This paper evaluates Korea's achievements in implementing the WTO Information Technology Agreement (ITA1), which has been referred to as one of the most successful stories in trade liberalization. ITA1 and other agreements for trade liberalization were evaluated based on quantative statistics, and the implication that is not shown as numbers has often been ignored. Based on in-depth interview methods, results of this paper provides academic importance in filling the gap in knowledge regarding the success of trade liberalization from a qualitative perspective. As well, it has practical importance in exploring implications for continuing the success in implementing the ITA2 and further implementing other agreements for trade liberalization.

현대사회에서 정보기술의 급격한 발전은 사회전반에 걸쳐 큰 영향을 미치고 있으며, 이러한 변화 속에서 국민에게 보다 편리하고 효율적인 행정서비스를 제공하려는 정부의 노력도 끊임없이 진행되고 있다. 전자정부 11대 중점과제의 하나인 "4대 사회보험 정보연계시스템 구축" 사업은 2002년부터 운영 중에 있으나, 정보연계사업 고유의 성과를 평가하는 체계가 마련되어 있지 못한 실정이다. 평가체제의 미비는 사업목표의 객관적인 달성정도를 파악할 수 없을뿐 아니라 향후 달성목표치 설정을 위한 기준선정이 불가능하며, 나아가 대국민 서비스의 질적 향상을 극대화 하는데 필요한 객관적인 자료의 부재로 이어진다. 본 연구는 4대 사회보험 정보연계시스템이 구축목표에 부합되게 운영되고 있는지를 평가하는 지표가 필요하며, 그 필요성에 따라 IT조직 및 기술에 관한 성과평가기법인 IT-BSC 성과평가모델을 활용하여 4대 사회보험 정보연계시스템의 특성에 최적화된 성과평가모델을 제안하고자 한다. 제안된 성과평가모델는 4대 사회보험 정보연계시스템의 성과평가지표로 활용됨으로써 향후 운영방향설정 및 목표달성도 측정의 주요한 정보로 활용될 것이다.

투자효율성을 중요시하는 R&D 패러다임에 따라, 우리나라 또한 국가R&D사업의 예산조정 및 배분의 기초자료로 활용되고 있는 국가R&D사업 평가결과의 신뢰성 확보를 위해, 2010년도를 기점으로 연구 성과의 양적 질적 우수성을 측정하기 위한 평가지표를 신설 또는 강화하는 등 성과평가체계 개발에 주력하고 있다. 본 연구에서는 2005년 제정된 "국가연구개발사업 등의 성과평가 및 성과관리에 관한 법률"에 따라 시행되고 있는 국가R&D사업 자체평가 평가지표를 이론적으로 검토하고, 평가지표 중 4-1(계획된 성과의 양적 달성도)에 대한 실증분석을 통해 평가기법 상의 문제점을 도출하고, 문제점 보완을 통해 보다 정밀하고 합리적인 정량적 성과평가방안을 제시한다.

This paper introduces a new qualitative measurement indicator, Relatively Rank-normalized Impact Factor ($R^2nIF$) that can overcome drawbacks of the existing research performance measures. With the help of this innovative indicator, this study analyzes and compares the quality of research papers across countries and National Science Indicators (NSI) standard academic fields. The development of an improved bibliometric indicator for evaluating the quality of research papers and disentangling the "international" dimension of research performance will be of interest to academics and practitioners alike.

There are some limitations in the existing bibliometric methods to satisfy the various requests of the interest parties including researchers, managers, policy makers to identify 1) which research group or researcher is the key player, and the overall trends of the particular technological sub-fields, 2) which research groups, institutions or countries mainly use their research outputs, 3) what are the spin-offs from research outputs to some scientific and technological fields, 4) in which levels they are when comparing their quantitative and qualitative research outputs to those of other competitive institutions. It is essential to develop new informetric indicators and methodologies in order to satisfy stakeholder's various demands and to strengthen qualitative analysis in measuring research performance. This study suggested informetric indicators such as article quality index, citation impact index, international cooperation index, excellent article production index and methodologies including citation analysis, text mining.

