In response to climate change, each country is proposing a goal to reduce greenhouse gases in its energy supply and demand plan, and the use of hydrogen gas is a topic that is always prioritized as an energy resource for implementation. A popular way to use this hydrogen gas is the use of hydrogen fuel cell vehicles, and expansion of hydrogen charging stations is essential for using these hydrogen fuel cell vehicles. However, there are several limitations to the expansion of hydrogen refueling stations, the most representative of which is resident acceptance. Most of the hydrogen charging stations currently built in Korea are located in the outskirts with low population density, so the inconvenience to hydrogen fuel cell vehicle users has not been resolved, and as a result, there has been no progress in the spread of hydrogen fuel cell vehicles. In this paper, we analyzed the consequences of accident damage to determine the risks of constructing a hydrogen charging station on a railroad site frequently used by citizens. The target hydrogen charging station site was a railroad depot in Busan, and there are trains, national highways, and commercial facilities around this site. Assuming the worst-case scenario, we would like to consider the safety of the hydrogen refueling station site by analyzing the area affected by the accident and its consequence.

Access to public facilities such as substations, dams and railway facilities is strictly controlled, and unmanned surveillance equipment has been introduced and operated recently due to the development of IT technology and the government's cost reduction policy. However, if an unmanned surveillance system is broken, surveillance space, information leakage caused by intruders, and damage to facilities may occur. Also, it is necessary to check periodical visit by the manager in order to check the surveillance facilities, which causes additional management costs. In order to solve this problem, we designed a system to check the operation status of the unmanned monitoring facility in real time, attempt to recover automatically when a problem occurs, and notify the administrator of the problem. The designed system consists of an NVR that receives and judges information such as image, sound, and lighting condition, and a control device that detects and restores the state of the unmanned monitoring facility. The system proposed in this paper is expected to contribute to the improvement of the economic efficiency due to the minimization of surveillance space due to the failure of the unmanned monitoring facility and the reduction of the inspection cost.

In recent years, universal design concepts have been introduced that are designed to make everybody more comfortable and safe to use for products, buildings, environments, services, and so on. In the case of urban railroad history, it is important to maintain facilities that incorporate the universal design concept because it is an important facility that serves as a base of city life and there are various users. This research is the last annual task of 5 years as part of the project of "Development of Technique to Improve the Convenience of Urban Railway History User" by the National Institute of Transportation Technology Promotion Agency. The purpose of this study is to develop criteria and method of facilities convenience evaluation based on UD and to evaluate user convenience by selecting test bed station. For this purpose, the UD principle of the historic facilities of Weihai Urban Railway was established and detailed evaluation criteria were presented. As a result of evaluating the test bed history using the 5-point Likert scale of the joint research institute / railway operating agency / expert, 50.3% of convenience improvement was achieved. As a result of evaluating the applicability according to the UD principle, 48.7% Respectively. The evaluation criteria and methodology based on the UD suggested in this study is a quantitative method for evaluating UD application of urban railway facilities in the future.
This study analyzed the repeated causes of policy failure focusing on Yangyang International Airport cases. Yangyang International Airport, which opened in 2002, was built with about 360 billion won, but it is considered as a representative example of policy failure of local airports. According to the policy failure theory, the failure factors of Yangyang International Airport are anlyzed by rationalistic, political, and environmental complexity viewpoint. The results are as follows. First, from a rationalist point of view, Yangyang Airport failed to achieve the policy goal of securing passengers and revitalizing local economy, This is due to the pressure of politics and the lack of geographical infrastructure. Second, the failure of the stakeholders to resolve conflicts in the flow of politics can be seen as the conflict between the airline and the airport, and the failure to reconcile conflicts between the government and the airports on the low cost airline permits and subsidies. Third, from the viewpoint of environmental complexity, Yangyang International Airport can be regarded as a failure to adapt to environmental changes such as the opening of nearby expressways and railway lines, and the sharp decline of Chinese tourists. This study sugeests the establishment of an independent organization that can prevent unreasonable business promotion by politics in the case of large scale national projects, the linkage with the surrounding infrastructure and related businesses in the case of transportation facilities such as airports and railways, and institutionalization of cooperative governance for coordinating conflict among stakeholders.
The Transport policies in Korea have been planned and implemented as a part of a larger economy policy based on the achievement of economic growth. As a result, previous transport policies have been focused mostly on the supply of transport infrastructure. The average annual economic growth of six percent and a twelve percent growth in motor vehicles until the late 90s led to the acceleration of the imbalance between the supply and demand of infrastructure. As such, there is a need to establish an innovative transportation policy in order to increase national competitiveness and provide momentum for national growth in the Twenty one century. This research has developed strategies and policies based on interviews that were carried out with specialists in transport field. Moreover, some transport policies have been established for the year 2020 through the conducting of a survey. The survey was conducted by interviewing respondents on making the priority of transport policies. which was then analyzed using the Data Envelopment Analysis with ranked voting data. The results are as follows. The most urgent matter was considered to be the development of a inter-modal transport system, followed by an integrated service system for public transport, and the need to increase the competitiveness of the transport and logistics industries and to further transport safety. Meanwhile, the provision of transportation for disabled people as well as the elderly was considered to be less important in Korea than in welfare nations. This stems from the belief as further attention needs to be paid to the construction of a public transport system, the establishment of transportation networks construction in preparation for reunification and the North-East Asian era, as well as the privatization of the transport infrastructure.

