  • In the microcell or picocell-based system the frequent movements of mobiles bring about excessive traffics Into the networks. A mobile location estimation mechanism can facilitate both efficient resource allocation and better QoS provisioning through handoff optimization. Existing location estimation schemes consider only LOS model and have poor performance in presence of multi-path and shadowing. In this paper we study multi-criteria decision making which can increase estimation accuracy by considering other multiple decision parameters than the received signal strength.

  • 전력부문은 전력생산 및 공급과정에서 다양한 환경피해를 유발하는 등 사회적으로 많은 비용을 야기하고 있으나, 생산원가 위주의 현재의 전력가격 책정방식은 환경비용 등의 사회적비용을 제대로 반영하고 있지 못하고 있다. 이는 최적의 발전원구성 및 사회적으로 효율적인 전력공급의 장애 요인이 되고 있다. 주요 발전원에 대한 환경적 가치를 추정하기 위하여 본 연구는 주요 발전원의 전력생산을 수력발전으로 대체하는 것에 대한 지불의사액을 추정하였다. 조건부가치평가법을 적용한 결과, 원자력발전, 석탄화력발전, 가스화력발전 대비 수력발전은 상당히 높은 환경적 가치를 지니고 있는 것으로 나타났다. 따라서, 전력의 도매거래 시 수력발전의 친환경적 가치를 반영하여 향후 적절한 가격을 보장해야 할 필요가 있다.

Social Benefits of Improved Water Quality at the Taehwa River Based on Citizen's Willingness-to-Pay (시민지불의사에 기초한 태화강 수질개선의 사회적 편익)

  • This study evaluates citizen's willingness-to-pay for the benefits from improved water quality of the Taehwa river in Ulsan, Korea, using a contingent valuation method with double-bounded dichotomous choice. The estimation results of the bivariate probit model shows the amounts of willingness-to-pay are monthly 3,458.5 Korean Won per household and yearly 14,760 million Korean Won for total households in Ulsan, Korea. These estimates are equivalent to the social values of improved water quality of the Taehwa river. This study also tests the inter-dependence between two answers, which may occur in the responses of the questions for the double-bounded dichotomous choice, and all the null hypotheses on the inter-dependence are rejected in this study.

횡단면(橫斷面) 자료(資料)를 이용한 시간할인율(時間割引率)의 추정(推定)

  • 본(本) 논문(論文)에서는 1993년에 퇴직한 공무원(公務員)들에 대한 자료(資料)를 사용하여 이들의 시간할인율(時間割引率)을 측정하였다. 시간할인율(時間割引率)은 여러 경제학 모형에서 개인(個人)의 소비(消費)와 저축행태(貯蓄行態)를 결정짓는 중요한 요소로 등장한다. 시간할인율(時間割引率)을 추정한 기존의 실증분석(實證分析)들은 1% 내외의 매우 낮은 추정치(推定値)를 보고하고 있으며, 심지어 음(-)인 경우도 있다. 이러한 낮은 추정치는 시간할인율(時間割引率)이 실질적으로 거의 아무런 역할을 하지 않음을 의미한다. 그러나 기존의 실증분석(實證分析)은 대부분 거시(巨視) 시계열자료(時系列資料)를 사용하여 경제내의 대표적(代表的) 개인(個人)(representative individual)이라는 가상적 존재의 시간할인율(時間割引率)을 추정하였다는 단점을 갖는다. 본(本) 논문(論文)에서는 우리나라의 퇴직공무원들에 대한 미시(微視) 횡단면자료(橫斷面資料)를 사용하여 실존하는 각 개인(個人)의 시간할인율(時間割引率)을 추정하였고, 그 결과 기존의 연구(硏究)에서와는 달리 시간할인율(時間割引率)이 평균적으로 14~15% 정도의 매우 높은 값을 가짐을 발견하였다. 이러한 결과는 개인(個人)의 노후생활(老後生活) 안정(安定)을 위한 저축(貯蓄)을 각 개인(個人)의 자발적인 의사에 일임하기보다는 공적(公的), 사적연금제도(私的年金制度)를 통하여 강제하는 것이 합리적일 수 있음을 보여준다.

Contingent Valuation of Fostering Storytelling for Culture and Tourism Industry (문화 관광산업 활성화를 위한 스토리텔링 육성정책의 가치평가)

  • The purpose of this paper is to enrich storytelling contents for culture and tourism industry and provide the implication for carrying out governmental policy by estimating economic value of storytelling using a Contingent Valuation Method. The empirical result shows that the economic value of storytelling development in culture and tourism industry is annually estimated 16,000 won per person, resulting from logit model and WTP mean method. The willingness-to-pay, degree of support and perception of the policy and culture contents expenditure have meaningful effects on probability of supporting and participating in execution of the policy. The findings imply that the economic value of storytelling development highly increases as the interest and expenditure of culture contents increase. Futhermore, informing storytelling related policy and business to the people will increase economic value of fostering storytelling-based culture and tourism.

