막대한 예산을 투입하여 추진하고 있는 지자체 GIS사업은 기술의 발전에 비해 제도, 교육, 사용자의 마인드, 유지관리 활동, 향후 사업 구상 등에서 상대적인 빈곤을 경험하고 있는 것이 사실이다. 이렇듯 신기술이 도입됨에 따라 다양한 제반 여건들이 동반적으로 성숙하지 못함으로 인해 발생하는 현상을 과도기적 현상1)으로 진단하고 있다. 이미 다양한 분야에서 GIS를 도입한 지자체에서는 이러한 과도기적 현상을 극복하기 위해 상당한 어려움을 겪고 있으며, 새롭게 GIS를 도입하고자 하는 지자체에서도 타 지자체에서 모니터링을 통해 간접적으로 과도기적 현상을 경험함으로 인해 효과적인 사업 추진을 구상하는데 상당한 어려움을 겪고 있는 것이 현실이다. 또한 지자체의 경우 중앙정부에서 추진하고 있는 다양한 사업에 영향을 받을 수밖에 없고, 현재의 GIS 사업의 추세가 단순한 공간정보 중심의 사업이 아닌 다양한 속성정보와의 연계를 모색하고 있다는 점에서 지자체 GIS정보화의 방향은 예전과는 사뭇 다른 양상을 간파해 야 하는 현실에 놓여 있다. 이와 같은 지자체 GIS의 과도기적 현상을 극복하기 위해서는 정보기술의 빠른 변화속도와 외부환경의 극심한 환경변화의 상황에서 ‘보이는 것과 보이지 않는 것’의 관계를 진단하고, 변화에 대한 예측과 대비, 중요한 일과 급한 일을 구분한 총체적인 밑그림의 마련과 실행계획의 수립이 우선시 되어야 한다. 지자체 GIS의 문제 해결의 노력이 단숨에 바로 해결되는 것이 아니고, 또한 현재 추진된 사업을 기반으로 중복투자의 방지와 시너지 효과 극대화를 위한 투자의 노력이 장기간의 시간적 개념속에서 진행되어야 한다는 점에서 이를 이끌어줄 가이드가 필요한 것이다. 이러한 총체적인 지자체 GIS의 계획마련을 위해 건설교통부에서는 ‘국가지리정보구축 및 활용등에 관한 법률’상에 계획 수립의 항목을 명문화하고, 나아가 GIS정보화 전략계획 수립에 관한 지침작성을 위한 노력을 진행 중에 있다. 이러한 일련의 현실을 감안하여 지자체 GIS정보화 전략계획 수립을 체계적이고 실질적으로 수립할 수 있는 ‘지자체 GIS정보화 전략계획 수립모델’은 반드시 선행되어야 할 사항임에 분명하다. 지자체 GIS정보화 전략계획 수립 모델은 지자체 GIS정보화 전략계획 수립의 효과로 하고 있으며, 형식적 측면에서는 GIS특성을 반영한 전략계획 수립의 방법론적 측면을 중심으로 구성된다. 이러한 과정을 거처 실제 지자체 GIS정보화 전략계획을 수립하는데 필요한 9단계를 설정하고 각각의 단계에 대한 중심활동을 바탕으로 지자체에서 실제 전략계획 수립에 필요한 지침을 작성하는 것으로 구성되어 있다.

The purpose of this study was to propose a guide for the acceptance and processes of open access in Korean Societies. Firstly, this study developed journal publishers' open access model focused on the relationship between types and strategies of open access. Secondly, this study investigated current status of journal publishers' open access strategies and the adoption degrees through SHERPA/RoMEO, DOAJ and PMC databases. Finally, on the basis of the result, this study proposed a guide to help Korean societies make journals more open or less open according to their situations as real. Korean societies can make informed decisions about how to derive open access.

Today, sports are becoming increasingly important for national development, with all countries raising the strategic goal of becoming a sports powerhouse. Among them, martial arts, which are active in China as the main stage among East Asian martial arts, have a long history and are meaningful, and the promotion of internationalization of martial arts is also important. In this study, major problems faced in the process of promoting martial arts internationalization in East Asia were analyzed in depth. Currently, the theoretical system of martial arts is inconsistent and insufficient, there is a big difference in cultural background from region to region, there is a lack of talent for internationalization, and innovative promotion methods are not yet mature. Based on the major problems encountered in the internationalization of each martial arts, we will analyze the internationalization strategy, establish a martial arts theory system, accept the diversity of martial arts culture, and supplement the internationalization talent supply mechanism to propose a martial arts internationalization promotion method. The future succession and development of Chinese martial arts on the global stage and the promotion of internationalization of the value of Chinese martial arts have important theoretical values and practical significance.

In 2004, in order to create core competences and major growth drivers for endogenous regional developments, the Korean government adopted the policies for establishing regional innovation systems, The main organization for the policies is the regional innovation council which is composed of diverse groups of scholars, professionals, and government officials. The regional innovation council of Kang-won Province consists of a couple of sub-divisions such as Operation Committee, Administration Office, Planning and Moderation Department, Strategic Industry Department, Culture and Tourism Industry Department, Regional Industry Department, and Regional Human Resource Development Department. The primary roles and jobs are planning, reviewing, evaluating and finalizing regional innovation policies. However, because of conflicts with local government, insufficient budget problems, organization structure problems, and decision making process problems, the regional innovation councils could not perform their original roles and functions. They could not adopt radical or non-traditional strategies. Although it's failure, a lot of people recognize the importance of regional innovation councils' roles and functions, I believe there would be another regional innovation councils coming continuously which would be take more important roles and have more power over budgeting problems. The purpose of this article is to identify the primary sources of strategies and organization structure problems of the previous regional innovation councils and to provide a couple of answers. In this paper, the author primarily analyze the problems of the Kang-won innovation council. A couple of answers to the desirable organization structures and the desirable roles of regional innovation councils will be presented for discussion.

