An International Study on Different Factors Operating Personnel Strategies of School Temporary Workers: Focusing on Korea, Holland, Germany, Sweden (학교회계직원 인력운영 방안에 대한 국제비교 분석 - 한국·네덜란드·독일·스웨덴 중심으로 -)

  • The necessities of a plan for the labor force in the school temporary workers are superior in education practice. In a view of government, a new paradigm and method for them such as employment stability, better treatment and fewer tasks have been sought. However, the information for them is not enough. While seeing the main issue to manage an temporary workers and the feature of the system for them in schools of Holland, Germany and Sweden, this study shows an effective plan for not only the labor force in the school temporary workers and but their skill development. Based on the result of a plan in education office, supporting office, and schools this study proposes the political and institutional method to revitalize the efficient management of an temporary workers in school.

  • The purpose of this study is to provide the basic data for improving the coping ability of clinical nurses by deeply analyzing and understanding the bioethics dilemma the clinical nurses experience in the COVID-19 pandemic. To understand the essence of bioethics dilemma the clinical nurses would experience in the COVID-19 pandemic, this study interviewed with a clinical nurse and then analyzed it by using Colaizzi (1978)'s phenomenological method. In the results of this study, total three theme clusters were drawn such as 'Agony to face a situation that violates the principle of respect for man's life and dignity', 'Frustration and confusion caused by the situation in which the principle of good deed and prohibition of evil deed cannot be kept', and 'Doubt about fulfilling and not fulfilling the principle of justice'. To improve the ability to cope with bioethics dilemma the clinical nurses experience in the pandemic situation based on the results of this study, it would be necessary to establish the education and policy for clinical nurses, and also to make efforts to improve the treatment of nurses.

  • This study was conducted to describe the image of nurses in the context of COVID-19 pandemic by reviewing newspaper articles (n=451) from 11 major domestic daily newspapers. Analysis of monthly prevalence, favorability towards nurses, proportion of nurse coverage, and thematic analysis was conducted. Five themes and 9 sub-themes were derived from thematic analysis, and major themes are as follows: "Poor work environment"; "Nursing, 'The job of calling'"; "Prominent as a medical profession"; "Strict standards"; and "Expanding the realm of nursing" in order of frequency. In conclusion, media is still reporting a limited role of nurses. Therefore, in order to widen public perspective towards nurses, further academic activities that highlight various roles and positive aspects of nursing profession are needed.

  • The research results can be summarized in two ways. First, it was confirmed that the provision of public care services for elementary school children had a statistically significant effect on the reduction of children's participation in private education. Second, it was confirmed that the provision of the services had a statistically significant effect on the reduction of children's private education expenses regardless of the mother's economic activity status. Based on this, this study drew the following policy and practical suggestions. First, it is necessary to expand the provision of the services in order to reduce the burden of childrearing of 'working mothers' raising elementary school children. Second, it is necessary to improve quality of the services. To do this, policy-wise, integrated management of services and improvement of treatment of service providers must be made. In the field, it is necessary to improve quality of the services by providing worker education and supervision.

Study on the Professionalism of Medical Technologists' Work in Health Examination Centers: Focusing on the General Health Examination (건강검진센터에서 임상병리사의 업무 전문성 연구: 일반건강검진을 중심으로)

  • "Health examinations" means medical examinations conducted by health examination institutions, including a physical examination, consultation, physical measurement, diagnostic laboratory test (also known as clinical laboratory test, clinical pathology test), pathology test, and Imaging test for checking the health condition and the prevention and early detection of diseases. The types of health examinations include general health examinations, comprehensive health examinations, special health examinations, and other health examinations. The proportion of the general health examination work of medical technologists working at health examination centers has been estimated to comprise more than 50% of the total work. The cost aspect of suspicious diseases can be estimated to be more than 25%. The cost of diagnostic laboratory test has been estimated to be approximately 5%, and the proportion of medical diagnosis use is 70%. The results show that it is time to revisit whether medical technologists are receiving appropriate social, economic, and reasonable policy treatment in health examination work. The future of medical technologists will further expand their professionalism in diagnostic laboratory test and quality control in precision medicine and telemedicine in the future. Therefore, medical technologists will need to participate proactively in government policy decisions related to national health examinations and make efforts to improve treatment.

