  • The reason of source for a tragic death by the occurrence of an event is $\ulcorner$unobservant of safety rule,$\lrcorner$ $\ulcorner$negligence of staff,$\lrcorner$ $\ulcorner$deficiency of responsibility$\lrcorner$ and $\ulcorner$deficiency of safety value$\lrcorner$ and for certain reason that is insufficiency of space for safety education also think little of a people, unobservant of safety rule, selfishness and so on. It makes new and specific plan that is simulation room before I compare the inside and outside of the country for a nation the reform of consciousness. Next, go ahead with a plan for about safety-simulation room. The Government can support to plan if it make a proposal to center of Government. It should be make a people of safety system, and it build the safety-simulation room $1{\sim}2$ in the city or county. And, the city cannot build the big safety-simulation room the reason are size of building and money. Accordingly, it will be make a system and installation for different type of safety-simulation room for about calamity, disaster and different type of accident in Korea. It must be build the building of space that should be make a space of knowledge and information by many books and media, develop of education program from life-safety.

DESIGN AND IMPLEMENTATION OF HITL SIMULATOR COUPLEING COMMUNICATIONS PAYLOAD AND SOFTWARE SPACECRAFT BUS (통신탑재체와 소프트웨어 위성버스체를 통합한 HITL 시뮬레이터의 설계 및 구현)

  • Engineering qualification model payload for a communications and broadcasting satellite(CBS) was developed by ETRI from May, 2000 to April, 2003. For. the purpose of functional test and verification of the payload, a real-time hardware-in-the-loop(HITL) CBS simulator(CBSSIM) was also developed. We assumed that the spacecraft platform for the CBSSIM is a geostationary communication satellite using momentum bias three-axis stabilization control technique based on Koreasat. The payload hardware is combined with CBSSIM via Power, Command and Telemetry System(PCTS) of Electrical Ground Support Equipment(EGSE). CBSSIM is connected with PCTS by TCP/IP and the payload is combined with PCTS by MIL-STD-1553B protocol and DC harness. This simulator runs under the PC-based simulation environment with Windows 2000 operating system. The satellite commands from the operators are transferred to the payload or bus subsystem models through the real-time process block in the simulator. Design requirements of the CBSSIM are to operate in real-time and generate telemetry. CBSSIM provides various graphic monitoring interfaces and control functions and supports both pre-launch and after-launch of a communication satellite system. In this paper, the HITL simulator system including CBSSIM, communications payload and PCTS as the medium of interface between CBSSIM and communications payload will be described in aspects of the system architecture, spacecraft models, and simulator operation environment.

Analytical Study of Railroad Bridge for Maglev Propulsion Train with Dynamical Influence Variable (동적영향변수를 통한 자기부상열차용 철도교의 해석적 연구)

  • Because maglev trains have a propulsion and absorption force without contact with the rails, they can drive safely at high-speed with little oscillation. Recently, test model of a maglev propulsion train was produced and operated, and has since been chosen as a national growth industry in South Korea; there have been many studies and considerable investment in these fields. This study examined the dynamic responses due to bridge-maglev train interaction and basic material to design bridges for maglev trains travelling at high-speed. Depending on the major factors affecting the dynamic effects, the scope of this study was restricted to the relationship between dynamic responses. A concrete box girder was chosen as a bridge model and injured train and rail types in domestic production were selected as the moving train load and guideway analysis model, respectively. From the analysis results, the natural frequency of a bridge for a maglev train, which has a deflection limit L/2000, was higher than those of bridges for general trains. The dynamic responses of the girder of the bridge for a maglev train showed a substantial increase in proportion to the velocities of the moving train like other general bridge cases. Maximum dynamic response of the girder is shown at a moving velocity of 240km/h and increased with increasing moving velocity of train. These results can be used to design a bridge for maglev propulsion trains and provide the basic data to confirm the validity and verification of the design code.

  • Vehicle inspection is a system to help all vehicles function safely through periodic maintenance. Vehicle inspections have been performed since 1962 in Korea by the government in order to reduce traffic accidents due to vehicle defects. Also, vehicle inspections may help protect citizens against uninsured vehicles and illegal vehicle remodeling by discovering and disclosing those vehicles. The prime objective of vehicle inspection is to guarantee all vehicles drive safely on the road by inspecting and fixing items which can affect traffic accidents. In addition, vehicle inspections may help to improve the public order related to vehicle operations and prevent crime through the confirmation of vehicle identity and authentication of ownership. Although there are many benefits of vehicle inspection. there are some negative opinions of the system. In this study, a methodology to analyze the effectiveness of the vehicle inspection system quantitatively in terms of traffic safety was developed. According to the developed methodology. accidents were reduced by 23.735, which is 11% of the total number of accidents in 2005.

