  • This study aims to examine the transition of the youth to the labor market by types of education and training institutes focusing employment rate. To construct the dataset for the analysis, the list of the graduates from 4-year universities, junior colleges, polytechnic colleges and the graduates from vocational training institutes as of February 2001 has been merged with the database for the insured in the Unemployment Insurance Database. This data enables tracking down of these graduates in terms of their mobility in the labor market. For graduates from universities and junior colleges, their scores on the Scholastic Aptitude Test have been matched. One of major findings is that the longer the schooling period is, the better the employment results are. Among those who finished 4-year universities, those who went to schools in the metropolitan area achieve a relatively better record in job finding than those who attended schools in the local areas. Meanwhile it is confirmed that the SAT score is highly co-related with the performance in the labor market among those who finished 4-year universities. The co-relation of one's major with his/her employment is not negligible also.

  • The purpose of this article is to examine the change of employment expectation using the wave 7-11 (2010-2014) of Korea Education and Employment Panel(KEEP). The three main variables are the reservation wage, which has been studied by labor economists for a long time, the convenient working environment factor, the desired job factor. Last two of which are extracted from the 15 survey questions about employment expectation using the factor analysis. Our estimates suggest that male have a higher reservation wage than female while female have a higher level of expectation overall. Women attach more importance to working environment especially. Also, university students have a higher reservation wage and set a higher value on the desired job than employees and job seekers.

  • The recent economic crisis started at the end of 1997 has brought about changes in labor market practices. One of them is rapid increase in the ratio of workers with alternative employment arrangement, so-called contingent workers. This type of arrangement, unlike traditional employment arrangement, makes employers properly adjust employment to business cycles and it also makes it possible for employees to solve time and spatial constraints related to labor supply. However, recent experience has revealed its negative characteristics such as lower wage rate, deficient fringe benefits, insufficient job security. Using the data from the first and the second wave of the Korea Labor and Income Panel Survey, this study focuses on change in the tendency of being contingent workers and decomposition of the wage differentials among regular and contingent workers by estimating the switching regression model. Results show that the recent crisis significantly contributed to probabilities of being contingent workers, especially for women, the young, the older, and the lowly educated. Decomposition shows that one quarter or one third of 35% of wage differentials are due to the price effect that the same productive characteristics are differently paid by the types of employment arrangements.

  • In Korea, youth participation in economic activities and unemployment appear at the same time, which is a more serious problem, so a study on the labor market movement can be viewed as a study to overcome youth unemployment. The purpose of this study is to examine how labor movement between the employed and the unemployed is progressing through the survey data of the youth panel among the employment panel and to identify the factors affecting the movement path and movement of the employed and the unemployed. In the case of the employed, they possessed professional qualifications, and in the case of unstable occupational status, they attempted to move to a stable position after being employed. In the case of the unemployed, the probability of failing to find a job was higher as they had no job search experience, the longer the job search period, and the less effort they made. The fact that the home environment directly or indirectly influences the movement of the labor market remains unchanged. On the other hand, the higher the educational level, the more stable, and the most stable the metropolitan area. Therefore, more urgently than ever, a plan to revitalize the local labor market through the organic relationship between the government, local governments, local industry, and local universities and balanced regional development should be sought.

This study was conducted to found the influence of youth employment effort on labor participation. We studied what variables could affect motivation of employment preparation especially among undergraduate and graduated students. We used 3rd~5th(2009~2011) 'Youth Panel Data' designed by Korean Employment Information Service. Data we adjusted were male(3,481) female(3,770). We applied the Generalized Estimating Equations to Panel logit model. We found that job education and training, career guidance, job shadowing program, getting new certification, sex, age and change of gross income affected employment preparation with controling education factors, socio-economic factors. This study found the effort of employment preparation was significant impact on labor participation and showed an influence on each variable empirically. We suggest that the youth-unemployment problem there is a need to approach fundamental aspects.

