This study clearly defined the idea of convergence of small and medium companies and convergence types and understood convergence case of small and medium companies for each type in order to help enhancement of competitiveness of small and medium companies. The convergence type of small and medium companies accepted two levels including technology and industry and value improvement and creation suggested by Deloitte(2009) and it was classified into technology improvement-market expansion type, technology improvement-market creation type, technology creation-market expansion type, and technology creation-market creation type based on the companies introduced in the excellent casebook of convergence and integration technology development business of small and medium companies(August 2011). As a result, it was shown as 5 cases of technology improvement-market expansion, 4 cases of technology improvement-market creation, 3 cases of technology creation-market expansion, and 1 case of technology creation-market creation among the total 13 cases. Therefore, small and medium companies are focusing on technology improvement than technology creation and market expansion than market creation. What we can understand through cases analysis on convergence types of small and medium company is that it is very difficult for small and medium companies to create new technology or new market through convergence. Thus, small and medium companies consider market expansion through technology improvement as the objective and result of convergence. It is important to create new technology or new industry to cultivate new growth engines of the nation, but policy support that cares about reality of small and medium companies must be considered at the same time.

The aim of this article is to analyze problems of the government-led region-based business-university-research institute collaborations(BURIC) in Korea and to present main issues for solving and improving the current 'cul-de-sac' of these collaborations. The main problem of such collaborations is the wider divergence of opinions by actors who implement projects of the BURIC funded by the central and local government. Due to this problem, each region, mainly the non-Seoul metropolitan region, in Korea has problems of the system and people for BURIC. Within this context, main issues of the government-led and region-based BURIC is focused upon BURIC for the start-up of self-employment and the expansion of companies' lifespan. Since 2000, experts and policy-makers have emphasized business- (or company-) centered BURIC rather than University-focused one. This point of view should be improved or corrected. That is to say, policies of BURIC are in need of focusing upon the start-up for self-employment and the expansion of companies' lifespan.

Despite the rapid growth and importance of social enterprises in recent years, most social enterprises have many limitations such as small business size, financial dependence on government, lack of professional management personnel and knowledge, and low consumer awareness. Therefore, empirical research in the field of marketing is needed for economic independence of social enterprises. This study is based on the following: First, the identity of the social enterprise and the self-image of the consumer, second, the functional correspondence between the consumer's expectation and actual performance of the social enterprise's product, and third, the social value of the social enterprise product, the purpose of this study was to examine the effects of consumer value consistency on customer satisfaction and loyalty to social enterprises. Finally, this study aimed to suggest the moderating role of social enterprise clubs in this process to give implications for the long-term marketing of social enterprises. The results of this study are as follows. First, self-image consistency, functional correspondence, and value correspondence all have positive effects on the satisfaction of social enterprise and its products and form a loyalty. Secondly, whether or not the social enterprise club belonged to them is a moderating variable that raises sensitivity in the effects of self image consistency and functional consistency on customer satisfaction and customer satisfaction on loyalty. This study focuses on Hokkaido University Research & Business Park in Japan as an example of establishing a regional innovation ecosystem on campus based on the outstanding research and university-industry collaboration capabilities of local universities in non-metropolitan areas with weak foundations for start-ups and corporate growth. Hokkaido University Research & Business Park established a mid-to long-term plan using the idle sites on campus, and was developed through a gradual development process since 2003. The promotion of university-industry collaboration was pursued through an industrial-based approach of establishing a bio-industry cluster considering the characterization of local universities and the foundation of local industries. It also provides various corporate support services through cooperative governance between local industry, universities, research institutes and the government. This strategy for creating Hokkaido University Research & Business Park provides important policy implications for various policies and projects that promote regional development by utilizing university campuses like the campus innovation park project.

