Policy Direction of River Management based on Public Awareness Survey (시민인식조사 기반의 하천관리 정책 방향)

  • 시민인식은 하천관리를 포함한 공공정책 수립에 결정적 요소들 중 하나로 강조되고 있다. 따라서 하천관리체계의 변화에 따른 사회적 하천관리에 미치는 영향을 파악하고, 특히 우리나라 물관리 일원화 후 하천의 이용과 관리 및 정책에 대한 시민 인식을 조사하는 것은 향후 하천 정책 수립에 매우 중요하다. 본 연구의 목적은 하천의 이용, 관리(주체), 정책, 기후변화 등에 대한 시민의 관심도와 만족도를 조사하는 것이다. 이번 설문 대상은 전국의 남녀 4,500명(10대~60대)이었으며 패널 참여 방식으로 조사되었다. 설문 문항의 구성은 크게 하천 이용, 하천 관리, 그리고 물관리 일원화와 기후변화 등을 포함한 하천정책 등으로 3대 주제로 세부 문항들이 개발되었다. 설문조사의 주요 결과는 조사대상 시민들의 약 22.9%는 매주 하천을 방문하는 것으로 분석되었으며, 1년간 1번은 하천을 방문(이용)하는 시민들은 85.5%로 나타났다. 자주 방문하는 하천의 규모 혹은 위치는 중(中)하천이 42.2%로 가장 높았고, 대(大)하천은 23.9%, 소(小)하천은 17.5%, 도랑이나 개울은 15.5%로 나타났다. 기타(0.9%)로는 하천 외에도 물을 접할 수 있는 저수지, 인공하천 및 호수공원 등을 이용하는 것으로 나타났다. 하천 방문자 중 최소 2시간을 체류하는 시민 중 약 96.4%는 걸어서 하천을 접근하고, 지하철을 이용하여 하천을 접근하는 방문자는 최소 1시간에서 2시간 이상을 체류하는 것으로 조사되었다. 조사대상 시민들은 하천관리 중에서 접근 편의성(28.4%), 친수시설(자전거 도로, 산책로 등) 관리(24.2%), 수질관리(9.9%)로 만족하는 것으로 나타났다. 반면에 수질(27.4%, WQ(water quality))과 냄새 및 쓰레기(25.5%, OW(odor and waste))가 가장 높게 하천관리의 불만족도를 가지고 있었다. 기후변화 영향에 대한 시민들의 관심도는 WQ (29.6 %), OW (17.7%), 그리고 물부족 (15.1%)의 순서로 조사되었다. 하천의 바람직한 미래상에 대한 관심도는 깨끗한 수질의 하천(36.1%, WQ), 휴식과 산책을 즐길 수 있는 하천(22.9%), 다양한 동 식물의 생태서식공간(14.6%)의 순으로 나타났다. 또한 시민들은 하천관리 기관의 가져야할 역량은 '전문성'이 가장 중요하게 인식하고 있는 것으로 조사되었다. 우리나라 물관리 정책 중 가장 큰 문제로 우선순위 1~3순위 누적 조사 결과, 수질악화(79.9%, WQ), 하천 수생물 훼손(49.6%), 정부부처 간 협력부족(37.6%)으로 인식하는 것으로 나타났다. 끝으로 2018년 추진된 물관리 일원화 후 정부의 물관리 및 하천 정책에 대한 시민들의 관심도는 WQ (46.0%), 물공급 관리 (17.6%), 그리고 생태계 복원 (8.4%)의 순서로 조사되었다. 본 연구의 결론들 중 하나는 현재와 미래 하천에 대한 가장 높은 시민들의 수요는 깨끗한 수질과 생태서식공간이었으며 이는 향후 하천 정책 수립에 있어서 중요한 기초가 될 것으로 전망된다.