  • This study examines the realities and causes of youth and new college graduate unemployment, and seeks some assignments for mitigating youth and new college graduate unemployment. An analysis of the realities and causes of youth and new college graduate unemployment is summarized as follows. First, youth unemployment rate, which rapidly increased after the IMF economic crisis, slowly decreased after 2000, but was still somewhat higher in 2002 than that before the IMF. Second, new college graduate unemployment rate, which rapidly increased after the IMF economic crisis, slowly decreased after 2000 and became a similar level to that before the IMF economic crisis, but the number of the unemployed new college graduates highly increased after the IMF. Third, an analysis of the causes of youth unemployment shows that economic growth and the employment elasticity of economic growth negatively affect the unemployment rate, and the rate of entrance into colleges positively affects the unemployment rate. Fourth, an analysis of the causes of new college graduate unemployment demonstrates that economic growth and the employment elasticity of economic growth negatively affect the unemployment rate, and the increase rate of new college graduates, the college graduate/youth population ratio, and the time trend positively affect the unemployment rate. These results suggest several implications for mitigating the unemployment rate of the youth and new college graduates. First, in order to increase labor demand, emphasis must be placed on preparing economic conditions which can raise economic growth rate and on fostering industries and occupations which have high employment elasticity. Second, in the aspect of labor supply, it is necessary to adjust the number of new college graduates corresponding to labor demands in industries. Third, in order to redress the mismatch between the demand and the supply of the youth labor market, attention should be paid to remedying educational systems such as the activation of vocational education and training in middle and high schools and the reformation of college education to match the education and training provided in colleges and the skills requirements of the world of work, and preparing a unified program to support the youth unemployed systematically and synthetically.

  • Governments and private companies have established various local entrepreneurial infrastructure institutions in most regions in order to reduce youth unemployment, and boost youth entrepreneurship and regional employment. However, previous studies has been limited to explore the impact of the entrepreneurial infrastructure institutions on the willingness of start-up entrepreneurs. Thus, the main purpose of this study is to fill in the gaps of the research, identify the effect of the entrepreneurial infrastructure institutions on regional employment focusing on the Partner Squares which are entrepreneurial infrastructure institutions in several regions and established by N company, and set a foundation for further research regarding the effectiveness of the entrepreneurial infrastructure institutions. In order to verify the effectiveness of the Partner Squares on the local employment, we use the raw data of the Economically Active Population Survey (Statistics Korea) and analyze the effectiveness by using the Difference-in-Differences model. The main findings are as follows. While the Partner Square Seoul has not statistically influenced on the employment of local youth workers, the Partner Square Busan has increased about 3% of the average number of employees (575 thousand) from May 2017 to July 2019, increasing the number of local youth workers by 17,000. Also, after the establishment of the Partner Square Gwangju, the institution has increased 4,500 local employees, which is about 1.7% of the average number of employees (267,000) from September 2018 to July 2019. This implies that the Partner Squares provide a variety of effective start-up education programs and networks for pre-starters and founders in the region, thereby helping them to grow and boosting the local employment. An important implication is that by using government statistical data, we find roles of entrepreneurial infrastructure institutions to revitalize local economy and employment. In future studies, studies need to be conducted considering various exogenous variables that can affect local employment, such as the government industrial policies and entrepreneurial infrastructure institutions other than the Partner Squares.

  • The construction industry is heavily dependent on labor force as automation to building constructions is difficult due to its characteristics such on-site production, custom manufacturing production. Thus, while securing and fostering high-quality functional manpower for stable construction work are significant, the construction workforce has been persistently lacking compared to demand. Young workers are reluctant to enter the construction industry due to high labor intensity, unstable employment structure, and uncertainty for the future. The employment rate for new jobs in the construction industry is half as high as in others. Currently, the departments related to construction are organized in specialized high school to conduct training for young workers. The graduates have a low ratio of employment rate to the construction industry and functional capacities fallen short of expectations. In this study, the education and training conditions of specialized high schools were analyzed to derive problems and key improvements of the education system were drawn. As an improvement for the analysis results, it provides solutions such as giving advantages of previous education experience, expand industry-academic cooperation with businesses, and expand links with external educational institutions.