연구결과는 학술적인 논문, 기술의 기반이 되는 특허, 기술이 체화된 상품 등 다양한 방법으로 도출되고 있다. 현재까지 연구 성과를 측정하는데 있어서 수치로 표시되는 정량적인 평가는 용이하게 활용하고 있다. 하지만 질적인 우수성을 평가하기 위한 정성적인 방법은 많은 연구를 필요로 한다. 각기 다른 목적이나 용도로 만들어진 평가지표나 방법론이 적절하게 적용하여 평가지표로 적용되어 지기는 힘든 상황이다. 특히 연구자나 기관 등의 평가 시 연구논문을 활용한 계량정보기법을 근간으로 하는 다양한 방법이 많은 연구자들을 통해 제시되고 있다. 또한 학술적인 논문뿐아니라 산업으로 대표되는 특허의 평가시도 유사한 방법을 활용하고 있다. 문헌의 경우는 SCI DB를 활용하여 정성적인 부분을 대체하고 있다. 하지만 산업으로 대표되는 특허의 정성 평가는 많이 활용하지 못하고 있다. 이에 특히 문헌 및 특허의 인용정보를 대상으로 최근 제안되고 있는 연구 성과 지표인 h-지수 등을 활용하여 사례를 분석하여 보고자 한다.

This study suggests future directions or approaches as to how we should appraise qualitative studies by reviewing previous studies on this topic written in English and published outside of Korea. This study explored experiences and perspectives of qualitative researchers in Korea by conducting a focus group discussion on this topic. Results of this focus group discussion indicated that qualitative researchers often face manuscript reviewers who are overly biased with quantitative paradigm which result in feeling of frustration. They also shared feeling burdened and confused as reviewers due to their own lack of training and preparedness in reviewing qualitative articles. However, participants also stressed the feeling of gratitude and being rewarded because of the experience of mutual growth and partnership with peer qualitative researchers as they strive towards improving the quality and completion of peer researchers' work. Previous studies on this topic included wide range of issues concerning qualitative research appraisal from reflections on the experiences as submitters and reviewers of qualitative studies to academic conceptual papers that discussed researchers' dilemma on research paradigms and qualitative research appraising methods. This study ends with suggestions for the future directions for qualitative researchers in Korea.

This research is about brief accomplishment analysis of Low-Income Class Business Incubator Project, based on applicants' perspective who has been supported by this project, which is funded by the enterprise. As a result of 'quality focused evaluation method', it shows that Low-Income Class Business Incubator Project's applicants experience both economic and non-economic accomplishments such as "work with responsibility," "better future in reality," "Self and change of relationships around self". It concludes that "experience of difference" or "providing hope for Low-income class" brought positive effects on applicants who participated in this projects. The study revealed the virtue of this Low-Income Class Business Incubator Project and reassured its message: the importance of major corporate' responsibility in solving social issues, especially in poverty and its independence.

Museums increasingly are expected to be accountable for effectiveness of both new and existing programs, and to broaden and diversify community members served. One approach is to expand program services beyond those for traditional on-site visitors to non-traditional more diverse populations, including at-risk populations. Program evaluators are challenged to verify achievement of such lofty goals in the short term and during early program implementation. Nevertheless, it is critical to examine impacts of newly developed programs to determine viability and to improve them. This study assessed the impacts and efficacy of an on-going, non-traditional museum program targeting transitional homeless people in the community. Results presented a strategy for conceptually framing an assessment of a collaborative museum program serving non-traditional museum clients. Also, this study showed how aspects of one program were perceived by participants, and how those perceptions correspond with program outcomes.

According to the recent survey, it was reported that the public libraries in Korea had seldom conducted the measurement and evaluation of the public library performance. This study, therefore. has investigated the wide range of existing literature on performance measurement and analyzed the different approaches to the problem of measuring public library performance. The performance indicators suggested in this study are 62 indicators and fall into five domains, such as materials, staff resources, user services, facilities, budget and management. Besides, some indicators are suggested to be used in cases where a more detailed examination is required - usually when measuring the performance of an individual library.