This study examines the concept and related technologies of the 4th industrial revolution that has been mixed so far and examines the socio-economic changes and influences resulting from it, and the cases of responding to the 4th industrial revolution in major countries. Based on this, by deriving SWOT factors and calculating the importance of each factor for Korean venture companies to prepare for the forth industrial revolution, it was intended to help the government and policymakers in suggesting directions for establishing related policies. Furthermore, the purpose of this study was to suggest a direction for securing global competitiveness to Korean venture entrepreneurs and to help with basic and systematic analysis for further academic in-depth research. For this study, a total of 21 items derived through extensive literature research and data research to understand what are the necessary competency factors for internal and external environmental changes in order for Korean venture companies to have global competitiveness in the era of the 4th Industrial Revolution. After reviewing SWOT factors by three expert groups and confirming them through Delphi survey, the importance of each item was analyzed by using AHP, a systematic decision-making technique. As a result of the analysis, it was shown that Strength(48%), Opportunity(25%), Threat(16%), Weakness(11%) were considered important in order. In terms of sub-items, 'quick and flexible commercialization capability', 'platform/big data/non-face-to-face service activation', and 'ICT infrastructure and it's utilization' were shown to be of the comparatively high importance. On the other hand, in the lower three items, 'macro-economic stability and social infrastructure', 'difficulty in entering overseas markets due to global protectionism', and 'absolutely inferior in foreign investment' were found to have low priority. As a result of the correlation verification by item to see differences in opinions by industry, academia, and policy expert groups, there was no significant difference of opinion, as industry and academic experts showed a high correlation and industry experts and policy experts showed a moderate correlation. The correlation between the academic and policy experts was not statistically significant (p<0.01), so it was analyzed that there was a difference of opinion on importance. This was due to the fact that policy experts highly valued 'quick and flexible commercialization', which are strengths, and 'excellent educational system and high-quality manpower' and 'creation of new markets' which are opportunity items, while academic experts placed great importance on 'support part of government policy', which are strengths. The implication of this study is that in order for Korean venture companies to secure competitiveness in the field of the 4th industrial revolution, it is necessary to have a policy that preferentially supports the relevant items of strengths and opportunity factors. The difference in the details of strength factors and opportunity factors, which shows a high level of variability, suggests that it is necessary to actively review it and reflect it in the policy.

This paper aims to investigate the characteristics of location and business-services networks of venture firms in Daegu region. The regional venture firms are small scale and consist of mainly R&D investment and license new-technology in the category of soft-ware. Since the mid-1990's the firms that were founded by people with higher education and career experience seek diverse growth strategies. those firms concentrate in some regions of dalseo-gu and buk-gu. There are a few difference by types of firm-business, but, on the whole, the princepal location factors of venture firms are accessibility of research institute and university, easy information availability, and use of moderate land. In regard to networks with client firms, the venture firms determine whether to transfer. The result of the characteristics of networks between regional venture firms and business-service enterprises is as follows; the regional venture firms utilize small number of business-service enterprises and use mainly information processing and other computer operation related services and professional, scientific and technical services. In business-service be used by regional venture firms, the frequency of information processing and other computer operation related services, research and development, business support services is much, while the frequency of professional, scientific and technical services is little. Business-service enterprises are distributed mostly in Daegu region and are used owing to lack of technology and knowledge.
Korean government had used public 'credit guarantee schemes' (CGS) as a counter-cyclical measure. However, it is still controversial about the effectiveness of policy financing on the SMEs. Criticism on policy financing involves the argument that supporting enterprises hampers competition and innovation of SMEs by increasing their dependence on the government and delays the exit of marginal firms. In this paper, we investigate how to effectively build up the rationale of running public CGSs. At the same time, we propose the ways to coexist of public credit guarantee and market-based private finance system for SMEs. First, CGS, as a counter-cyclical function, must coexist with the private financial system by compensating the market failure caused by pro-cyclical behavior of the private financial market. Second, CGS has the comparative advantages, compared to both the interest rate policy of the central bank and fiscal policy of the government. The credit guarantee is the symptomatic treatment that could revitalize the economy shortly by providing liquidity. Also, knowing that CGS is provided based on the leverage ratio defined by outstanding guarantee divided by capital fund, public 'credit guarantee' (CG) has an advantage that is free from the risk of government deficit. Third, the reason for existence of the CGS should be founded in supporting services for SMEs, available only in a public sector that is difficult to expect from private banks. In this regard, it is desirable to strengthen the publicness of credit guarantee over the support for start-ups, growing companies, the improvement of productivity, increase of exports, a long-term investment in facilities, the employment-creating businesses, and innovative enterprises.

