치를 높이고 안전과 축산업자들도 소비자들의 가치를 높이고 안전과 품질관리를 통해서만 경쟁에서 살아남는다는 것을 인식하게 되었다. 더욱이 국제적으로 GATT/ WTO체제에 따른 무역개방화는 전 세계를 단일 시장화 하고 있으며, 그에 따라 축산물에 대한 품질관리 (Quality Assurance, QA)프로그램은 더욱 중요시 되고 있다.

지난 4월 23일 개최된 우수 축산물브랜드 인증위원회에서 '2012 우수 축산물브랜드 인증 평가기준'이 확정되었다. 올해에는 기존의 한우, 육우, 돼지, 육계 축종과 신규로 계란이 포함되었다. 평가기준은 품질관리, 브랜드관리, 위생 안전성의 3개 품목, 한우와 육우는 기타가 포함된 4개 부문으로 나누어 이루어지게 된다. 이에 본 정보지에서는 금년도 주요 변경 내용 및 일정을 소개 하고자 한다.

소비자들의 축산물 안전성에 대한 관심이 높아지고 있어 축산물뿐만 아니라 사료의 안전성 관리가 주요 정책 방향으로 대두되고 있다. 이에 소비자들의 축산물에 대한 불안을 불식시키고 소비확대를 위한 정부의 ‘축산물 이력 추적시스템 추진시스템’추진계획과 아울러 기초 생산재인 사료의 안전성확보방안의 일환으로 시행되고 사료의 BSE(광우병) 대책과 HACCP 추진계획을 알아본다.
