Youth Poverty and Employment (청년 빈곤 및 고용실태 분석)

  • Using the Korean Survey of Household Finances and Living Conditions panel data from 2012~2016, this study analyzed youth (19~34 years) poverty and employment and examined the factors that affect employment status. The analysis revealed an increase in the proportion of young people who are students or jobless; the economic conditions of the young people varied by factors such as marital status, education, job status, and loans; and the government public transfer policy had little impact on reducing the relative poverty rate of the youth. We also examined the factors affecting the youth's employment status and the risk of being employed in low-paid jobs, using multi-logit and logit regression model respectively. Considering employment status, the older and more educated the youth were, the less frequently they were employed in temporary or daily jobs instead of regular ones, but there was no difference between genders in terms of having temporary or daily jobs. A logit analysis on the determinants of low-paid jobs demonstrated that women, the less educated, spouses or children of the household, and temporary or daily workers have a greater probability of working at low-paid jobs. As women became older, their risk of having low-paid jobs increased, which demonstrated the phenomenon of "lock-in" at low-paid jobs. Temporary or daily workers of all age groups faced a higher risk of lowpaid employment, which stood out for the youth. Based on these results, we suggest that government employment and welfare policies should consider individual characteristics of the youth and their life cycle, along with efforts to supply decent jobs, continuously and stably.

The Substitution Relations between the Employment for the Youth and the Old in 15 OECD Countries (OECD 15개국 청년고용과 중고령자 고용의 대체관계)

  • Recently, the youth employment crisis which is characterized by high unemployment and low employment rate has been considerably serious, while jobless growth has been observed. However, job shortage and unstable labor status of the old are also main issues. To solve this problem, the job creation and deferred retirement for the old has been proceeded. Consequently, it has caused to the intergenerational war on job due to equity of job creation for the youth. However, it is not desirable that the problem would be diagnosed and the policy would be set up although little attention has so far been paid to test empirically this kind of substitution relation. Thus, this research has been analyzed whether the employment relation between the youth and the old is substitution or not. The analysis method is panel data analysis in 15 OECD countries including Korea(1990~2000). Major findings are as follows. First, only half of the youth and the old works. It provides the evidence that the employment crisis is not a problem of special generation but all of them. Second, employment relation between generations followed by panel analysis is not substitution relation. This findings can be interpreted as evidence that it is unlikely to solve the youth employment matter even though the government encourages the early retirement.

  • This study takes of youth panel data(2002-2003), there is the purpose to know to youth employed's labor mobility conditions of employment status conversion and examine on factors affecting conversion of employment status. Main analysis result and policy imply, is as following. First, although youth employed's non-standard employment shows some decrease, employment youth hierarchy was construed that youth of our country is consisting very changefully because appear great turnover that is converted by unemployment or Not economically activity population same period. Specially, non-standard employment phenomenon of woman or low in scholarship person appeared notedly, and because phenomenon that is converted by unemployment or Not economically activity population is expose that is deepened, discriminating policy of government dimension is required for employment stabilization of these class. Second, show result that danger to escape to non-standard job risk trap which seeking employment activity of youth class is arranged case or company which is formed by official path is suitable becomes low, must formulate path of employment about youth class and improve qualitative level of employment through suitable job placement education of youth class or function (technology) level. Third, when was construed, but take into account that the although large enterprise have low risk in non-standard job, recently employment of youth class consists very limited, rather small scale business or smaller enterprise's competitive power preferably need to be plan. Finally, danger to non-standard job youth employed's company form is government connection wonder was expose that high, Such result can do that it is difficult by limited research period, but reflect actuality that youth unemployment policy of our country is enforced laying stress on public labor or unregular job employment such as internship system. Therefore, current youth unemployment policy may have to change by employment policy that can secure stable work record by youth class or act as bridge-building that promote conversion by full-time job.

The Analysis on the Statistical Information Service for Regional Employment-Population Rate of Young Man in Korea (국내 청년층의 지역별 고용률에 대한 통계정보 서비스 분석)

  • It is important for regional comparative analysis about employment-population rate of young man and total employment-population rate to a policy data of central and local government. Through the result of comparative analysis, Central and local government can use policies distinctively according to the region and keep the efficiency of detail policy application. This study shows that we classify Seoul Metropolitan region and Gangwon, Choongcheong, Honam, Youngnam region from 16 cities and provinces, and calculate total employment-population rate and employment-population rate of young man for these regions, and then compute the relative ratio between these employment-population rates, and finally compare the relative ratio by these regions. According to main results of this article, total employment-population rates in all the regions have not changed, whereas employment-population rates of young man have been decreased in all the regions but the rates in Seoul Metropolitan region and Choongcheong region have been increased for recent years. Moreover the changes by period of the relative ratio have been almost same as that of young man's employment-population rate.

A Regional Comparison Study for the Variability of Employment Statistics in Korean Young Man: Focus on Economically Active Population Rate, Employment Population Rate, Unemployment Rate (청년층 고용통계의 변동성에 대한 지역별 비교분석: 경제활동참가율, 고용률, 실업률을 중심으로)

  • Regional comparative analysis for the variability of young man's employment indexes is important to unemployment or employment policy data of central and local government. Through the result of comparative analysis, central and local government can use differentiated policies for the regions and keep the efficiency for the application of detailed policy. In this study, based on economically active population survey data which consider economically active population rate, employment population rate and unemployment rate as typical employment indexes of young man, we analyzed the variability of these indexes by metropolitan cities and province regions using coefficient of variation. Also we proposed the largest index in variability of three employment indexes, and proposed the city and province region with the largest variability for each employment index.

