정보보호 기술은 IT 서비스의 신뢰성을 보장하여 따뜻하고 안전한 유비쿼터스 사회를 구현하기 위한 핵심 기술 중 하나이다. 정보보호 글로벌 표준화는 ITU-T, ISO/IEC JTC1, IETF 등의 국제표준화기구에 의해 주로 추진되고 있다. 정보보호 기술은 보안 알고리즘, 정보보호 제품평가/관리체계, 인터넷 보안, 응용 보안 표준 등의 분야로 구분되어 표준화되고 있다. 서로 다른 국제 표준화 기구에서 각 분야에 대해 표준화를 추진되고 있다. ITU-T에서는 통신망 보안, ISO/IEC JTC1에서는 바이오 인식과 보안 알고리즘, IETF에서는 인터넷 보안, 3GPP/3GPP-2에서는 제3세대 이동통신망 보안에 초점을 두고 추진하고 있다. 본 고에서는 정보보호 기술과 관련된 국내외 표준화 동향을 살펴보고, 현재 이들 표준화 기구에서 우리나라가 주도하고 있는 주요 표준화 항목을 살펴보며, 향후 정보보호 분야에서 국내외 표준화 방향을 제시하고자 한다.

편집자 주; 아직도 경제적 자립을 제대로 이룩하지 못한 우리 한국의 현실을 감안할 때 다른 선진국과 같이 국제도서발전기구를 설치한다는 일이 그리 용역한 일이 아닌 줄 알지만 세계 각국이 상호간에 지식 내지 정보의 원활한 소통의 모색을 위한 노력을 계속하는 오늘 날 교육수준에서 비교적 상위권에 속한 우리로서는 지식, 정보를 창출해내는 도서산업이나 그것을 보관, 이용에 공케 해주는 도서관에 대한 당국의 보다 적극적인 지원방안이 마련되어야 할 필요성에서 우리도 정부주도하에 국가도서발전 추진기구와 같은 것을 설치하여 도서유관분야를 총망라하여 운영하는 일이 바람직스럽다. ㄷ우기 아시아 각국대표가 한곳에 모여 당해국의 도서발전에 대한 문제점과 해결방안에 관하여 상호의견을 나눈 것은 실로 의의 깊은 일이었다. 따라서 이와 같은 세미나의 결과를 본지에 게재하여 도서관발전과 밀접한 관련을 갖이는 도서발전을 위한 문제해결방안의 내용과 유관 문화 분야의 새로운 발전방향을 알아 보고자 한다.

A mechanism of hovering flight of small insects which is called the Weis-Fogh mechanism is applied to ship propulsion. A model of the propulsion mechanism is based on a two-dimensional model of the Weis-Fogh mechanism and consists of one or two wings in a square channel. A model ship equipped with this propulsion mechanism was made, and working tests were performed in a sea. The model ship sailed very smoothly and the moving speed of the wing was small compared with the advancing speed of the ship.

세계무역기구 출범으로 글로벌 시장 경제체계가 형성되고 무역사 기술장벽은 더욱 심화됨에 따라 세계무역기구는 2005년까지 선진국의 각 국가규격을 국제규격과 서로 꼭 같도록 요구하고 있다. 이에 따라 우리 정부도 국가규격인 KS 규격을 2003년까지 국제표준화기구 규격과 완전 일치시킨다는 목표로 대대적인 사업을 추진하고 있다.

개인 신분을 증명하는 분야에서 유망한 미래 기술 중 하나인 바이오인식 기술은, IT 기술의 발달에 힘입어 각종산업과인터넷 영역으로 활용범위를 확대하고 있다. 바이오인식 산업의 시장은 초기상태지만 10~20% 이상의 높은 성장률을 보이고 있으며, 전자여권 등의 다양한 활용분야가 개척되면서 앞으로 발전이 기대되는 산업이다. 바이오인식 산업의 이러한발전추세에는 국내외 표준화기구를 통한 활발한 표준화작업이 밑바탕이 되고 있으며, 특히 미국, 영국, 독일, 일본, 한국등의 나라를 중심으로 국제표준화를 활발히 추진하고 있다. 표준화의 분야에는 기술 간의 호환성을 유지하기 위한 표준, 바이오인식 정보보호기술 표준, 바이오인식 기술의 성능 및 표준적합성 평가기술 등 다양한 표준화 분야로 재분리 된다. 본 논문에서는 바이오인식 표준화를 위한 국외 표준화 기구를 소개하고, 각 기구별 표준화 현황을 살펴본다. 또한, 향후추진해야할 중점 표준화 항목을 도출한다.

A model ship equipped with the Weis-Fogh type ship's propulsion mechanism, which is consisted of one wing in a squared channel, was constructed. Sailing and vibration tests of the model ship were performed with the opening angles in a pool. The results are summarized as follows. The thrust and the speed of model ship were the highest for the spring-type wing of which the opening angle is automatically controlled in one stroke. Moreover, these values were approximately reduced by 4% from $30^{\circ}$ opening angle to $15^{\circ}$ in order. The maximum amplitude and RMS values of the model ship were the lowest for the wing having the opening angle of $30^{\circ}$, but were the largest for spring-type wing. And in case of the same opening angle, these values were lower for the ship on sailing than that on stationary.

Korea's experiences in the use and development of nuclear energy are recognized as a successful model as a developing country in the international nuclear community. With these experiences, Korea is able to contribute to the progress of Korean nuclear industry and international society as a nuclear advanced country. This paper reviews and analyzes the current situation and major issues in securing the international legal status of RCA Regional Office hosted by Korean Government since 2002. In this connection, major political environments and relevant issues in facilitating the revision of RCA Agreement and securing legal status of the RCARO are also investigated. It is essential to amend the 1987 RCA Agreement or to conclude the its supplementary agreement for the securing of the international legal status of RCA Regional Office at the RCA policy meeting prior to extension of the agreement in 2017 and after. It is recommended for the Korean Government to establish and operate the inter-ministry governmental task force teams to facilitate and support the required actions in the national and diplomatic actions in the regional level for the sustainable development of the RCA and RCA Regional Office.

현재 국제해사기구(IMO)를 중심으로 선박의 안전, 보안 및 해양환경 보호를 위해 선박 및 육상을 통합하는 전자항법 체계인 e-Navigation이 추진되고 있다. 특히 유럽의 여러 국가들이 IMO의 추진 진행 과정을 따라 실제로 e-Navigation을 해상에 구현하기 위한 여러 프로젝트들을 진행하고 있으며 그 결과들이 일부 보고되고 있다. 본 논문에서는 IMO에서 진행 중인 e-Navigation의 현황을 살펴보고 VTS 관점에서 향후 e-Navigation으로 인해 변화할 기능 또는 서비스들에 대해 검토하였다.
