청렴도 조사에서 간접질문에 의한 청렴도 점수의 계산

  • 본 논문에서는 민감한 사항 특히 청렴도 조사에서 금품 향응제공여부 등과 같이 응답자들이 정직하게 응답하지 않을 수 있는 질문들에 대하여 응답자의 비밀을 노출시키지 않고서 양질의 보다 정확한 정보를 얻을 수 있는 확률화응답기법을 적용하여 실제 청렴도 점수를 추정하고자 한다. 본 연구는 청렴도 조사와 같은 민감한 질문에 대하여 응답자에게 심리적 안정감을 주어 거짓응답을 줄이면서 보다 진실에 가까운 청렴도 점수를 구할 수 있는 사례를 제시한다.

  • 서울특별시 SH공사(사장 유민근)는 최근 정부와 서울시의 부정부패 척결의지에 부응하고 조직의 청렴도를 한단계 끌어올리기 위해 강력한 청렴종합대책을 발표했다. SH공사는 상시청렴도 평가시스템인 "청렴온도를 높여라" 및 공사 청렴도 취약분야 개선방안 자문을 위한"SH청렴도향상시민위원회"를 운영하고, 시민에게 불편을 주거나 비리유발 요인 규정 등의 정비를 통하여 비리행위 사전차단 및 항상 청렴한 조직시스템을 새롭게 구축했다.

  • Today, in order to cope with the changing security environments and the citizen demand actively and efficiently, the Korean police is attempting a great change inside and outside such as the practical application of decentralized police system. Police's corruption is serious in various statistical data that present from lower part that is show. compares to continuous upright improvement effort and evaluation of the inside of the police system. the citizens recognition against it is evaluated lowly. The difference of recognition on police potential integrity between members of the police organization, the citizen and the external agency points the insufficiency of police improvement, deficiency of effective system and policy, organization culture as causes.

  • 국제투명성 기구가 발표한 우리나라 부패인식 지수는 2008년을 기점으로 매년 하락하는 추세를 보이고 있으며, 지난 2013년 55점(세계 46위, OECD 34개국 중 27위)를 나타내고 있다. 현대사회에서 공직자의 부패문제는 과거부터 꾸준히 제기되어온 해결과제라고 할 수 있으며, 최근 몇 년간의 문제만은 아니라는 것을 의미한다. 다산 정약용의 저서 "목민심서" 율기육조 중에서 제2조 청심에서 청렴은 수령의 기본임무이고, 모든 선의 근원이요 모든 덕의 근본이니, 청렴하지 않고서 수령 노릇을 할 수 있는 자는 없다고 하였다. 이는 공직사회의 청렴성을 중요시 하는 것으로 현대사회를 살아가는 공직자에게 귀감이 된다고 할 수 있을 것이다. 그러나 최근 경찰공무원의 청렴성이 대중매체의 도마에 끊임없이 회자되며, 이는 경찰조직구성원 전체에 대한 신뢰를 저하시키는 요인으로 작용되고 있다. 따라서 본 연구에서는 경찰부패와 청렴도 제고에 관련되는 선행연구를 검토하고, 경찰조직의 내 외적 환경에서의 청렴도 제고를 저해하고 있는 문제점을 도출하여, 이에 관한 개선방안을 제시하도록 하였다.

  • Recently, Police integrity has been issued on the media, which cause discredit of police organization. Although high level of morality and integrity are required compared to other occupational groups due to their authority to exert legal force to the citizens and a variety of policies have been enforced by the National Police Agency for the purpose of uplifting the integrity of the officers, in reality, corruption had not yet been eradicated. At this point in time, this study attempted to draw implications for uplifting integrity by utilizing domestic and foreign preceding studies and statistical data related to police corruption and uplifting integrity. The inspection system through whistle-blowing was pointed out as a problem in the institutional framework that hinders uplifting integrity of the police officers and the perception in which police officers are regarded as potential criminals was also pointed out as a problem. Also, vague standards of disciplinary action in examining an offense of a police officer and lack of care for those who were disciplined in the past which affects loyalty to the organization were presented as problems. Based on such suggested concerns, policies for uplifting integrity and restoring citizens' trust in the policies officers were proposed. The proposed agenda were warning the police officers by presenting clear and specific category of corruptive behaviors, expressing the necessity of devising a system that prevents the officers from committing serious crimes by discovering problematic officers earlier through introduction of Early Warning System(EWS) of US and Australian police in order to break away from exposure-oriented inspection system, and reinforcing the testing of integrity in the new employment process.

  • Corruption of the bureaucratic society can cause the whole society to corrupt and it can also increase public expense gradually because of the civil society's distrust of the administration. Throughout experience of front-line firefighters, this study lets the entire firefighters take an interest in increasing integrity and make it the primary assignment of fire administration. It is the most important to find out the illogical systems and try to improve them in order to solve the increasingly secret and sophisticated forms of corruption completely. The purpose of this study is to show the ways to improve firefighters' integrity by analyzing and pointing out the main factor and the realities of corruption of firefighters.

  • This study examined the cases of Cheongbaek-ri who were the model of integrity and clean official in Korean tradition, and tried to draw some implications for modern public integrity education. Integrity is a subject and a virtue in itself. Integrity can thus be seen in terms of value education. Cheongbaek-ri in Korean tradition qualifies as modeling in the value education. There were many examples of Cheongbaek-ri in our tradition. This study focused on Park Su-ryang, Lee Won-ik, and Jeong Yak-yong as representatives of each period during Josun Dynasty. Even at the high status, they had not abused their position for self-greed. With less greed, they had been happy even if they had been not rich. They initially tried to be a savior in their daily lives, with their own mind in vain. Their works would be a good example for public officials of modern Korea. In the future, if the educational institutions of the public use this model as a material, it would be very effective.

People Inside - 허영 원장(축산물품질평가원)

  • 축산물품질평가원(이하 축평원) 허영 원장은 지난해 8월 29일 수의사 최초로 축평원 원장으로 임명되어 화제가 된 바 있다. 그도 그럴 것이 일반적으로 정부기관의 관료출신들이 축평원 원장으로 임명되는 전례를 깬 것이어서 더욱 더 주목을 받았다. 하지만 허영 원장은 수의사로서의 경력이 축산관련 전문성 면에서 오히려 장점이 더 많다고 강조했다. 허영 원장은 지난 2011년부터 2013년까지 2년간 축평원의 감사로 활동하며 2012년 국민권익위원회가 선정한 준정부기관 청렴도 평가에서 1위를 차지하는데 큰 공을 세웠다는 평가도 받고 있다. 본고에서는 허영 원장을 만나 국민들의 축산물 부정인식에 대한 대응방안과 향후 사업 추진계획에 대해 들어보았다.
