A Study on the Legislation of Telemedicine in France (프랑스 원격의료 법제에 관한 고찰)

  • Article 34 of 'Medical Service Act' of Korea provides telemedicine service between medical personnel. Telemedicine between medical personnel and patients, therefor, in principle, is not recongnized. Increasing demand for telemedicine fueled by COVID-19 pandemic and accumulation of telemedicine experience lead a change in stubborn opposition of the medical community, tenuous though it may be. This article focuses on the telemedicine legislation in France, which can be used as a reference for the telemedicine legislation premised on telemedicine between medical personnel and patients. The legislation stipulates the concept, types, and conditions of telemedicine performance through 'Code de la santé publique'. The principle that telemedicine shall be performed alternately with direct medical treatment to a patient and details relating to such telemedicine performance as telemedicine costs, medical fees, and telemedicine equipment support are stipulated through an agreement between the medical community and health insurance organizations. From this point, the implications for our legal system were presented.

  • 호안은 유수로부터 제방과 하안을 보호하는 구조물로 태풍 또는 집중호우로 인한 홍수로부터의 안정성이 확보되어야 한다. 적정한 호안공법 또는 제품의 선정을 위해서는 유속, 소류력 등이 반영된 수리 안정성 검토가 필요하나 현재 국내에는 이와 관련한 객관적인 평가나 시험 기준이 제시되어있지 않기 때문에 국내에서는 실제 수리실험을 통한 호안제품 및 공법의 수리학적 안정성을 제공하는 경우는 찾아보기 어려운 것이 현실이다. 본 연구는 호안공법 중 친환경적 재료를 사용하여 개발된 스톤매트리스 호안공법의 수리적 안정성을 검토하기 위해 수행되었다. 스톤매트리스 공법은 상부망과 하부망의 체결을 통해 돌을 군체로 일체화 시킴으로써 치수 안정성이 매우 뛰어나며, 충분한 식생공간을 확보한 공법으로 재료의 2차 변형 방지가 가능하며 안전한 군체 유지가 가능한 공법이다. 이러한 공법에 대한 안정성 검토를 위한 실규모 실험은 안동 하천연구센터에서 수행하였다. 실험에 사용된 수로는 8°의 경사를 갖는 급경사수로에서 수행되었다. 수로의 제원은 폭 3m, 길이 30m 의 직사각형 형태의 직선수로로 이루어져 있다. 시험체는 실규모로 제작되며 2m × 10m 의 제원을 갖는 별도의 트레이에 시공되어 실험시 크레인을 이용하여 실험수로에 안착시킨다. 수리 안정성 실험은 실험대상유량을 단계별로 나누어 점차적으로 증가시키며, 시험체의 이탈, 파괴 등의 큰 변화가 발생하였을 경우 실험을 종료한다. 수리량 측정은 유속측정, 수위관측 등으로 이루어지며, 재료의 변형은 3D스캐너를 이용하여 변위를 검토하였다. 총 3회에 걸친 실험결과 실험수로에서 발생가능한 최대유량인 4.34cms 조건에서 실험체 바닥에서의 소류력은 약 300N/m2 의 소류력이 발생하는 것으로 확인되었다. 또한 재료의 수직변위는 최대 1.8mm로 계측기 오차범위에 근접한 수치를 보이는 것으로 실험체의 이동이나 석재의 파손은 발생하지 않은 것으로 나타났다.

