Frequency stabilization of diode lasers using a ultra-stable reference cavity (초안정 기준광진기를 이용한 다이오드 레이저의 주파수 안정화)

  • We have stabIhzed the laser frequency of a commercial dIode laser using a ULE (Ultra-low expansion material) reference cavIty and the cunent modulation charactenstics of the dIode itself The liuewIdth of the frce running laser was about a 1 MHz (rms) for a sampling time of 1 s and the drift rate was 300 kHz/s. Vvhen the laser is locked to oue sIde of the transmission signal from the ULE reference cavity, the lincwidth was reduced to 46 kHz (nus) for a sampling time longer than 10 ms. The root Allan variance was less than 2 kHz for a sampling time langeI than10 ms. 10 ms.

  • In this paper, a new adaptive control scheme is proposed that uses a special form of rational function-type linear operator in the parameter adaptation and that removes the augmenting signal terms of the control input components. This adaptation scheme is applied to the MRAC of continuous-time, linear time-invariant, minimum-phase plants whose relative degrees are arbitrary. This scheme can be applied without any change of the controller structure to the adaptive systems regardless of the relative degree if it is greater than 1. And this scheme does not require any signal augmentation for arbitrary relative-degree plants if the reference model has no zeros. The asymptotic stability of the adaptive systems controlled by this scheme is shown by a hyper-stability method.

  • In this paper, adaprive control and sliding mode control are combined to implement the proposed adaptive sliding mode control(ASMC) algorithm which is new approach to the control of industrial robot manipulator with external disturbances and parameter uncertainties. Adaptive control algorithm is designed by using the principle of the model reference adaptive control method based upon the hyperstability theory. The contribution of this method is that the parameters of the sliding surface are replaced by time varying parameters whose are calculated by an adaptation algorithm, which forces the errors to follow the behavior of a reference error model. Simulation results show that the proposed method not only improves the performance of the system but also reduces the chattering problem of sliding mode control. Consequently, it is expected that the new adaptive sliding mode control algorithm will be suited for various practical applications.

  • For the purpose of quality assurance (QA) of the blood irradiator, QA programs for daily, monthly, and yearly were developed. For daily tests, simple items for basically operating the machine are recommended. For monthly and yearly tests, the measurement of dose to assure the dose delivery system are performed by a dosimetry devices (Glass dosimeter jig) developed in this study. The QA program is practical for clinical environment.

The Bank of Korea Act Enacted as an Apparatus for Modern Central Banking: A Review and Evaluation (근대적 중앙은행제도로서의 제정 한국은행법: 검토 및 평가)

  • The Bank of Korea began its operation on June 12, 1950, with the Bank of Korea Act established a month or so earlier. Thus was first introduced to Korea modern central banking in the real sense of the word. The Bloomfield Mission, consisting of A. Bloomfield and J. Jensen of the Federal Reserve Bank of New York, spent about six months drafting a bill, which finally became the Bank of Korea Act. Little has been known yet about the process leading to the creation of the Mission and the historical context surrounding it, except that F. Tamagna of the Federal Reserve Board made in his capacity of the ECA's representative the offer of technical assistance to the Korean government. This paper attempts to dig deeper into relevant historical records and literature to fill these gaps. As it happened, the confrontation between the US and the USSR was accelerating towards the end of 1940s. The paper's new findings include that the Bloomfield Mission was, together with the ECA Mission to Korea, a product of the then US foreign policy (Cold War policy) and that the former Mission's technical assistance was conceived and provided all along as part of the inflation stabilization program pursued by the latter Mission. The Bloomfield Mission was after all a historical necessity. Next, the paper examines the changes added to the bill during its journey to becoming the Bank of Korea Act enacted in May 1950, presenting a review of the Act. The paper further evaluates the Act in terms of legal persistence, finding that the revised Act currently in force still substantially resembles the Act enacted 70 years ago from now. Finally in order is a brief discussion on those factors which seem to have contributed much to such persistence and thus apparent excellence of the Act enacted.

