Chinese Elements in RPG Game of USA, JAPAN, and KOREA (中国元素在国外RPG游戏角色造型中的应用分析 )

  • As the market sheare of the Chinese game market across the world has been largely expanded over a decade, big game exporters of USA, Japan, Korea have developed Chinese factors and promoted export strategies, that target China. The Purpose of this study is to analyze the popular game characters of USA, Japan and Korea in order to provide empirical analysis of traditional Chinese elements applied in existing games. The RPG games in USA, Japan and Korea were selected for the contents analysis of the Chinese elements to show how the existing game companies used Chinese elements. The main findings of the research from survey data are rather inconsistent with the content analysis. In particular, all the RPG game companies of USA, Japan and Korea showed a remarkable ratio of using Manzu clothes more than Hanzu clothes. But, the preference of real game users on the Manzu style were lower than Hanzu style. Moreover, Chinese users showed more preference of the game character background that users more deepen Chinese culture. We suggest that applying Chinese elements need to be more selective based on real user's demand.

A Development of Integrated Control System for Platform Equipments of Unmanned Surface Vehicle (USV) (무인수상정 플랫폼 장비의 통합 제어 시스템 개발)

  • Recently, the development for USV-related technologies are actively growing up in military domain. The USV (unmanned surface vehicle) conducts various missions for national defense at maritime environment. For succeed the missions, the USV essentially needs an automatic and remote control platform which includes propulsion system, steering system, control system, power system and so on. In this paper, we developed an integrated control system for the platform equipments and verified effectiveness of the developed system. To do this, we designed a system architecture and implemented a main control system that processes and controls platform equipments by received command. Also we developed components of designed architecture such as engine control device, water-jet control device and power control device. For test and verify the developed system, we designed and made a test-bed of engine and water-jet with related parts, and proceeded a basin test for verifying the developed system based on the test-bed.

Regional Development and the Improvement of Water Quality using Bivalves in Lake Suwa (Japan) (조개를 이용한 일본 수와호의 수질개선과 지역발전의 역사)

  • Lake Suwa is a natural lake which is well-known for sightseeing and fisheries. It had suffered severe eutrophication during 1960s and 1970s with the occurrence of cyanobacterial blooms and the extinction of some benthic animals. Since 1980 water quality has been improved due to efforts of local government, scientists, and citizens. Of various methods that were attempted to improve the water quality of Lake Suwa biological methods received much attention, because it can improve the lake ecosystem integrity and fisheries in addition to the water quality. The aim of this paper is to introduce the biological methods for water quality improvement that had been employed in Lake Suwa, Japan, and their contribution to the economic benefit of local residents. Until now a significant restoration of water quality has been achieved, but there are insufficient recovery of the sediment and biota due to anoxic hypolimnion of the lake. This study proposed suspended cage culture of bivalves as a feasible method of water quality improvement. Increased grazing by bivalves will contribute to the improvement of water quality and fisheries production, which will contribute both to the ecological restoration and economy of local residents.

A CDMA Network-based Wireless System for Measuring Lap Time on a Ski Slope (CDMA 망에 기반한 스키장 슬로프의 무선 구간 기록 측정 시스템)

  • This paper introduces a pilot CDMA network-based wireless lap time measurement system set up on a ski slope of Yongpyong Ski Resort. The wireless lap time measurement system is one output of U-Sports Project of Gangwon Province, which is intendended for promoting local strategic business and preparation for hosting 2018 Winter Olympic Games at Pyeongchang. A pair of laser sensors is installed at the entry and exit points of a section requiring lap time measurement on a ski slope. Each laser sensor is connected to a sensor node via wire so that the sensor node can detect the time when a skier enters or exits the section. Also each sensor node is connected to a CDMA network via a modem and receives a standard time from a NTP server. Each node executes the NTP algorithm to synchronize its local time to the received server time. As a result of the time synchronization, the sensor nodes maintain its local time within a resolution of at least 10 miliseconds and transmit the time of detection to a central control center. While the wireless lap time measurement system introduced in the paper does not need expensive measurement equipment, the system allows the central control center to provide lap time records in a more convenient manner compared to conventional manual lap time measuremnt methods.

Architecture Description Model for Common IT Resource Identification in e-Government Systems (공동활용자원식별을 위한 전자정부 시스템 아키텍처 서술 방안)

  • Although the Korean government is making great effort to prevent the redundancy in IT investment and efficiently allocate the IT budget, actual achievements are quite limited because of the variety of IT resources and different architecture description among organizations and projects. Thus, a standardized description model of the system architecture is strongly needed to identify the common resources and improve the efficiency of IT investment. Therefore, in this paper, we have developed the function-network matrix model which can be used as the basic template for a standard for architecture description of e-Government systems. The function-network matrix model integrates the function tiers and the network areas into a single unified framework, which enables the functionality of each component and the flow of information clearly visible. Moreover, we described the architectures of Korean e-government’s citizen service systems using our model, resulting in clear demonstration of the similarities and differences between different systems, and easy identification of the common resources. Using the architecture description model developed in this research, the consolidation of national IT resources can be promoted, and non-expert IT users can easily recognize the architecture of their systems. In addition, more efficient and systematic IT resource management can be achieved using our model.

