Business Dynamism and Youth Jobs (기업 성장과 청년 일자리)

  • The paper reviews the trend of youth employment in Korea in recent years and examines whether the change in labor demand through declining business dynamism is one of the causes. The analysis based on Employment Insurance database finds that the rate of job creation declined over the period from 1999 to 2014 and that the job creation of small- and medium-sized enterprises fell sharply. This is partly explained by entry of fewer firms than before given that young firms tend to experience rapid employment growth. In fact, it is confirmed that the share of firms under age 6 in employment level and job creation declined. The finding that young firms employ young workers more than old firms suggests that a smaller role of young firms in the economy had a negative effect on youth employment.

  • 청년층(靑年層) 고용문제(雇傭問題)가 80년대 중반(中盤) 이후(以後) 계속 악화된 것은, 80년대 초 고등교육(高等敎育)의 확대와 80년대 일반계(一般系) 고교(高校)의 팽창에 따른 고학력화(高學歷化)의 충격(衝擊)에 대응(對應)하여 그동안 정부(政府) 학교(學校) 기업(企業)에서 적절한 제도적(制度的) 정비(整備)가 없었기 때문이다. 따라서 우리나라 청년층은 학교로부터 직장으로 이행(移行)하는 데 있어서 교육체계(敎育體系)의 선별기능(選別機能), 직업기술교육(職業技術敎育)의 현장성(現場性), 고등교육(高等敎育)의 경쟁성(競爭性), 고용관행(雇傭慣行), 산학협동체계(産學協同體系), 직업능력개발체계(職業能力開發體系), 학교(學校)-기업(企業)간 제도적(制度的) 네트워크, 병역제도(兵役制度) 등 제반제도(諸般制度)의 문제(問題)로 인하여 많은 어려움을 겪고 있다.

A Study on the Determinants of Years in Service of Youth Employee (청년층 취업자의 직장 근속연수 결정요인에 관한 연구)

  • This study verified the determinants of years in service of youth employee by analyzing panal data. The study results showed that sex, age, education, marital status, full-time job, wage, employment stabilization, household earned income, benefit package, fairness of performance evaluation determined years in service of youth employee. Also, years in service was longer in male, higher age, married, lower household earned income, full-time job, age-limit system, possible to work continuously, corresponding to mager, higher wage, higher job satisfaction group. This study provided practical implication to prepare effective emplyment policy for maintaining long-term and stable youth employment by confirming the determinants of years in service of youth employee.

  • The growth of Korean economy has continuously declined since 2000, which resulted in the reduction of employment creation opportunity. Futhermore, these circumstances are aggravating the youth job creation. This study investigates the co-creation approach for solving the youth job creation problem. By using the grounded theory on recent newspapers for a year, the study proposes a paradigm model for the youth job creation. Based upon this result, the study creates the conceptual model for the youth job creation, which includes three factors such as process, environment, and institution. This study will contribute not only to the extension of qualitative study on the grounded theory in research, but also to the political implications for the youth job creation in practice.

Analysis of Employment Effect of the Minimum Wage Using Time Series Data (시계열 자료를 이용한 최저임금의 고용효과 분석)

  • We analyze the effect of the minimum wage on employment using time series data forr groups of individuals most affected by the minimum wage: young males (18 to 24 years old), young females (18 to 22 years old), old males (60 years and older) and old females (60 years and older). Our findings are as follows. First, a unit root test says that the variables like minimum wages and employments are non-stationary variables and they have cointegrational relations each other. It says that in this case, VEC is more suitable than OLS or VAR. Second, an increase of the minimum wage is found to have a weak but persistently negative effect on employment.