다목적 위성 2호 MSC 영상 자료를 위한 검보정 target 준비

  • 본 논문에서는 다목적 위성 2호의 주 탑재체인 MSC (Multi-Spectral Camera)의 영상자료 검보정을 위한 검보정 target 준비 작업에 대해 설명한다. MSC 영상 자료에 대한 검보정 작업은 다목적 위성 2호의 발사 후 초기 운영 기간 (LEOP: Launch and Early Operation Phase)인 3개월 동안 수행될 예정이다. 위성 발사 전까지 MSC 영상 자료에 대한 검보정을 수행하기 위해 필요한 준비 작업들이 현재 한국항공우주연구원에서 진행중이다. LEOP 기간 동안 MSC 영상 자료를 검보정하기 위해서, MSC의 센서 특성에 따라 7가지 정도의 검보정 target에 대한 설계 초안이 완성되었으며, 향후 target에 대한 설계를 완성한 후에 2004년 중에 한 두 부지에 몇 가지 target들을 건설하고, 다목적 위성 2호의 궤도 특성을 고려하여 일부 target은 운반이 가능하도록 제작할 예정이다. 검보정 target이 촬영된 MSC 영상 자료의 분석을 통해, GSD (Ground Sample Distance), Aliasing, Linearity, Edge Slope & Response, MTF (Modulation Transfer Function), FOV & IFOV, Absolute radiometric validation, Position Accuracy 등의 MSC 검보정 요소 값들을 측정할 계획이다.

A Review on the International Trends for Establishing Post-2020 National Targets Relevant to Protected Areas - Focused on the CBD Decisions and Aichi target-11 Achievement Status - (Post-2020 국가 보호지역 목표 설정을 위한 국제동향 고찰 - 생물다양성협약 결정문 및 글로벌 목표 성취현황 분석을 중심으로 -)

  • This study aims to draw suggestions for establishing the Post-2020 national policy direction and goals related to protected areas in Korea by analyzing the trends of major discussion issues on protected areas in the Convention on Biological Diversity (CBD) and reviewing the achievement progress of the Aichi target-11. Regarding the CBD decisions on protected areas, two decisions (Decisions II/7 and II/8) were adopted in 1995, and then the Program of Work on Protected Areas (PoWPA), which presented an ideal blueprint for protected areas, was adopted at the 7th Conference of the Parties (COP) in 2004. At the 10th COP in 2010, the "Strategic Plan for Biodiversity 2011-2020 and the Aichi Biodiversity Target" (Decision X/2) was adopted along with the Decision X/31, which presented ten key issues related to protected areas. The global outcomes of the Aichi Target-11 include 15% of the earth's land area and 7.4% of the ocean being designated as protected areas. In Korea, 16.63% of the land and 2.12% of the ocean have been designated as protected areas. However, the outcomes of the effective and equitable management, protection of areas important to biodiversity and ecosystem services, and identifying "Other effective area-based conservation measures" (OECMs) and linking them with protected areas have been found to be significantly short of global goals. The first draft of the Post-2020 Global Biodiversity Framework (Post-2020 GBF) prepared in January 2020 presented multi-step objectives. They included protecting at least 60% of particularly important sites for biodiversity through protected areas and other effective area-based conservation measures, at least 30% of the entire land and sea areas, and at least 10% of them under strict protection by 2030. The Updated Zero drafted in August 2020 concisely set out one quantitative goal of at least 30% of the globe by 2030, adding qualitative goals that these areas should be protected and conserved through "well connected and effective system of protected areas and OECMs at least 30 % of the planet with the focus on areas particularly important for biodiversity." Based on the draft Post-2020 GBF's targets related to protected areas and Korea's national targets reflecting the current state of Korea and established national plans, we suggest the national targets "to protect and conserve at least 30% of the land area and 10% of the marine area and to strengthen the means of qualitative achievement by establishing sub-targets through an effective system of protected areas and OECMs by 2030.".

