Problems and Improvements in Research on the Employment Effect of Minimum Wage (최저임금의 고용효과에 관한 연구의 문제점과 개선방향)

  • Recently the Korean society has suffered severe conflicts over the rate of increase in the minimum wage, while academics have failed to provide appropriate standards through reliable research. Recent foreign studies using natural experimentation or meta-regression analysis show that the increase in minimum wage has little effect on employment. Domestic studies are not yet numerous in number, and they present different conclusions on employment effects depending on the data used, sample period, and research model. To properly assess the employment effects of the minimum wage, future studies should minimize measurement errors in minimum wage dataset, and appropriately consider the endogenous change of minimum wage, economic situation and trends of employment changes. It is also necessary to utilize natural experiment methods before and after the increase of the minimum wage.

A Study on The Demand Management for Determination of Freeway Toll System (고속도로 통행요금체계 결정을 위한 수요관리방안 연구)

  • Statistics shows that 80% of freeway users travel less than 50km, and only 8% of them do over 100km. It means that the freeway is used for commuting. As a result, the freeway is not used efficiently and social cost is high. The current toll system aims for the efficient usage of the freeway by restraining short-distance trips and inducing long-distance ones. Thus, policies such as minimum toll system and discount for long-distance trips have been carried out. However. these two policies take no account of demand management between the freeway and alternative roads. They merely consider the compensation for charge on users, so the assessment of discount rate and distinction of distance are not reasonable. Consequently, not only the effective demand management but also the evaluation of those policies has been difficult to be achieved. The objective of this paper is to analyze those problematic policies and to establish a reasonable and improved toll system. In addition, this study presents the methodology to minimize social cost, which can be achieved by reducing short trips and encouraging long ones on the freeway. A new methodology of freeway toll system is applied and the results are presented.

Comparative Study on Setting-up the Civil Welfare Standard through Public-Private Partnership in Local Governments (민관협력방식의 지자체 시민복지기준 제정 비교연구)

  • The study proposes some principles that enable local governments to set-up their own civil welfare standard through the public-private partnership in the context of the participation of residents. First, the study analyzes the concept of the civil welfare standard in comparison with the national minimum. In sequence, the study tries to compare various conception, set-up process, fields and contents of the civil welfare standard in 10 local government. And the study suggests a series of some principles for setting-up the civil welfare standard, budget securing, developing core businesses, and reflecting regional characteristics. At last, the study would remind that the process of setting-up and realization of a civil welfare standard could be long-term project through the public-private partnership with civil society organizations, research institutions, local governments and local councils in region.

Forecasting reference evapotranspiration using statistically based long-term temperature prediction information (통계적 기반의 장기 기온예측정보를 이용한 기준증발산량 전망)

  • 본 연구에서는 통계적 방법에 의해 예측된 미래기간의 기온정보와 기온기반의 기준증발산량 산정방법을 연계하여 한강권역을 대상으로 최대 12개월의 미래기간에 대한 기준증발산량을 전망하였다. 기온정보는 Kim et al. (2020)의 연구와 같이 글로벌 기후지수와의 원격상관성을 기반으로 개발된 다중회귀모형을 이용하여 미래기간(예측시점 기준 1~12개월)에 대해 월 평균기온을 예측하고 이를 상세화하여 한강권역 내 주요 ASOS 지점별로 최고/최저기온을 도출하였다. 기준증발산량은 Hamon 방법(Hamon, 1960, 1963)을 기반으로 각 지점별로 상세화된 최고/최저기온을 이용하여 동일한 미래기간(1~12개월)에 대해 산정하였다. 한강권역 전체에 대해 2015년 1월~2020년 12월의 월별 평균기온과 각 지점별 산정한 기준증발산량을 활용하여 기온 및 기준증발산량에 대한 예측성을 분석하였다. 한강권역 전체에 대해 예측된 월별 평균기온의 경우 실제 관측값과 비교하였을 때, PBIAS 4.2~6.4%, R2 0.97~0.98, NSE 0.97~0.98 등으로 매우 높은 예측성을 보였다. 지점별로 상세화된 기온정보를 이용하여 산정한 기준증발산량을 실제 기온으로부터 산정한 기준증발산량과 비교한 결과는 PBIAS 5.0~6.8%, R2 0.97~0.98, NSE 0.96~0.97로 기온에 대한 예측성과 유사하게 나타났다. 기온과 기준증발산량 모두 일부 월이나 일부 지점에서 관측값과 비교했을 때 다소 차이를 보이는 경우도 있었으나, 대상유역 전반적으로는 매우 안정적인 예측결과를 확인할 수 있었다. 기준증발산량에 대한 예측결과(미래 1~12개월)는 계절 및 월 단위의 유역 수자원 전망에 유용하게 활용될 수 있을 것으로 판단된다.