최근 연구개발(R&D) 관련 연구 주체 간 융복합 연구를 통한 신규 사업 발굴의 관심이 높아지고 있다. 이로 인해 융복합 신규 사업을 발굴하고 기획하는 것이 매우 중요해지고 있으며, 관련하여 이종 분야 간 융복합 분야 발굴을 위한 다양한 방법이 시도되고 있다. 본 논문은 논문 특허 정보 분석을 통해 기존 방법 대비 빠르게 공통 기술을 식별하고, 식별된 결과를 활용한 융복합 연구 전략 수립의 과정을 핵융합 가속기 공통 부품국산화 추진 전략 사례 연구를 통해 제시하고자 한다. 먼저 양 분야 간 어떤 기술들이 공통적으로 다루어지고 있는지를 논문 특허 분석으로 식별하기 위해 핵융합 가속기 분야를 중심으로 WoS(Web of Science) 논문 DB를 활용하여 두 분야 간 공통적으로 출현하는 색인(Index) 빈도수 분석 및 Thomson Innovation을 활용한 신규성(Novelty) 중심의 특허 분석을 수행하여 공통 기술을 식별하는 방법론을 제시하였다. 이렇게 도출된 공통기술 분야는 기술과 관련 산업체의 사상(寫像, mapping) 과정에 활용하여 국산화 추진 후보를 선별하였고, 기술경쟁력, 기술성숙도 등의 기술성 평가 수행으로 국산화 추진을 위한 최종 전략 분야를 선정하여 핵융합 가속기 공통기술 기반의 융복합 연구의 전략 수립 전 과정을 제시하였다.

The collaboration between businesses in a demand chain has three layers: Integration, Exchange, and Synchronize. The latter the layer is, the stronger the collaboration gets. This paper investigated drivers influencing intelligent demand chain integration strategy (supply integration, demand integration, demand chain integration) in Korea manufacturing and services. The drivers are classified into two types: rational efficiency driven and bandwagon driven. We find tile differences in the characteristics of drivers affecting the strategies. Besides, this study suggests the better integration strategy for Korea firms. In conclusion it says that demand integration strategy is chosen to improve efficiency, whereas supply integration strategy is influenced by external pressure.

정보기술 발전과 활용 확대에 따라 정보보호의 개념과 범위는 지속적으로 확대, 발전하여 왔다. 최근 우리나라 및 주요 선진국은 유비쿼터스 사회 건설을 위해 다양한 노력을 기울이고 있는데 이의 일환으로 정보보호 강화를 위한 다양한 노력도 병행되고 있다. 이러한 추세는 국방 분야 또한 마찬가지이다. 현재 미국방부 등 주요 군사선진국들은 미래전 환경을 대비하여 네트워크중심전 개념의 전략변환을 추진 중인데, 이에 따른 정보보호 문제 대비를 위해 다양한 노력을 추진 중에 있다. 이에 본 고에서는 정보화 환경 변화와 유비쿼터스 시대의 미래전 환경을 대비한 주요 군사선진국등의 정보보호 추진 동향을 살펴 보았는데, 주요 시사점으로는 공통 정보보호 추진 전략 정립 및 세부 기준/지침 강화, 미래전 환경에 부합하는 정보보호체계 개발 및 성능개량, 정보시스템의 보안성 평가/검증 및 관리체제 강화 들과 같이 실질적인 정보보호 추진을 위해 기반을 강화하고, 기존 정보보호 대응수단을 더욱 체계화, 고도화하기 위한 노력을 적극적으로 추진하고 있다고 분석된다.

정보통신 표준화가 미래 시장 선점을 위한 도구로 부상하면서, 선진국들은 국제표준화를 선도하기 위하여 국제표준화 기구에 대한 체계적인 대응 및 국제 표준화 추진전략을 수립하여 범 국가적으로 추진하고 있다. 따라서 우리나라도 이러한 치열한 국제 표준화 경쟁에서 선진국과 경쟁하여 국제표준화를 선도하기 위하여, 국제표준화 추진을 위한 국가적인 전략 및 추진 체계 구축이 필요하다. 본 논문은 주요 국제 표준화 기구의 지식재산권 정책을 분석하여, 이에 대응하여 우리 기술로 국제 표준화를 선도하기 위한 전략 및 대응체계 구축을 위한 방안을 제시하고자 한다.

제4차 산업혁명은 스마트 제조 시스템의 도입을 통한 제조업 혁신의 개념에서 시작되어, 최근에는 ICT 기술과 다양한 과학기술의 융합으로 발생되는 전 산업의 패러다임 변화의 개념으로 인식되고 있다. 전 세계적으로 제4차 산업혁명의 가능성 및 영향력에 대하여 이목이 집중되고 있으며, 우리나라를 비롯하여 국가 차원의 전략적인 대비를 시도하고자 하는 나라들이 많아지고 있다. 종합적이고 체계적인 관점에서의 제4차 산업혁명 추진 전략을 수립하기 위해서는 선도 국가들의 유사 전략검토가 필요하다고 판단된다. 참고 사례로서 제4차 산업혁명의 발단으로 회자되는 독일의 인더스트리 4.0(Industrie 4.0)을 비롯하여 미국의 첨단제조(Advanced Manufacturing), 일본의 재흥전략 및 로봇 신전략, 중국의 중국제조2025, 영국의 고가치 제조전략(High Value Manufacturing Strategy), 네덜란드의 스마트 인더스트리(Smart Industry) 전략을 들 수 있으며, 이를 토대로 국가 전략 수립에 도움이 될 시사점을 얻을 수 있을 것이다.
