Korean Government Budget Supports for startups have been spiked and resulted in increasing the number and scaling up Startup Accelerating managers. It have skyrocketed the strong demand for their qualified roles. However, unclear role description and gap between required role and their capability have discouraged startup manager's self-efficacy resulted in declining their full commitment and causing poor role performance. The focus of this research falls on empirical analysis to the effect of startup accelerating manager's capability characteristics on their full commitment and performance to start-up support groups. This research is expected to deliver diverse policy alternatives to build up manager's core competencies to accelerate their self-efficacy leading their full role commitments and finally pushing up policy performance. In addition, this research will found more strong literature review for the following researches in this emerging fields. This research is brought four highlighting results with respect to four research problems. First, it propose proper concept of startup accelerating manager based upon its legal entitlement. Second, it drive required core competencies of manager for successful their accountability. Third, it analyze the unique features of startup accelerating manger's capabilities against business incubation manger. Fourth, it empirically analyze in coming with government startup funding, the effect of self-efficacy including employment status, job environment, etc. on their organizational commitment and job performance. This research reveal the required unique core competencies of manger into founder sourcing ability, project managing ability, startup proving and pivoting ability, consulting ability for successful investment raising. As of this empirical research results, First, manager's ability have positively effect on their job performance, full commitment, and self-efficacy. Second, self-efficacy have a mediating effect on manager's ability, job performance, full commitment. This research derive key policy implication of requiring to build up more accelerating ability, of manager from the basics to advance level by customized and algorithm based traing program. This accelerating ability buildup program will not only surge self-efficacy of manger resulting in making full commitment and better job performance, but also devote to categorizing the unique new feature and position of manger as seed investment and supporter.

기업, 대학, 정부는 창업을 활성화하고 생태계를 구축하기 위하여 끊임없이 발전하며 상호작용을 증대시키고 있으며 정부는 협력을 확대하기 위한 다양한 정책을 추진하고 있다. 대학은 창업활성화의 중심에 있고 그 중심에는 가장 오래된 전담조직인 창업보육센터가 있다. 본 연구는 대학의 창업생태계가 대학의 창업보육센터의 경영성과에 미치는 영향을 분석하여 결과를 도출하고 방향을 제시하는 것을 목적으로 한다. 연구결과를 요약하면 다음과 같다. 첫째, 대학의 창업생태계는 창업보육센터 입주기업의 경영성과에 긍정적인 영향을 미친다. 둘째, 대학의 관심은 입주기업 경영성과에 긍정적인 영향을 미친다. 셋째, 창업보육센터장의 리더십, 매니저의 전문성과 적극성은 입주기업 경영성과에 긍정적인 영향을 미친다. 따라서 입주기업의 경영성과를 향상시키고 성장시키기 위해서 기업 대학 정부는 상호협력 해야 하며 창업보육센터에 대한 지원을 아끼지 말아야 한다.

Korea is a country having shortage of natural resources, but to overcome this issue and to nurture national competitiveness it is challenging for national-lead economic policy, citizen's dedicated efforts and technological innovation for achieving economic growth. Since the financial crisis, the government has boldly promoted policies to nurture venture companies to make structural adjustments for the sophistication of the industrial structure and job creation. Various policies for establishing the foundation of the entrepreneurial ecosystem in which the process of start-up, growth, recovery and reinvest are virtually circulated are presented by the Business Incubators. Recently the Business Incubators neither present a direction differentiated from the vocation of Business Incubator, and nor the operating methods for leading the changing of Business Incubator environment, which threatening the role of Incubating and growing early startup companies. In order to explore the development change of the business incubator, in this research we analyzed the published papers from 1998 to 2016 of business incubator government polices, research methods, related research topics and other major variables. The analysis of the research trends of business incubator revealed the lack of depth case studies, diversity of research topics, and the study of certain limited variables. For the development of the business incubator, case studies of the institutions which carried out excellent incubator and research on the incubation system of the institutions, that are similar to the incubation center are required. This research suggest further research on the case studies of excellent business incubator and agencies, and the center director and manager, which is the center of human resources, and hopes for the revitalization of business incubator researches.

