Effects and Limitations of Separating Overlapped Fingerprints Using Fast Fourier Transform (고속 푸리에 변환(fast Fourier transform, FFT)을 이용한 겹친지문 분리의 효과와 한계)

  • Photography is the most commonly used method of documenting the crime and incident scene as it helps maintaining chain of custody (COC) and prove integrity of the physical evidence. It can also capture phenomena as they are. However, digital images can be manipulated and lose their authenticity as admissible evidence. Thus only limited techniques can be used to enhance images, and one of them is Fourier transform. Fourier transform refers to transformation of images into frequency signals. Fast Fourier transform (FFT) is used in this study. In this experiment, we overlapped fingerprints with graph paper or other fingerprints and separated the fingerprints. Then we evaluated and compared quality of the separated fingerprints to the original fingerprints, and examined whether the two fingerprints can be identified as same fingerprints. In the case of the fingerprints on graph paper and general pattern-overlapping fingerprints, fingerprint ridges are enhanced. On the other hand, in case of separating complicated fingerprints such as core-to-core overlapping and delta-to-delta overlapping fingerprints, quality of fingerprints can be deteriorated. Quality of fingerprints is known to possibly bring negative effects on the credibility of examiners. The result of this study may be applicable to other areas using digital imaging enhancement technology.

  • Being the most populated country in the world, China's one-child policy is its basic national policy. This basic national policy is implemented together with the Maternity Insurance, which is one of the five main social insurances in the Chinese society. The Maternity Insurance is society's way of recognizing women's contribution towards child- bearing and is of utmost important significance. However, with regard to women who are not living within the city or are not working, not only are they not the target for one-child policy, they are also unable to receive the social benefit from the Maternity Insurance. Among the conditions for payment of the Maternity Insurance is the adherence to the one-child policy. Ultimately, working women living in towns and cities adhering to the one-child policy will have a positive influence on the Maternity Insurance. However this places a restriction on reducing the discrepancies to benefit from the Maternity Insurance. On the contrary, women from the villages and those moving between towns and cities are those who really need the Maternity Insurance and yet are unable to benefit from it. While we improve on the Maternity Insurance to include this group of women, we have to at the same time consider the effect it has on the one-child policy. The reformation of the Maternity Insurance has to embody the principle of a harmonious society. It has to have a certain order in the country's national policies, so as to be included in the economic policies of towns and villages.

A Basic Study on the Establishment of the Viewing Environment and Interpretation·Presentation System According to the Cultural Heritage Type (문화유산 유형별 관람환경 및 해석·전달체계 조성에 관한 기초 연구)

  • This study was conducted to establish practical goals for the viewing environment and interpretation and delivery system of cultural heritage and to create an viewing environment according to the classification of cultural heritage types, and the conclusions reached are as follows. First, five goals were set based on the international basic principles of the cultural heritage viewing environment and interpretation and delivery system. Second, based on the set goals, cultural heritage was classified into the first type 'disappeared and hidden heritage', the second type 'stuffed memory heritage', and the third type 'living memory heritage'. Third, the directions for creating the viewing environment for each type of cultural heritage were suggested. The first type has to be able to properly convey cultural heritage to visitors through excavation and digital technology. The second type needs a plan to deliver tangible and intangible values by combining various digital technologies with actual cultural heritage. The third type should emphasize the role of local residents in effectively enjoying the tangible and intangible values ??that already exist. Fourth, it proposed comprehensive considerations in the establishment of the cultural heritage viewing environment and interpretation and delivery system. Based on dynamic and sustainable heritage management, cultural heritage viewing should be valuable, satisfying and enjoyable. In addition, local communities should be actively involved, and tourism and conservation activities should be able to benefit the community. Establishment of a viewing environment should protect and strengthen the authenticity of cultural heritage.