Various studies have been carried out on the subject of entrepreneurship, which is required to create new businesses and organizations during the early process of startups based on innovative technologies and ideas. At the same time, the concept of organizational entrepreneurial orientation, which explains how to manage enterprises in the process of pioneering new products and markets, is drawing more and more attention for the purpose of continuously creating and maintaining a competitive edge of startups. This study focused on the relationship between entrepreneurial orientation and startup performance and the role of technological orientation and social capital. An empirical research was conducted on 144 different startup companies residing in startup supporting institutions. To evaluate the suitability of the research model, a PLS-based structural equation model was used. The research results are as follows: First, the entrepreneurial orientation of startups was found to have a positive effect on startup performance. Second, it was shown that entrepreneurial orientation had a positive effect on all three dimensions of social capital and technological orientation. Third, it has been shown that technological orientation and the cognitive dimension of social capital mediates the relationship between entrepreneurial orientation and startup performance. Through this, it was confirmed that entrepreneurial orientation directly affects startup performance, and it even influences the growth of startups by increasing technological superiority and social capital which is inherent in the network. Also, the research identified the need for additional research on the relationship between the strengthening of technological orientation and strategical orientation in startups. This study is expected to expand the discussion about social capital in the field of startup related research by affirming the role and importance of the cognitive system embedded in the network as well as the connectivity of networks, which has been already emphasized in previous startup related studies. Finally, the results of this study were reflected to present new practical implications.

This paper analyzes the 5,521 samples of the small and medium-sized businesses(SMBs) obtained from the Korea Credit Guarantee Fund. From January 2014 to September 2019, 85% of the SMBs have 5 or fewer full-time employees. The proportion of SMBs is overwhelmed by the elderly men, and most founders are the CEO. Also, about 87% of the workplace types are rented, while 64% of the CEO's residence types are owner-occupation. 47% of the financial grade score is less than 10 points out of 100 and 80% of SMBs have less than 200 million won of the loan guarantee. In particular, the total guarantee loan amount or the days of net guarantee have significantly positive relations with the working period of the CEO in the same industry, the number of employees, the operation period of SMBs, and the corporate business type. In the case of the financial grading score which has the highest weight in overall credit rating gets higher with the higher number of employees, the longer the operation period, and the corporate business type. However, the quantified non-financial grading score has no significant relationship with other explanatory variables, except for the corporate business type. This implies that a non-financial grade score is measured by other determinants that are not observed by the Korea credit guarantee fund. The pure non-financial grade score has positive relations with the working period of the CEO. Overall, this paper would help Korean SMBs upgrade their credit ratings and expand the money supply when there is no standardized credit rating model or no publicly available evaluation criteria for SMBs. We expect this paper provides important insights for further research and policy-makers for SMBs. In particular, to address the financial needs of thin-filers such as SMBs, technology-based financial services (TechFin) would use alternative data to evaluate the financial capabilities of thin-filers and to develop new financial services.
As global economic conditions are getting uneasy and polarization of our economy is intensified, the economic sentiment of small businesses is still low and unstable. The collapse of worldwide banking systems due to sub prime crisis in 2007 became the catalyst that shakes financial industries in each country in the world; the most sentiment people, small businesspersons, also have hard time facing survival way out, facing a great crisis. All organizing powers including manufactures, wholesales and retails are being gradually greater in mutual relations and dependence, and unstable factors about risks are also increasing. For exterior environmental and physical risk factors which cannot make small businesses survive themselves by developing ways out are eventually increasing, those who cannot cope with these factors face a great crisis. Although the government tries hard to overcome this situation conducting many ways, the effect does not continue. It is the real state that independent business markets including overall employment and establishing business have vicious cycle that they cannot be improved, due to increase of employment centered on short-term labors which lack durability in creation of employment and decline of household income. Recently, growth shows indication of slowdown because of multinational risk factors including financial crisis in each country in Europe, the death of Kim Jung-il, relationship with North Korea, and unstability of war situation in the Middle East Asia. Experts expect that growth rate will be about 4%, and independent business that ordinary people feel is still gloomy. It's reality that there is no adequate alternative for lack of jobs, unstable employment and a means of living after retirement. Also, the fact that large companies enter the market which is narrow and in the excessive competition should be an environmental factor that makes the situation worse. The business concept, a franchise, is the part we should think about whether it is the institutional solution that can guarantee independent businessmen stable life. Major companies are frightfully entering the market today, breaking the barrier to entry and shouting of a win-win with independent businesses. It's the small businesspersons who go through painful domestic recession, cannot predict the future and manage confusing and unstable independent business. It's very important to restore the domestic economy through wisely boosting consumption as soon as possible. It's also important to lead the situation by gathering powers of the government and related organizations, agonizing, suggesting solutions, and establishing accurate directions. The purpose of this study, therefore, is to suggest ways to strengthen competitiveness of small businesspersons by examining small business support policies which are currently implemented.