Modern countries have almost ratified the UN Convention on the rights of persons with disabilities and are creating environments to prevent discrimination against these individuals. In 1996, the International Maritime Organization presented a recommendation for the design and operation of passenger ships to respond to elderly and disabled persons' needs. In Korea, an act on the promotion of transportation convenience for mobility disadvantaged persons has been implemented, and facilities for the disabled have been rapidly installed in ships, vehicles, aircraft, railways and passenger terminals. However, the maritime transport environment is less concerned about disabled persons than safety. In this study, basic research was conducted to improve the maritime transport environment for disabled people in Korea through a field survey and literature survey. As a result, it was found that relevant laws and regulations have not been properly applied to excursion ships and ferries as well as small-scale ports, which are responsible for a large part of coastal passenger transportation. In addition to low installation rates of facilities for the transportation of persons with disabilities in ships and terminals, loose equipment was also considered. Therefore, it is necessary to protect the human rights of persons with disabilities, which are universal values of humanity, by complementing laws and introducing improved facilities.
The development of the traffic system has brought relative reduction in aspect of the cost and time distance on the geographical space. SOC(social overhead capital), an express highway and railroad, has a great and absolute effect on the prosperity of community, As Mokpo is one of the community under the influence q West costal highway express and KTX(Korea Train Express), the number of the tourists visiting city of port like Mokpo has increasing gradually, especially at the high-demand season(in Summer). But the coastal passenger boot can't be capable of customers arriving at the port. As a result of this situation, the 'balking' occurs. No 'balking', means the jam of road. In this thesis, by understanding the concept and property of ARENA and simulating operation of coastal passenger boot at Mokpo port, intends to analyze the truth of 'balking' and finds an effective operation method of coastal passenger boot for the solution to the traffic jam. The solution to the jam in the vicinity of port of Mokpo, which try to develop tourism package commodity now, will present the effect of qualitative analysis in giving an opportunity of economic growth of the community, Mokpo.

