국토교통부는 지난 해 세월호 참사 이후 정부 차원에서 집중적으로 재난안전을 최소화하기 위한 방안으로 재난안전 혁신대책을 마련하고 분야별로 초기대응에 꼭 필요한 내용만 핵심적으로 담은 초동조치 매뉴얼을 발표했다. 이 중 하나로 해외 건설현장에서 발생할 수 있는 테러나 피습, 자연재해, 전염병 등 재난에 대해 해외 건설현장 및 건설사, 해외건설 관련 유관기관 및 정부에서 조치해야 하는 3단계 대처 사항 발표했다. 찾아보기 어려운 백과사전식 구성에서 탈피해, 각 담당자가 본인의 역할을 찾아 대응할 수 있도록 구성되어 있으며, 각 단계별 보고체계와 행정절차 흐름을 파악할 수 있는 자료이다. 해외건설현장이 있는 회원사에게 참고가 될 것으로 기대된다.

As investigations dealing with digital evidence increase, so to does the need for skilled first responders and improved investigation process models. Recently the concept of digital forensic triage and preliminary analysis has been gaining popularity in investigation laboratories. At the same time, however, there has been little focus on specific training needs of first response and preliminary analysts. Instead, many organizations consider these responders to need the same skills as full digital forensic analysts. In this work we describe the 'ideal' digital investigation first responder and preliminary analyst, hardware and software requirements and most importantly, required training.

In case of the crime occurrence preliminary investigation is very important. Police perform on-site first responders throuth the First Responders Manual and 112 information system. But recently the failure cases of preliminary investigation happened. Social criticism was castrated for the police that roundup succeeded but failed to protect the victims of crime. Avoiding these accidents, improvement of preliminary investigation is required. Accordingly local police personnel system improvement, improvement of reporting systems, Integration of 112 information and 119 information, improvement of seizure search regulations, victim care, crime response exercises reinforcement is required for the protection of criminal victims in preliminary investigation.

우리나라를 비롯한 세계적인 물동량 증가로 국내 항만에 입출항하는 선박 척수의 지속적 증가, 연안 및 원양해역에서 선박간 위험한 조우상황의 빈번한 발생 등과 함께 국내 연안 해역에서의 해양사고 발생 건수가 꾸준하게 증가하고 있다. 최근 5년간의 해양사고의 주 원인으로 선원의 인적과실에 의한 해양사고가 약 90%에 달하며, 사고원인은 운항과실(항행법규위반, 조선부적절)이 대부분을 차지하고 있는 실정이다. 본 연구에서는 인적과실로 인한 사고예방을 위해 진행되고 있는 BRM과 SHS교육의 문제점을 분석하고 효과적인 교육 훈련 지침을 제시하였다. 또한 안전운항 평가 모듈 마련에 이용하기 위해 항해사들의 판단에 맡겨져 있는 초동조치 개시거리와 안전 이격거리 설정을 설문자료를 바탕으로 정량화하였다.

The Convention on the international regulations for preventing collisions at sea, 1972(COLREGs) defines the collision avoidance principles and various navigation rules for the prevention of collision at sea. In particular, the initial responses to avoid risk of collision are mainly decided by navigation officer's experience and subjective judgement. However, collision accidents could be effectively prevented if the minimum criteria of quantitative initial response are suggested to the junior officers and the cadets who have insufficient sea experience and navigation competency. This study reviewed the COLREGs terms related to the initial response and the existing papers concerned with risk assessment model. A questionnaire survey is also carried out for safe passing distance, degrees of alternating course and initial response distance to avoid collision in accordance with various encounter situations. Base on these results, we propose the proper minimum safe passing distance between the vessels, the initial response distance and required turning angles for alternation in each encounter situations. The suggested criteria of initial response will contribute to the prevention of collision at sea as well as the improvement of gradual navigation technology.

화재발생시 경찰, 소방 등 행정관서는 현장통제 초동조치, 응급구조 진화작업, 화재조사 및 수사, 화재증명 발급 및 통계작성, 피의자(원인 제공자) 입건 및 송치를 담당하고 있고, 검찰청은 수사보완 및 기소, 법원은 형사 및 민사재판을 진행하게 됨으로써 책임과 보상관계를 판가름하게 된다. 물론 이재관계자의 합의, 화재보험 등으로 피해보상을 받기도 하나 모든 것이 국민으로부터 나온 것이고, 국민을 볼모로 하여서는 않되므로 화재원인의 명쾌한 규명으로 유사사고의 재발방지를 위한 연구가 필요하다.

This study aims to examine terrorism by biological agents. These days terrorism evolved so rapidly that more than one terror occurs a day in global society as we are on the edge of so-called New-terrorism. One of new examples of new terrorism is Bioterrorism by biological agents. In order to address Bioterrorism we should conduct a study to examine things to be prepared at ordinary times and future plans. As an effort to develop countermeasures against Bioterrorism, anti-terrorism laws should be made on Prevention phases anti-terrorism funding laws as well. Other Bioterrorism laws need to be made. On Response phases initial reaction task force should be ready for making positive initial reaction. A special hospital for CBR(Chemical, Biologlcal, and Radiological) warfare needs to be designated to practice medicine. Biological~safety-Levels should be constructed by IV levels. Effective public promotion network should be built. On Recovery phases evaluation system needs to be suggested and international cooperative network should be established.

Accidents involving infants and toddlers are occurring frequently, and if elementary measures are not smooth, they can lead to even greater accidents. Rapid elementary measures require an appropriate monitoring system, and it is necessary to build a system that can accurately monitor the child's living condition and notify the emergency situation immediately. Recently, with the development of IoT technology, various types of sensors are being developed in a very small size, and development of wearable devices connected with smart phones is accelerating with the development of smart phones. By using these wearable devices, it is possible to reduce the risk of infant accidents and to respond promptly in case of an accident. In this paper, we propose a wearable system that can monitor the infant condition and present a service to prevent infant accidents.
