Design and Implementation of Beacon based Wireless Sensor Network for Realtime Safety Monitoring in Subway Stations (지하철 역사에서 실시간 안전 모니터링 위한 비컨 기반의 무선 센서 네트워크 설계 및 구현)

  • In this paper, we proposed new sensor network architecture with autonomous robots based on beacon mode and implemented real time monitoring system in real test-bed environment. The proposed scheme offers beacon based real-time scheduling for reliable association process with parent nodes and dynamically assigns network address by using NAA (Next Address Assignment) mechanism. For the large scale multi-sensor processing, our real-time monitoring system accomplished the intelligent database processing, which can generate not only the alert messages to the civilians but also process various sensing data such as fire, air, temperature and etc. Moreover, we also developed mobile robot which can support network mobility. Though the performance evaluation by using real test-bed system, we illustrate that our proposed system demonstrates promising performance for emergence monitoring systems.

  • A voltage drop in the electrical circuit must be unavoidable. The voltage drop in the electrical circuit means a loss of heat. The heat lost would change the characteristics of the insulator and thus, the insulating performance would be towered resulting in electric leakage, electric shock, power failure, fire and other accidents. Hence, an optimized design against the voltage drop in the electrical circuit must be an important factor determining safety and economy of electrical facilities. This study analyzed the effects of voltage drop on the electrical circuit for such low-voltage electrical facilities requiring the public safety foremost and subject to multi-distributed random loads as street lamps, buildings and subway stations, and thereupon, developed an optimized voltage drop computation program to enhance safety and economy of those electrical facilities.

  • 재난은 인류의 발전과 더불어 다양하게 발생되어왔다. 최근 21세기 들어 발생하는 재난은 그 현상이 더욱 다양하고 복잡하며 그 피해의 정도가 대규모로 진행되는 경우가 많아 졌다. 태풍, 집중호우, 강풍, 폭설, 지진, 황사 등의 자연재난은 지구온난화현상으로 국내뿐만 아니라 전 세계적으로 커다란 영향력을 미치고 있으며, 화재, 구축물의 붕괴, 지하철사고, 테러 및 감염병 등의 사회 재난도 더욱더 증가하고 있는 추세이다. 나아가 사스, 메르스, 지카 바이러스 및 대형 테러 등 전 세계적 차원의 사회 재난의 발생 또한 급증하고 있다. 이와 같이 현대사회에서 발생하는 재난는 개인이나 국가의 정책만으로 예방하고 관리할 수 없는 특성이 있다. 따라서, 자본주의 경제의 한축을 이루고 있는 기업의 재난을 관리하여 연속성을 확보하고 더나아가 리질리언스(Resilence)를 보장하기 위한 일환으로 2007년 7월 재해경감을 위한 기업의 자율 활동 지원에 관한 법률(이하, 기업재해경감법 이라함.)이 공포된 지 약 10여년이 경과하였다. 이는 법 제도화를 통하여 기업의 재해경감활동을 지원하기 취지에서 출발한 것 이다. 그 후 현재 까지 어느 정도의 발전이 있었지만 경과 년 수에 비해 아직 미흡한 실정이다. 이후 그 기업들이 좀 더 원활하게 재해경감활동을 위한 계획을 수립, 실행, 검토 및 유지하기 위한 지침으로서 기업재난관리표준을 2010년 4월 2일 제정하였고 이후 재해경감활동 수립계획을 제정하여 시행하기에 이르렀다. 또한, 기업재난관리표준은 제정된 이후 2013년 12월 9일 전면 개정작업을 통해 경영관리 프로세스 모델(Plan-Do-Check-Act)이 적용된 관리체계를 접목시키고 용어정의를 국제표준과 일치시켜 기업재해경감활동 상의 혼선을 방지하기 위한 노력을 하였다. 현 정부에서는 주무부처가 바뀌고 조직이 변화되어 행정안전부고시 제2017-1호(2017.07.26.일)로 개정되어 현재에 이르고 있다. 본 논문에서는 기업재난관리표준과 연관된 제반 법령 및 규정 등에 대한 법적성격 과 지위를 규명하고, 기업재난관리표준의 관련분야 적용 시 문제점 및 바람직한 제도개선 방향을 제시하고자 한다.

  • LRT is eco-friendly transportation system and can be constructed at less than half cost of subway. Therefore many local governments have planned to construct a various type of LRT and some of them were already under construction. In Para. 2 of Art. 22 of the "Enforcement Decree of Urban Railroad Act" - safety standard of urban railroad vehicle, It can't be operated if "structures and devices" don't come up to standard required to safety operation. Constructor or operator should give an order or operate according to safety standard in Art. 3 of the Safety Standard of Urban Railroad Vehicle. Safety Standard of Urban Railroad Vehicle of 2000 was reformed once to tighten fire safety standard in 2004 after subway accident in Daegue. It was entirely made for medium and large-sized electric motor car. LRT, based on driverless operation and articulated bogie, has different safety standard in signalling devices and the axle load. etc. So many institutes related LRT have required to amend. In this paper, we described features of LRT vehicle and necessity of amendment and discussed how it should be amended.

  • The purpose of this paper is to introduce eight articles which were written on the psychological mechanisms of accidents in Korean society and to suggest alternatives to prevent them. All of these articles were presented during the "Symposium of Safety" at the Annual Conference of the Korean Psychological Association, at Youngnam University through October 18~19, 2002. Frequently occurring accidents in Korean society are a very serious and enduring social issue. Psychological and cultural factors, as well as environmental factors, were found to be leading causes of the various accidents. The preventative alternatives for these accidents should be developed taking into account these factors. A nation-wide comprehensive institute for accident management is necessary to control accidents and to study and to develop preventive programs. The attitude of psychologists also needs to shift from the laboratory to the field toward accidents and from passive to aggressive toward issues facing Korean society.