An Empirical Study on the Effect of public Construction Industry by Expansion of New Budget System (계속비 사업 확대로 인한 공공건설사업 파급효과 분석)

  • Domestic construction industry accounts about 15% of Gross Domestic Product(GDP) and Korean government spends approximately 50 trillion won per year for public infrastructure projects. Effective management of public construction projects would result in cost saving and enhance financial stability of the government. In doing so, the government promoted a new budgeting system, Continual Budget Method(CBM) as a part of public project performance enhancement program published in 1999. This research mainly attempted to investigate and analyze the impact of new budgeting in term of cost and schedule performance. Based on the analysis result of n2 projects. The new budgeting system could save project cost by 9.83y. Due to the saving of indirect costs from reduction. Although limited government budget cannot allow all the projects to be excuted with the new budgeting system, the new budgeting system should be more-widely utilized in the public sector because of its proven benefits from this research.

A Study on the Improvement for Practical Application of Cultural Impact Assessment System (문화영향평가제도의 현실적 적용을 위한 개선방안 연구)

  • This study aims to analyze various issues and problems in the implementation process of cultural impact assessment in 2016. As a result of the analysis, it is found that the evaluation index of the cultural impact assessment is difficult to understand, and the referring data and materials in the evaluation planning phase in the process of the cultural impact assessment are deficient, and the evaluation planning is based on surveys rather than various methods. And there are some problems with evaluation scales and weighting, and they are focused on the evaluation itself rather than the feedback of the evaluation results. Therefore, this study suggests that, in the evaluation planning phase, the different methods of comparing the evaluation results according to the project execution, the project progress, and the completion time of the project should be adopted, and the project manager and the evaluation group participate developing the evaluation indicators together, and methodology for identifying causal relationship such as system dynamics will be adopted. In the stage of evaluation, it is necessary to introduce various methodology such as diverse residents participation, abundant case study, application of quantitative methodology, and the utilization of expert evaluation teams. In the evaluation feedback stage, it is necessary to provide thorough consulting based on the evaluation results.

Analyzing the Issues of Qualification Recognition Agreement between Korea and Russia (한-러 학위상호인정 협정 추진 쟁점 분석)

  • This study aimed to improve the understanding of the qualification recognition system between Korea and Russia and to provide a way to help in the conclusion of the agreement on the qualification recognition in higher education through discussing related issues. To this end, we examined the recognition of academic qualifications in Korea and Russia, analyzed the status of mutual recognition of qualifications in higher education, and finally pointed out the issues raised and suggested ways to improve them. In the discussion of the qualification agreement, the issues are: first, whether the level of the agreement should be an intergovernmental agreement or an inter-institutional arrangement; Second, what is the scope of the agreement, and, third, with regard to the question of universality of the application of mutual recognition, whether this agreement can be universally applied to all Russian federal entities at the conclusion of the agreement. This study suggested that the mutual recognition agreement be concluded at a comprehensive and general level, and the qualification should be limited to academic qualifications, and the universality of the mutual agreement should be specified. Based on the results of this study, we proposed the necessity of regular and continuous discussions between the experts and government officials of the two countries in order to establish the system of the mutual recognition agreement and implementation process between Korea and Russia.