A Study on the Classification of the Spatial Characteristics by TOD Planning Elements of Subway Station Areas in Seoul (서울시 지하철 역세권의 TOD 계획요소별 공간적 특성 분류)

  • It is important to empirically investigate the typological characteristics of subway station areas considering the comprehensive elements of transit-oriented development (TOD) planning so that its implementation can be effective in attaining both increase in transit ridership and decrease in inordinate automobile dependence. This article aims to identify diverse features of subway station areas in Seoul known for good public transit system. After collecting and manipulating the measures on planning elements such as density, diversity and accessibility for TOD planning by distance-based buffer from a subway station, the article tried to interpret analysis results on their typological characteristics. They can be summarized with two conclusions. First, characteristics of landuse and public transit system can be distinctly differentiated in the Seoul subway station areas. It implies that both planning elements should have not been integrated for now. Second, the characteristics of public transit system can be divided by modes. They provide us that public transit system in Seoul needs to be more strongly integrated than current system.

  • The total number of passengers on the KTX since its construction in 2004 surpassed 500 million in October, 2015. The operation of KTX made it possible to reach anywhere in a country in half a day, which subsequently altered people's lifestyle. As the KTX has become an important mode of transportation, there is a growing interest in the optimal size and location of its stations. Currently, the stations are constructed through public-private partnerships since a sufficient amount of budget is hard to secure only from the public sector; however, because railway stations are traditionally aimed at promoting public interests, an emphasis on the profitability of the private sector could compromise public interests. At this juncture, this study separately computes the number of users based on each of the two primary functions of the stations-as a railway station and as a sales facility-and estimates the numbers of people according to various transportation modes that are taken to access the stations. This estimation is applied to the case of Dongdaegu Station, which will open in 2016. Such an application helps to predict and respond to possible congestion as brought about by the expansion of the sales facility.

  • Previous studies on the transit assignment hardly show its achievement in research but have many limitations not only in theory but also in practice. This paper presents an integrated transit assignment model taking into account cost functions of multiple modes, such as auto, bus and subway, which represent an integrated network. An integrated transit network including cost functions and in-vehicle congestion needs to be developed. In addition, a link fare calculation model needs to be developed and applied to the model to calculate path travel costs. Based on these sub-models, a path-based traffic assignment model, which considers in-vehicle congestion and an integrated distance-based fare system in the integrated traffic network, is developed.

  • The subway, which is an urban railway, is the core of public transportation. Urban railways are always exposed to serious problems such as theft, crime and terrorism, as many passengers use them. Especially, due to the nature of urban railway environment, the scope of surveillance is widely dispersed and the range of surveillance target is rapidly increasing. Therefore, it is difficult to perform comprehensive management by passive surveillance like existing CCTV. In this paper, we propose the implementation, design method and object recognition algorithm for intelligent object recognition system in urban railway. The object recognition system that we propose is to analyze the camera images in the history and to recognize the situations where there are objects in the landing area and the waiting area that are not moving for more than a certain time. The proposed algorithm proved its effectiveness by showing detection rate of 100% for Selected area detection, 82% for detection in neglected object, and 94% for motionless object detection, compared with 84.62% object recognition rate using existing Kalman filter.

Analyzing the Productivity of Korean Rail Transit Authorities: A Nonparametric Malmquist Approach (한국 도시철도 운영기관의 생산성 : 비모수적 Malmquist 접근법에 의한 분석)

  • Using data envelopment analysis, this paper annually estimates Malmquist total factor productivity indices and decomposes them into productive efficiency change, technical change, and scale change components for three publicly-owned rail transit properties: the Seoul Subway Corporation(SSC), the Seoul Metropolitan Electrified Railways Sector of Korea National Railroad (SMESRS) and the Busan Urban Transit Authority (BUTA). The paper then conceptualizes that the property produces a single output(car-kilometers) using four inputs(labor, electricity, car and maintenance, and track) and uses unbalanced panel data consisted of annual observations on SSC, SMESRS and BUTA. The results show that the average annual growth rate of productivity of the three properties is 6.6 percent, which is 0.5 percent less than the average annual increasing rate of their labor price. They also show that the greatest part of the growth in productivity is explained by technical change and to a lesser degree by scale change and changes in productive efficiency though each of the three components contributes more than 20 percent to the growth in productivity, These results suggest that the three properties should base the increasing rate of their wages on the growth rate of their productivity and utilize existing technologies more efficiently prior to introducing new ones to raise their productivity, and that all the three components should be considered to evaluate their productivity more correctly.

