  • 전자거래는 비대면적, 비서면적, 무형의 상품, 탈 국경화의 성격을 갖게 됨에 따라 전자거래의 활성화를 위해서는 서면거래에서와 같은 가치 인정을 위한 법적 마련이 필요하다. 또한, 시스템 측면에서도 정보 및 정보통신기반들이 적시에 적절한 방법으로 접근될 수 있고 이용될 수 있는 유용성, 정보의 프라이버시 보호를 유지하거나 선택된 수신자만이 정보에 접근하도록 허락하는 기밀성, 정보가 전송중에 변경되지 않았음을 보장하는 무결성, 정보의 원천지를 보장하는 진정성, 정보가 송신자에 의해 전송되었음을 보장하는 부인봉쇄 등의 기능구현이 필요하다. 이에 따라 전자거래로 발생할 수 있는 문제들과 전자상거래 유형, 전자거래시스템의 구성요소 및 기능, 전자거래기본법과 전자서명법의 특징 그리고 법 제정으로 발생한 법적 효과들을 제시하였다.

  • 댐건설관리법 제2조제3호에서 댐사용권을 '다목적댐에 의한 일정량의 저수를 일정한 지역에 확보하고 특정용도에 사용할 수 있는 권리'로 규정하고 있다. 즉 댐사용권을 설정할 수 있는 법적인 객체는 다목적댐에 한정된다고 할 수 있다. 이러한 댐건설관리법 상의 규정은 다목적댐만이 오롯이 댐사용권을 설정할 수 있는 특혜적 권리로 인정되고 있다. 댐용수와 하천수의 관계를 구분함에 있어서 댐건설관리법상 저류된 물은 댐건설로 추가로 확보된 하천수를 국가가 배타적인 물권적 권리인 댐사용권이라는 권리를 설정함으로서 하천수와 구별하고자 하는 주장이 하천행정 및 학계에 있어서 광범위한 지지를 얻고 있는 이유이다. 한편 하천수는 하천의 지표면에 흐르거나 하천 바닥에 스며들어 흐르는 물 또는 하천에 저장되어 있는 물을 의미(하천법 제2조제8호)하는데 댐용수와 하천수의 구분에 관해서도 이렇다 할 법적인 기준은 존재하지 않는다. 댐용수에 관한 법률 규정이 없기 때문이다. 그러나 대부분의 경우댐용수 역시 하천수의 일종으로 보는 것이 다수 의견인데 이러한 구분의 모호함 역시 댐사용권의 설정에 따른 구분의 모호함에서 비롯된 사항이라고 보인다. 본 연구에서는 다목적댐에 대해서만 설정할 수 있는 댐사용권이 가지는 의미에 대하여 새로운 법적 해석을 시도한다. 다목적댐 외에도 우리나라에서는 하천의 저수를 일정한 지역에 확보하고 있는 수많은 댐이 존재한다. 즉 댐건설관리법은 그 자체로 왜 다목적댐에 대해서만 댐사용권의 설정이라는 특혜적 권리를 부여하고 있는지에 대해 아무런 설명을 하고 있지 않다. 이 문제를 규명하기 위하여 댐건설관리법의 모체인 특별다목적댐법의 입법목적을 검토하고, 이의 모체가 된 일본의 특정다목적댐법과의 비교·분석을 수행한다. 이를 통해 댐사용권의 진정한 법적인 의미를 규명하고 댐관리 법제의 현실을 명확하게 파악하고자 한다.

Clinical Usefulness of Cerebral State Monitor for Monitoring Sedation Depth during Dental Sedation in Children (소아 치과진정법 시행 시 진정심도 감시를 위한 Cerebral State Monitor의 임상적 유용성)

  • Background: It is imperative that adequate sedation level should be maintained for safe and effective dental sedation. Cerebral state index (CSI) is a empirically derived parameter calculated from the processed electroencephalography (EEG). We investigated whether CSI can be used as a sedation depth indicator. Methods: We continuously recorded CSI and bispectral index (BIS) values from 10 healthy children aged 3.6 yr undergoing dental sedation. We also evaluated sedation level using the Modified Observer's Assessment of Alertness/Sedation (MOAA/S). The correlation between CSI and BIS, or CSI and sedation score were sought a regression analysis. Results: There were good linearity between CSI values and sedation score. (r = 0.916, P < 0.001) The paired CSI and BIS values showed a significant correlation between the two values. (r = 0.895, P < 0.001) The difference between CSI and BIS values was not statistically significant at deep and conscious sedative levels. Conclusions: The CSI monitor can be easy to monitor sedation depth during dental sedation for children.

