An Estimation of Economic Value on Street Plan for a Walking Tour - In the Case of 'Welcome Avenue Project' in Gwacheon - (걷고 싶은 거리 조성사업의 경제적 가치 추정 - 과천 특화거리 사업 중 '환영의 거리'를 사례로 -)

  • This study focused on the estimation of econcmic value and the evaluation of attitudes toward plans for the establishment of a walking tour as a public service in the city of Gwacheon. A value analysis based upon 152 questionnaires returned by the residents of Gwacheon and 175 questionnaires from the users of Seoul Race Park in Gwacheon utilized a CVM(Contingent Valuation Method) approach to estimate use value, non-use value, and potential value. The results show that 69.8% of residents and 60.0% of Seoul Race Park users had an interest, 81.6% of residents and 89.7% of Seoul Race Park users agreed to the proposed plan, and 67.8% of residents and 69.7% of Seoul Race Park users expressed a willingness to pay an additional tax or admission fee. The estimated WTP for an additional resident tax per household/year is 11,721 won while it was an additional 750 won per admission for the Seoul Race Park user group. Based on these results, the estimated total economic value of all households/year and the user group over a period of 5 years is 9,997 hundred million won, which was a doubling of the 1.4 in value of total construction costs. The results of this study strongly support the establishment of a walking tour street plan as a public service commodity.

A Study on the Estimation of Values of Individual Services of an Arboretum using the CE Method - Focused on Gyeongnam Arboretum - (CE 기법을 적용한 수목원의 편익제공 가치 추정 연구 - 경남수목원을 대상으로 -)

  • This study was conducted to compare the sizes of effective values, which users recognize, according to the kinds of physical and psychological services provided by an arboretum, by estimating them in monetary values. As an analysis tool for this purpose, the CE(Choice Experiments) method, which is able to estimate effective value's size depending on each variable, was employed. For drawing up profiles for estimation of the values of individual services, 25 profiles were extracted using the orthogonal design of the SPSS statistical package, and questions of 75 pairs were created not to make each of the profiles overlapped. Then, each user was given three questions at five sets each and 3,510 data were used for the analysis. As the result, in relation to the attribute, 'The kinds of trees should be diversified 50% more than now.', firstly, users showed the biggest willingness to pay, based on the present level, and expressed intentions to pay 7,956 won, additionally. Secondly, the value of the path design that was unique than the present road design was estimated in 6,025 won, and when individual attendants guided visitors in the arboretum, they expressed intentions to pay nearly three times more expenses than when they were guided as a group. These results show that users in the Gyeongnam Arboretum recognized the highest effective values towards the collection and display of trees that are arboretum's original functions, and it was followed by the unique road design to observe a variety of dense trees well. This research could be useful in comparing or measuring particular effective values of users that central operators of arboretums want to know. Moreover, it would be suggested as an advanced research for providing basic data about value estimation of individual environmental goods not only in arboretums, but also in other fields.

  • As a part of the feasibility study of constructing the Maritime and Ocean Digital Library, we focused to examine the basic economic feasibility of the library in this study. In order to achieve the purpose, we analyzed related governmental policies, investigated the demand of the digital library, and tested the economic feasibility. As the tools of economic test, we calculated the size of benefit by Contingent Valuation Method, and estimated the Benefit/Cost Ratio, Net Present Value and Internal Rate of Return. As the result, we could get an assessment of positive economic feasibility mainly from the quite high level of WTP for the Maritime and Ocean Digital Library.

  • 강 하구의 민물과 바닷물이 만나 형성되는 기수역 생태계는 독특한 환경적 가치를 지니고 있다. 낙동강 하구는 우리나라의 대표적인 철새 도래지로 풍부한 생태자원을 지닌 곳이지만, 하굿둑 건설로 기수역이 사라진 이후 기수역 생태계가 갖고 있는 고유의 생태적인 특성이 감소하였다. 한편, 낙동강 하굿둑 건설은 염해피해 방지 및 부산, 울산, 창원 등의 지역에 추가적인 용수공급을 가능하게 도왔다. 이에 낙동강 기수역 생태계 복원을 위한 하굿둑 개방과 용수공급 및 염해피해 방지 등을 위한 하굿둑 운영에 대한 논의가 지속되어 왔다. 낙동강 하구관리에 대한 합리적인 의사결정을 위해서는 하굿둑 건설 및 운영에 따른 편익과 동시에 낙동강 하구 기수역의 생태 환경적 가치도 함께 고려해야한다. 이에 본 논문에서는 낙동강 하구의 기수역 생태 복원에 초점을 맞추어 이와 관련된 환경적 가치를 조건부 가치측정법이라는 경제학적 기법을 적용하여 추정하고자한다. 전국 800가구를 무작위로 추출하여 일대일 개별면접을 통해 낙동강 기수역의 생태복원에 대한 지불의사액을 조사하였다. 이 정보는 낙동강 하구관리에 대한 의사결정시 활용할 수 있다.