  • This study verified the effect of youth university graduates' workplace satisfaction on preparation for turnover by analyzing panal data. The study results showed that satisfaction of general workplace, possibility of personal development, autonomy/authority, monthly wage(p<.001), working environment, office hours, usefulness of major(p<.01), personnel system, employment stability, welfare benefits(p<.05) affected preparation for turnover. Also, sex, marital status, type and location of university, major, status of workers affected preparation for turnover. This study provided implication for reducing turnover and enhancing workplace settlement by confirming the effect of youth university graduates' workplace satisfaction on preparation for turnover.

The Effects of CEO Characteristics and Support Policies of Young Entrepreneurship Rural Companies on Corporate Performance (청년창업 농촌기업의 CEO특성과 지원정책이 기업성과에 미치는 영향: ICT 환경특성의 조절효과를 중심으로)

  • Since the global financial crisis, the employment rate of young people worldwide has been declining, and the situation in Korea has worsened. Recently, the employment rate has been restored to a small extent due to the implementation of various government policies on youth employment and entrepreneurship, and many young entrepreneurs have been produced. In addition, various types of youth farming enterprises are emerging as the system for encouraging home farmers and villagers and fostering young farmers has been expanded. In this regard, this study examines the influence of CEO's personal characteristics and government's support policies on corporate performance in starting and managing youth rural enterprises. The purpose of this study was to analyze the effect on the performance of rural enterprises. Through this study, it will be able to know what are the important factors for young people to achieve results in starting a rural enterprise. The results of this study suggest three implications. The first is that the personal characteristics of the CEO are important for the performance of youth start-up rural enterprises. Second, in support policy, educational support affects performance, but funding policy does not have a significant effect. Third, since ICT's environmental characteristics do not affect the CEO's personal characteristics and support policies and corporate performance, it is more important to find ways to utilize them directly in the field than to develop ICT's environmental characteristics.

A Study on the Analysis of Regional Disparity and Competitiveness on Youth Employment (청년층 고용의 지역격차 및 경쟁력 분석에 관한 연구)

  • This study aims to analyse the regional disparity of the youth employment and to regional current states and characteristics via evaluation criteria for employment competitiveness. Summaries of the major results in this study are as following. Firstly, it has revealed that the regional disparity of youth employment is deepening. Secondly, after the analysis of employment competitiveness, the strongest regional employment competitiveness was found to be Seoul(0.622), followed by Chungnam(0.592), Ulsan(0.528), Gyeongbuk(0.514), Gyeonggi(0.507) and the region of employment risky is Jeonbuk. Lastly, the most influencing factors on the competitiveness of youth employment are supply factors and demand factors. Therefore, we must create new jobs of good quality, in order to reduce regional disparity and strengthen the competitiveness of youth employment. Also region of employment risky should require continuous monitoring. And the government should determine priorities of employment policies that suitable for regional characteristics. That is to say, the government should contribute to establishing the strategy of choice and focus.

강원도 청년창업 지원사업이 창업성과에 미치는 영향

  • 본 연구의 목적은 강원도에서 실시하는 청년창업 지원사업이 창업성과에 미치는 영향을 연구하는 것이다. 강원도 지역의 경우 전국대비 상대적으로 낮은 임금, 10인 미만의 사업체와 주로 도소매 숙박업이 주를 이루는 영세한 산업구조로 인한 고용불안과 일자리 질 저하로 상대적 학력수준이 높은 일자리가 부족함에 따라 청년층의 높은 전출률을 초래하고 있다. 강원도 내 청년 일자리 문제는 생산가능인구 감소와 고령화문제로 이어지면서 이를 해결하기 위하여 강원도에서는 새로운 일자리 창출과 고용안정을 위하여 도내 청년 창업자를 발굴하고 육성하는 지원사업을 추진 중에 있다. 본 연구에서는 강원도 지역의 청년창업 지원사업을 통한 창업성과를 분석하고 청년창업자에게 유의미한 영향을 미쳤는지, 청년 일자리 창출에 상관관계를 끼쳤는지에 대하여 연구하려고 한다. 선행논문에서의 창업지원정책이 미치는 영향에 대한 연구결과에 따라 정부 창업지원사업과 창업성과간의 유의미한 관계가 있을 것이라고 예상할 수 있었고 본 연구에서는 기존의 선행연구에서 확장하여 후속지원에 대한 영향관계에 대하여 분석하고 그에 따른 시사점을 도출하고자 한다.

Factors Influencing Attitudes towards Youth Policy among Korean 20s and 30s (한국 2030세대의 청년정책에 대한 태도와 영향요인)

  • The purpose of this study is to examine young Koreans' welfare attitudes towards youth policy and to analyze the determinants on such attitudes. The main results are as follows. Many young people(72.1%) understand that government should be responsible for youth support and spending on youth support policy(49.5%) and job support policy(59.7%) should be expanded than current level. But only 24.1% approved the provision of youth allowance. There was a significant in-group heterogeneity among the young generation in terms of support for expanding fiscal spending for youth policy and youth allowance provision. Results from the regression analysis indicated sex, age, education level, employment status, type of housing affect attitudes towards youth policy and statistical significance of them was different according to each analytic model. Korean young adult generally perceived that our society was unequal and the higher the perception of inequality, the higher support for youth policy. These results implicates that in-group heterogeneity among youth generation in terms of socio-economic needs and subjective perception should be regarded as important factor in the youth policy making process.