  • 2015년 파리에서 체결된 파리협정은 1850년 대비 2100년까지의 지구 평균기온 상승을 1.5℃ 이내로 제한하기 위해 5년마다 참여국에 상향된 온실가스 배출 감축 목표를 제출하게 하고, 탄소 배출 및 온도상승 저감 목표 달성을 위해 도시 내 그린인프라를 적극적으로 도입하는 등 국제사회 공동의 종합적인 이행을 예정하고 있다. 그린인프라의 유형 중 하나인 옥상녹화(Green Roof)는 기후변화 적응을 위한 도시 인프라 구축 방법의 하나로 국내에서도 많은 각광을 받고 있다. 옥상녹화(Green Roof)는 도시의 불투수층인 지붕 면적을 모두 혹은 일부 식생으로 덮어 표면층에 추가의 투수층을 조성하는 것을 지칭한다. 옥상녹화의 경우 별도의 토지면적 확보가 필요하지 않고 기존의 시설물에 추가적인 설치가 가능해 여분의 토지가 부족한 도심지의 녹지 확보를 위한 친환경적인 그린인프라로 각광받고 있다. 현재까지 옥상녹화(Green Roof) 관련 국내 연구 현황은 '옥상 녹화의 공법'을 다룬 비율이 높고 실증적인 결과를 가진 선행연구가 거의 없다. 따라서 본 연구는 동일한 조건하에 4개의 실험동을 설치하고 동질성 검사를 한 후 옥상에 설치된 재료[일반 콘크리트(Bare Concrete), 고반사 도장(High Reflective Paint), 사사(Short Bamboo), 잔디(Grass)]에 따른 건물 내 온도 변화 저감효과에 대한 분석을 수행하였다. 2020년 8월 17일부터 22일까지 측정된 지붕 표면 평균 최고온도 모니터링 결과를 일반 콘크리트 지붕과 비교했을 때. 고반사 도장 지붕의 경우 8.26℃, 옥상녹화(사사, short bamboo) 지붕의 경우 7.21℃, 옥상녹화(잔디, grass)의 경우 10.8℃ 낮은 것으로 측정되었다. 또한 실내 천정 표면 평균 온도의 경우 콘크리트 지붕과 비교하여 고반사 도장 지붕은 6.46℃, 옥상녹화(사사, short bamboo) 지붕은 13.52℃, 옥상녹화(잔디, grass)는 13.3℃ 낮은 것으로 나타났다. 본 연구결과는 옥상녹화의 온도저감 효과를 정량적으로 제시하고 있어, 향후 기후변화 대응 및 적응 전략적 수립에 기여할 수 있을 것으로 판단된다.

Design and Verification of Shear Buckling Test Fixture for Composite Laminate (복합재 적층판의 전단좌굴시험을 위한 치구 설계 및 검증)

  • Final goal of this research is to establish the database for correlation factors which connects the test and analysis results of shear buckling allowables for composite plate. To accomplish the goal, extensive test and analysis works are required. In this paper, as the first step, a frame-type fixture for shear buckling test was designed and validated through the test and analysis. Final configuration of the fixture were determined via parametric study on the effect of specimen size, cross-sectional dimensions, and number of fastening bolts on the shear buckling load. Results of the study showed the designed frame-type fixture successfully induces the shear buckling of composite plate. However, there were deviations between the test results and analysis results for ideal case under pure shear load, which were mainly caused by the difference in plate sizes for both cases. The difference were larger in the plates with larger hole and simply supported boundary condition. It is concluded from the results that while the designed fixture can be used for the clamped plates with acceptable accuracy, it shows larger difference in the simply supported plates.

Characteristic Validation of High-damping Printed Circuit Board Using Viscoelastic Adhesive Tape (점탄성 테이프를 적용한 고댐핑 적층형 전자기판의 기본 특성 검증)

  • Wedge locks have been widely used for spaceborne electronics for mounting or removal of a printed circuit board (PCB) during integration, test and maintenance process. However, it can basically provide a mechanical constraint on the edge of the board. Thus, securing a fatigue life of solder joint for electronic package by limiting board deflection becomes difficult as the board size increases. Previously, additional stiffeners have been applied to reduce the board deflection, but the mass and volume increases of electronics are unavoidable. To overcome the aforementioned limitation, we proposed an application of multi-layered PCB sheet with viscoelastic adhesive tapes to implement high-damping capability on the board. Thus, it is more advantageous in securing the fatigue life of package under launch environment compared with the previous approach. The basic characteristics of the PCB with the multi-layered sheet was investigated through free-vibration tests at various temperatures. The effectiveness of the proposed design was validated through launch vibration test at qualification level and fatigue life prediction of electronic package based on the test results.

Experimental Study on the Load Transfer Behavior of Steel Grid Composite Deck Joint (격자형 강합성 바닥판 이음부의 하중전달 거동에 관한 실험적 연구)

  • The joint of prefabricated steel grid composite deck is composed of concrete shear key and high-tension bolts. The flexural and shear strength of the joint were experimentally evaluated only by the bending and push-out test of the joint element. In this study the lateral load transfer behavior of the joint in deck structure system is experimentally evaluated. Several decks connected by the joint are prefabricated and loaded centrically and eccentrically. In the case of centrically loaded specimens, the analysis results show that for the same loading step the rotation angle of the joint with 4 high-tension bolts is larger than the case of the joint with 9 high-tension bolts. Consequently, flexural stiffness of deck and lateral load transfer decrease in the case of specimen with 4 high-tension bolts. But, in the case of eccentrically loaded specimens, it is found that there are no significant differences in the load transfer behavior. The further analysis results about the structural behavior of the joint show that lateral load transfer can be restricted by the load bearing capacity of the joint as well as punching shear strength of the slab. Furthermore, considering that high-tension bolts in the joint didn't reach to the yielding condition until the punching shear failure, increase in the number of high-tension bolts from 4 to 9 has a greater effect on the flexural stiffness of the joint and deck system than the strength of them.

