This study conducted AHP analysis to find out the directional of human resource management through policy priorities for personnel innovation of local public officials. The results of the study were derived using the AHP analysis methodology. The results of the study are summarized as follows. First, the interchange of personnel system was the most important measure among the measurement areas of interchange of personnel system, education training system, recruitment management system and appointment management system. Second, from the point of view of evaluation item, it is as follows. In the personnel interchange system, it was found that the conversion of personnel management based on job performance and performance was important. In the position management system, it is important to appoint and expand professional positions. In the recruitment management system, the introduction of personality and aptitude tests used in the private sector is important. Development of customized curriculum programs is important in the education and training system.

This paper presents a low cost and high accuracy integrated Global Positioning System (GPS)/dead reckoning (DR) system. The integrated GPS/DR system is capable of providing highly accurate position data in real-time or in post processing. Based on the analysis of the main error source affecting the DR measurements, an eight-state mathematical model for the integrated system has been developed to represent these errors. This eight-state model has been used to build a nonlinear filter for the estimation of the state vector at every epoch when DR measurements are available. The accuracy of the system has been evaluated using 1Hz DR measurements and 3Hz continuous GPS position estimates. Through numerical simulation the system performance during periods with GPS outage has been investigated by comparing two different noise models. While one model is the position estimation filter containing a single noise model, the other filter includes two-level noise model. The simulation results have shown that the estimation filter containing two-level noise model for computing the position error of the integrated GPS/DR system yields better performance than that the filter including the single-level noise model does.

In this paper, we carried out the performance evaluation of HM-Net(Hidden Markov Network) speech recognition system for Korean speech databases. We adopted to construct acoustic models using the HM-Nets modified by HMMs(Hidden Markov Models), which are widely used as the statistical modeling methods. HM-Nets are carried out the state splitting for contextual and temporal domain by PDT-SSS(Phonetic Decision Tree-based Successive State Splitting) algorithm, which is modified the original SSS algorithm. Especially it adopted the phonetic decision tree to effectively express the context information not appear in training speech data on contextual domain state splitting. In case of temporal domain state splitting, to effectively represent information of each phoneme maintenance in the state splitting is carried out, and then the optimal model network of triphone types are constructed by in the parameter. Speech recognition was performed using the one-pass Viterbi beam search algorithm with phone-pair/word-pair grammar for phoneme/word recognition, respectively and using the multi-pass search algorithm with n-gram language models for sentence recognition. The tree-structured lexicon was used in order to decrease the number of nodes by sharing the same prefixes among words. In this paper, the performance evaluation of HM-Net speech recognition system is carried out for various recognition conditions. Through the experiments, we verified that it has very superior recognition performance compared with the previous introduced recognition system.

오늘날 한국의 대학교육은 교육개혁 문제를 계기로 하여 커다란 소용돌이에 빠져들고 있다. 대학들은 서로 앞뒤를 다투어 여러 가지 '개혁방안'과 '자구책'들을 마련하여 발표하고 있다. 교수업적평가제와 강의평가제의 도입 및 강화, 전임교수 확보율을 높이기 위한 대규모 신임교수채용, 재정확보를 위한 발전기금 모금운동, 유사학과 계열화 및 통폐합 등 대학들은 이미 살아남기 위한 치열한 경쟁전선에 뛰어 들었다. 그러나 이러한 개혁논의와 노력은 결코 임기응변적인 것이 되어서는 안되며, 좀 더 심도있게 대학 문제를 되돌아보는 가운데 그리고 변화와 개혁의 기본방향에 대한 의견정립이 선행된 가운데 진행되어야 할 것이다.

동일부지내에 설치된 각 단동하우스에 무가온 상태 및 심야전력 전기히터, 온풍난방기를 각각 설치하여, 동절기 시설원예용 하우스의 온열환경, 난방방식별 에너지 소비특성, 난방효율에 대해서 검토하였다. 동절기 하우스의 벽체, 지붕을 통해 유출되는 관류열량을 정량적으로 계산하므로서, 하우스의 단열계획과 효율적 난방방식의 선정 및 난방에너지 절약을 유도할 수 있는 기초데이터를 제시하고자 한다. (중략)

이미 알려진 바와 같이 차세대 차량에 채용될 동력 시스템의 연구개발이 배출가스 규제에 대한 배기 성능의 획기적 개선에 집중되고 있는 한편, 포괄적 친환경 차량 개발 또한 일반의 관심을 끌고 있다. 현재에 이르기까지 배출가스 규제치 즉, 대기로 배출되는 질소산화물(NOx), 입자상물질(Particulate Matter, PM) 및 미연탄화수소 등에 대한 정량적 규제치의 만족여부가 차량의 친환경 여부를 가리는 척도로 주로 인식되어 왔으나, 금후 보다 본격적으로 완성차량 조립을 위한 전 제품의 제조과정으로부터 차량 폐기까지를 총괄한 포괄적 환경 영향 평가가 필수 불가결한 요소로 등장하리라 예측된다. 본 논문에서는 다중 경로 페이딩 채널에서 최대 다중 경로 지연폭이 한 비트 폭보다 큰 경우 발생할 수 있는 심볼간 간섭을 극복하기 위해 M-ary 신호 방식과 절환 신호 방식을 채용한 다중 경로 다이버시티 수신 noncoherent F나 ds / SSMA 통신 시스템의 평균 오율을 평가하였다. 시스템의 평균 오율은 가우스 근사법을 이용해 채널 파라메타와 PN 시퀀스의 길이와 같은 시스템 파라메타에 대한 식으로 표현하였고, 이러한 결과식을 이용해 M-ary FSK 시스템과 두 종류의 절환 수신기에 대한 FSK시스템의 평균 오율을 수치적으로 분석하였다.

삼성전자는 LCD 방식에 이은 3세대 프로젝션 모델로 평가받는 DMD (Digital Micromirror Device) 기술을 채용한 43‘’, 50‘’, 61‘’ DLP (Digital Light Processing) 프로젝션 TV를 개발 시판하고 있다. DMD 기술이란 921,600개의 미세한 거울들이 신호에 따라 반사각도를 조절하며 이미지를 구현하는 기술이다. 삼판식 프로젝션 시스템의 단점을 개선, 경박단소와 저가격화를 위하여 단판식을 이용하는 DLP 프로젝션 TV 의 경우 Red, Green, Blue 로 이뤄진 칼라휠을 회전시킴으로서 DMD 위에 연속적으로 삼색의 영상을 재생하여 색을 분리 합성한다. 현재 Embedded system 에서 많은 기업체들이 리눅스를 채용하고 있고, 이러한 임베디드 리눅스는 실시간 운영체제가 필요한 로봇제어기에서부터 PDA, set-top box등 여러 분야에 걸쳐 응용되고 있다. 본 논문에서는 StrongARM SA-1110 CPU을 이용하여 만들어진 임베디드 시스템에 리눅스를 사용하여 독립형 비전모듈을 개발한 내용을 기술한다. 또한, WinCE 를 사용하여 개발된 비전모듈과의 성능을 비교하여 리눅스를 이용한 독립형 비전모듈을 평가하고, 머신비전 분야에서의 리눅스 응용 가능성을 제시하였다.