A Study on model for Records Management of Local Assembly to Embody Local Governance (로컬 거버넌스 실현을 위한 지방의회 기록관리 모형에 관한 연구)

  • For cope with the participating government promoted local decentralization of the present time, local governments are coming to aim at the realization of local governance. Local governance refers to a way of solving public problems of urban area through partnership which is a collaboration and participation based on 'relationship' among diverse interested parties such as executive authority of policy, private sectors. First of all, it is most important task to make transparency and responsibility of all people and networks by themselves through sharing information. With like this kind of a background, local assembly is an momentos body of local governance because it is a decision making organization at the same time as a representative organization of local residents, and it has a relationship of 'check and balance' with chiefs of local governments as an organization monitoring and supervising the administration of an executive authority. Not the less, information about local assembly does not open to the public or exist. Even some informations open to the public, they are not enough to be settled distrust and low-valuation by civil society. Now Local assembly is face to a point that improve over all of record management. This study is based like this critical mind, then, it examines throughly local assembly's realities by suggestion with reforming plan of record management. Record can embody true values when record management practices indefatigably through prudential system from production until preservation. Accordingly, this study suggests management of transaction unit without the omission of record. Also this study is satisfy the condition of Korean record management system with proposals of record management policy and establishment of record center. At the conclusion of study, it puts effects into shape that local assembly secure transparency and responsibility and organize local governance by record management.

  • This article is the second one of the continuous study that considering 'body' as important and researching bodies as 'literature-media': the phenomena and functions. The present writer first of all have paid attention to the study of the contrast between pansori and ballet to secure definite, historic and theoretical prospect of this continuous study. In the process, the Korean creative ballets based on Korean classic narratives were illuminated as the glocal culture contents. And then the necessity of citing Korean characteristic rhythm and tune was insisted to acquire the true individuality and identity(What is the reason Chunhyang dances?(I)). The solution is jangdan and chang of pansori. This article aimed the supplementation of detailed and actual arguments to strengthen and formulate the opinion. And then this article desired to estimate the way to improvement of Korean creative ballet by properly citing jangdan and chang with the actual application cases of Korean ballets. Until now, at least pansori have gotten a sort of visual effectiveness: simply be seen and heard as unusual constituent. Thus the necessity of pansori to work motions and choreography beyond the simple usages. Also the way to be extended generally through being refined by the partial applications.

The Role of Clients in Software Projects with Agile Methods (애자일 방법론을 사용한 소프트웨어 프로젝트에서의 사용자 역할 분석)

  • Agile methodologies in software development, including the development of artificial intelligence software, have been widespread over the past several years. In spite of the popularity of agile methodologies in practice, there is a lack of empirical evidence to identify determinants of success of software projects in which agile methods are used. To understand the role of clients in software project where agile methods are used, we examine the effect of client-side factors, including lack of user involvement, unrealistic client expectations, and constant changes of requirements on project success from practitioners' perspective. Survey methods are used in this study. Data were collected by means of online survey to IT professionals who have experience with software development methodologies, and ordered logit regression is used to analyze the survey data. Results of our study imply the following managerial findings. First, user involvement is critical to project success to take advantage of agile methods. Second, it is interesting that, with an agile method, constant changes of client's requirements is not a negative factor but a positive factor of project success. Third, unrealistic client expectations do negatively affect project success even with agile methods.

Anti-inflammatory and Antioxidant Effects of Hot Water Extracts from Kaempferia Galanga L (삼내자 열수추출물의 항산화 및 항염 효과)

  • In this study, we investigated the possibility of Kaempferia Galanga(KG) hot water extract on the antioxidant, cytotoxic and anti-inflammatory efficacy as a cosmetic ingredient. Antioxidant effects were evaluated based on DPPH and ABTS radical scavenging activity, FRAP assay, and total polyphenol contents. The MTT assay was used to confirm the cell toxicity in mouse macrophage RAW264.7 cells. Anti-inflammatory effects were also investigated in LPS-induced RAW264.7 cells by measuring secretion of NO, $TNF-{\alpha}$ and iNOS, $TNF-{\alpha}$ mRNA expression level. As a result, DPPH and ABTS radical scavenging activities were increased in a concentration-dependent manner. The ferric reducing antioxidant power(FRAP) was the highest at 5 mg/mL as 24.5 uM. The measurements of total polyphenol content was $1.28{\pm}0.064mg\;GAE/g$. The cytotoxicity of the KG extract results showed no cytotoxicity at concentration of 0.625 to 2.5 mg/mL. In addition, the extract of KG significantly suppressed the LPS-induced nitrite, $TNF-{\alpha}$ secretion and the mRNA expression of iNOS, $TNF-{\alpha}$ in RAW264.7 cells. Taken together, these data suggest that the KG hot water extracts can be used as a safe and functional cosmetic raw material.

