The purpose of this study is to develop evaluation index for school library in order to find ways to continue the improvement of school library by examining deficient areas and developing necessary areas, in which almost every school have libraries as a result of school library promotion project for last five years. To fulfill this, the research analyzed 2009 evaluation of the Ministry of Culture, Sports, and Tourism(MCST), policy research evaluation index of the Ministry of Education, Science, and Technology(MEST), BSC product index of school library from preceding research, school library evaluation standard of Korean Library Association (KLA), two-phased base plan and school library promotion law of school library promotion of the MEST and evaluation index of municipal/province education agency of MEST, and thereby developed 54 evaluation index from 8 areas. The research ultimately presents 48 evaluation index from 8 areas. Also, analysis result was first verified by school library experts to increase credibility of the evaluation standard of the research. Based on the result, second evaluation was done by school library faculty staff, and thus went through two-phased verification process.

기술개발이 국가경쟁력 제고의 중요한 수단으로 인식됨에 따라 국가차원에서의 연구개발이 적극적으로 추진하고 있다. 우리나라의 경우도 예외가 아니어서, 1990년대 이후 우리 정부는 국가연구개발사업을 높이기 위해 연구 평가제도를 꾸준히 정비하여 왔다. 그러나 아직까지도 연구평가와 관련하여 여러 가지의 개선요구가 연구자들로부터 제기되고 있다. 이러한 현상이 나타나는 이유는 근본적으로 연구평가가 공급자 위주로 이루어지면서 미래지향적이고 효율적인 접근이 이루어지지 못하였다는 데에서 그 원인을 찾을 수 있다. 본 연구에서는 현재 여러 정부부처에서 연구평가를 시행하면서 연구과제의 선정단계와 중간평가단계에서 사용되고 있는 지표가 정책 목표에 합목적적이고 국가연구개발사업의 실질적인 성과를 제고할 수 있도록 구성되어 있는가를 살펴보았다. 연구의 성격에 따라 학술기초 연구사업, 원천기술 연구사업, 그리고 산업기술 개발사업을 분류된 사업그룹별로 연구의 특성을 반영하는 준거 틀과 실제로 사용하고 있는 지표를 비교하였다. 그 결과 아래와 같은 세 가지 유형의 문제점이 도출되었다. 첫째는 연구 성격이나 연구 활동의 수행 단계에 맞지 않는 불필요한 지표들이 활용되고 있는 경우이다. 여기에는 연구수행단계 또는 연구 성격을 감안하여 볼 때 꼭 필요하지 않은 지표임에도 불구하고 채택이 되고 있거나, 하나의 평가지표로 충분히 점검이 가능한데에도 불구하고 유사한 여러 가지의 지표들이 사용되는 경우를 포함하고 있다. 둘째는 지표의 구성에 있어 연구사업의 성공요인을 반영하지 못하고 있는 경우이다. 여기에는 특정한 연구수행단계의 성과를 평가하는데 필요한 지표들이 제외되어 있거나, 연구의 특성에 대한 고려가 이루어지지 않은 상태로 불필요하거나 반복적인 지표가 채택되는 경우를 포함하고 있다. 셋째는 추상적이며 측정이 어려운 지표를 채택하고 있는 경우이다. 여기에는 지표에 대한 정확한 정의가 이루어져 있지 않아 피 평가자가 불필요하거나 과다한 평가 자료를 준비해야 하거나 평가자로 하여금 평가 시 혼돈을 유발할 가능성이 있거나, 또는 상위개념의 평가항목과 하위개념의 평가항목이 혼재되어 구분이 모호한 경우를 포함하고 있다.

This study is about the scale to evaluate the data of the countermeasures in the 'simulation based government exercise' (tentative name). The criteria and weighting of the scale is a standard for evaluating the data of each agency input. This maintains the objectivity and consistency of the evaluation, which complements the subjective evaluation of the observer. Therefore, the criteria should accommodate the purpose of the government exercise evaluation, the possibility of measurement in the simulation environment, the objectivity, no-duplication and causality between criteria, and the grade applying the evaluation results, and the weighting should be set. In this study, three major criteria of timeliness, accuracy, and appropriateness is set up for the evaluation scale and it consists of sub-criteria classified into three classes below respectively and the concept of it was defined. The weighting was calculated by AHP analysis considering the hierarchical structure of it. When this evaluation scale is applied to the 'simulation based government exercise' in the future, it will be possible to secure consistency and objectivity of the evaluation of measures by integrating the quantified evaluation into the observation evaluation and to conduct AAR by scientific techniques.

A balanced evaluation system for a bus route network was proposed for a mid-sized suburban city. The evaluation system consists of 7 criteria-accessibility, riding comfort. transfer rate, directness of route, productivity of operation, regional equity, and minimum requirement of bus fleet - and quantitative indicators representing each of the criteria. The proposed system was applied in Siheung, a suburban city in Seoul Metropolitan Area. Four alternative scenarios of bus route network including the existing one were evaluated. The results showed that the suggested criteria and indicators are acceptable for the evaluation of a bus route network. In order to enhance the proposed evaluation procedure, further studies on the normalization of produced values and weights for each of the indicators are needed.