In industrial society, the conversation topic of this period is mainly business start up, and revitalization of business start-up, through creation of new jobs, is playing an important role in employment maximization and revitalization of economy in general; one of those inducements is a start-up business incubation system, in whose center exists a start-up business incubator center. Hereupon, this study is intending to contribute to setting up the efficient operation direction and polity line, and provide a clue to a discussion by empirically analyzing the influence of quality level and degree of assistance of a start-up business incubator on satisfaction. For this purpose, this study developed a questionnaire on the basis of the preceding researches and conducted its research targeting a total of 500 valid samples. As a result of doing research, it was found that the quality level and assistance degree of services provided to a move-in company or a preparator of business start-up has a significant influence on satisfaction with the center & support service, and a manager's capabilities and related technology characteristics had a significant influence on satisfaction.

본 연구는 창업보육센터 입주기업을 대상으로 지원서비스가 성장단계별로 차이가 있을 것이라는 가정과 입주기업이 느끼는 만족도와 그에 따른 경영성과에 영향을 미칠 것이라는 가정 하에 입주기업의 니즈(needs)를 반영한 성장단계별 차별화된 효과적 지원서비스로 입주기업의 만족도와 경영성과를 높임으로써 창업성공률을 제고하기 위한 이론적 기여와 정책적 시사점을 제시하는 데 목적이 있다. 본 연구의 검증을 위하여 가설1 성장단계별 지원서비스는 정(+)의 유의한 차이가 있을 것이다, 가설2 성장단계별 만족도는 정(+)의 유의한 차이가 있을 것이다, 가설3 성장단계별 경영성과는 정(+)의 유의한 차이가 있을 것이다를 ANOVA 분석을 실시하였고, 가설4 지원서비스가 경영성과에 정(+)의 영향을 미칠 것이다, 가설5 지원서비스가 만족도에 정(+)의 영향을 미칠 것이다, 가설6 만족도가 경영성과에 정(+)의 영향을 미칠 것이다는 회귀분석을 실시하였다. 분석결과, 선행연구와 같이 지원서비스는 입주기업의 경영성과와 만족도에 영향을 미치는 것으로 나타났다. 본 연구는 창업보육센터의 성장단계별 지원서비스가 서비스의 만족도와 경영성과에 어떠한 영향을 미치고 있는지를 중소기업청 지정 창업보육센터 입주기업 174개를 표본으로 SPSS 22.0을 이용하여 검증하였다. 본 연구에서 실증분석을 통하여 얻은 연구 결과를 요약하면 다음과 같다. 첫째 성장단계별 지원서비스의 차이에 대한 차이분석 결과 정(+)의 유의한 차이가 있는 것으로 나타났다. 둘째, 성장단계별 만족도의 차이는 차이가 없는 것으로 나타났으며 성장단계별 경영성과의 차이 중 투자유치는 정(+)의 유의한 차이가 있는 것으로 나타났다. 셋째, 창업보육센터에서 제공하는 지원서비스가 입주기업의 경영성과와 만족도에 정(+)의 영향을 미치는 것으로 나타났다. 마지막으로 입주기업의 만족도도 경영성과에 정(+)의 영향을 미치는 것으로 나타났다. 결과를 종합해보면 창업보육센터의 지원서비스가 아직도 행정지원과 자금지원 등에만 국한되어 지원되고 있는 것으로 나타나 입주기업의 성장단계에 적합한 다양한 서비스의 제공이 필요함을 주지시켜 주고 있다. 또한, 성장단계별 입주기업의 만족도는 매출증가와 고용증가로 이어졌지만 아직 투자유치에는 크게 영향을 미치지 못하고 있음을 알 수 있다. 따라서 모든 입주기업에게 획일적인 지원서비스가 아닌 차별화된 지원서비스가 필요하며, 이를 위하여 창업보육센터 매니저들이 엑셀러레이터로서의 역할을 하기 위한 창업보육역량 고도화가 필요하고, 창업보육사업은 기업의 성장단계와 관련이 있으므로 입주기업의 성장단계 및 창업보육센터의 지원하는 역할과 기능에 따른 창업보육모델의 진화를 고려한 3세대, 4세대 보육모델로서의 발전된 운영정책 수립이 요구된다.

