This paper analyzes the impact of the change in telecommunication regulation on network investment such as the integration of telecommunication service. The integration of telecommunication service plays a role of separating the behavior regulation from entrance regulation and reducing a entrance constraints. Therefore, it is expected that the market spill over effect is high through the improvement of behavior regulation such as interconnection regulation, facilities provisions, retail price regulation, bundling, number portability of VoIP. This paper discusses the critical factor affecting the decision making process in respect of the firm level and analyzes the impact path guiding investment and innovation. Finally, the paper proposes the guideline for telecommunications policy.

The structure of info-communications industry has been changing from vertical integration to horizontal layered disintegration as the Internet technology has been rapidly developed. Considering with this background, EU has decided to introduce new regulatory framework called 2003 framework and asked member states to shift to new framework by July 2003. The key words of the new framework is to be denoted by the following three characteristics: Introduction of cross-media regulatory framework Alleviation of entry regulation by general authorization, Transition from ex ante regulation to ex post regulation.

최근 국내에서도 이동망 경쟁활성화를 위한 방안으로서 MVNO 규제제도를 도입해야 한다는 논의가 진행되고 있다. 이미 주요 선진국들은 이동통신망의 경쟁활성화, 유무선통합의 추진, 이동통신네트워크 여유용량 해소, 모바일 인터넷의 활성화를 위해 다소 입장의 차이는 있지만 MVNO 규제제도를 일반적으로 도입하는 추세이다. 또한, 새로운 MVNO 규제제도 하에서 다양한 신규사업자들이 이동통신시장에 진입하고 있다. 지난 2002년 10월 1일에는 영국의 유선사업자인 BT가 자회사인 MMO2를 MNO로 하여 MVNO시장에 진입하여 이동통신 이용자들을 대상으로 서비스를 개시하였다. 국내에서도 MVNO 제도가 도입될경우 BT와 같은 유선사업자들이 시장에 진입할 수 있을 것으로 사료된다. 따라서 본 고에서는 국내의 유선사업자들이 MVNO로서 국내 이동통신시장에 진입할 수 있는 제도적 방안을 검토하였다.

Many countries in the world introduced MVNO regulations to improve the competitiveness in mobile networks. Fixed operator in U.K. like British Telecom (BT) started MVNO business with Mobile Network Operator (O2) on October 1, 2002. For Korean fixed operator such as Dacom, Hanaro Telecom, Korea Telecom (KT), and Onse Telecom are focusing on MVNO market. Thus, this paper suggests possible regulation plans for mobile communication industry in Korea to enter the mobile market successfully.

Purpose: In this paper, we have dealt with problems and the improvement proposals of FTC (FAIR TRADE COMMISSION) report which insist on relaxed entry regulation for an optical shop. Methods: We analyzed each content of the FTC (FAIR TRADE COMMISSION) report which argue relaxed entry regulation for an optical shop. Results: At present, the supply of optician and optical shop are already saturated, the overseas cases cited would not be in accord with our reality. The reform of policy must take precedence in order to carry out the policy. A delicate balancing act is needed in order to satisfy both the government's and optician's needs. Conclusions: At this point, it is premature to carry out the relaxed entry regulation, this policy should be looked from a long-term point of view.

There are a lot of game regulations in Korea. Each scholar has invested a game regulation. But there is no research about all the game regulations. All regulations in government should be registered in Regulatory Reform Committee. So, this study researched the all game regulation in Regulatory Reform Committee and found the present state and character of game regulation in Korea. The registered game regulations are only 22. But actually, there are 44 regulations in game field. And according to legal context, there are over 60 regulations in game field. And a lot of game regulations focus on the game addiction and gambling. The differences of regulation would influence the policy trust and government trust. This result would contribute to reform the regulation of game in Korea.

경쟁제한을 제거해야 한다는 경쟁정책적 결론에 관해서는 이견이 있을 수 없다. 그리고 어느 경쟁개념의 관점에서나 인위적 시장진입장벽은 경쟁제한이다. 그래서 어떤 기업이건 최소한 경쟁압력을 받도록 유지시키고, 독점적 지위가 궁극적으로 제거될 수 있도록 전체 시장들의 개방유지가 합리적인 경쟁정책의 주요과제가 되어야 한다. 시장진입장벽은 국가에 의해서는 연유할 수 있으므로 효과적인 경쟁정책을 위해서는 국가와 관련된 경쟁제한도 경쟁의 예외영역이 아닌 한 제거하여야 한다. 과규제 되고 기존기업의 보호를 위해 폐쇄된 시장이 존재한다면, 개방이 추진되어야 하고, 국공영기업의 불필요한 독점의 제거를 통한 규제완화도 더욱 필요하다.

유무선 통신시장이 포화상태에 진입하면서 국내 통신시장 구조의 재편이 일어나고 있다. 1990년대 이후 추진된 신규사업자의 진입을 통한 경쟁 확대 정책이 마무리되고 이제는 망 경쟁보다는 서비스 기반 경쟁으로의 전환이 추진되고 있는 것이다. 그러나 서비스 기반경쟁은 기존 사업자의 망고도화 의욕을 약화시키고 신규사업자의 투자의욕 저하를 초래하는 등 부작용이 많기 때문에 충분한 보완대책이 필요하다. 이러한 관점에서 본 고에서는 우리보다 앞서 서비스 기반 경쟁을 시행하고 있는 네덜란드의 통신시장 및 규제환경을 분석하고 서비스 기반 경쟁의 문제점을 보완하기 위한 시사점을 도출해보고자 한다.
