농어촌지역의 인구감소로 인한 인력난 해소를 위하여 국가적으로 농·어가당 외국인 고영허용 인원을 확대하고 농가의 경우 계절 근로제도 대상 적용 작물 제한을 없애는 등 인력확보를 위해 노력하고 있다. 외국인 근로자와 국제결혼 증가로 인하여 국내 체류 외국인 수는 지속적으로 증가추세를 보이고 있으며, 코로나 19 이전 2019년 12월 말에 체류 외국인이 252만 명으로 대한민국 전체 인구의 4.9%에 해당하며, 통상 학계에서는 외국인 비율이 5%를 넘으면 다문화사회로 분류한다. 지속적인 외국인 근로자 및 다문화 가구의 증가에 따라 지역사회에서 갈등이 발생하고 있으며, 다문화사회로 분류된 상황에서 외국인 근로자 및 다문화 가구를 지역사회의 일원으로 인식하고 갈등을 적극적으로 해결할 필요가 있다. 이에 본 연구에서는 남해군 미조권역의 사례를 바탕으로 외국인 근로자 및 다문화 가구와 원주민과의 갈등관리를 위한 시설물 및 프로그램 계획, 현안갈등과 잠재적갈등 관리 방안을 제안하여 어촌지역 다문화사회의 발전을 도모할 수 있는 실질적인 연구 수행의 의의가 있다.

Most countries have been promoted the legislative policy for the legal employment, causing a social conflicts by illegal immigrants in any countries. Despite the efforts to alleviate the illegal aliens, there are not nearly enough successful cases, and encounter a social problem about illegal stay worker. China is no exception. At present, the issue of China's foreign illegal employment is expected to be a social problem in the present and the future. However, the legislative policy against immigration control law and illegal foreign employment in China is very neglectful. There is a lack of adjusting rule of law on illegal foreign workers in China, and the remedy is also insufficient. It is necessary to secure a legal right for the protection of the Rights of illegal foreign workers based on the international norms. For this purpose, the illegal foreign workers related law should be enacted, and based on this, administration should be strengthened. The trend of major countries of illegal aliens is centered around an employer hiring strictly regulated. There is a need to have a strengthen regulation on the employer rather than the foreign workers in China. To this end, employer who hire illegal foreign workers should be required to receive considerable disadvantages such as penalties and fines, prison sentences, as well as various kinds of burdens and repatriation costs. It is necessary to run the voluntary repatriation(Freiwillige $R\ddot{u}ckehr$) program of illegal immigrants, and there is a need to take action for illegal immigrants who voluntary return home within a certain period are exempt from penalty. In conclusion, China must push ahead with a direction of positive policy in related ministries rather than sit on its hands on the wrong choice or a confusion of an employer and foreign workers with a policy on illegal foreign residents in limbo.

건설업에 종사하는 외국인근로자의 실태를 분석하고 그 대책을 제시하였다. 건설업에 종사하는 외국인근로자의 재해원인은 언어소통의 문제에 따른 안전교육효과의 문제점에 기인하는 부분이 크다. 언어소통문제는 전체 외국인근로자중 조선족근로자를 제외한 약69%의 외국인근로자에 적용이 된다. 전체 외국인근로자중 불법체류외국인 비율은 약15%정도이나 일부국가의 경우에는 불법체류자의 약58%에 달한다. 건설업에 종사하는 외국인근로자의 재해율은 전체 재해율의 약10%정도이며 건설업종사 내국인의 재해율과 비교하였을 때 내국인재해율 0.65%의 15배에 달한다. 외국인근로자중 건설업에 종사하는 외국인근로자의 재해율을 분석하고 건설업종사외국인근로자의 안전보건을 위한 산업안전보건법과 산업재해보상보험법의 적용성을 분석하였다. 본 연구에서는 전체 산업중 건설업의 외국인근로자 안전관리실태를 분석하고 제시하였으며, 건설현장에서의 외국인근로자의 합리적인 관리방안과 지속적인 관리로 산업재해예방에 더욱 효과를 거둘 수 있는 방법을 개발하여 건설업종사 외국인근로자의 생명과 재산을 보호할 수 있는 방안을 수립하는데 연구의 목적이 있다.

With recent news reports on violent crimes committed by foreigners, public hatred toward foreign criminals and fear about such crimes are growing, calling into question public safety measures implemented by the police and the immigration system. At the same time, due to globalization and structural changes in the labor market, it is certain that the influx of migrant workers will continue to increase. Against this backdrop, this paper seeks to examine the current status of foreign nationals staying in Korea and their criminal records focusing on Suwon city, and propose public safety measures the police could take with regard to crimes committed by foreigners. Also, the paper looks into public safety measures of the Korea Immigration Service and Suwon city, and suggests short- and long-term measures to prevent crimes committed by foreigners. The paper begins by examining the current public safety measures of the police and Suwon City concerning crimes committed by foreign nationals residing in Korea. Based on such examination, it points out insufficient patrol and investigation personnel as problems, and recommends short- and long-term measures for future improvement. This paper maintains that for the Korean society to successfully deal with the increasing number of foreigners in Korea, the current immigration system and public safety measures of the police will have to change. While the police alone cannot reduce the crime rates at local and national levels, nonetheless, proactive measures by the police are needed given the growing number of migrant workers and immigrants in Korea. Also important are mindset changes not only of relevant authorities, but also of the public. The paper recommends a set of short-and long-term public safety measures the police should institute to efficiently deal with crimes committed by foreigners.