최근 들어 고용없는 성장 및 청년 실업율이 높아지면서 기술을 기반으로 한 창업의 산실인 창업보육센터(Business Incubator : BI)의 역할이 주목을 받고 있다. 이와 더불어 이에 대한 연구들로서 BI의 효율적인 운영과 성과측면에도 많은 연구들이 이루어져 왔다. 국내외 선행연구들은 크게 BI의 지원서비스유형 및 정도가 입주기업의 성과에 미치는 영향 과 입주 기업의 특성유형 및 정도가 성과에 미치는 영향으로 대분된다. 즉 BI의 성공요소들(Critical Success Factors), BI의 지원서비스, BI 내부조직 등과 BI 성과와의 상관관계분석 등에 초점이 맞추어 졌다. 또한 입주기업들이 BI 입주시 지니고 있는 잠재적인 역량 즉, 사업아이템 경쟁력이나 CEO역량, 기술 사업화 역량들이 기업들의 사업화성공률 향상과 BI의 성과에 영향을 미치는 것으로 분석되었다. 그러나 BI의 성과에 영향을 미치는 업무시스템 관여정도와 매니저의 역량에 대한 연구는 미흡한 측면이 있었다. 따라서 본 연구는 이러한 문제들을 연구하기 위하여 첫째, BI가 제공하는 보육서비스 특성과 이러한 특성들이 BI성과에 영향을 미치는 상관관계를 분석하고 둘째, BI의 업무역량이 보육지원서비스와 BI 성과에 미치는 조절효과를 분석하고자 하였다.

본 연구는 창업지원사업의 효과성을 높이기 위해 창업지원사업의 분야 및 창업지원사업의 기대충족도와 경영성과와의 인과관계를 규명하고 창업기업의 경영성과에 영향을 미치는 요인이 무엇인지를 검증하는 것에 목적이 있다. 이에 따라 우리나라 창업지원사업의 분야별 인지도, 중요도, 만족도를 살펴보고, 이러한 인식도의 차이인 기대충족도를 비교분석하여 이에 근거한 문제점을 파악함으로서 현 시대에 맞는 발전방향을 도출하여 우리나라 창업지원사업의 발전방안들을 제시하며, 합리적이고 효과적인 정책방향을 탐색하고자한다. 조사대상은 충청남도와 충청북도의 창업보육센터에 위치하며, 중소기업창업지원법에 의해 사업을 개시하고 7년이 지나지 않은 개인사업자 및 법인 사업자로 한정하였다. 자료수집 방법은 창업보육 매니저에게 요청하여 10개의 창업보육센터를 대상으로 총 150개의 입주기업에 이메일 설문지가 발송되었고, 자기보고식 작성방법에 따라 설문회수된 123개의 설문지 중 불성실 하게 응답한 설문지 1부를 제외한 총 122개를 최종 설문지로 사용하였다. 연구를 위한 자료의 수집은 2017년 10월 10일부터 2017년 10월 25일까지 2주간 실시하였다. 본 연구를 수행하기 위해 수집된 자료는 IBM SPSS Statistics 22.0을 활용하여 분석하였다. 창업지원사업 분야별로 창업자들이 상대적으로 중요하게 생각하는 정도와 실제 만족하는 정도의 평균값과 그 차이에 대한 검정을 한 결과는 다음과 같다. 창업지원사업 중 가장 중요하게 인지하고 있는 분야는 자금지원(4.44점), 시설 공간(4.25점), 컨설팅(3.80점), 창업교육(3.76점) 순으로 나타났고, 자금지원과 시설 공간은 4점 이상의 높은 점수를 보였다. 창업지원사업의 만족도는 창업교육(3.39점), 시설 공간(3.48점), 자금지원(3.36점), 컨설팅(3.33점)순으로 나타났다. 창업지원사업의 창업교육, 시설 공간, 컨설팅, 자금지원 각각 분야의 중요도와 만족도의 차이에 대한 통계적 유의성을 검정한 결과 모든 분야에서 유의미한 차이가 있는 것으로 나타났다.

