현재 국내의 여론조사에서는 전화조사가 주로 이용되고 있으며, 최근 들어 인터넷조사를 활용하는 방법들이 연구되고 있다. 그러나 인테넷조사의 경우 모집단 구조가 편향된 특성을 가지고 있으므로 이에 대한 보완 수정없이 결과의 직접적인 이용은 많은 비표본오차를 발생시킬 수 있다. 그러므로 본 연구에서는 사회여론조사를 수행함에 있어서 편향모집단에서의 인터넷조사로부터의 추정값과 전화조사를 통한 추정값의 적절한 결합추정방법을 제안하고, 지난 4.13 총선의 조사자료를 이용하여 이들 결합추정의 효율성을 검토하였다.

제17대 총선에서 여대야소 국회가 구성되고 대통령 탄핵안이 헌번재판소에서 기각됨에 따라 참여정부의 본격적인 행보가 시작되고 있다. 보통 정권이 바뀌면 가장먼저 시작하는 분야가 정부조직 개편이다. 새로운 각오로 시작하는 참여정부에서도 벌써 정부조직개편안이 나오기 시작하였다. 보건의료부분도 '사회부총리신설안, 보건복지부, 식약청, 노동부를 통폐합하여 '복지노동부'와 '보건식약청'으로의 개편안과 대통령 사회정책수석의 신설 등이 거론되고 있다. (중략)

지난 4월 13일 실시된 16대 총선에서 방송사와 조사기관들이 공동으로 조사하여 발표한 선거예측조사에서 많은 오류가 발생하고 이로 인해 표본조사에 대한 신뢰성에 큰 문제가 제기되었다. 이에 향후 선거계측조사의 신뢰성을 회복하고 보다 정확한 예측을 위해 기 발표된 예측 조사내용을 다각도로 심층분석하고 조사의 오류가 발생한 원인과 이를 해결하는 방안을 제시하였다. 아울러 이번에 처음으로 실시된 출구조사에 대한 문제점과 개선 방안도 함께 살펴보았다.

파랑의 내습에 대하여 안전하고 공업용수가 풍부한 내만에 위치한 광양만은 급격한 경제개발의 요구에 따라 다양한 항만 및 산업단지의 조성을 위한 매립 및 준설사업이 활발하게 진행되고 있으며, 이에 따라 수산어장의 면적이 급격히 감소되고 있으며 아울러 수질이 악화일로에 있다(Lee et al., 1998). 해양수산부(1998)에 의하면 광양항을 동북아 중심항만의 기능으로서 창출하기 휘하여 1997년 현재 접안시설 규모는 총선석 52선석, 총연장 11,348m이지만, 광양항 개발에 따른 추가 시설계획 선석은 2006년에는 40선석, 2011년에는 51선석, 연장으로는 2006년까지 8,590m 그리고 2011년까지 12,100m로 계획되어있다.(중략)

In this study, we newly define the Total Survey Error(TSE) in exit poll and investigate the TSEs of the exit poll survey for the 18th general election of 2008 to analyse the cause of the exit poll prediction error. To explore the main cause and effect of the total survey error, the total survey error was divided by the sampling error which comes from sampling process of poll stations and the non-sampling error which comes from selecting voter and collecting responses from sampled voters in each electoral district. We consider the relationship between non-response rates and total survey error as well as non-sampling error. Also, we study the representativeness of the exit poll sample by comparing the sex/age distribution of the exit poll data and the National Election Commission poll data.

The study was carried out to analyze election regionalism and to find out the spatial pattern of party support drawn in the 18th general election. Strongly biased pattern found to be caused by party strategies and voting behaviour preferring for the local party. Each party employed the strategies such as tactical and nepotic nomination, regional development pledges, and local instigation of regionalism. In consciousness survey done by the National Election Commission, primarily people tend to choose the representative by his(her) party and secondly, they consider their carrier and occupation. They vote for the same party in the local district and proportional representation. While election regionalism strongly found in voting behaviour of each party's main strongholds based on spatial pattern of major party support, voters of Seoul and Chungbuk tend to vote for their interests due to regional development pledges such as 'Newtown' Development and 'Multifunctional Administrative City' construction.