Public Preferences for Replacing Hydro-Electricity Generation with Coal-Fired Power Generation (석탄화력 발전 대비 수력 발전에 대한 국민 선호도 분석)

  • Although coal-fired power generation has played a role as base load unit, it has incurred various social costs in the process of generating and providing electricity. It is necessary to extend the proportion of low-carbon power generations, and reduce the ratio of coal-fired power generation to cope with global climate changes. This study, therefore, attempts to estimate the public's willingness-to-pay (WTP) for substitution of supplied electricity from hydro-electricity generation, a representative renewable energy, for coal-fired power generation. To this end, we apply the contingent valuation (CV) method, widely used technique when valuing non-market goods, to elicit the public's WTP. In addition, a spike model is employed to consider zero WTPs. After the empirical analysis with 1,000 households CV survey data, the results show that mean household's WTP for replacing supplied electricity from hydro-electricity generation with coal-fired power generation is estimated to be about 54 KRW per kWh. The results of this study are expected to contribute to determining energy-mix and provide benefit information of hydro-electricity generation.

Perceived Features of Cycling and Value of Public Bike System (공공자전거시스템의 사회적 가치와 자전거 특성의 관계성 연구)

  • In this study our main focus is to verify the relationship between social value of transportation system and its perceived features. To achieve this objective, we investigated the value of public bike system (PBS) through willingness to pay (WTP) analysis using contingent valuation method (CVM) and the survey was conducted for 1726 respondents who live in Suwon, Korea. Moreover the determinants related to features related to bicycle use were also gathered. The estimated binary logistic regression and censored regression reveal that the value of PBS is influenced by perceived features towards bicycle use incorporating non-congestion, transportation mode like auto and bus, and high mobility system as well as other variables such as income, bicycle ownership etc. Furthermore the results show that the perceiving of positive features to bicycle use leads to higher social value of PBS. Based on the findings, we discuss the importance of pre-review for transport policy implementation, and also explore the possibilities for application to PBS.

A Critical Assessment of the Economical Value of Road on Housing Prices Using Contingent Valuation Method - focus on the road construction plan of 47th of Suwon si - (조건부가치추정법을 이용한 도로의 경제가치 추정에 관한 실증적 연구 - 수원시 47번 도로건설계획을 중심으로)

  • The Purpose of this study was to assess the willingness to pay(WTP) for the new road construction plan(slip road of urban highway which was advertising extensively to reduce the time to the core of metropolitan area) on housing prices using contingent valuation method(CVM). And this study was an empirical study which was based on the consciousness of residents whose apartment was within the Suwon Si's new plan of 47th road construction zone. In this study, it was revealed that the resident's WTP for the plan of new road construction which was built on the neighborhood of apartment was within the 10 percent of housing prices that was similar to the standard declared price of MLTM(Ministry of Land, Transport and Maritime Affairs). And also revealed that the difference of sale prices of real estate company was 24 percent. The statistical assessment results show that both the resident's characteristic variables such as gender, incomes, size of apartment and the accessability variables such as distance to parks, schools, department stores, living facilities were positive effects on the prices of apartments significantly. Finally, the house has depreciated than that of MLTM and WTO since torpedoed the road construction plan. These results imply that, we have to take capital appreciation of the property into account due to road construction since the accessibility was very significantly positive internal effects on the apartment housing prices.