A Study on the Ecocentric Worldview of Elementary School Students (초등학교 4-6학년 학생들의 생태중심 세계관에 대한 연구)

  • Ecocentric worldview is considered as worldview that overcomes present environment problems and increases animal right. This study explores the formation of an ecocentric worldview for 4th-6th graders based on Peter Singer's research that divides the development of morality into family-centered, species-centered, and ecocentric worldview. The subjects of this study were 77 4th graders, 84 5th graders, and 91 6th graders in Daegu Metro- politan City. The results of surveying students' worldview based on the questionnaire developed by dividing into 6 questions are as follows. In most of the items in grades 4-6, the rate of formation of a species-centered worldview or a family-centered worldview was higher than that of an ecocentric worldview. However, in the case of 6th grade students was significantly higher than in other grades because they learned lesson on wolf restoration in the 5th grade science class. This may be seen as an effect of education, but since the ecocentric worldview did not appear high in other questions, it is reasonable to assume that 6th graders simply recited what they learned rather than forming a true ecocentric worldview. Therefore, there is a need for education that can help students to think, judge, and act on the basis of the ecocentric worldview consistently in any situation, rather than just memorizing the knowledge of the ecocentric worldview learned.

Regional Characteristics of the COVID-19 Pandemic Recession and Resilience: Focusing on the Urban Employment Crisis and Recovery (코로나19 팬데믹 경기침체와 회복력의 지역적 특성: 도시 고용위기와 회복을 중심으로)

  • The COVID-19 pandemic has so far given the world a great shock and fear that cannot be compared to other infectious diseases, and local economies are experiencing a serious economic crisis accordingly. This paper examines the regional characteristics of economic recession and resilience due to the COVID-19 pandemic, focusing on the employment fluctuations in 85 cities nationwide. Although the overall trend is in line with national employment indicators, there are some differences in the shock response and the recovery of employment in individual cities. The difference between cities is somewhat greater in the resilience of the recovery stage than the resistance, which is the shock-response stage. In terms of resilience, cities in the capital area have relatively good condition compared to cities in the non-capital area. The weak resilience of large cities such as Seoul, which has a high population density, can be explained to be the effect of the COVID-19 pandemic of infectious diseases. Regarding the economic structure of the city, the ratio of service and sales workers, wholesalers and retailers, and food and lodging businesses are analyzed as valid explanatory variables for the resilience of cities.

A Study on the Gender Rights Protection System in Arts and Cultural Industry (문화예술계 성 인권 보호를 위한 제도 연구)

  • This study aims to examine the system for gender rights in arts and cultural industry triggered by #Metoo movement and to suggest action plans to improve gender equality. Up until now, Korean government launched 'Pan-governmental Counter Plan', 'Recommendation of the Special Center for Investigating Sexual Harassment and Sexual Violence in Arts and Cultural Industries' 'the Primary and Secondary Supplemental Measures to Eradicate Sexual Harassment and Sexual Violence in the Arts and Cultural Sector by the Ministry of Culture, Sports and Tourism in Korea', and '2030 Cultural Vision'. Korean government has designed the system to protect gender rights using these proposals. Implemented policies can be grouped into 4 different categories; protecting victims, punishing abusers, implementing preventive measures, and reforming legal system. However, despite Korean government's multilateral efforts, continuous criticism aroused as policies failed to witness actual impacts in the industry. Given the fact that 2 years have passed since the launch of gender equality policy in cultural sector, this is the right time to discuss the current status and ways to improve it. For above reasons, research was conducted on documents including, but not limited to, government publications and an analysis of interviews with 9 major stakeholders of policy planning and implementation. During the study, interviews were analyzed using the qualitative research program MAXQDA. As a result, 5~10 problems were revealed in each category of the system. Furthermore, meaningful correlation has been found in improvement areas suggested by the interviewees. This connection implies that the policy for gender rights in arts and cultural industry shall be developed organically in order for the system to work.