필자는 대학박물관의 건전한 육성을 위한 선결과제로서 법령정비의 중요성을 강조하여 오면서 ${\ulcorner}$대학박물관, 법적근거 마련이 시급하다${\lrcorner}$(한국 대학박물관협회 편, ${\ulcorner}$고문화${\lrcorner}$ $40\cdot41$ 합집, 1992. 12)를 발표한 데 이어, ${\ulcorner}$'박물관 및 미술관 진흥법'의 개정방향과 그 시안${\lrcorner}$(한국 대학박물관협회 편, ${\ulcorner}$고문화${\lrcorner}$ 44집, 1995. 1)을 발표하였다. 필자는 이 시안을 준비한 1993년부터 문화체육부, 교육부, 총무처, 법제처, 국립중앙박물관, 국립현대미술관, 문화재 관리국, 한국 박물관 협회, 한국 대학박물관 협회 등 관련기관과 협의하여 동법의 전면개정을 추진하여 왔으나, 각 기관의 이기주의가 극심하여 동 법의 개정작업이 얼마나 험난한가를 뼈저리게 절감하였다 이에 이미 발표한 시안을 현행법규와 비교한 개정시안으로 다듬어, 관계 제 기관이 참여하는 공청회를 통하여 전면개정을 추진하는 한편, 1996년 4월 총선으로 새로 구성되는 15대 국회의 문공위원회에도 전면개정의 여론을 환기시킬 예정이다. 필자는 1991년부터 국립대학교 박물관장 협의회 부회장을 맡아오고 있으며, 95년도부터 정부예산안에 각 국립대학별로 ${\ulcorner}$박물관 지원비${\lrcorner}$의 예산계상을 관철시킨 바 있다.

In this study, we studied the gamma-radiation effect of fiber Bragg gratings on the fiber re-coating methods. The fiber Bragg gratings were exposed to gamma-radiation up to a dose of 100 kGy at the dose rate of 104 Gy/min. In our experimental results, we confirmed that the fiber acrylate re-coating process leads to a slightly lower radiation sensitivity of FBGs.

IT 강국이라는 명성과는 사뭇 거리가 멀었던 우리나라의 투표 인프라에 혁명적인 변화를 일으킬 전자투표 실시가 다가오고 있다. 60년간 유지되어 오던 종이투표의 시대가 이제 18대 총선부터 전면 도입키로 한 전자투표로 인해 막을 내릴 전망이다. 외국의 경우 미국이 2002년 터치스크린 방식의 전자투표기를 도입해 지난해 대선에서는 대부분의 주에서 전자투표를 실시했고, 일본도 2002년 지방선거때 43개 투표소에 터치스크린 방식의 전자투표기 113대를 설치했다. 영국에서는 2002년 지방선거에서 휴대전화 문자메시지와 디지털 TV를 통한 투표를 실험적으로 실시한 바 있다. 우리나라는 지난 90년대부터 전자투표시스템에 대한 연구를 시작했다. 실제 선거에서 활용된 적은 없었지만 선관위는 지난 98년에 버튼식 전자투표기를, 2001년에는 터치스크린 방식의 전자투표기를 개발했다. 현행 선거법 278조에도 '중앙선관위는 투표 및 개표, 기타 선거사무의 정확하고 신속한 관리를 위해 사무전산화를 추진해야 한다'라는 규정과 '투표 사무처리 전산화의 실시여부는 국회 교섭단체와 협의해 결정한다'는 규정이 있어 전자투표 실시에 대한 법적인 근거가 마련돼 있는 상태다. 다가오는 전자투표 시대를 맞아 이미 새로운 투표 인프라를 구축하여 전자투표를 실시하는 해외사례를 분석하고 향후 우리나라 전자투표 사업의 성공을 위한 문제점들을 고찰해 본다.

In this study, we studied the gamma-radiation effect of fiber Bragg gratings (FBGs) manufactured by array sensors. The array FBGs were fabricated in a different Bragg wavelength using the same commercial Ge-doped fiber and exposed to gamma-radiation up to a dose of about 100 kGy at the dose rate of 113 Gy/min. It was analyzed radiation effects by measuring the radiation-induced change in the temperature sensitivity coefficient and Bragg wavelength shift after irradiation.
