2004년 4월 1일. 단군이래 최대의 국책사업인 한국고속철도 KTX(Korea Train eXpress)가 지난 12년의 산고 끝에 경부ㆍ호남 동시 개통되어 최고속도 300km/h로 영업을 하게 되는 날이다. 1989년 5월 서울∼부산간 경부고속복선전철을 1998년에 완공하는 것으로 계획을 수립하고 철도청에 고속전철 기획실을 설치한 이래 1992년 3월 건설전담 조직인 한국고속철도건설공단이 별도로 설립되어 1992년 6월 대전∼천안간 시험선 건설의 첫 삽을 뜬지 12년의 세월이 지나 총 사업비 18조4,358억원 중 1단계 12조7,377억원이 투입되었고 221.1km의 고속신선이 시흥∼대전 조차장, 옥천∼신동구간에 건설되었다. 또한 고양기지∼시흥, 대전 및 대구 연결선, 대구∼부산간 기존선이 전철화되었고, 1999년 12월 확정한 호남선 복선 전철화계획에 의해 서대전∼목포 구간이 총사업비 8,994억원이 투입되어 전철화 됨으로써 동서화합차원에서 2004년 4월 1일 서울∼부산, 서울∼목포간 동시 개통되게 되는 것이다. It has been attempted to minimize the environmental impacts due to railroad and road constructions. But assessments of the impact for the unwanted discharges by tunneling are still poorly systematic due to lack of scientific evaluation results ; thus, the tunneling projects frequently cause wide social conflicts. The goal of this study is to provide a guideline for appropriate environmental impact forecasts, assessments, and mitigation planning of tunneling projects.

Due to various reasons (normally financial constraints in developing countries), it becomes common to change of the business model from state-run projects to Private Investment Projects (Public Private Partnership) in the global railway businesses. However, due to the nature of railroads compared with other types of infrastructure such as roads and others, railway business require considerable construction cost and O&M cost through the business development, construction, and operation and management stages. Therefore, private investment railway projects, especially in developing countries, can be problematic in terms of the potential for uncertainty when return on investment cannot be guaranteed. In order to strengthen the competitiveness of domestic companies when entering overseas railroad PPP projects, this study proposes PPP-related risks and their countermeasures by reviewing global railroad trends and identifying Korea's weakness in managing international railroad projects.

In response to the global warming crisis, the Kyoto protocol was established by major developed countries in 1997. The Paris Agreement, which imposes a carbon reduction obligation for both developed countries and developing countries, was signed in 2015. Regulations and efforts to reduce greenhouse gas emissions accordingly have been implemented. In this study, we analyzed the reduction of carbon emissions computerizing of the traditional project management system for efficient railway construction at Korea Rail Network Authority. We suggest a model that measures two major effects of carbon reduction, stemming from transportation and from a decrease of paper use. In this paper, we calculate the amount of carbon reduction and the economic effect of carbon reduction with application of the construction project management system at Korea Rail Network Authority. The model and methodology in this study are expected to be helpful to measure the carbon reduction performance for similar e-transformation.

경부고속철도사업에 대해 걱정하는 사람들이 많다. 애초 4조6천억원으로 예상됐던 건설비가 각종 문제점이 노출돼 공사가 지연됨으로써 2002년께 10배인 40조원으로 늘어날 전망이다. 고속철도사업의 추진과정에서 오늘의 현황을 짚어보고 그 대안을 모색해 보았다.