Scintigraphic Evaluation of Inhalation Injury in Fire Victims (화재사고시 흡입에 의한 기도손상의 핵의학적 평가)

  • Purpose: Conventional chest X-ray and pulmonary function test cannot sensitively detect inhalation injury. Bronchoscopy is known to be the gold standard but it is invasive method. We evaluated whether lung inhalation/perfusion scans can sensitively detect inhalation injury of fire victims. Materials and Methods: Nineteen patients (male 9, female 10, mean age 31.6 yr) of fire victims were enrolled in this study. Inhalation lung scan was performed 2 days later after inhalation injury with $^{99m}Tc$-technegas. Perfusion lung scan was performed 4 days later with $^{99m}Tc$- MAA (macroaggregated albumin). Follow up lung scans were performed 16 and 18 days later for each. Chest X-ray was performed in all patients and bronchoscopy was performed in 17 of 19 patients at the same period. Pulmonary function test was performed in 9 patients. Results: Four of 19 patients showed inhalation and perfusion defects and one showed inhalation defect but, normal perfusion scan findings. These five patients with abnormal scan findings showed abnormal bronchoscopic findings and severe respiratory symptoms. On chest X-ray, 2 of them had pulmonary tuberculosis and one of them showed pulmonary congestion. FEV1 /FVC was abnormal in 3 patients. On the follow up scan, all patients with abnormal initial scan findings showed improved findings and they had improved clinical state. Conclusion: Inhalation/perfusion lung scans can detect inhalation burn injury noninvasively in early stage and may be useful in therapeutic decision making and follow up of patients.

A Study on the Development of Facility Model for Safety Training Class in School (학교 내 안전체험교실의 시설모형 개발 연구)

  • The purpose of this study is to derive education programs for safety training class, create unit spaces and present components and methods of utilizing the spaces for the development of facilities models closely related to various policy, operation plan and facility construction projects promoted by related institutions such as the Ministry of Education, schools, architects and companies. This study is divided into five steps. First, we reviewed the literature related basic directions for safety education and facility plan, second, field survey included both field conditions such as spatial size and facility configuration and analysis of operating conditions like hours of operation and personnel. Base on literature review and field survey, it were used to analyze strengths and weaknesses of existing safety training classes, and five facility models was developed based on the Delphi method and expert participatory design. The result show that the facility models (drafts) of safety training class were developed as follows: (1)the facility model for traffic safety(pedestrian safety, vehicle safety, subway safety) (2)the facility model for first aid(emergency rescue, how to report) (3)the facility model for disaster safety(fire evacuation safety, life earthquake safety) (4)the facility model for elevator safety(elevator safety, escalator safety) (5)the facility model for drugs and violence safety (smoking drinking, sexual harassment safety, food safety) The safety training class can be composed by combining or separating each module according to affordable space size of each school.

For Making an Efficient Disaster Emergency Communication System for Public Safety in South Korea (국민안전 확보를 위한 긴급통신망시스템 통합구축 방안)

  • The purpose of present study is to provide an efficient 'Disaster Emergency Communication System' (below DECS) to deal with serious disaster situations in national levels. Currently, DECSs such as the VHF, UHF, and TRS are worked to control some disaster situations in the world. However, new system such as for sending the correct image and big data is more likely to need than current the DECSs in the comtemporary societies. Several serious disaster events such as the Sam-Poong Department Store Collapse, Daegu Subway Fire, and Sewol Submerge event, nevertheless, there was not the DECS based on the field in South Korea. In July 2014, finally, South Korean government started to provide a PS-LTE system which is the new and one system with fire fighting, police, army, railway. however, there are no many academic studies for DECSs to deal with disaster situations in South Korea. The present research highlights to explore an efficient DECS of Korean styles to fix some national security and public safety. The paper provides three key findings: first is how to make a unified Korean DECS based on PS-LTE. Second is how to make sure the frequency of 700MHz levels to communicate in the shady areas. Three is what kinds of communication facility is adequate for fixing PS-LTE DECS.

Priming Effects of Disaster-related TV News: Focusing on the Interactions of Geographical and Psychological Distance (재난 뉴스의 점화 효과: 지리적·심리적 거리의 상호작용을 중심으로)

  • The purpose of this study was to identify the priming effects of disaster-related news. Specifically, this study aimed to examine the priming effects about trauma words and neutral words according to the geographical and psychological distance from the disaster. The participants in this study were 75 college students who had not experienced the Daegu subway fire accident, and whom were not ruled out after completing the screening measure completing the screening measure the completion of questionnaires for screening. All participants conducted a lexical decision task after watching a news video about the Daegu subway fire accident. The design was a 2 (Geographical distance: close vs. distant) × 2 (Psychological distance: close vs. distant) × 2 (Priming type: trauma priming vs. neutral priming) mixed-design. The results of this study are summarized as follows: First, the group which was geographically closer to the disaster tended to revealed a largerbigger priming effect than the distant group-a trend toward significance. Second, within the psychologically closer to the disaster, group, for those who were geographically closer too, the priming effect was larger for those who were geographically closer geographically closer than for the geographically distant group. Third, the geographically closer group had a largerbigger neutral priming effect than the distant group. Fourth, the psychologically distant group had a largerbigger neutral priming effect than the close group. To sum up, this study identified that disaster news coverage may have an implicit effect on people, and this influence can change according to the geographical and psychological distance. Finally, this study discussed the limitations of the study and recommendations for further research.
