정부출자금 지원이 개별 벤처캐피탈(VC)의 창업초기단계 투자에 미치는 영향

  • 본 연구는 벤처캐피탈에 대한 정부의 간접출자가 창업초기단계 기업에 대한 투자를 장려하는지에 대해 논한다. 벤처캐피탈의 의사결정이 합리적 투자자의 관점을 취한다고 가정하고 정부의 자금투여가 이에 영향을 미치는 원리를 불확실성 완화효과, 정책유도 효과, 투자금의 규모의 경제효과, 정보비대칭성 완화효과, 자본비용 완화효과로 분해하여 이론적 고찰을 한다. 이론적 논의를 종합하여, 본 논문은 다음의 주장을 한다. 첫 째, 정부출자금의 규모가 벤처캐피탈의 창업초기단계 기업에 대한 투자를 증가시키는 효과를 가질 것이다. 둘 째, 창업초기단계에 대한 투자지침을 명시한 출자금을 유치한 벤처캐피탈의 창업초기단계 투자가 그러한 투자지침을 갖지 않는 출자금을 유치한 벤처캐피탈에 비해 클 것이다. 셋 째, 정부출자금의 창업초기단계 기업의 투자에 대한 규모효과는 일정 수준 이상이 되면 감소하여 역U의 형태를 보일 것이다. 본 연구는 2010년부터 2013년 사이 투자활동을 벌인 한국의 105개 벤처캐피탈사의 출자금 구성과 투자 내역자료를 활용하여 상기 주장의 유효성을 실증 조사하였다. 다중회귀분석을 포함한 다양한 통계적 검정의 결과 세 가지 주장을 모두 지지하는 일관된 결론을 얻었다. 본 연구는 벤처캐피탈의 투자행태 및 정책개입의 효과와 메커니즘에 대한 새로운 설명을 제시한다는 이론적 의의와 이에 대한 실증근거의 제시를 통해 벤처기업 및 벤처캐피탈 정책의 효과와 방향성에 대한 재검토의 기회를 제공한다는 실무적 의의를 갖는다.

Simulation of Various Baffle to Improve Settling Efficiency in Constructed Wetland using CFD (인공습지의 비용 효율적 초기 침강지 설계를 위한 최적 도류벽 구조 모의)

  • In this study, the removal efficiency of the wetland in terms of particulate matter and dead water zone through the application of baffles in the sedimentation were simulated with the use of Computational Fluid Dynamics (CFD) to determine the design of a cost-effective constructed wetland. As a result, it was analyzed that the application of the baffle in the sedimentation tank affect the flow and sedimentation rate. Fine particles such as $2{\mu}m$ and $5{\mu}m$ showed high sedimentation rate when the baffles are installed horizontally. large particles such as $10{\mu}m$ and $20{\mu}m$ showed also high deposition rate when the baffles are installed vertically. In addition, the vertical baffles is considered to be more efficient than other baffle types in terms of maintenance since the particulate matter are concentrated in narrow areas. Therefore, it is considered that the selection of the most applicable type of baffle depends on the design purpose of the wetland to be constructed.

  • 아열대 해양성 기후로 변화하고 있는 다우지역인 제주도는 각종개발 등 도시화로 인한 불투수층 증가가 급증하고 있으며 기후 변동에 의한 강우량은 더욱 늘어 홍수 피해가 빈번히 발생하고 있어 저영향개발기법(LID, Low Impact Development)을 통한 빗물을 지하로 침투시켜 지하수 보호 및 확보와 동시에 재해 저감을 할 수 있는 기술개발이 시급한 실정이다. 현재 설치된 재해저감방식 중 침투트렌치에 의한 침투방식은 제주도의 보전자원인 화산석인 현무암을 주 재료로 하고 있어 2차환경 파괴를 야기 시키고 있지만 암을 보전하고 대처할 수 있는 신재료와 신기술 관련 침투방식의 성능 극대화에 대한 연구가 미진하며, 지하수를 주 수원으로 하고 있는 제주도에서 초기 강우 배제 없이 침투시킬 경우 지하수 오염 가능성도 상존하고 있다. 본 연구는 지하수의 제주형 인공함양정과 재해영향평가 지침에서 제시한 암을 충진하는 정형화된 침투식 방법을 개선하여 초기 강우의 수질오염을 억제하면서 지하수 인공함양과 재해저감을 위해 침투와 저류를 동시에 할 수 있는 신기술을 상용화와 침투형 저류지의 설치 초기비용 및 유지비용을 절감하고 부지확보에 따른 사업자의 부담을 경감 할 수 있는 침투트렌치 형식의 침투저류시스템을 개발하여 실용화하는데 있다. 이에 따라 본 연구에서는 제주도인 경우 일시적 높은 첨두유량으로 인해 지표유실 및 침수범람이 빈번하게 발생하고 도시화에 따른 포장면적 증가로 지표수 유실이 증대 되는 점을 감안하여 이를 저감하기 위한 첨두유량의 해결방안으로 저류용 침투저류조 내 유입수의 신속한 침투기능과 지하수 함양 증대에 기여 등 제주형 집중호우 대비 침투저류조 설치에 따른 효과 및 적용 가능성을 조사하였다.

