부산 남외항 정박지 이용 현황 및 개선방안

  • 우리나라 최대의 항만인 부산항의 정박지로 북항에는 집단정박지 1개와 포인트 정박지 5개가 다대포항 입구에는 포인트 정박지 1개가 그리고 남외항에는 5개의 대기정박지가 지정되어 있다. 남외항 정박지는 정박선의 크기별로 5개의 정박지로 나뉘어 있는데 특히 N-5 정박지는 2009년에 국내 최초로 항계 밖에 지정되어 운영되고 있다. 최근 남외항 정박지는 기상 악화 시 주묘(走錨) 등으로 인한 접촉 충돌 등의 해양사고 위험 요인이 상존하고, 해운산업의 경기침체와 경영악화에 따라 장기계선 또는 감수보존 등의 선박들이 조종 불능상태로 방치되는 등 선박안전에 취약한 실정이다. 이 연구에서는 남외항 정박지의 이용현황을 분석하여 정박지 운영의 문제점을 식별하고 개선방안을 제안하고 한다.

  • Based on the case of Busan Port November anchorage, which is a group anchorage, related regulations to promote group anchorage safety management, the turning radius of anchored ship, and more accurate weather information collection and safety through improvement of the supporting system for VTS operations to apply the anchorage location in accordance with reality that it is a suggestion for management improvement methods.

  • 부산항 입항 및 출항 대기, 통과 선박의 중간 기항지로 이용되는 부산 남외항 대기 정박지는 N-1~N-5으로 구성되며 현재, 최대 90척이 동시에 정박 가능한 집단 정박지 지정방식으로 지정되어 있다. 부산 남외항 대기 정박지는 입 출항 선박 및 통과 선박, 급유선 등의 교통에 따른 충돌, 접촉 등의 해양 사고와 갑작스러운 돌풍 등 기상악화에 따른 충돌, 접촉 및 좌초 등의 해양 사고가 발생하고 있다. 부산 남외항 대기 정박지의 자연 환경, 이용현황, 기상, 입 출항 선박 및 통과 선박의 교통 흐름을 종합적으로 살펴보고 부산 남외항 대기 정박지에서 발생하는 해양사고를 분석하였다. 따라서 부산 남외항 대기 정박지의 운영상의 문제점을 찾고, 해상교통조사 설문조사 이론적 근거를 기초로 안전도 평가 시스템을 사용하여, 향후 개선방향을 제시하였다.

A Improvement Plans for Anchorage at Masan Port (마산항 정박지 개선방안에 관한 연구)

  • This study analyzes the problem of lack of anchorage caused by some anchorage closed and suggests ways to improve Masan anchorage. For this, we established the evaluation criteria, and analysed the anchorage operating rate during 5 years after estimating the capacity of barge, and suggested improvement plan after appropriateness assessment of anchorage capacity, finally verified the anchorage improvement plan. As a result of study, it is analyzed that the Masan A-2, A-4, A-6 anchorage needs to expand the anchorage due to excess the anchorage assessment criteria of 60 %. So, in order to improve the Masan anchorage, we suggested the improvement plan that extended 1.8 times by the group designated anchorage, according to integrating the A-2, A-4, A-6 anchorage and anchorage dwell time and ship type. And, the result of verification improvement plan, it is analyzed that meet the assessment criteria since decreasing the anchorage operating rate by 1/2 compared to the existing one, does not act as a risk factor in terms of maritime traffic.

A Study on the Method of Representing Anchorage Using Occupancy Rate - Simulation Based on Ulsan E Anchorage - (정박지 점유율을 이용한 집단 정박지 면적 제시 방법 연구 - 울산항 E 정박지를 대상으로 시뮬레이션 -)

  • This study aims to present methodology for determining the appropriate anchorage area through the simulation reproduces the maritime transport environment, and analysis of the adequacy of anchorage applied at Ulsan E anchorage, suggests the formula of anchorage occupancy rater per hour and necessary anchorage area for this purpose. And configured simulation algorithm and modeling using MATLAB program, and applied Ulsan E anchorage, compared anchorage area with anchorage occupancy rate per hour. As a result, E1 necessary anchorage is 1.41 times, E2 necessary anchorage is 0.90 times and E3 necessary anchorage is 0.96 times compared to total anchorage area. If the result of adequacy analysis of anchor area reflect anchorage design criteria, it is determined to be helpful for the safety of the vessel using the anchorage.