Housing Characteristics of the Youth and their Determinants in Capital and Non-Capital City Regions (수도권 및 비수도권 청년층의 주거특성 및 주거특성에 미치는 영향요인 분석)

  • In this study, the housing-related characteristics of the youth are reviewed using data from the 4th - 14th Youth Panel Survey(YP2007) of the Korea Employment Information Service in the period 2010 - 2020. The factors that affect the characteristics of their dwelling are analysed. As a result, males, highly educated, and employed people are more likely to live in their own homes and apartments, but many of them seem to be living with their parents. On the contrary, economically independent young people tend to occupy their dwellings in the form of jeonsei/monthly rent and live in multi-family units, villas, and officetel. To support the youth in overcoming their key issues such as housing affordability, jobs, and marriage, so that they can play their roles, the cost of homeownership and rent should be tailored to their economic situations.

  • 최근 세계적인 경제성장률의 둔화에 따른 청년층의 취업난이 공통적인 문제로 주목받고 있다. 우리나라의 경우 청년 고용률은 OECD국가의 2019년 평균 고용률에 비해 10%이상의 낮은 수준으로 나타나 청년층 취업난의 심각한 수준을 나타내고 있다. 이에 대한 해법으로 청년 창업이 오랜 기간 동안 장려되고 있으며, 대학을 중심으로 창업교육이 이루어지며 대중적인 교육으로 자리매김하고 있다. 대학에서의 창업교육의 효과 및 필요성을 확인하는 다양한 연구가 활발하게 일어나고 있음에도 창업에 대한 인식과 창업률은 생계형 창업이 주를 이루고 있다. 이에 본 연구에서는 창업에 대한 관심을 가지는 순간부터 창업 이후에도 직면하게 되는 불확실한 현실과 이를 둘러싼 환경적 난류를 해결해 나갈 수 있는 감정적 관점에서의 창업교육의 효과성을 확인하고자 한다. 감정요소 중에서는 창업열정과 즉흥성을 매개효과로 창업의도에 미치는 창업교육의 영향을 확인하고자 하였다.

  • This study was conducted with the purpose of deriving a revitalization plan by analyzing the factors influencing the characteristics and perception of self-employment and self-employment selection of young people. To this end, discussions on self-employment and the size of workers were reviewed, and the characteristics, determinants, and difficulties of self-employment youth were analyzed based on data from a survey of youth in Seoul and Gyeonggi-do. The support plan proposed through the analysis should first strengthen the program so that the government, local governments, and schools can all gain experience in the practice of developing ideas, producing, and selling based on aptitude and competency to solve youth employment problems. Next, compared to support for technology-based start-ups, there are no suitable programs in the fields of knowledge, manufacturing, and distribution, and there is almost no support for freelancers in which the majority of young people are engaged. Therefore, it is necessary to diversify support projects so that the diversity of young people can be expressed in self-employment. Finally, it was found that entrepreneurship had an important influence on self-employment. However, Korean teenagers do not know what entrepreneurship is and have no experience in education, so they should focus on cultivating entrepreneurship in the regular curriculum and establishing a cultural foundation to foster young leaders with creative ideas and execution.

The Effects of Regional Characteristic Differences on the Migration (지역 간 특성차이가 서울시 청년층 이동에 미치는 영향 분석)

  • The young generation in life cycle that social position is rapidly changing is play an important role in a regional development because they can increase social and natural population in the region. This study analyzed the relationship between the movement of young generation and the regional characteristics including housing market characteristics in Seoul. As the results, the movement of young generation was influenced by commuting distance and location of jobs as the gravity model has suggested. In addition, housing supply and housing price (or Jeonse price) is an important factor for the movement of young generation. It can be inferred that the more price gap such as Jeonse price and housing supply gap are increased, the more out-migration of young generation in Seoul is increased. However, the housing demand of young generation in employment centers will be increased because jobs contribute to increasing the inflow of young people. Therefore, the policies of central and Seoul government that supply housing in job rich and high accessibility areas are needed for young generation. In addition, if public housing and affordable housing are supplied in the other areas, it can contribute to reduce the out-migration of young people in Seoul.