  • The purpose of this paper is to estimate 'willingness to pay' for mobile data service by using contingent valuation method with double bounded dichotomous choice question. The findings are as follows.: First, the willingness to pay of mobile data service is considerably lower than current retail price. Second, the perceived degree of mobile data service such as awareness and benefit recognition is positively related to the willingness to pay of mobile data service. Our results suggest that active promotion and strengthening of the content of mobile data service are needed in order to enhance the profitability of mobile operators. The analysis results will be used to set the mobile operator's pricing strategy and to build up a successful communication policies in the mobile ecosystem.

  • 일반 투자안의 의사결정에서와 마찬가지로 산업설비의 경제성 분석에서도 가장 중요한 결정 요소 중의 하나가 설비의 생존곡선 추정이다. 설비의 자산 가치가 감소하는 원인은 여러 가지가 있으나, 여러 원인 중 물리적 훼손이 과거의 산업설비에서는 가장 중요한 원인이었으므로 기존의 생존모형 분석에서는 lows 생존곡선을 이용하여 설비의 생존곡선을 추정하였다. 그러나 새로운 기술상의 변화로 인한 첨단 생산시스템의 설비교체 분석 시에는 적합지 않다. 따라서, 본 연구에서 제안된 혼합형 Weibull 함수를 이용하여 설비의 폐기 형태를 추정함으로써 설비들의 실제적인 생존곡선을 정확하게 파악할 수 있다.

  • Recently as algae phenomenon has been intensified, the need for additional dam flushing has been raised. To establish the more rational policies concerning the dam flushing, it is necessary to evaluate the dam flushing. This paper attempts to examine households' willingness to pay (WTP) for dam flushing by using a contingent valuation (CV). Especially, unlike other CV studies which used maximum likelihood estimation (MLE), this study employed Bayesian approach. This study surveyed a randomly selected sample of 1,000 households nation-widely, and asked respondents questions in person-to-person interviews about how they would be willing to pay for the additional dam flushing. Respondents overall accepted the contingent market and were willing to contribute a significant amount (1,909.4 won), on average, per household per year. The aggregate value amounts to approximately 35.7 billion won per year.

An Estimation of Economic Value on Street Plan for a Walking Tour - In the Case of 'Welcome Avenue Project' in Gwacheon - (걷고 싶은 거리 조성사업의 경제적 가치 추정 - 과천 특화거리 사업 중 '환영의 거리'를 사례로 -)

  • This study focused on the estimation of econcmic value and the evaluation of attitudes toward plans for the establishment of a walking tour as a public service in the city of Gwacheon. A value analysis based upon 152 questionnaires returned by the residents of Gwacheon and 175 questionnaires from the users of Seoul Race Park in Gwacheon utilized a CVM(Contingent Valuation Method) approach to estimate use value, non-use value, and potential value. The results show that 69.8% of residents and 60.0% of Seoul Race Park users had an interest, 81.6% of residents and 89.7% of Seoul Race Park users agreed to the proposed plan, and 67.8% of residents and 69.7% of Seoul Race Park users expressed a willingness to pay an additional tax or admission fee. The estimated WTP for an additional resident tax per household/year is 11,721 won while it was an additional 750 won per admission for the Seoul Race Park user group. Based on these results, the estimated total economic value of all households/year and the user group over a period of 5 years is 9,997 hundred million won, which was a doubling of the 1.4 in value of total construction costs. The results of this study strongly support the establishment of a walking tour street plan as a public service commodity.

Estimating WTP for the reduction of disamenity in the Seoul Metropolitan Area Landfill site using the Hedonic Pricing Model (헤도닉가격모형을 이용한 수도권매립지 유발 비효용(disamenity) 감소에 대한 지불의사액 추정)

  • Using the Hedonic pricing model using Box-Cox transformation, this paper estimated the marginal effect (implicit price) of odors from landfill in the metropolitan area on housing prices and the willingness to pay for changes in certain odor conditions. This paper utilized the proximity from the landfill in the metropolitan area as a environmental variable, and analyzed the effect of various housing characteristic variables on the sale price of apartments within a radius of 5 km from the landfill. In particular, because odors factor have various heterogeneity, we applied hedonic price models instead of stated-preference methods with various types of functional forms through Box-Cox transformation, considering the heterogeneity of each region. Estimates show that the marginal value (implicit price) for the distance from the odor source was 0.227 to 0.533 depending on the function type of the estimated model. In addition, when other house factors are the same, the marginal willingness to pay for a distance of 1km from the odor source was calculated to be 16.79 to 51.76 thousand dollar depending on the type of function. Finally for the general Box-Cox model, the annual WTP was estimated to be 3,229dollar.