INTRAVENOUS SEDATION OF CEREBRAL PALSY PATIENT FOR DENTAL IMPLANT CT TAKING -A CASE REPORT (정신지체가 동반된 뇌성마비 환자의 임플란트 치료를 위한 CT 촬영 시 진정법 시행 -증례보고-)

  • A 33-years-old female pateint with cerebral palsy showing spastic quardriplegia and severe mental retardation was scheduled for dental implant restorations. Before implant surgery we had to take implant CT. But, because of her involuntary motion and communication difficulty, sedation was needed in order to take CT. After 8 hour NPO, propofol infusion sedation with TCI (target controlled infusion) system was administered. The propofol blood concentration of the patient was maintained 2-3 ${\mu}$/ml to keep deep sedation to prevent uncontolled movement. During sedation, we monitored ECG, pulse oximetry, blood pressure, capnometry for patient safety. Oxygen was administered via nasal prong for preventing hypoxemia and to keep airway during sedation some bands were applied to lift mandible. Total duration was 20 minutes for taking CT, and she was discharged from hospital after 30 minute rest without complication.

  • Korean financial markets are rapidly integrating into the world financial markets as they are getting to open more widely. The Korean government enacted new law about financial investments. The environment of domestic financial markets are expected to be more competitive. As a result, the learning demand for financial engineering has been increased. However, the current state of education of financial engineering is in a beginning stage. The financial engineering consists of an appropriate mix of mathematics, statistics, finance and engineering. So interdisciplinary property of financial engineering requires lecturers to be cooperative to operate education of financial engineering. Another element of this education is cooperation of both academia and industry.

  • Patients with cerebral palsy have higher risk of traumatic dental injuries because of clinical characteristics, such as, ataxia, large overjet and lip incompetency. Especially, intrusive luxation has rare occurrence but higher incidence of complications. It can be treated by expecting re-eruption, orthodontic reposition, and surgical reposition. Clinicians should be aware of management and follow-up in dealing with cerebral palsy patients who are exposed by intrusive luxation, due to their involuntary movement. This case report describes a 9-year-old male patient with cerebral palsy and epilepsy who experienced intrusion of maxillary permanent central incisor. After one-month follow-up, waiting for spontaneous eruption, pulp necrosis on maxillary permanent central incisor had proceeded. Therefore, surgical reposition with resin wire splint and apexification was performed under conscious sedation with midazolam. After two months, removal of resin wire splint was done. Gutta percha filling and composite resin restoration were performed after sixteen months. During five-year follow-up ankylosis and partial root resorption were observed. But there was no significant complications.

Detection of Conserved Genes in Proteobacteria by using a COG Algorithm (COG 알고리즘을 통한 Proteobacteria의 보존적 유전자 파악)

  • A COG(clusters of orthologous groups of proteins) algorithm was used to detect conserved genes within Proteobacteria and to figure out their relationships. Restricting comparison to the sequences of 42 procaryotes, 33 eubacteria and 16 Proteobacteria, the number of conserved genes was increased. All analyzed procaryotes shared 75 COGs. COG0195, COG0358 and COG0528 were only represented by the 42 procaryotes. Sixtyfour COGs were added as conserved genes in 33 eubacteria. Each Proteobacteria group has a unique repertoire of COGs. Metabolic COGs were more diverse in the beta Proteobacteria group than in the other groups. These results could be used to determine the origins and the evolutionary relationships of Proteobacteria. The possibilities of detecting new biological molecules is high in phylogenetically related organisms, hence the identification of useful proteins by using this algorithm is possible.