기존의 클러스터 평가 지표(cluster validation index)는 클러스터의 개수가 커질수록 클러스터 평가 지표 값이 단조 감소하는 경향을 보인다. 최근에 이러한 단점을 보완하는 새로운 클러스터 평가 지표가 본 논문 저자중의 하나에 의해 제안되었으나, over-clustering의 단점 을 지니고 있다. 본 논문에서는, 클러스터 평가 지표 값이 단조 감소 및 over-clustering을 방지할 수 있는 새로운 클러스터 평가 지표를 제안하고, 여러 가지 예제를 통하여 새롭게 제안된 평가 지표의 타당성을 보인다.

질적인 측면을 충분히 감안하지 못한 양적 성과분석은 연구개발 과제의 성과를 제대로 반영하지 못하는 문제점을 안고 있다. 따라서 양적 성과와 질적 성과를 함께 종합적으로 고려할 수 있는 종합적인 성과분석지수를 개발할 필요가 있다. 본 연구에서는 주성분 분석과 동일 가중치를 부여하는 방식을 이용하여, 특허 출원 건수, SCI 게재논문 건수, 기술이전 건수라는 3가지 양적 성과지표와 이에 대응되는 특허 심사청구 항수, 논문게재 학술지의 IT, 총 연구비 대비기술료 비중의 3가지 질적 성과지표를 성과지표로 고려하면서 성과분석지수를 개발하고자 하였다. 주성분 분석의 적용 결과 특허 출원 건수(0.2160), SCI 논문게재 건수(0.1510), 기술이전 건수(0.1564), 특허 심사청구 항수(0.2257), 논문게재 학술지의 IF(0.2218), 기술료 비중(0.0291)의 가중치를 얻을 수 있었다. 이 6가지 평가지표는 종합평가지수라는 하나의 틀로 결합되어 개별 과제의 성과를 평가하는 데 활용될 수 있다. 더 나아가 양적 성과지표와 질적 성과지표로 구분하여 평가할 수 있다. 가중치 결정 방법에 따라 평가결과가 크게 달라지지는 않았지만, 가중치 결정 방법과 상관없이 양적 성과지표 평가결과와 질적 성과지표 평가결과는 크게 달랐다. 한 가지 흥미로운 점은 과제평가등급과의 상관관계를 따져보았더니 질적 성과지표와 과제등급과의 상관관계가 양적 성과지표와 과제등급과의 상관관계보다 더 크다는 것이다. 따라서 성과분석에 있어서 질적 성과지표를 반영한 질적 성과분석이 반드시 수행될 필요가 있다. 앞으로 특허 인용도 등 보다 다양한 질적 변수를 확보하여 성과분석지수를 보완할 필요가 있을 것이다.

The present study develops an evaluation indicator for cultural value of library. First, a preliminary evaluation indicator was developed based on analysis of both domestic and foreign studies on the value of library. The preliminary evaluation indicator was used for three rounds of Delphi survey conducted by 10 experts for development of the final evaluation indicator. The final evaluation indicator consists of four evaluation areas community cultural development, succession - and promotion of cultural heritage, contribution to local residents' enjoyment of culture, and establishment of community culture and 10 evaluation items, and 50 specific evaluation indicators.

Under rapidly changing circumstances, public libraries are required to evaluate the performance with an integrated point of view to cope with a variety of changes. In other words, it is necessary to develop integrated library performance appraisal indicators which are both quantitative and qualitative. Recently, ISO and IFLA attempt to adopt an integrated performance evaluation system based on the Balanced Scorecard(BSC). Therefore, this study defines four aspects of the library appraisal including input, process, output and outcome, and suggests a new library appraisal system and indicators of each appraisal aspect. In the concrete, appraisal aspects were derived from ISO appraisal system, and an appraisal system and indicators were presented based on the comparison and analysis of the ones respectively used inside and outside of Korea. Finally, this study proposes the method of suitability evaluation of those performance indicators by librarians and professors in Korea.

This study developed a evaluation indicators on environmental facilities highly vulnerable to flood damage from quantitative and qualitative perspectives in order to reinforce the ability or preemptive disaster prevention. At first, this study classified the facilities into structural factor and non-structural factor. The structural factor consists of 11 indicators, the non-structural factor consists of 8 internal indicators and 6 external indicators. This study is expected to be prepared for flood damage by evaluating flood vulnerability of environmental facilities.

Special subject archives in different fields have been established and the related studies have been constantly made so far, but no evaluation index reflecting the characteristics of the archives has yet been developed. Thus, this study intends to develop a draft of the special subject archive operation evaluation index through literature research and propose the special subject archive operation evaluation index through a Delphi survey. A Delphi survey was conducted thrice, with 10 persons in charge of archiving thematic archives in 5 fields. Finally, a special subject archive operation evaluation index consisting of 4 evaluation categories, 10 evaluation items, and 28 detailed items was proposed. This study is significant because it was the first in Korea to develop and propose an operation evaluation index for special subject archives.