A Study on the Knowledge Transfer of Small and Medium Sized Firms for Foreign Investments (해외진출 중소기업의 지식이전에 관한 연구)

  • Korean small and medium sized firms are dramatically expanding during the past two decades. Since small and medium sized firms begun to invest overseas to cope with the external and internal business environment. the influencing factors should defined for the successful foreign investment. This paper presents the research model explaining successful knowledge transfer between Korean small and medium sized firms and partners for foreign investment. This model examines investing companies' organizational characteristics, partners' learning capability and relational characteristics between two partners. Detail variables include the learning culture and codifiability of investing companies, and absorptive capability of partners, and communication and trust as a relational factors between investing companies and partners. The result of empirical analysis of sample companies shows that knowledge culture and codifiability of investing companies, and communication from the relational factors are important for knowledge transfer. These results provide some implications for the successful foreign investment of small and medium sized firms. Firstly the investing company should develop its own learning culture and internal procedure for the successful foreign investment. And frequent communication channel is necessary for knowledge transfer and the trustful relationship between investors and partner.

Standard Configuration for Interface of the Traffic Information Service using DSRC (DSRC를 이용한 교통정보서비스 인터페이스 표준 구성)

  • Recently, a number of OBU(On Board Unit) have being spreaded since ETCS(Electronic Toll Collection System)using DSRC(Dedicated Short Range Communication) was installed in the tollgate of the whole country. Many R&D and commercialization related to ITS service using DSRC and OBU mentioned above are ongoing such as traffic information collection and provision and a signal control, and public traffic information and management and so on. Especially, there are many researches conducted(conducting) on traffic information collection and provision using communication between OBU and RSE. However, Standards for both DSRC application and traffic collection and provision are not established clearly yet. So we would like to suggest a method of traffic information collection and provision without changing of standard related to DSRC. This method is to put the traffic messages into the existing Action primitive for ETC, which is described on "Technical criterion IV of basic traffic information exchange" which was notified by Ministry of Land, Transport and Maritime Affairs. Proposed standard application method is applied both to RSE and OBE. It is the same system which ETCS used in highway, currently. We confirmed the efficiency and performance of the system through conducting a variety of driving test using 4 vehicles in real road condition. Result of the real road test shows the effectiveness and validity of this method with about 97% communication success rate and based on studying the cases of 3% communication failure, we can analyse the expected problems in traffic information collection and provision using this method.

A Study on the Diffuser Design of Exhaust Pipes for the Infra-Red Signature Reduction of Naval Ship (함정 적외선 신호 감소를 위한 폐기관의 디퓨져 설계에 관한 연구)

  • In modern naval ships, an infrared signature suppression (IRSS) system is used to reduce the metal surface temperature of the heated exhaust pipe and high-temperature exhaust gases generated from the propulsion system. Generally, the IRSS systems used in Korean naval ships consist of an eductor, mixing tube, and diffuser. The diffuser reduces the temperature of the metal surface by creating an air film due to a pressure difference between the internal gas and the external air. In this study, design variables were selected by analyzing the shapes of a diffuser designed by an advanced overseas engineering company. The characteristics of the design variables that affect the performance of the IRSS were investigated through the Taguchi experimental method. A heat flow analysis technique for IRSS systems established in previous studies was used analyze the performance of the diffuser. The performance evaluation was based on the area-averaged value of the metal surface temperature and exhaust gas temperature at the outlet of the diffuser, which are directly related to the intensity of the infrared signature. The results show that the temperature of the exhaust gas was significantly affected by changes in the diameter of the diffuser outlet, and the temperature of the diffuser's metal surface was significantly affected by changes in the number of diffuser rings.

  • Automation of agricultural machinery is a high technology needed to increase work capacity and accuracy, to save agricultural resources and energy, to solve labor shortage, and to improve operator's comfort and safety. With the rapid development of electronic industry, automation of agricultural machinery will be progressed fast, and eventually will lead to no-operator machines or agricultural robots. Automation should be promoted step by step without increasing the cost of farming, excluding rural labor forces, decreasing labor volition, and losing human nature. In order to achieve rational automation of agricultural machinery, it is necessary to investigate the characteristics of soils and crops, to develop sensors, controllers and robots with artificial intelligence. It is recommended that the present trends to directly automatize the individual machinery be changed to the development of a harmonious automation system for overall farming.