A Survey of the Sedation or Outpatient General Anesthesia in Department of Pediatric Dentistry, Chonnam National University Dental Hospital and Gwangju Dental Clinic for the Disabled (전남대학교 치과병원 소아치과와 광주장애인구강진료센터에서 시행된 진정법과 외래전신마취에 대한 실태조사)

  • Background: Sedation or outpatient general anesthesia is a necessary method for a successful dental treatment for children and the disabled who have a difficulty of cooperation. The aim of this study was to assess the patients who had dental treatment under sedation or outpatient general anesthesia at department of pediatric dentistry, Chonnam national university dental hospital and Gwangju dental clinic for the disabled. Methods: 875 patients who had sedation from January 2009 to September 2013 and 88 patients who had outpatient general anesthesia after May 2011 were assessed for this study. Patient's distribution and treatment patterns were examined. Results: The number of patients has been increasing in both sedation and outpatient general anesthesia. In case of sedation, the proportion of male patients was higher and 4-6 years age group was the highest. Most patients have resided in Gwangju buk-gu and the percentage of restorative treatment was the highest. In case of outpatient general anesthesia, the proportion of male patients was higher than that of sedation. Two groups, 10-19 and 20-29 years age, consisted most of patient. Most patients have resided in Gwangju buk-gu and Jeollanam-do, and the percentage of periodontic and preventive treatment was the highest. Conclusions: Sedation or outpatient general anesthesia for dental treatment has been increasing for children and the disabled who have a difficulty of cooperation. Therefore, it is important to improve treatment environment under sedation and general anesthesia through continuous research and studies.

DENTAL TREATMENT USING TRIAZOLAM FOR THE MENTAL RETARDATION PATIENT : A CASE REPORT (Triazolam을 이용한 지적 장애인 환자의 치과 치료 : 증례보고)

  • Mental retardation is one of the major disorders covered in special care dentistry. Patients show poor oral health and are a challenge for the dentist due to lack of cooperation. Triazolam is a short-acting benzodiazepine and has been used in the dental office for many years because of its favorable properties. In this study, five patients with mental retardation were sedated with triazolam on a dental out-patient setting. Patients were administrated with 0.25 mg or 0.5 mg of triazolam on the first dose according to the patient's cooperation. Twenty minutes after the initial dose, patients received 0.25 mg of triazolam. Triazolam was administrated sublingually to one patient and orally to four patients. Hydroxyzine was also administrated to three patients in order to prevent nausea and vomiting. All patients were inhaled with 50% nitrous oxide during the sedation. Treatment time ranged from 20 minutes to 55 minutes. Two patients showed paradoxical reactions and were administrated with intramuscular injections of flumazenil. In result, depending on the range of dental treatment and level of intellectual disability, we can assume that triazolam may be beneficial for sedation in disabled patients.

A Prospective, Randomized and Controlled Study for the Efficacy and Safety of Sedation Technique for Implant Surgery by Combining Nitrous Oxide and Intravenous Midazolam (임플란트 수술을 위한 미다졸람 정주와 아산화질소 흡입 병용 진정법의 효과와 안전성에 대한 전향적 무작위 대조군 연구)

  • Background: The purpose of this study is to investigate the efficacy and safety of the sedation technique for implant surgery by combining the use of inhalation of nitrous oxide/oxygen with intravenous midazolam. Methods: Patients requiring surgery for the placement of dental implants were randomly allocated to two groups receiving intravenous midazolam or a combined technique using nitrous oxide/oxide and intravenous midazolam. Safety parameters, cooperation scores, anxiety scales, total amount of midazolam administered and recovery time were recorded and compared. Results: There were a statistically significant reduction in the amount of midazolam required to achieve optimal sedation (P<0.01), an overall significant reduction in recovery time (P<0.01), a significant reduction in anxiety scales (P<0.05), and a significant improvement in cooperation (P<0.05) and peripheral oxygen saturation (P<0.05) when a combined technique of inhalational $N_2O/O_2$ and midazolam was used. Conclusions: For implant surgery, this combining sedation technique could be safe and reliable, demonstrating reduction of total dose of midazolam and level of patient's anxiety and improvement in patient's recovery and cooperation.