The Study of Bulk Emulsion Blends Consisting of Emulsion and ANFO (벌크 에멀젼 블랜드 폭약의 특성 고찰)

  • 국내에서는 Heavy ANFO로 더 잘 알려져 있는 Emulsion Blends는 왁스 대신 오일을 사용 하여 상온에서 펌핑이 가능하도록 한 에멀젼과 ANFO(또는 초안)의 혼합물을 일컫는다. ANFO는 저렴하고 안전하며 장약이 쉽고 밀장전되는 장점이 있지만, 내수성이 거의 없고 폭발 속도가 느리며 장약 비중이 0.75∼0.90g/cc 정도로 낮아 폭약으로서 그 위력이 작은 단점을 갖고 있다. Blends는 수용성 ANFO 입자 사이의 빈 공간을 내수성 에멀젼이 태우고 있는 형태로서 에멀젼 함량 25%부터 내수성이 나타나기 시작하여 에멀젼 함량 40% 이상에서는 완전한 내수성을 갖게 되며, 에멀젼의 함량이 증가할수록 폭발속도는 카트리지 에멀젼 폭약에 근접하게 된다. 장약 비중은 에멀젼의 함량이 증가하여 45% 근처에서 1.25∼ 1.30g/cc의 최대 값을 갖지만, 그 이상의 에멀젼 함량에서는 기폭 감도 저하로 예감제를 사용하여 비중을 감소시키는 것이 바람직하다. Blends는 자체에 물을 함유하고 있으므로 열역학적으로 계산된 단위 중량당 반응열은 ANFO에 비해 매우 적지만, 폭발속도, detonation pressure(폭굉압), borehole pressure(폭발압력) 등이 ANFO에 비해 크므로 폭발압력에서부터 암석의 파괴가 가능한 압력가지의 단위 중량당 유효한 에너지의 양은 암석의 강도가 커질수록 ANFO에 비해 매우 적지만, 폭발속도, ANFO와 비슷해진다. 따라서 장약 비중이 ANFO의 130∼145%로 높은 Blends는 동일한 천공에 더 많이 장약할 수 있어 단위 천공당 암석 파괴에 이용되는 유효 에너지의 총 양이 커지게 되므로, 공간격과 저항선을 늘릴 수 있어 총 천공수를 감소시킬 수 있다. 결론적으로, Blends의 장점은 내수성과 함께 비장약량은 비슷하거나 약간 증가하는데 비해, 천공수는 크게 감소하여 전체적으로는 발파 현장의 경제성이 향상된다는데 있다.

  • In responding to rapid technological change, ITU standardization activities is changing. For example, ITU-T has established new approval process for technical Recommendations, named Alternative Approval Process. This process shortens standard approval period form 9 months to 2 months. In this paper, we analyze the new approval process, AAP, step by step. And finally, we discuss .ITU reform issues such as decision making right of private industry organizations which is ongoing.

  • Recently, consumers have changed their role to consumers and producers who make what they want. The way clothes are produced is also needed to change according to modern consumption methods. Knitting Machine was one of them, and although it was a mass-produced device, it developed a device that could make clothes anywhere on a small production craze. Knit-making requires more consideration than other clothing designs, which requires consideration of users' web usability. Therefore, this study proposes an assessment tool that can evaluate web usability of clothing-making sites using knitting machines. To this end, the examples of the Knitting Machine program and custom product production websites and the each UI were investigated and analyzed. Based on these prior surveys, the draft evaluation items were drawn, and three Delphi surveys were conducted on the basis of the draft to produce assessment tools after classifying, modifying and deleting items. Through this study, we look forward to improving the usability of the customized product-making website of Knitting Machine in the future and popularizing the Knitting Machine.