Performance Test of Wall to Wall Modular Structure Joint for Near-surface Transit (저심도 모듈식 구조체의 벽체간 연결 조인트 성능검증 실험)

  • To overcome the weaknesses of viaduct bridges and the non-economic efficiency of underground LRT, the study of near-surface railway systems is in progress. To apply a box structure to the low depth transit, a connection joint to precast modules are very important when applying precast modular structures to replace temporary structures. In this study, wall to wall connections were applied in diverse cases such as rebar connections, guiding structures that were used to fit the verticality of precast walls during construction, and non-reinforcement structures used only for waterstop. Experimental performance verification was carried out for the bending, shear and splitting of the wall to wall connection. Precision of construction joints between wall to wall was identified as a factor that influenced the structural performance of the precast wall. A structure that can serve as a guide during the vertical insertion of a wall is confirmed for the most suitable case, but it will be necessary to modify this structure for detailed cases.

Indonesia's REDD+ National Strategy between Ideal and Reality (인도네시아 REDD+ 국가 전략의 이상과 현실)

  • The Cancun Agreements under the United Nations Framework Convention on Climate Change require developing countries aiming to undertake REDD+ activities to develop a national strategy or action plan, addressing the drivers of deforestation and forest degradation, a measurement, reporting and verifying (MRV) system including forest monitoring system, and safeguards to ensure equity and co-benefits for local communities and indigenous peoples, and biodiversity. The Government of Indonesia and the Government of Norway established REDD+ cooperation through signing a 'Letter of Intent' in May, 2010. Indonesia agreed on 'a two year suspension on all new concessions for conversion of peat and natural forest'. In turn, Norway agreed to support Indonesia's REDD+ implementation efforts up to one billion United States dollars. Indonesia's REDD+ national strategy (June, 2012) accepted most of the requests included in the 'Letter of Intent'. The REDD+ national strategy, however, does not reflect requests of the Cancun Agreements which noted identification of the drivers of deforestation and forest degradation and guarantee of real greenhouse gas emissions reductions. Indonesia lays emphasis on Norwegian requests which includes expected financial support rather than the Cancun Agreements which have a weak legally-binding requirements.

Behavior Analysis and Control of a Moored Training Ship in an Exclusive Wharf (전용부두 계류중인 실습선의 선체거동 해석 및 제어에 관한 연구)

  • Recently, gusts, typhoon and tsunamis have been occurring more frequently around the world. In such an emergency situation, a moored vessel can be used to predict and analyze other vessel behavior, but if the mooring system is destroyed, marine casualties can occur. Therefore, it is necessary to determine quantitatively whether a vessel should be kept in the harbour or evacuate. In this study, moored ship safety in an exclusive wharf according to swell effects on motion and mooring load have been investigated using numerical simulations. The maximum tension exerted on mooring lines exceeded the Safety Working Load for intervals 12 and 15 seconds. The maximum bollard force also exceeded 35 tons (allowable force) in all evaluation cases. The surge motion criteria result for safe working conditions exceeded 3 meters more than the wave period 12 seconds with a wind speed of 25 knots. As a result, a risk rating matrix (risk category- very high risk, high risk and moderate risk) was developed with reference to major external forces such as wind force, wave height and wave periods to provide criteria for determining the control of capabilities of mooring systems to prevent accidents.

Finite element analysis of the effect of novel Lock Screw system preventing abutment screw loosening (지대주 나사 풀림 방지를 위한 새로운 Lock Screw 시스템의 효과에 대한 유한요소해석적 연구)

  • Purpose: The purpose of this finite element analysis study is to introduce the novel Lock screw system and analyze its mechanical property to see if it can prevent abutment screw loosening. Materials and Methods: The Lock screw is a component tightened on the inside of the implant abutment which applies compressive force to the abutment screw head. To investigate the effect, modeling was done using CAD program and it was analyzed by finite element analysis under various load conditions. First, the preload was measured according to the tightening torque of the abutment screw then it was compared with the theoretical value to verify the analytical model. The validated analytical model was then divided into those with no external load and those with 178 N, and the tightening torque of the lock screw was changed to 10, 20, 30 Ncm respectively to examine the property of stress distribution on the implant components. Results: Using Lock screw under various loading conditions did not produce equivalent stresses beyond the yield strength of the implant components. In addition, the axial load was increased at the abutment-abutment screw interface. Conclusion: The use of Lock screw does not exert excessive stress on the implant components and may increase the frictional force between the abutment-abutment screw interface, thus it is considered to prevent loosening of the abutment screw.