The purposes of this study include i) to understand the circumstances of exposure to information during foreign refugees' stay in South Korea, ii) to investigate their information needs and the use of information sources, and iii) to propose the change needed in the Korean society, the role of South Korea in the global community, and the service direction of libraries and information professionals. To this end, legally recognized refugees who have stayed in South Korea were recruited for semi-structured in-depth interviews and observations on their perception, situation, and active behavior. The discussions were transcribed for coding. The codes were analyzed by content analysis technics based on relevant previous studies and factors of Dervin's Sense-making theory and Chatman's Information Poverty theory. Based on these analyses, this study proposed strategies for foreign refugees and individuals and public organizations, including libraries and NGOs, from an information service perspective. It is expected that the proposed strategies will supplement related empirical quantitative research and add value to information services for solving information problems.

This study seeks to promote the mental and physical efficiencies of the foreign workers working in our country through the promotion of their health, and provide help in their effective use of medical treatments and granting appropriate medical benefits, and provide the basic information helpful in managing the health of the foreign workers who are playing a role in the advancement of the industry in Korea for the companies and employers that are employing them by researching the health condition and management status centering on the foreign workers from a part of Asia and South America who are working in our country. I made a regression analysis toward 231 foreign workers who have employed in industrial workplace from Mar. 1 to Jun. 30, 2008. The result said the factors that affect significant impact on common health disorder of foreign workers in their daily circumstances were staying period in Korea($\beta$=.270),difficulty to access hospital($\beta$=.268), inferior sanitation of work place($\beta$=.218), smoking or not($\beta$=.170), actual condition of health maintenance($\beta$=-.251).($R^2$=0.501)

Though the demand of foreign laborer in the labor market of domestic construction is increasing, systems for managing and supervising them are insufficient. 본 연구는 국내 외국인 가정부 고용에 대한 연구로 국내 가정부 고용의 역사와 추이를 살펴 본 후, 외국인 가정부의 고용현황 및 실태를 분석하였다. 본 연구는 가정학계 쪽의 문헌 및 신문자료의 검토를 통해 조선시대 이후, 특히 1960년대 이후 내국인 가정부의 고용추이와 특성을 파악하였고, 지역별 사회복지관과 YWCA 담당자 전화조사를 통해 현재 국내 가정부 노동시장의 수요와 공급 정도를 살펴 본 후, 법무부 출입국관리국의 통계자료와 2002년 불법체류 자진신고자료 및 2001년 말부터 2004년 초까지 인터넷 웹사이트를 통한 외국인 가정부 구인구직 광고내용을 분석하여, 국내 외국인 가정부 고용의 현황과 특성을 파악하였다. 이 연구의 주요 발견은 다음과 같다. 첫째, 그간 국내에서 외국인 가정부가 활성화되지 못한 가장 중요한 이유는 다른 아시아 신흥공업국에 비해 국내 기혼여성 특히 중류층 이상의 고학력 기혼여성의 취업이 저조하였기 때문이다. 동시에, 하류층 기혼여성의 취업기회도 제한적이므로, 현재까지는 내국인 시간제 파출부 시장에서 수요보다는 공급이 더 많기 때문이다. 둘째, 필리핀인 여성 대신에 중국동포가 국내의 외국인 가정부 시장을 독점한 이유는 중국동포는 한국어는 물론 우리의 풍습을 많이 유지하고 있어서 이들을 고용하는 것이 더 편하기 때문이다. 그러나 그동안 주로 40대 이상의 중${\cdot}$고령층의 중국동포 여성이 국내로 유입되었다는 점도 이들을 '탈여성화'된 그리고 '모성적'인 입주가정부로 활용하게 된 중요한 이유이다.

This study aims to investigate the utilization status of dental services by foreign children living in Seoul and their level of satisfaction with the treatments. We developed a structured questionnaire with 35 questions, which comprised 14 questions (demographic characteristics) and 21 questions (oral hygiene and dental experience of the child). In this study, the distribution of nationality of 391 participants differed from the actual statistics in Korea. It consisted of high percentage of participants from African countries (23.6%), as well as North American countries (24.1%). In addition, the education status of most parents was above the level of college graduate. Despite the relatively high socioeconomic status of the participants, they showed minimal dental health knowledge regarding the aspect of oral hygiene. Utilization of dental health services and the types of dental clinics visited by them were similar before and after coming to Korea. The participants showed overall satisfaction with the care, but many of them expressed the need for improvement with regard to treatment fee and communication. In conclusion, foreign children living in Seoul require appropriate dental health education and governmental support to promote regular dental check-ups, to improve their overall oral health, and prevent the incidence of dental caries.