  • 2011년 후쿠시마 원자력발전소 사고 이후, 발전원의 위험사고비용 및 환경피해비용에 대한 관심이 대두되고 있다. 전력은 생산과정 뿐만 아니라 발전소 건설, 발전소 운영, 송 배전을 통한 전력 공급, 폐기물처리 등의 각 과정에서 다양한 환경비용을 야기하고 있다. 따라서 발전원의 환경영향을 수용자적 입장에서의 평가할 필요가 있다. 본 연구에서는 컨조인트 분석법의 일종인 선택실험법을 적용하여 발전에 따른 환경영향 속성들에 대해 평가한 후, 발전원별로 상이한 속성 값에 속 성별 추정치를 반영하여 발전원별 환경비용을 수용자적 입장에서 추정하였다. 발전원부문이 환경에 미치는 영향에 대한 속성을 온실가스 배출, 건강피해, 지역피해, 온배수 배출로 선정하였고, 제시금액은 비교 대상 발전원들의 전력거래 단가 및 가구당 지출하는 월평균 전기요금수준을 기준으로하여 35,000원에서 75,000원까지의 총 다섯 가지 속성수준으로 구분하였다. 다항로짓모형을 적용하여 발전원별 각 환경영향에 대한 속성별 한계지불의사액 추정하고, 발전원간의 환경비용을 산정하였다. kWh 당 수력발전(0원/kWh) 대비 타 발전원의 추가 환경비용은 26원/kWh­832원/Wh로 환경적 영향 측면에서 국민수용성이 가장 높게 나타났다.

Comparative Study on Monetary Estimates of Natural Environment and Cultural Relics in Gyeongju National Park (경주국립공원의 문화유적과 자연환경의 가치추정 비교연구)

  • This study has estimated Gyeongju National Park's natural environment and cultural relic value in the same way and then been performed to compare the size of the value. Representative method to measure environmental property is contingent valuation methods, CVM. The variables and estimated models adopted for the calculation were same and the respondents were asked by distinguishing between the amount which they would pay to preserve the natural environment and that which they were willing to pay to preserve the cultural relics. As the result, WTP(Willing to pay), the amount that they were willing to pay to preserve the natural environment of Gyeongju National Park was 17,838 won per person and that to preserve the cultural relics appeared to be 316,248 won per person. Based on this, it was estimated that the value of the natural environment with which Gyeongju National Park provided annual visitors was 47 billion won and that the annual value of the cultural relics was 845.7 billion. If the natural environment and the cultural relics value elements are united, it can be estimated that the natural environment and cultural relic value got at the time of people's first visit to Gyeongju National Park is 334,086 won and that the annual value is 893.4 billion won. In this study, the value of the cultural relics has been estimated 18 times higher than that of the natural environment. This reason was that visitors judged that a total of 66 cultural properties including 11 national treasures, 23 treasures, 13 historic places, one historic sites and scenic spot and 18 local cultural properties, etc. which were distributed in Gyeongju National Park were worth far more than the natural environment. Based on the result of this study, the operating management plan of Gyeongju National Park should include a differentiated operation strategy through consultation with relevant experts by taking into account characteristics of the physical components.

Economic Valuation of the Ecosystem Services in Seocheon Intertidal Mudflats (선택실험을 이용한 서천갯벌의 생태계서비스 경제가치 추정 연구)

  • The West Coast is known as one of the world's three largest intertidal mudflats but the mudflat ecosystems have been constantly destroyed by various reclamation projects and industrial complexes. This study intends to estimate the economic values of major ecosystem services provided by the Seocheon intertidal flats using a choice modeling method. The benefits of the intertidal flats are categorized as four different attributes: number of migratory birds (related to biodiversity and cultural services), production of fish and shellfish (regulating services and habitats), tourism activities (cultural services), and number of fishing households in local communities (cultural services). Study results show that the general public enjoys the economic benefits of 1.777 trillion won (900 million won/hectare) as of 2015 in order to preserve 1,200ha of Seocheon mudflat. Assuming that future generations continue to enjoy these economic benefits of mudflat conservation, the annual value converted is about 64.7 billion won/year, corresponding to 53.9 million won/hectare per year. Individuals are willing to pay are expected to maintain their entire life in the 1,000 households living in the Seocheon tidal-flat fishing village, with an average of 11,000 won per person and an additional 50,000 tourist activities per year. It was estimated to have the amount of payment of 9,000 won. An individual's marginal willingness to pay was estimated to be about 11,000 won per year for supporting a total of 1,000 fishing households, 6,000 won to provide tourism activities of 50,000 visitors, and 9,000 won to provide the habitats of 90,000 migratory birds. For segmentation analysis, residents of Seocheon did not place significant values for the attributes besides migratory bird conservation. However, those of Gunsan showed relatively low margtinal willingness to pay for conservation of migratory birds and fishing villages but showed similar preferences for the maintenance of tourism activities compared to the general public. The results imply that the introduction of economic incentive system is needed to effectively manage and conserve ecosystem services of specific intertidal flats.
