This study conducts survey on currently working police officers to examine the actual utilization of HUMINT and suggest measures for strengthening the effective intelligence police activity, Intelligence Led Policing. For the completeness of study, this study presented evidences based on survey data from police officers at sites and this study also suggested improvement measures. in regulating the scope of duty, "Act on the Performance of Duties by Police Officers" regulates that 'Gathering, preparation, and distribution of public safety information' is the duty of police officer and defines the information gathering activity of police as the unique work of police officer. Thus, in accordance with "Act on the Performance of Duties by Police Officers", police officers gather various information to prevent crimes and maintain orders. Among the information gathering methods used by police officer, HUMINT is the oldest measure and it is still utilized. HUMINT has the advantages of low expense, high accuracy, and critical impact on the other. Nevertheless, due to limitations in data objectification, measurement, and responses to double attack, HUMINT is underappreciated. With awareness on such HUMINT issues, this study conducted survey on in-service police officers and examined the actual state of HUMINT. Based on the survey result, this study suggested Intelligence-Led Policing as the effective application method.

There have been various discussions to prevent violence to 119 emergency medical technicians, and the aims of the were as follow ; first, the staff dispatched to the scene should be reinforced so that the patients committing violent acts can be subdued. Secondly, self-defense devices should be provided to 119 emergency medical technicians so that they can use them in a dangerous situation and escape from it. And finally, 119 emergency medical technicians should be allowed to refuse to transport the patients when they or their guardians do violence to them in order to prevent potential violent cases. When countermeasures after violence is committed, it is important to secure evidence and determine strongly to bring charges to the offenders rather than agree to overlook the violence in order to correct them right. It is necessary to introduce a support program to help the victim technicians concentrate on their physical and mental treatment. Violence to 119 EMT should be punished so that the society will think it is natural to punish such offenders. In a safer environment, 119 EMT can perform their duties and it is very important to draw this consensus.

Terrorism has existed in the entire human history and has become a significant topic in criminology while prior studies has focused on North Korea as the perpetrator, and this prevents an in-depth discussion of the international trends of terrorism. As soft targets are the main target of new terrorism and because we never ignore the significance of the consequences, there are needs for more studies on the topic. This study conducted a case study of major terrorism attacks and surveyed professionals in the field via an AHP analysis in order to find the characteristics of terrorism and its potential patterns in South Korea. As a result, we found that North Korea or the left-wing may utilize homemade bomb, motor vehicle or drone for the purpose of attacking multi-use facilities in South Korea. For policy implications, we insist developing a better CPTED approach on those facilities, improving professionalism of cyber-watchdog via more training and education, stricter control on drone permit, and operation of counseling centers for preventing radicalization.

Business organizations intend to survival in the global market with a dramatically changing environment, an efficiency management process is obviously needed. The traditional management ways can not follow the steps of the new world. In another word, leaders now have to focus on building a new employee-employer relationship. Globally, as the economic recession continues and consumption shrinks, companies face a lot of difficulties. Companies will, eventually, fall behind in the market unless they respond to this constantly changing business environment and market, systematically. Accordingly, the importance of leadership can be said to be highest ever. This study inquired into the preceding research on servant leadership and carried out an empirical analysis with the workers in the service industry. As a result of the analysis, it was found that servant leadership had positive impacts on organizational commitment and organizational citizenship behavior, and that the boss's trust affected the impact of servant leadership on organizational commitment.

