현재뿐만 아니라 미래에 기업의 생존을 결정하는 것은 기술을 바탕으로 하는 지적 재산권이라 할 수 있다. 얼마나 많은 지적재산권을 소유하고 있는가도 중요하지만 소유하고 있는 지적 재산권을 어떻게 활용하고 관리할 수 있는 능력이 외부 위험으로부터 기업을 지키는 핵심적인 요소가 될 것이다. 따라서 본 논문에서는 중소기업을 위한 지적 재산권을 효율적으로 관리할 수 있는 시스템을 제안한다.

앞으로의 정보화시대에는 생산능력 자체 보다 이와 관련한 지적재산을 얼마나 많이 확보하고 있느냐가 중요하다. 이에 본 연구에서는 각 지자체가 확보하는 지적재산권의 현황을 분석하고, 지역별 차이에 대해 분석해 보았다. 그리고 이를 통해 지적재산 분야에서의 지역 균형 발전을 위한 시사점을 도출하고자 하였다.

지적재산권은 기술개발의욕 자극을 위해 새로이 물건이나 사상 등의 창작자에게 일종의 배타적 독점권을 부여한 것으로서 1980년대 이후 국제적 관심이 고조되기 시작하였는데, 두 차례의 석유파동 이후 기술이 국제 경쟁력의 주요 결정요인으로 등장하던 시기에 한국을 비롯한 개도국들이 선진국의 기술을 모방하여 첨단기술제품 분야에서 경쟁적 우위를 확보하자 자신들의 경쟁력 확보를 위해 선진국들이 자신들의 통상교섭력을 바탕으로 GATT/UR 등 국제적 협상을 통해 지적재산권 보호문제를 통상문제로 확대시킨 것이다. 이러한 지적재산권에 대한 통상문제와 관련하여 가장 문제가 되는 국가는 역시 미국인데, 미국은 통상법 301조 중 지적재산권 보호에 적용되는 Special 301조를 이용하여 지적재산권 보호에 대한 실효성을 확보하였으며, 당초 제품수입상의 불공정거래행위에 적용하던 관세법 337조를 지적재산권을 침해하는 수입 판매행위에도 적용할 수 있도록 개정함으로써 그 보호수단을 더욱 강화하였는데, 이에 따라 우리도 적절한 대응방안의 모색이 요구되고 있다. 우선 정부의 입장에서는 대내적으로 원천기술 및 개량기술 개발을 통한 기술의 해외의존도 축소, 인센티브 도입 등 직무발명제도 활성화, 해외특허권 취득확대를 위한 중소기업의 해외출원비용 지원, 심사관의 전문화롤 통한 심사의 처리속도 및 질 향상, 특허기술정보 이용체제 개선을 위한 특허청의 정보전산화 및 산업기술정보원 톡허정보센타와의 유기적인 협조체제 구축, 기업의 특허분쟁대응능력 향상을 위한 전담부서 마련 및 국제특허분쟁 전문변리사 양성 등의 대안을 마련할 필요가 있으며, 대외적으로는 PLT협약 등 차후에 있을 국제협약에의 적극적인 참여를 통한 우리나라의 이익도모, 남북 가교역할의 강화 및 한 미 양국간의 법제적 차이에 대한 오해불식, 해당 산업에 영향을 줄 수 있는 로비 활동의 활성화 등의 대안이 필요하다. 또한 기업의 입장에서는 사전적으로 과감한 연구개발투자를 통한 산업재산권 확보, 기술 법률 언어능력을 고루 갖춘 특허전문가의 확보, 국제특허분쟁에 대한 대응체계 구축, 특허권 분쟁발생 방지를 위한 책임소재의 명확화 등의 근본적인 대책과 국제특허분쟁 차단을 위한 철저한 선행기술 조사, 해외기술의 개량 및 이용 촉진을 위한 크로스-라이센스의 활성화, 부실특허권에 대한 적극적인 무효심판청구, 제소정보에 대한 조기 입수, 설계변경이나 특허무효자료조사 등 침해회피 방법의 준비, 위험특허에 대한 철저한 예비조사 등의 부수적인 대책을 마련할 필요가 있으며, 일단 특허분쟁이 발생한 경우에는 당해 분쟁의 자사 생산 제품과의 관련여부 검토, 사건에 필요한 광범위한 정보 수집을 위한 전담팀 구성, 제소인의 특허권에 대한 면밀한 법률적 검토, 제소자에 대한 정확한 정보파악 및 최종 대응방안에 대한 신속한 결정, 자사의 특허를 이용한 제소자에 대한 역제소 등의 대응방안을 강구할 필요가 있는 것이다.

