A Study on the Users of the National Petition to CheongWaDae: Focused on their Motivations (청와대 국민청원 이용자 분석: 활용 동인을 중심으로)

  • The purpose of this study is to analyze people's motivations to use the National Petition service of CheongWaDae, the Presidential Office of Korea. The online space has been used as a testbed of deliberative democracy. In fact, a wide variety of public opinions are being formed and gaining sympathy through the E-Petitions and Daum's Agora. In this regard, President Moon's government launched a petition site to gather public opinions. For any petition agreed on by more than 20,000 people within 30 days, the relevant ministry or the President's office must provide answers or feedback. This study wants to figure out how this National Petition is different from previous platforms like Agora or E-Petitions and why it is so well-received by people. This study uses a mix of both qualitative and quantitative methods. First, we conducted a focus group interview to factorize experiences of using the National Petition into measurable constructs. Second, we did a survey o 156 Koreans who had experienced the National Petition. Results show that symbolism, usefulness, gratification, and trust have positive impact on continuous usage intention. This study argues that symbolism, usefulness, gratification, and trust factors should be in place rather than technical aspects in order to increase the actual participation of users on the online platform of deliberative democracy. In addition, this study is meaningful in that it examined how different the CheongWaDae's National Petition is from the existing platforms for collecting public opinions and analyzed factors that encourage continuous use.

Source rock investigation for the Gyeongju Seated Stone Buddha with Square Pedestals in the Blue House using nondestructive petrological analysis (청와대 소재 경주 방형대좌 석조여래좌상의 암석학적 비파괴분석을 통한 산지해석)

  • A nondestructive petrological investigation was carried out to identify the original location and form of the Gyeongju Seated Stone Buddha with Square Pedestals in the Blue House (so-called Stone Buddha in the Blue House). The Statue is a representative stone Buddha statue of Silla (9th century) but its original location is controversial and some parts were missing. Based on the petrological observation, magnetic susceptibility and gamma spectrometry, its stone material was identified as medium-grained alkali feldspar granite. This kind of granites are widely found in the Namsan, Gyeongju. It is very likely that the Namsan granites are the source of rock of the Stone Buddha. The Yudeoksa (Igeosaji temple site) and Namsan are possible to be the original home of the Buddha Statue since there are petrologically identical alkali feldspar granite outcrop distributed in Namsan and stone heritage made of the same stone type in both places. An investigation on the square middle stone base in the Chuncheon National Museum reveals that it is less likely to be the missing part of the Buddha statue as the stone base is fine- to medium-grained pink feldspar granite and has different magnetic susceptibility from the Buddha statue. This study confirmed the contribution and significance of petrological investigation to identification of stone heritage in Korea.

The Management of Artworks in the Collection of Ihwajang House after the April 19 Student Revolution: An Examination of the "Property Ledger of Dr. Rhee" (1970) in the Collection of the Presidential Archives (이화장 소장 미술품의 4·19 이후 처리경위 -대통령기록관 소장 「이박사(李博士) 재산태장(財産台帳)」(1970)의 검토)

  • This paper focuses on the document "Property Ledger of Dr. Rhee," which was a supplement to the Disposal of the Late Dr. Rhee's Property written by the secretarial office of the Cheongwadae (the Korean presidential residence) in 1970. The document contains a list of 311 items, including furnishings and artworks, once owned by President Syngman Rhee. The items had been in the collection of the Cheongwadae, but in February 1970 they were transferred to the family of the late President Rhee. The background for creating this list is as follows. After the April 19 Student Revolution in 1960, a survey was conducted of Rhee's movable assets, including artworks in his private residence Ihwajang. Their transfer to the National Museum was discussed at one point, but it was decided to use them at the Cheongwadae instead. In 1963, however, the transfer of these assets to the National Museum was ordered, and some duplications of the private possessions were sent to Ihwajang House. In 1970, furnishings and artworks stored at the Cheongwadae were also returned to Ihwajang House, and the "Property Ledger of Dr. Rhee" document was produced. This ledger lists works by artists from the Joseon period through the 1960s. It is difficult to identify each of these artworks since no photos are attached and the details provided are minimal. Nevertheless, this ledger is valuable in that the scale of artworks in the collection of the Gyeongmudae (the former name for the Cheongwadae) and Ihwajang House can be partially identified and in that it helps us understand how the issues surrounding the reversion of ownership of these artworks were resolved.