Within the urban area, over the past decades unused land and public land such as streams and road sides have given urban residents a space for farming (urban farms). However, because this use is illegal, farming in unused and public lands could cause conflicts between urban farm users and land owners, degrade the quality of the urban landscape and contaminate the environment. Therefore, the purpose of this study is to provide a way of legalizing these farming practices that have been cultivated in unused urban areas and public lands. This study analyzed the status of distribution and use of the urban farms that have been scattered around urban areas in many different forms. The survey was conducted through on-the-spot investigation and in-person interviews with farm users and those who were operating weekend farms in the Siji region of Daegu Metropolitan City. According to the results of this study, urban farms were mainly found in green areas that were easily accessible from residential districts and prohibited from development. It was also revealed that the nearer to the border of the residential districts the sites of urban farms were, the larger the number of urban farms was. When it comes to the type of land use, although the proportion of urban farms located in farmlands was very high, the proportion of those located on state-owned lands such as roads, railroads and streams was also high, over 1/3 of that of the former sites. Among the users of urban farms, the percentage of users who were farming private-owned land for free was highest and that of state-owned land without permission ranked second. Most people who were farming unused lands or state-owned lands without permission, such as streams, roads, railroads, were the elderly. This shows the potential of farms in urban area as leisure activities spaces for the elderly. Even though this study has limitations in that the survey target area was selected in a certain area and the sizes of all urban farms were not measured by surveying apparatus and instruments, it helps to determine the characteristics of use and distribution associated with the spaces of urban farming, and to raise the importance and necessity of legalizing urban farms cultivated illegally in public land.

Mt. Geumgang has been a scenic spot representing the Korean peninsula since the Joseon Dynasty, and became a symbol of inter-Korean exchanges with the Gaesong Industrial Complex after the division of the South and North. Mt. Geumgang Tour Course is divided into the Inner-Geumgang (Naegeumgang) and the Outer-Geumgang (Oegeumgang). It was common for the Mt. Geumgang tour route during the Joseon Dynasty and the Japanese Imperialization period to enter the Inner-Geumgang, near Seoul, and come to the East Sea through the Outer-Geumgang. However, the tour route starting from Goseong was utilized for the Mt. Geumgang tour course operated by Hyundai. Because North Korea opened only the Outer-Geumgang area. North Korea has only opened some of its tour courses to Hyundai, but if Geumgang tourism is resumed in the future, there is a high possibility that it will be opened further, such as opening some sections of the Inner-Geumgang in 2007. In this case, it is necessary to connect additional transportation networks to access Inner-Geumgang from South Korea. The best alternative was the restoration of the Mt. Geumgang Railway. However, considering the fact that the reconstruction of the Mt. Geumgang Railway can not be completed due to the construction of the Imnam Dam, it is the most realistic alternative to restore Route 31 connecting Yanggu and Geumgang-eup. As a result of the analysis of road connecting Inner-Geumgang, three routes were confirmed. All of which were adjacent to the existing National Route 31. These routes passing through Dutayeon and Mundeung-ri and joining the Route 31 from Inje. Considering road length, topography characteristics, and military facility layout, it seems that the connection of 'Dutaeyun - Mundeung - Geumgang' is a realistic alternative connecting from South Korea to Inner-Geumgang.

The Office for Government Policy Coordination announced in 2006, september that a scheme of pre-signal would show remarkable outcome to reduce traffic accidents. Therefore, the Ministry recommended applying preferentially the pre-signal scheme to enhancement projects for high accident frequency areas. In case that the suggested pre-signal was unilaterally introduced to the enhancement projects at intersections, it might rather cause a big trial and error in terms of traffic safety. Hence, on the basis of quantitative analysis, this study was to indicate a pre-signal's effectiveness to reduce the traffic accidents, to illustrate a trend of the accident type due to the pre-signal, and to introduce intersection type that could be appropriate for the pre-signal. The methodology adopted Comparison-Group Method which was developed by Hauer. Through this methodology, overall effectiveness to reduce the accidents is considered positive but individual effectiveness by intersection and by accident case was different. All cases of the accidents at small scale intersection demonstrated positive results to reduce its accidents, while in case of frontal collision and side-right angle collision out of the accident types, the installation of pre-signal rather caused a negative result increasing the accident in terms of the traffic safety. I hope that this study would be a useful reference for future development of the estimation of accident effectiveness. Thus, when the pre-signal is being installed in the big intersection, it is recommended operating the installation concerning carefully improvements about muliple aspects as traffic operation, traffic facility, human factor etc.