An Analysis of Locational Characteristics and Business Change in the Commercially Gentrified Residential Areas in Seoul, Korea (서울시 상업 젠트리피케이션 발생 주거지역의 입지적 요인과 변화특성 분석)

  • This study examines the locational characteristics and change of business type in the residental areas that have commercial gentrification issues in Seoul, Korea, using the logistic regression model. The analysis results indicate that the gentrification occurrence areas are strongly associated with low-density and old residential areas. In addition, those areas are more likely to have great accessibilities to highway ramp, subway station, colleges, and other facilities that attract people. Regarding the characteristics of the road, gentrification occurrence areas are associated with longer road length, lower rate of road areas, higher local integration of road network, and higher rate of three-way intersections. This finding indicates that low-density and old residential areas with organic road networks have strong links with commercial gentrification. This study also finds that the business type has been substantially changed from 2006 to 2014 in the commercially gentrified residential areas. While the coffee shops and drinking places have been increased, but neighborhood-living facilities have been decreased. This study also shows that the business life-cycles of drinking places or Korean restaurant are getting short. Finally, this study discusses the commercial gentrification issues and policy implications in the residential districts in Seoul, Korea.

Indicators and Planning Features of Ecologically Based Urban Regeneration -Cases from Hamburg, Germany and Copenhagen, Denmark (생태기반형 도시재생의 계획지표 및 특성에 관한 연구 -독일 함부르크와 덴마크 코펜하겐 사례를 중심으로)

  • Contrary to urban development, urban regeneration is a process of land development through conservation, restoration, and management. In particular, ecologically based urban regeneration is an attempt to improve the quality of life in an area, establish a stable settlement space, and revitalize the local economy by considering the ecological environment. In this regard, the objectives of this study were to establish theoretical concepts and analyze the successful foreign cases of ecologically based urban regeneration, and propose a direction of socio-economic regeneration along with the physical-environmental regeneration of urban areas in Korea. The study results suggest the following. First, strategies must be developed to coordinate public transportation, such as buses and subways, by considering the importance of bicycle riders, along with the sustainable-commuting system. Second, both the importance of planning parks and trails around water systems in various scales while maintaining the existing natural environment as well as using natural elements, such as electric vehicles and wind-power generation systems, were emphasized. Third, urban regeneration for increased energy efficiency requires specific architectural planning and facilities. Fourth, education and research for easy access by the public, as well as public-private partnership, will be needed in the regeneration process.

  • We may consider the inducement of demand to public transportation as a solution to relieve traffic congestion and pollution. Subway has merits as moving on schedule, transporting more people than bus. But subway is required a vast investment in the early stage of construction has a huge debt. So it runs into red figures, and on this account, services of subway are falling more and more. Development of subway's operation cost function is useful to understand structure of subway's operation and catch the relations of operation cost and actual results. In addition, we can present the policy that is a helpful to the operation as development of operation cost function. But there are short of studies about operation cost deal with a subway comparison with local train. Because local train has many lines and data, on the other hand, subway has one to four lines and less data. Most of previous studies sought the operation cost function of Seoul. So this study aimed to develop and apply the operation cost function of Seoul, Incheon, Busan and Daegu area using full allocation method. In this study, we considered the number of passengers, track-km, train-km, revenue as actual results. By appling the operation cost function, we compared the average cost of each city and confirmed the existence of economies of scale about the number of passengers, train-km.

A Comparative Analysis of TOD Planning Elements of Major Urban Railway Station Areas in Seoul (환승역세권 평가를 통한 TOD 계획 요소의 비교분석)

  • Transit Oriented Development(TOD) has been the dominant paradigm for urban development. The traditional approach to the development of urban rail station areas demonstrates apparent weaknesses when it comes to compact and mixed-use types of development for these stations. Thus, the objective of this study is to derive evaluation indicators with which to assess urban rail station areas using TOD planning elements. A focus group interview was conducted to explore TOD planning elements. In order to examine the level of TOD to be achieved, an AHP technique was utilized to analyze the importance of several variables. Z-scores and Re-scores were applied to derive the values for the stations. The Variables related to the land use type, mixed use, floor area, and public transit were found to be the major contributing factors to the achievement of TOD in urban rail station areas. The results of this study show that the level of TOD achievement varies according to the major land use, density, accessibility, and mixed-use planning elements.
