The purpose of this study is to see the motive, processes and strategies of change in poor single mother self-help group and analyze meaning in the self help group, agencies and themselves by change. As to this discussion, We seek to grope practical ways for self-help group. By using Participatory Action Research, We intended to an alternative plan in collaborating between practitioners and all concerned. Following four-step-process in this methodology, we explored processes of changing and considered social work practical meaning. On results, first, The motive have come from critical minds that motivate them to choose their way subjectively. We concluded that they have a necessity of change as a groping activity within their capability. Second, On process trying to be changed, They have made initiative decisions about how extensive and deep their changes should be, by discussion being themselves. So they have agreed to aim at purposeful activities beyond just emotional support. Third, they suggested and planned meaningful action as a specific strategy for changing and all these were done by local community volunteering and lecturing for supporting single mother. In conclusion, The 'Change' single mother group activity aim at is, based on subjective decision, to change a practice of a social worker into a practice of participant, and to develop social empowerment more improved to control social condition, which is forming their life, by their own choice. Furthermore, It needs to be considered approach to Community for overcome limits of self help group activities. Based on these consequences, We presented social work practical meaning.

The purpose of this study was to explore the social workers' reflections developed during the participatory action research seeking practice methods in the community welfare center single parent self-help groups. Nine social workers and researchers sharing difficulties in the community welfare center single parent self-help group practice were involved in the participatory action research. We performed a circulatory research repeating 'plan-action-reflection-replan' cycles through ten sessions of research meetings including peer supervision in parallel with 4 self-help group practices. Multiple practice methods were derived as the result among which change in the social workers' perception was the key. We focused on the result that the social workers' perception was changed by reflections from participatory action research and the contents of the reflections were qualitatively analyzed using materials acquired during the study. As a result the following 5 themes were derived; 'recognition and worry on the lack of appropriate practice for the self-help group', 'specification of the social workers' role based on the changed perspective on the member-social worker relation', 'confirmation of the possibility of the concerned person initiated practice', 'detailed understanding of the single parent self-help group in the community welfare center', and 'renewed recognition of the development of the single parent self-help group in the community welfare center'. Based on these results, empowerment and reflection/reflective practice for single parent self-help group in the community welfare center were discussed.

일부 지역에서 서로간의 이해관계 문제로 낙농자조금조성에 참여하지 않고 있지만, 이것은 낙농산업발전에 적극 동참하지 않고 무임승차 하자는 것으로 바람직스럽지 못하다고 하겠다. 따라서 내년에는 낙농인들에 의해 모인 자조금이 다시 낙농인들에게 배가되어 되돌아갈 수 있도록 자조금사업에 박차를 가하면서 모든 낙농가가 동참하기를 바란다.

"육우의무자조금 시행 첫 해에 농가분들이 적극적으로 자조금사업에 참여해 주셔서 거출률이 95%를 넘어섰습니다. 육우산업 회생을 위한 농가분들의 열망이 그만큼 크다는 뜻입니다. 육우자조금관리위원회는 그 기대에 부응하기 위해 소비자들에게 우리 육우의 장점을 알리는데 최선을 다하겠습니다. 육우산업은 낙농산업이 존재하는 한 필수불가결한 산업임에도 불구하고, 타축종 대비 정부나 농 축협 등에서도 관심과 지원이 적고, 육우품질도 수입산 쇠고기보다 월등히 뛰어나지만 소비자들에게 제대로 된 평가를 받지 못하고 있다. 임의자조금 10년의 과정을 거쳐 올해 처음 의무자조금으로 출발한 육우자조금관리위원회를 진두지휘하고 있는 최현주 위원장을 만나 올해 사업 성과와 향후 사업 방향에 대해 들어봤다.

지난해 12월 23일 오후 2시에 필자는 육계자조금 대의원 총회를 축하하려고 그 현장에 갔다가 '자조금과 민주주의'의 단면을 다시금 실감하고 그냥 돌아왔다. 폭설과 정족수 등의 문제도 있었지만 준비위 세 단체의 이견이 제대로 조정되지 않은 채 그 중요한 대의원회 우선 열고 봐야 했다는 점을 알았기 때문이다. 오히려 딴 이유가 생겨 불필요한 토론과 혼란이 불가피 했을 첫 모임에 그럴듯한 구실을 만들어 준 것이 다행이었는지도 모른다는 씁쓸한 생각까지 하게 된 것이다. 자조금은 많은 논란을 거치고 나야 비로소 자리가 잡힌다. 민주주의 성취와 마찬가지이다. 육계 의무자조금도 이제까지 준비과정에서 겪어온 일과 앞으로 결코 쉽지 않을 것 같은 절차를 너무나 당연한 것으로 여겨야 할 것이다. 여럿이 참여하는 민주주의가 어디 마음대로 잘 되어지던가.

99 낙농자조금사업은 우유$\cdot$유제품에 대한 소비촉진을 통해 과잉된 우유의 재고를 소진시킴으로서 우유의 수급안정에 크게 기여했을 뿐 아니라 한편으로는 정부의 원유대 인하방침을 차단시키는 방패가 되었다. 또한 무엇보다도 '99 낙농자조금사업은 낙노가 스스로에 의해서도 우유시장을 안정시킬 수 있다는 시금석을 구축했다는 데에 큰 의의가 있다.

육계자조금 설치를 위한 대의원 선거가 지난 10월 24일부터 28일까지 5일간의 일정으로 치러졌다. 전국 76개 선거구 중 74개 선거구에서 치러진 이번 대의원 선거는 68개소에서 유효 선거가 이루어져 총 135명의 대의원을 선출했다. 유효득표미달 선거구(6개 선거구)가 발생했음에도 전체 농가 참여율은 58.7%(사육수수는 63.7%)를 기록했다. 본고에서는 육계자조금 대의원 선거 현황 및 개표결과에 대해 알아본다.

자조금제도(cheek off system)를 실시해야 된다는 의견들을 심심치 않게 듣고 있다. 양축가들의 관심이 매우 높기 때문이다. 언제 누가 어떻게 교육을 하였기에 이렇게 여론이 조성되었는지 참으로 신기할 따름이다. 자조금에 대한 이야기를 계속하다 보면 많은 양축가들이 자조금만 실시되면 우리 업계의 모든 문제들이 한꺼번에 해결되는 만병통치약으로 알고 있는데 놀라지 않을 수 없다. 값이 떨어지면 즉시 수매비축하고 이 돈으로 유통구조도 개선하여 문제들을 해결한다는 것이다. 일은 사람이 하고 유능한 사람을 구해서 일을 하려면 돈이 필요하고 돈을 모으는 방법과 사용처에 대한 업계의견을 들어 본다.