  • 현대사회가 발전 할수록 대량산업화와 도시화가 심화되어 건축물의 초고층화 및 대형화가 증가하고 있으며, 안전적인 건축물 보다는 건물 및 제조사업장의 시각적인 디자인에 치우쳐 화재하중이 높은 건축자재의 내 외장재 및 고급스러운 장식물을 사용함으로써 그 위험뿐 만 아니라 화재발생시 대규모 인명 및 재산상의 피해를 가져오게 된다. 그리고 제조사업장화재는 화재로 인한 직접적인 손실 즉 물적 손실은 물론 생산중단으로 인한 간접적인 손실은 실로 측정하기가 어렵다. 지금까지 발생한 제조사업장화재의 발화요인별 분석은 부주의, 전기적, 미상 순으로 인한 화재가 가장 많고 발화열원은 작동기기, 담뱃불(라이터), 마찰 전도 복사등이 주요 원인이 되고 있고 대형화제 취약시설로는 공장 및 창고로 나타나고 있다. 소방방재청의 통계자료를 살펴보면 2012년 화재 발생현황 중 발화요인에 대한 화재별 장소 건수를 검토 한 결과 비주거의 화재발생 16,009건 중 5,758건으로 (36%)부주의이고, 주거에도 화재발생 10,715건 중 5,560건으로 51.9%의 부주의로 가장 높은 것으로 나타났다. 그러므로 제조사업장의 사소한 부주의로 발생하는 화재를 예방하기 위해서는 소방안전관리자의 처우개선과 기업활동규제완화의 겸직 허용을 재검토 하여야 하며, 소방안전관라자의 실무능력 강화를 위한 소방안전관리 실무교육과정을 이론적 교육 보다는 현장 실습위주로 할 필요가 있다. 이를 위해서는 소방안전관리자에 대한 법정 실무교육 횟수를 확대하여 현행 2년에 1회 에서 1년에 1회로 하고, 실무교육에 있어서도 우수송방안전관리 업체를 선정하여 화재예방에 대한 구체적인 업무를 활성화 하고, 문제 발생요소들을 분석하여 실습을 통한 소방안전관리자의 실무교육을 실시해야 할 것이다. 이러한 전문 소방안전관리자로 소방대상물의 소방교육 및 훈련을 성실히 수행 해야 할 것 이다. 한순간의 부주의로 인하여 화재가 발생하면 돌이킬 수 없는 수백명의 생명을 앗아가고, 수백억원대의 재산피해를 줄이기 위해서는 소방안전관리자의 역량을 넓히고 화재예방 업무를 최우선적으로 수행해야 할 것이다. 화재예방을 위해 소방안전관리자의 업무개선 및 전문교육을 활성화 하여 업무능력을 향상 시켜 화재발생시 초기진압에 신속하고 정확하게 대처해야 한다는 것이 전문적인 화재예방 대책 일 것이다.

Improving The Formal Long-Term Care Workforce Caring for the Elderly: A Focus Group Interview (요양보호사 교육의 고도화 방안에 관한 초점집단 인터뷰: 직무 및 치매교육을 중심으로)

  • A high-quality workforce is essential to delivering the high-quality care for the older people who are beneficiaries of long term care insurance. Providing adequate education and ongoing training opportunities could be one answer that may lead to the ultimate goal of improving the quality of long-term care services. Thus this study aimed to examine a workforce crisis and difficulties that care workers face in current education system, especially in contents and administration aspects and draw out suitable solutions or improvement measures. The focus group interview approach was chosen to reflect opinions of long-term care workers, directors of the education system in long-term care facilities and managers. The findings from the focus group interviews were analyzed by theme and classified into several categories by common subjects:'Training contents', 'Training environment', 'Administrator', 'Compulsory training', 'Care givers supply', 'Working condition'. Also, four content areas were presented as follows:'Job training', 'Dementia care training', 'Administration system', 'Workforce'. The caregivers demand very practical training programmes and trainers with a lot of field experience. Improving the working condition and treatments for them leeds to expand the opportunity of the on-going training.

