화석 에너지 고갈 및 지구 온난화 문제가 대두됨에 따라 신 재생에너지 산업에 대한 관심이 증가하고 있으며, 특히 신 재생에너지-IT 융합을 통한 산업 효율성 향상에 관한 정책적 논의가 지속되고 있다. 그러나 각 신 재생에너지 산업은 고유의 특성을 가지고 있기에 이를 효과적으로 달성하기 위해서는 각 특성을 고려한 지원정책이 필요하다. 따라서 본 연구는 에너지 산업 주기에 따라 각 산업에서 필요로 하는 지원 정책을 분석하고자 한다. 이를 위해 산업 태동기인 연료전지와 성장기인 태양광을 비교대상으로 선정하여 전문가 초점집단인터뷰(Focus Group Interview)를 실행하였다. 이를 현 지원정책과 비교함으로써 산업 활성화에 실질적으로 기여할 수 있는 지원정책을 도출하고자 한다. 본 연구는 향후 신 재생에너지-IT융합 정책을 수립하는 과정에서 기초자료로 활용될 것으로 예상되며 에너지-IT융합 산업에서 큰 기여를 할 것으로 기대된다.

As the global energy and climate crisis has complicated interests of each country, the agenda that requires a global response has recently been revived. In particular, Korea is highly dependent on energy imports and continues to have high energy consumption, low efficiency of energy consumption, and high greenhouse gas emissions, so innovative and effective energy policies are urgently needed to achieve energy efficiency and carbon neutrality. In this study, among the changes in distributed district energy policy after the integrated energy method was introduced in Korea in the mid-1980's, the case of the "National Heat Map Project" policy implementation is analyzed with a modified multi-flow model. The 10 years of the Lee Myung-bak and Park Geun-hye administrations, the period of study, was a period in which the main paradigm of energy policy shifted to a "distributed energy platform" and policy transitions such as policy agenda setting, policy drift, and policy revision were made. A study on the process would be meaningful.

The district heating system has been successfully implemented with higher efficiency levels of energy production and reduction of carbon emissions during heat generation. Traditionally the system consisted of small number of production and demand sites, but, recently it has evolved into a network with large number of sites interconnected each other. By connecting multiple sites into a network, heat from low-cost production sites can be supplied to distant demand sites so as to lower the total operation cost. In this study, we simulate and analyze distict heating networks focused on critical links. a critical link is defined as a link in which capacity is fully utilized. If a newtork has critical links, then those cricial links become bottlenecks and it is difficult to improve the overall network efficiency.

This paper attempts to conduct a comparative analysis on the economic effects of integrated-energy and manufactured gas supply sectors. To this end, an input-output (I-O) analysis is applied using most recently published 2011 I-O table. In particular, the two sectors are specified as exogeneous to identify the economic effects on own and other sectors. Production-inducing effect, value-added creation effect, and employment-inducing effect are quantified based on demand-driven model. Supply shortage effect and price pervasive effect are analyzed employing supply-driven model and Leontief price model, respectively. The results show that production-inducing effect, value-added creation effect, and employment-inducing effect of integrated-energy and manufactured gas supply sectors are estimated to be 1.5461 vs. 1.0297, 0.4759 vs. 0.1941, and 2.2885 vs. 0.4053 respectively. Price pervasive effects of the 10% increase in integrated-energy and manufactured gas supply sectors are computed to be 0.0127% and 0.1585%, respectively. This information can be utilized in forecasting the economic effects of introducing integrated-energy or manufactured gas as a heating source and the impacts of a rise in price of integrated-energy or manufactured gas on price level of other sectors.