The $4^{th}$ Industrial Revolution, symbolizing the explosive innovation of digital technologies, is expected to have a great impact on labor relations and produce a lot of contested issues. The labor-management issues, created by the $4^{th}$ Industrial Revolution, are as follows: (1) employment restructuring, job re-allocation, and skill-reformation, driven by the technological displacement, resetting of worker-machine relationship, and negotiation on labor intensity and autonomy, (2) the legislation of institutional protection for the digital dependent self-employed, derived from the proliferation of platform-mediated labor, and the statutory recognition of their 'workerness', (3) unemployment safety net, income guarantee, and skill formation assistance for precarious workeforce, (4) the protection of worker privacy from workplace surveillance, (5) protecting labor rights of the digital dependent self-employed and prcarious workers and guaranteeing their unionization and collective bargaining. In comparing how labor unions in Western countries have responded to the $4^{th}$ Industrial Revolution, German unions have showed a strategic approach of policy formation toward digital technological innovations by effectively building and utilizing diverse channel of social dialogue and collective bargaining, while those in the US and UK have adopted the traditional approach of organizing and protesting in attempting to protect the interest of platform-mediated workers (i.e. Uber drivers). In light of the best practice demonstrated by German unions, it is necessary to build the process of productive policy consultation among three parties- the government, employers, and labor unions - at multi levels (i.e. workplace, sectoral and national levels), in order to prevent the destructive damage as well as labor-management confrotation, caused by digital technological innovations. In such policy consultation procesess, moreover, the inclusive and integrated approach is required to tackle with diverse problems, derived from the $4^{th}$ Industrial Revolution, in a holistic manner.

급변하는 항만의 교통특성과 이용자들의 정보서비스 욕구에 발맞추어 해상교통관제 운영기법이 변화하고 있으며 차세대 다기능 해상교통정보시스템과 같은 새로운 기술이 개발되는 등 해상교통물류체제의 혁신이 이루어지고 있다. 이에 따라 세계 각국은 해상교통관제구역을 항행하는 선박의 질서유지 및 안전사고 예방과 사고 발생 시 신속한 대응조치를 위하여 해상교통관제사의 인력양성 및 인력관리에 많은 노력을 기울이고 있다. 국내에서도 선진해양교통행정을 위하여 분산된 해상교통관제 기능일 일원화 되어감에 따라 새로운 해상교통관리 체제의 효율적인 운영을 위하여 해상교통관제사들의 지속적인 훈련의 필요성이 대두되고 있지만 교육제도의 인지, 여건, 장비보급의 부족, 다양한 상황에 대한 교육시나리오의 부족으로 인하여 시뮬레이터를 이용한 교육이 효율적으로 이루어지지 못하는 문제점이 발생하고 있다. 본 연구에서는 해상교통관제사들의 교육을 위한 국내 외 규정을 분석하고 교육현황 및 해상교통관제사들의 요구사항을 파악하여 해상교통관제시뮬레이터를 이용한 교육의 개선방안을 제시하고자 한다.

This study aims to analyze the late 18th century Hanghae-Gamsa's(黃海監司; the provincial governor of Hanghae-Do) utilization of governing institutions in Haeju-Mok(海州牧) focused on his duties and ritual ceremonies. Haeyeong-Ilgi("海營日記") which is Hangha-Gamsa's official diary written by Mae-Su Seo(1731-1818) is closely investigated for that purpose. The arrival ceremonies were held at Geumcheon and the Gyogwui(交龜; the change-over ritual ceremonies) were held at Geumcheon and Baecheon. Especially the arrival ceremony held at Haeju-Mok is very spectacular compared with other cities. Through this study it was able to confirm the place of regular and irregular ritual ceremonies held and the aspects of governing institutions' utilization in Haeju-Mok.

In this study, the best Total Quality Management(TQM) implementation model for university libraries is focused through the study of the theoretical background such as the concept the quality and the development of TQM. The study on the application of TQM to university libraries was started with the recognition that university libraries have to work out a new strategy of a positive and active counter plan to cope with the change of environment. The detailed purpose of this study is (1) the diagnosis of the applicability of TQM to university libraries (2) the suggestion of the TQM implementation models suitable for university libraries (3) the analysis of the influence of the manager's leadership-which is the fundamental factor of TQM-over the organization\`s culture, the job satisfaction the consumer satisfaction in the university libraries organization Management.

The purpose of this study was to develop a Industrial Professional Practice(IPP) at university education as a way of innovation strategy in order to effectively respond industrial needs in dynamic environment. A Industrial Professional Practice model was developed by using a structured on the job training model and had a 7 steps which were "planning Industrial Professional Practice, selecting enterprises and students, matching enterprises and students, job analysis, design and development program, implementation, evaluation and feedback. Based on the Industrial Professional Practice model, the directions for the future studies was discussed.