Comparative Analysis of Job Satisfaction Factors between Permanently and Temporarily Employed School Foodservice Dietitians in Gyeongsangnam-do (경상남도 일부지역 학교급식 영양사의 직무만족 요인 분석 - 정규직과 비정규직의 비교를 중심으로 -)

  • This study was conducted to compare job satisfaction and factors related to job satisfaction between permanently and temporarily employed dietitians in school foodservices in the Gyeongsangnam-do area. A total of 204 questionnaires were used in the final analysis. The average age, length of employment, and monthly wage of temporarily employed dietitians was significantly lower than those of permanently employed dietitians. However, there was no significant difference of overall job satisfaction between permanently and temporarily employed dietitians, although the average pay, welfare benefits, and promotion factors for permanently employed dietitians was significantly higher. Work and pay factors had significant effects on the overall job satisfaction of permanently employed dietitians, while work factors and work atmosphere had significant effects on the overall job satisfaction of temporarily employed dietitians. In conclusion, there was a significant difference in overall factors related to job satisfaction between permanently employed dietitian and temporarily employed dietitians. The pay, welfare benefits, and promotion condition of temporarily employed dietitians should be improved to ensure the efficient management of the school foodservice workforce in the future.

건설분야 외국인산업연수제도와 설비건설업계의 산업연수생 활용 현황

  • 최근 우리나라는 청년실업이 사회적 관심사로 대두되고 있으나 3D업종은 취업을 기피하고 있어 이들 업종종사자들의 일부를 불가피하게 수입하는 국가로 전환한지 오래이다. 건설분야도 예외는 아니어서 기능인력 수요가 크게 증가 한 반면 근로여건이 열악하고 고용이 불안정한 건설현장의 취업 기피로 인력난이 갈수록 심화되고 있다. 이에 따라 정부에서는 1997년부터 국내건설현장에도 외국인력을 도입키로하고 지난 97년 6월 2,500명이 도입된 이후 외국인력이 꾸준히 증가하고 있으나 아직도 건설 기능인력 수급 불균형 해소에는 부족한 실정이다. 건설분야의 외국인 산업연수추천단체로 대한건설협회가 지정되어 연수업무를 시작한 이후 7년이 지난 지금 어느 정도 틀이 잡혔고 연수생에 대한 처우가 개선되면서 효율적인 운영과 관리로“건설현장의 인력난해소 및 국가간 협력증진”이라는 당초의 목적에 크게 기여하고 있다는 평가를 받고 있다. 따라서 본지는 외국인산업연수제도 및 연수취업제도를 자세히 알아보고 설비건설업계의 외국인 활용 실태도 점검해 본다. 또한 회원사들의 이해를 돕기 위해 외국인산업연수제도 및 연수취업제도에 대한 질의와 응답을 게재하오니 설비건설업계의 많은 참고를 바란다.

우리나라 공학교육의 현황과 문제점

  • 공학교육을 대학에 있어서의 교육이라고 생각할 때 먼저 그것은 한국의 대학교육의 일반적인 문제점을 그대로 반영하고 있는것은 물론이다. 즉, 대부분의 공학계대학은 종합대학교의 일개 단과대학 또는 학부로서 획일적인 여건에 직면하고 있으며, 의학교육등보다도 그 특수성이 인정되지 못하고 있는 것이 현실이다. 즉 의과대학의 의학과는 법적으로는 일학과에 부족하지만 부속병원등을 갖는 특례가 인정되고 교수수, 예산 및 학사운영에 있어서도 다른 대학에 비하여 특수성이 인정되고 있어서 어느 정도 충분한 교육 및 연구를 할 수 있고 의학교육을 위하여는 상당한 준비와 뒷받침을 하여야 된다는 것이 상식으로 되어 있으나 공학교육에 있어서는 아직도 그렇지 못하다. 결론적으로 더 충실한 공학교육의 강화를 위하여는 정부 및 산업계의 과격한 투자, 참여 및 황경, 처우의 개선등으로 실력을 갖춘 공학계학생들에게 희망을 주도록 하는 동시에 대학측의 적극적인 자세가 아쉽다고 하겠다.