It is necessary that the old should have the physical and social ability to perform their daily life. This study is to grasp their degree of disability and problems and suggest their solutions. It surveyed the 87 old people over 65 years old from September 1st until September 30th, in 1997. The findings are as follows. 1) The activities of daily living(ADL) to find their degree of physical disability shows that their average performance ability is 75.9% of all the action while 24.1% of all the old people needs the others' help. As they get older and older, the aged drop off in their physical ability, which is related to a statistical sense (p<0.001). 2) The social disability shows that the aged have their great difference from 9.2% to 85.1% in their instrumental activities of daily living(IADL), intellectual ability and social role. 3) A simple analysis shows that the activities of daily living are, in a statistical sense, related to age(p<0.001), the use of elder's hall(p<0.001), the understanding degree of health(p<0.01) and so forth. 4) A simple analysis shows that the instrumental activities of daily living are, in a statistical sense, related to age(p<0.001), the degree of education(p<0.05), the life of leisure(p<0.001), the understanding degree of health and so forth. 5) A multivariate logistic regression analysis shows that the disability of daily living is related to age, the visit of elder's hall, the period of solitary living, instrumental activities of daily living is age and the visit of elder's hall, and social role is the visit of elder's hall and the decree of education, while intellectual activity has no related variables in a statistical sense.

기술혁신이고용에 미치는 영향에 대한 논쟁은 산업혁명 시기부터 시작된 오래된 경제학적 이슈다. 개별 기술혁신의 영역과 성격, 산업 특성에 따라 상이한 양상으로 나타나는 고용변화를 한마디로 단정하기는 쉽지 않고 기술혁신에 따른 고용 보상효과를 실증적으로 검증하는 것 또한 어렵다. 하지만 기존의 기술혁신이 대체해온 인간의 능력이 주로 육체적인 것이었던 점에 비해 빠르게 진화 중인 스마트기술은 인간의 지적능력의 상당부분을 모사할 것으로 보여 주의가 요구된다. 인간 고유능력인 지능을 확장하고 나아가서는 자체적으로 인간 지능을 기술 자체에 내재화해 나가고 있는 스마트기술의 발전은 제조업뿐만 아니라 의료, 법률, 금융, 교육 등 복잡한 전문 지식과 상호작용이 필요한 영역의 업무환경과 고용에 영향을 미칠 것으로 전망된다. 한편 스마트기술에 의한 고용 대체가능성에 대한 경고에만 집중하는 것은 새로운 산업창출과 경제성장동력을 간과할 수 있다. 균형잡힌 미래 전망과 정책적 대비가 필요하다.

Network generation methods to visualize bibliometric data for examining the intellectual structure of knowledge domains are investigated in some detail. Among the four methods investigated in this study, pathfinder network algorithm is the most effective method in representing local details as well as global intellectual structure. The nearest neighbor graph, although never used in bibliometic analysis, also has some advantages such as its simplicity and clustering ability. The effect of input data preparation process on resulting intellectual structures are examined, and concluded that unlike MDS map with clusters, the network structure could be changed significantly by the differences in data matrix preparation process. The network generation methods investigated in this paper could be alternatives to conventional multivariate analysis methods and could facilitate our research on examining intellectual structure of knowledge domains.

The purpose of this study was to analyze effects of blended learning on abilities to use smart-phone and applications among students with intellectual disabilities. To do this, 30 students with intellectual disabilities who were enrolled in special school and special classroom in Jellanam-do and Gwanju metropolitan city were selected for this study, and were placed experimental and control groups of 15 students. The experimental group was provided with blended learning in which direct instruction, anchored instruction, experience activities, and community-based instruction were combined, and the control group was provided with traditional teacher-centered lecture style intervention. Pre-, post-, and maintenance evaluations were conducted two weeks after intervention. The collected data was analyzed the repeated two-way ANOVA. In the result of study, the experimental group improved on abilities to use smart-phone and applications than control group. Blended learning is a teaching method that can be a usefully used when educating how to use smart-phone and applications to students with intellectual disabilities.

레이건대통령이 지난 6월 의회에 대해 화학전 문제 재검토 위원회가 정리한 보고서를 제출했다. 동보고서는 미군전체의 화학전수행능력부족을 지적함과 동시에 하와이, 일본, 한국에 주둔하는 미군의 화학전 능력을 신속히 개선해야만 될것이다 라고 하고있다. 본지는 보고서중에서 총론과 1장을 소개하고자한다.

인공지능 기법을 응용하는 한 분야로서 전문가시스템에 대한 일반적인 개념을 소개하였다. 응용분야에서 전문가의 의사결정 수준과 버금가는 능력을 부여할 수 있는 시스템의 특성을 고려하여 전문가들의 지식을 시스템에 묘사하는 방법과 이를 이용하는 방법에 관하여 논하였다. 또한 지식획득 과정의 특수성을 고려하여 전문가시스템의 개발방식에 관하여도 논하였다.

치매(dementia)는 라틴에게서 유래된 말로서 '정신이 없어진 것' 이라는 의미를 갖고 있다. 태어날 때부터 지적 능력이 모자라는 경우를 정신지체(mental retardation)라고 부르는 반면, 치매는 후천적인 뇌질환이다. 즉, 정상적으로 생활해 오던 사함이 후천적인 뇌 손상으로 인하여 기억력, 언어능력, 방향감각, 판단력 등의 인지기능을 잃어가는 것이다. 또한 이런 인지 기능 장애가 심각하여 일상생활에 상당한 지장이 나타날 때 치매라고 한다.