  • It is very important the government project should be supported by enough budget for proceeding. The insufficient budget by poor budget estimating uesd to bring about discontinuing for the project. This is originally caused by inaccuracy for cost estimating about system and evaluating for system requirements on the projet initial phase. The system requirements is technical requirements that converted the user needs and is needs for communicating between stakeholder and developer and manufacturer. Also the system requirements is the primary factor to make the project cost. The cost estimating is not easy due to complication of cost factors and an aberration between cost estimating and actual cost. Specially, on the project initial phase, shortage of detail information for project make more difficult to do cost estimating. This study proposes the architecture for validating proper system requirements by using cost estimations methodology on the project initial phase and shows the computer tool for simulating the proposed architecture.

  • It has been recognized that implementing the marginal price mechanism to CBP is not acceptable due to the lack of revenue of the marginal generators. This study shows that it is not the problem of marginal price mechanism but the structural problems originated by the suspension of restructuring, the technical limits of RSC program and inaccuracy of the generation cost estimation method. This study explains the method to calculate the cost function in operating modes of the CC generators and proposes the modeling for the CC generators in RSC program. To implementing the cost function in operating modes could give an opportunity to change the price setting mechanism from average to marginal cost. The price setting mechanism based on the marginal cost will be one of the main points to provide the right price signals and to introduce a real-time and A/S markets to prepare the energy transition era.

  • In 2012, Korea adopted RPS after having implemented FIT for 10 years since 2002. We show how the choice of policy between RPS and FIT affects firm's choice of intermediate goods between a domestic and a foreign supplier, given the presence of transaction costs, When transaction costs are not sufficiently high, RPS is found to create a favorable environment for the domestic provider, which has comparative disadvantage initially, to be able to enter the market and to catch up with the foreign provider. The result implies that the Korean government's decision to implement RPS was optimal, given Korea's comparative disadvantage in green energy relative to major developed countries.

  • In this study, The matrix method was used with common category concept according to the construction project control system. For the purpose of systematic resource management planning, it should be established on accomplished EVM data for clearing the ordering point according to the attribute procurement analysis. Resource management was presented by connecting the material requirement calculation method and the attribute of procurement method based on the EVM, suggested through analyzing process-data modeling using integrated schedule, cost and material.

A Case study of Life Cycle Cost Analysis on Apartment houses and Han-Ok (아파트와 한옥의 LCC(Life Cycle Cost)분석 사례 연구)

  • To analyze the total cost of ownership in a building construction project, we have to consider initial plan, maintenance and operation cost, in addition to the design and construction cost. This is called "Life Cycle Cost (LCC)." Currently, it is difficult to analyze LCC because of a lack of data and the appropriate criteria. This study tries to suggest a way to analyze the LCC of building construction projects, and apply it to case studies of modern apartment houses and Han-Ok, a type of traditional Korean house. The case studies found that a Han-Ok is more efficient than a modern apartment house from an LCC point of view, in terms of maintenance and operation cost.

  • This paper deals with bid evaluation problem that chooses the vendors and quantity with minimum purchasing cost for bid information of setup cost and unit price. For this problem, the branch-and-bound(BB) and branch-and-cut(BC) methods are well-known. But these methods can be fail to obtain the optimal solution. This paper gets the initial feasible solution with procuring quantity assignment principle in accordance with the unit price or setup cost rank-first. Then procuring quantity moving optimization(vendor change) is execute take account of unit price or setup cost rank. As a result of experimentation, the propose algorithm is significantly lower compared to BB and BC.

Optimum Service Life Management Based on Probabilistic Life-Cycle Cost-Benefit Analysis (확률론적 생애주기비용-이익분석 기반 수명관리 최적화 기법)

  • Engineering structures including civil infrastructures require a life-cycle cost and benefit during their service lives. The service life of a structure can be extended through appropriate inspection and maintenance actions. In general, this service life extension requires more life-cycle cost and cumulative benefit. For this reason, structure managers need to make a rational decision regarding the service life management considering both the cost and benefit simultaneously. In this paper, the probabilistic decision tool to determine the optimal service life based on cost-benefit analysis is presented. This decision tool requires an estimation of the time-dependent effective cost-benefit under uncertainty to formulate the optimization problem. The effective cost-benefit is expressed by the difference between the cumulative benefit and life-cycle cost of a deteriorating structure over time. The objective of the optimization problem is maximizing the effective cost-benefit, and the associated solutions are the optimal service life and maintenance interventions. The decision tool presented in this paper can be applied to any deteriorating engineering structure.