An Optimum Scale for Topoclimatic Interpolation of Daily Minimum Temperature in Complex Terrain (일 최저기온 공간내삽을 위한 지형기후학적 최적 공간규모)

  • Cold air accumulation plays a critical role in formulating daily minimum temperature in complex terrain on radiative cooling nights, and spatial interpolation can be improved by accommodating this important topoclimatic variable. Little is known about the spatial scale for computing cold air accumulation which influences daily minimum temperature. Air temperature was measured at 10-minute intervals during September 2002- February 2003 at eight locations within a 1 by 1 km hilly orchard area. Minimum temperature data for suspected radiative cooling nights were collected, and the deviations from reference observations at a near-by KMA automated weather station were calculated. A digital elevation model with a 10m cell size was used to calculate the cold air accumulation at 8 locations. Zonal averages of the cold air accumulation were computed for each location by increasing the cell radius from 1 to 10. Temperature deviations were regressed to a common logarithm of the smoothed averages of cold air accumulation to derive a linear relationship between the local temperature deviation and the site topography. The highest coefficient of determination ($r^2$ = 0.78) was found at a cell radius of 5, which corresponds to an approximately 1 ha boundary surrounding the point of interest.

Housing Poverty and Quality of Life in Urban Korea (도시 저소득층 주거와 삶의 질)

  • 본 연구는 삶의 질에 관한 관점을 우리 나라 도시저소득층의 주거실태를 중심으로 살펴보고자 한다. 이를 바탕으로 주거빈곤층의 삶의 질 향상을 위한 발전대안을 모색하도록 한다. 국내외 거의 모든 ‘삶의 질’선행연구에 있어 중요한 지표로서‘주택’,‘주거환경’,‘주거장소’등 주거에 관한 상이 포함되어 있다. 즉 삶의 질 연구에 있어 주택 및 주거환경은 가장 기본적이고 필수적 요소임을 확인할 수 있다. 주거빈곤을 기능적 측면, 경제적 측면, 최저주거기준 측면, 그리고 주거권 측면에서 분석하고, 한국의 주거빈곤실태를 파악하였다. 특히 서울을 비롯한 대도시의 주거빈곤층은 달동네.산동네라 불리는 불량주거지, 비닐하우스, 쪽방 등에 거주하며, 이들은 주로 주택점유 형태상 전세, 보증부월세, 월세 등의 임차가구의 대부분을 차지한다. 삶의 질과 주거환경개선을 위한 발전대안 모색을 위해 주거분야 ‘삶의 질 지표’를 제안하였다. 지표의 내용으로 주택 그 자체뿐 아니라 주거기능이 원활하도록 하는 공공서비스, 안전 등의 광의적 접근이 필요함을 강조하였다. 아울러 삶의 질에 관련된 정책과제를 해결하기 위해서는 적어도 네 가지 부문(정부, 민간부문, NGO/CBO, 주민)별 각자의 역할을 강조하였다.

A Study on the Minimum Standards of Housing Repair for Older People Living in the Community (지역사회 노인을 위한 주택수리 및 개조 최저기준에 관한 연구)

  • The purpose of this study is 1) to clarify that the house is no long the safe place through the cases of the senior safety accidents and to argue the need for housing repair and 2) to present the minimum standards for housing repair by comparing the cases here as well as the abroad and to back up the standards with the current senior housing environment 300 people at least 60 years old living in Seoul$\cdot$Metropolitan area were interviewed using the structured questionnaire. As the result, the following conclusions were made: 1. There was high accident rates of the senior residents due to physical deficits within the house, causing excessive medical cost and decreased housing satisfaction. This problem can be sufficiently prevented by housing repair which can not only solve the safety problem but also support self sufficient living for the senior residents. 2. Proper housing repair required the architectural know how as well as the expertise knowledge of the physical characteristics of the senior people. Therefore, it is essential to secure the professional (i.e., occupational therapist) who can analyze the needs of the senior residents and evaluate and/or predict the obstacles during repair. Furthermore, development and distribution of the standardized manual are also needed. 3. The minimum standard for housing repair could be approached in view of 'barrier-free' concept. First, the bumps should be removed, slippery prevented, and safety grab-bar installed for safety. Second, the entrance should be widened and the bathroom and kitchen restructured to support for the senior residents' self sufficiency. To make housing repair policy more efficient, the legal basis is required. It can be incorporated into the existing senior citizens 'Welfare Act' or the 'Senior Residents Medical Insurance' which will be effective starting in 2007.

Sensor-less Direct Torque Control using Inductance Peak Detection for Switched Reluctance Motor (SRM의 상 인덕턴스를 이용한 센서리스 직접토크 제어)

  • 본 논문은 스위치드 릴럭턴스 전동기(Switched Reluctance Motor, 이하 SRM)의 상 인덕턴스를 추정하여 최고점과 최저점을 검출하는 방식으로 위치 센서를 이용하지 않는 직접토크 제어를 제안한다. 최고점으로부터 최저점의 위치 정보를 계산하여 이를 기준으로 회전 중인 회전자의 위치정보를 얻는다. 또한, 회전자의 위치정보를 필요로 하는 토크 계산 및 토크분배함수(Torque Sharing Function, 이하 TSF)는 상 인덕턴스 최저점 검출과 연관하여 계산하였다. 제안한 알고리즘은 시뮬레이션을 통하여 가능성을 입증하였다.