  • 시민인식은 하천관리를 포함한 공공정책 수립에 결정적 요소들 중 하나로 강조되고 있다. 따라서 하천관리체계의 변화에 따른 사회적 하천관리에 미치는 영향을 파악하고, 특히 우리나라 물관리 일원화 후 하천의 이용과 관리 및 정책에 대한 시민 인식을 조사하는 것은 향후 하천 정책 수립에 매우 중요하다. 본 연구의 목적은 하천의 이용, 관리(주체), 정책, 기후변화 등에 대한 시민의 관심도와 만족도를 조사하는 것이다. 이번 설문 대상은 전국의 남녀 4,500명(10대~60대)이었으며 패널 참여 방식으로 조사되었다. 설문 문항의 구성은 크게 하천 이용, 하천 관리, 그리고 물관리 일원화와 기후변화 등을 포함한 하천정책 등으로 3대 주제로 세부 문항들이 개발되었다. 설문조사의 주요 결과는 조사대상 시민들의 약 22.9%는 매주 하천을 방문하는 것으로 분석되었으며, 1년간 1번은 하천을 방문(이용)하는 시민들은 85.5%로 나타났다. 자주 방문하는 하천의 규모 혹은 위치는 중(中)하천이 42.2%로 가장 높았고, 대(大)하천은 23.9%, 소(小)하천은 17.5%, 도랑이나 개울은 15.5%로 나타났다. 기타(0.9%)로는 하천 외에도 물을 접할 수 있는 저수지, 인공하천 및 호수공원 등을 이용하는 것으로 나타났다. 하천 방문자 중 최소 2시간을 체류하는 시민 중 약 96.4%는 걸어서 하천을 접근하고, 지하철을 이용하여 하천을 접근하는 방문자는 최소 1시간에서 2시간 이상을 체류하는 것으로 조사되었다. 조사대상 시민들은 하천관리 중에서 접근 편의성(28.4%), 친수시설(자전거 도로, 산책로 등) 관리(24.2%), 수질관리(9.9%)로 만족하는 것으로 나타났다. 반면에 수질(27.4%, WQ(water quality))과 냄새 및 쓰레기(25.5%, OW(odor and waste))가 가장 높게 하천관리의 불만족도를 가지고 있었다. 기후변화 영향에 대한 시민들의 관심도는 WQ (29.6 %), OW (17.7%), 그리고 물부족 (15.1%)의 순서로 조사되었다. 하천의 바람직한 미래상에 대한 관심도는 깨끗한 수질의 하천(36.1%, WQ), 휴식과 산책을 즐길 수 있는 하천(22.9%), 다양한 동 식물의 생태서식공간(14.6%)의 순으로 나타났다. 또한 시민들은 하천관리 기관의 가져야할 역량은 '전문성'이 가장 중요하게 인식하고 있는 것으로 조사되었다. 우리나라 물관리 정책 중 가장 큰 문제로 우선순위 1~3순위 누적 조사 결과, 수질악화(79.9%, WQ), 하천 수생물 훼손(49.6%), 정부부처 간 협력부족(37.6%)으로 인식하는 것으로 나타났다. 끝으로 2018년 추진된 물관리 일원화 후 정부의 물관리 및 하천 정책에 대한 시민들의 관심도는 WQ (46.0%), 물공급 관리 (17.6%), 그리고 생태계 복원 (8.4%)의 순서로 조사되었다. 본 연구의 결론들 중 하나는 현재와 미래 하천에 대한 가장 높은 시민들의 수요는 깨끗한 수질과 생태서식공간이었으며 이는 향후 하천 정책 수립에 있어서 중요한 기초가 될 것으로 전망된다.

Water supply between dams for effective use of secured water resources (기 확보된 수자원의 효율적 활용을 위한 댐간 용수공급)

  • 근대적 기상관측이 시작된 1905년 이후 우리나라의 연평균 강수량은 증가하고 있으나 강수량 변동폭 또한 커지면서 최갈수 기간의 영향을 받는 댐 등 대규모 수공구조물의 용수공급능력은 감소되고 있다. 또한 지역별 강수량과 인구 편차로 공간적으로 이용 가능한 수자원의 불균형이 발생하고 있어 지역적인 물 공급의 안정성과 형평성은 여전히 취약한 상황이다. 하지만 사회적 공감대 형성이 쉽지 않은 대규모 수자원개발 추진은 어려운 여건이며 국민들의 안전하고 맑은 물에 대한 수요 또한 지속적으로 증대되고 있어 이를 해소하기 위한 다각적인 대책 마련이 필요한 상황이다. 본 연구에서는 기 확보된 수자원의 효율적이고 공평한 활용을 위해 국내 용수공급의 중추적인 역할을 담당하고 있는 댐을 대상으로 댐간 연결을 통한 용수공급 방안을 제시하였다. 이를 위하여 소양강댐, 충주댐 등 다목적댐 16개 및 광동댐, 영천댐 등 용수댐 12개 총 28개댐의 용수공급능력 평가와 장래 용수수요량 조사를 실시하였으며 장래 용수부족 지역 해소를 위한 상시공급과 극한가뭄 등 재난 대처를 위한 비상시공급 방안을 검토하였다. 상시공급은 댐 용수공급능력 평가를 통하여 기본계획공급량 대비 여유수량을 갖는 댐에서 장래 용수수요 증가, 용수공급능력 감소 등으로 공급 용수가 부족한 인근 댐으로 공급하는 방식이며 용수 공급량은 저수지 모의운영을 통하여 양댐의 이수안전도(분석 기간중 1회에 한하여 물 부족 허용)를 충족시키는 수량을 산정하였다. 비상시공급은 타수계 및 근거리간 연결, 가뭄 예상지역을 기준으로 대상 댐을 검토하였으며 용수 공급량은 공급댐의 유지용수와 관개용수를 이용하여 공급받는 댐의 생 공용수 20% 공급가능시 공급량으로 산정하였다. 검토 결과 상시공급은 소양강댐에서 횡성댐으로 86천$m^3$/일, 장흥댐에서 주암본댐으로 127천$m^3$/일, 남강댐에서 수어댐으로 $140m^3$/일, 비상시 공급은 충주댐과 대청댐, 충주댐과 안동댐간 각각 500천$m^3$/일 공급을 통하여 장래 용수부족 지역의 물 부족 해소와 극한가뭄 등 비상상황의 대처가 가능한 것으로 분석되었다. 본 연구는 기후변화와 사회가치적으로 변화하고 있는 수자원 환경에 능동적으로 대처하기 위한 대책의 일환으로 고안된 것이며, 향후 유역간 물 이동에 따른 현행 수리권제도 및 어류, 수질변화에 따른 환경영향 등에 대하여 추가적인 연구가 필요할 것으로 판단된다.