Improvement Plans for Anchorage at Yeosu·Kwangyang Port (여수·광양항 정박지 개선방안에 관한 연구)

  • Relocation and expansion of existing port facilities are necessary given this increase in marine traffic volume and the presence of larger entering vessels. Therefore, this study focused on anchorage among water facilities, and examined the degree of harmony between anchorage and other water facilities at Yeosu Kwangyang Port. The number of anchoring vessels in relation to anchorage over the past 5 years, total anchored hours by anchorage-years, average number of simultaneously anchored vessels by anchorage-years, maximum number of simultaneously anchored vessels by anchorage, and maximum size of anchored vessels by anchorage have been surveyed. The minimum anchorage radius has been calculated according to the designated anchorage capacity according to anchorage. Finally, improvement plans for Yeosu Kwangyang Port's anchorage have been suggested, including relocating of Yeosu no. 2 anchorage, expanding of Kwangyang no. 1 ~ 5 anchorage, relocating of Kwangyang no. 8 ~ 9 anchorage, and repealing of Kwangyang no. 11 anchorage.

A Study on the Anchoring Safety Assessment of E-Group Anchorage in Ulsan Port (울산항 E 집단정박지 묘박안전성 평가에 관한 연구)

  • This study suggests the minimum critical external forces based on the assessment of anchoring safety to single anchor situation for representative 8 number of ships in E-group anchorage of Ulsan port. Assessment of anchoring safety is compared holding powers of anchor with external forces of wind, wave and current. Holding powers was reflected materials of seabed, equipment numbers regarding anchor and chain weight, also external forces acting on a hull was calculated considering projected wind area and wetted surface area to the full and ballast conditions respectively. The results of anchoring safety assessments to single anchor showed that the minimum criteria of dragging anchor is a little different from ship's type, size and loading conditions. Bulk carrier can be dragged over the 15m/s of winds and Tanker can be dragged over the 13m/s of winds in case of less than 2knots of currents speed.

The Efficient Anchorage Management of VTS through Analysis of Domain Watch (영역감시 분석을 통한 VTS의 효율적 정박지 관리 방안에 관한 연구)

  • The purpose of this study is to estimate a proper Domain Watch between anchored vessels in order to propose a method for the efficient management of VTS(Vessel Traffic Service) of the N-anchorage in Busan harbor, which is the largest port in Korea. For this purpose, we proposed the calculation method of Domain Watch and investigated the ship length(L), the distance between anchored vessels ($D_{ij}$), the domain radius(R), and the domain radius vs L(R/L) during the peak time of the vessels in the latest usage of anchorage. As a result of technical analysis for the surveyed data, the minimum R/L for securing the safety distance between anchored vessels was selected based on 2.85 corresponding to the 70th percentile of the total data. This result was applied to the N-anchorage of Busan and compared with the 'Guidelines of Port and Harbor Design(2014)', and we have confirmed that it is reasonable to set the Domain radius with the minimum 2.85L or more in VTS. This study considers the safety management of anchorage for VTS. This study could contribute to the safety of vessels using anchorage and the safety management plan of VTS when it is applied to other ports in operation such as it was in Busan.

인천과 평택항 출입항로의 해상교통공학적 연구

  • 입출항 선박의 증가와 선박의 대형화로 인하여 두 선박간의 항법규정을 기본으로 하는 해상충돌예방규칙 등 기존의 규정만으로는 연안해역과 항만의 출입항로에서 안전하고 원활한 해상교통을 기대하기 어렵게 되었다. 낚시 유어선과 항내운항선박 등 혼잡요인이 많은 항만의 항로환경을 해상교통공학적인 방법으로 연구하여 출입항 선박들의 혼잡을 감소하고 어선 및 어장의 간섭을 줄일 수 있는 시스템을 마련하여야 한다. 항로와 정박지, 교통안전특정해역, 항행보조시설 등 하드웨어 개선뿐만 아니라 소프트웨어라고 할 수 있는 도선사 승하선 구간의 해도표시, 출입항 선박간의 방향별 집단관리로 등으로 혼잡을 정리하는 개선이 필요하다. 항로의 혼잡과 위해요소의 감소 및 어민 등 항로주변 수역 이해관계의 조율에 기여할 수 있는 이러한 연구가 현실에 부합하기 위해서는 현장에서 항로를 이용하는 전문가의 축적된 경험을 바탕으로 연구함이 효과적이다.