This aim of study is to offer three way(the E-commerce operations site, electronic catalog site, the E- commerce function improvement, the off-line E-biz revitalization) for E-commerce revitalization of business incubator center's resident enterprise through interview with business incubator center's resident enterprise, business incubator center's manager and the operation company of the COBIAN as E-commerce site of business incubator center. Solutions presented by business incubator center are considered from various angles to improve law perception in the COBIAN and to exchange contact information among BI companies in the COBIAN. And The solution emphasize an efficiency as well as an absolute investment to present the solutions that are able to do better important function as business incubator center than any other. furthermore, a business incubator center presents solutions for solving problems with small and medium enterprises as well as the COBIAN, which is doing E-commerce operation.

This study aims to observe the impacts of entrepreneurship and market orientation of Seoul's business incubator (BI) CEO's on business performance, as well as investigate the moderating effects of BI supporting services. The main objectives of this study are as follows: first, to observe how the entrepreneurship of CEO's affects business performance; second, to observe how CEO's market orientation as a cultural factor attributes to business performance; third, to verify whether the utilization level of BI supporting services shows moderating effects between entrepreneurship and business performance, and finally to verify whether the utilization level of BI supporting services shows moderating effects between market orientation and business performance. Business incubators in Seoul registered with the Business Incubator Association were surveyed both online and offline to receive 127 responses out of 320 circulations. By filtering out insincere reponses, 117 were used for statistical analysis. Our results assert that the utilization level of physical BI supporting services does indeed strengthen the relation between initiative and financial performance. Also, it is interesting to note that the utilization level of physical BI supporting services supports the relation between risk sensitivity and financial performance. While risk sensitivity on its own shows no positive effect on business performance, a suitable utilization level of BI supporting services is likely to strengthen the connection. In addition, the utilization level of both physical and non-physical supporting services shows a moderating effect between initiative and non-financial performance. Based on the results above, risk-taking business incubator CEOs with initiative are likely to yield better financial performance in terms of increasing sales, if provided with various physical supporting services such as sufficient educational facilities including communal spaces and conference rooms.

In recent, Korean government TF Team announced new entrepreneurship policy of establishing virtuous cycle in high-tech venture startup financing ecosystem with emphasizing on 'boosting up angel investment and M&A.' This policy is brought not only to come up with the previous policy defects of creating less creative starts-up despite that government has put die-hard efforts, such as big chunk of budget dumping and policy preference, to promote high-tech starts-up since the year of 1997, but also to found right momentum of shifting entrepreneurship policy paradigm from government-direct to entrepreneur into indirect via utilizing the market forces. In particular, this policy puts a highlight on promoting angel investment, representing unfolding red carpets for creative economy. However, this policy confront critical fatal flaws such as a serious lacks of business angels which carry out the core function of government policy. In worse off, business angels cannot be raised up in short term period by taking other practical entrepreneurship ecosystem cases. As alternative, this paper propose the raising-up over entrepreneurship facilitators with having angel investing potentials in short term. In specific, this paper suggest the training methodology over the previous BI manager, passive simple angel investors, and consultants in entrepreneurship for embedding entrepreneurship facilitators. This paper carries four different specific studies. First, this paper implement literature review for entrepreneurship policy with respect to evaluating the previous entrepreneurship policies and making a diagnosis over its consequences. Second, it carries theoretical literature reviews relating to Korean angel investment and business incubation. Third, it proposes the concept of entrepreneurship facilitators. Fourth, it brings the alternatives of raising up entrepreneurship facilitators.