자기조립 특성을 이용한 공정 및 응용소자 개발

  • 최근 선진국을 중심으로 제조기술의 산업혁명이라고 불릴 정도로 큰 파급효과가 기대되는 자기조립기반의 산업공정기술을 확보하기 위한 많은 노력과 연구들이 활발하게 진행되고 있다. 자기조립(Self-Assembly) 현상은 자연에서 일어나는 자발적인 힘으로 원자 또는 분자 단위까지 구조물을 제어하고 bottom-up 방식(상향식: 원자/분자 스케일의 나노구조를 배열/조립하여 원하는 형태의 패턴을 만들어 내는 방식)으로 원하는 구조물을 설계/제작할 수 있는 능력을 가지고 있다. 기초적인 과학으로부터 출발한 자기조립기술은 최근 자기조립 응용개발에서 많은 성과를 이루어내면서 산업화 가능성을 크게 하고, 과학계와 산업계의 많은 관심을 불러일으키고 있다. 반도체 산업기술을 예측하는 ITRS 로드맵(2005년)에 의하면 directed self-assembly 방법이 새로운 미래 패터닝 기술로 개발되어 2016년경에 사용되고, 자기조립소재로 제작된 다양한 응용소자들은 새로운 미래소자로 개발될 것으로 예상하고 있다. 이에 맞추어 국내 기업들도 diblock copolymer를 이용한 나노패터닝 기술 확보를 위한 연구를 진행하고 있다. 또한 IBM은 자기조립기술을 반도체공정에 실험적으로 적용하여 자기조립기술이 생산 공정에 부분적으로 적용될 가능성이 크다는 것을 보여주었다. 산업계와 함께 학계의 연구센터에서는 산업화를 위한 자기조립 집적화 공정(Integrated process) 개발을 이루기 위하여 체계적으로 연구를 실시하고 있다. 미국의 Northeastern 대학의 CHN(Center for high-rate Nanomanufacturing) 연구센터는 자기조립 집적화에 용이한 새로운 개념의 소자를 제안하고 이를 집적화하기 위한 다양한 공정을 개발하고 있으며, Wisconsin 대학의 NSEC(Nanosacle Science and Engineering Center) 연구센터는 diblock copolymer를 이용한 나노패터닝 기술 개발에서 획기적인 결과를 도출하여 산업계에 적용될 가능성을 높이고 있다. 이와 같은 결과들로부터 앞으로의 자기조립기술에 대한 연구는 3차원 구조물을 제작할 수 있는 집적화 공정에 집중될 것이고, 이를 위하여 새로운 개념의 단순한 구조의 응용소자개발도 함께 추진될 것으로 판단된다. 또한 실용 가능성이 큰 집적화 공정으로 개발하기 위하여 기존의 top-down 방식을 접목한 bottom-up 방식의 자기조립 집적화 공정이 개발될 것으로 예상하고 있다. 이와 함께 자기조립공정은 반복되는 구조를 쉽게 제작할 수 있는 장점을 가지고 있어 다양한 응용소자 [태양전지(solar cell), 연료전지(fuel cell), 유연성 있는 전자기기(flexible electronics), 화면표시 장치(display device)] 제작에 쉽게 이용되어 새로운 산업을 창출할 수 있는 가능성을 보이고 있다. 본 자기조립 연구 센터에서는 이와 같은 자기조립 특성을 제조공정에 적용하여 혁신적인 제조공정기술을 확보하고자 연구를 진행하고 있다. 그러므로 본 발표에서 이와 같은 연구 흐름과 함께 본 센터에서 진행하고 있는 자기조립 제조방법을 소개하고자 한다. 이와 함께 자기조립방법을 이용하여 제작된 다양한 응용소자 개발 결과를 발표하고, 이를 top-down 방식과 접목하여 집적화공정으로 개발하는 전략을 함께 소개하고자 한다.

A Desirable Corporate Culture under Smart Work Environment (스마트워크 환경 하에서의 바람직한 기업문화)

  • The purpose of this research is to create a preferable corporate culture under the SmartWork environment. There is growing interests in SmartWork, which can satisfy the compatible conditions of government's carbon emission restriction policy, corporate efficient expense reduction, productivity maximization, and each individual's work and a family. Due to the interests and the rapid development of IT technology, a realistic condition for SmartWork is established but the promotion without a sufficient preparation, such as legal examination and relevant systems, created much confusion and very few companies are introducing it. This paper discusses that a social agreement should be reached through adjustments among parties interested, such as government, companies, and employees, studies the WIN-WIN plan that individuals and organization can grow together, and proposes a new corporate culture under the SmartWork environment. SmartWork has more than the simple meaning of 'remote working'. SmartWork, a method of smart working, means a transition to a new paradigm that minimizes moving for work and work & human move together, and a change from a work-oriented culture to a human-oriented culture. This paper summarized the role of government and companies for the successful introduction of SmartWork, and proposed that a government level 'SmartWork Activation Executive Committee (tentative name)' with a strong promotional power would create a new culture of SmartWork and form a civilian consultative body to support SmartWork corporate culture creation & expansion in the private corporate area, in a tuning with Ministry of Public Administration & Security, Ministry of Labor, Ministry of Gender, and Communications Commission.
