At present, the cadastral field, with the conversion into digital cadastral map management system, not the existing cadastral map management system, has gone through a lot of changes, such as the market opening of cadastral surveying and overseas launching of a cadastral field. Such an environmental change has brought on a lot of advantages, such as improvement in accuracy of surveying, efficient management system, and reinforcement of competitive power in cadastral surveying. However, the conversion into the advanced cadastral management system serves to relatively heightening the possibility of outflow of cadastral information and its technology in comparison with in the past. This research, with the aim to cope with indiscriminate outflow of cadastral technology, is aimed at suggesting the plan for the prevention of outflow of cadastral technique and its protection after examining and considering the contents of environmental changes in the currently going cadastral field.

In this study, one of the main aims is to build up a technical foundation for promoting the cadastral resurvey effectively and to improve the accuracy of cadastral surveying is to make use of precise surveying techniques in allowance of position errors as reference accuracy in cadastral resurvey, which is proper to obtain the sufficient accuracy of the cadastral control points, and parcel boundary points by introducing the GNSS-based surveying techniques on cadastral survey. In detail, the existing procedures and outcomes of cadastral survey were compared and analyzed for suggesting a better survey technique than that of the other techniques in a variety of aspects of capability of cadastral survey. The new skills and supports could be upmost importance when doing cadastral survey. What's more, essentially, 'The Measurement Department' makes all the efforts to establish 'The Surveying Regulations'. This could possibly apply GNSS-based surveying technique to the cadastral resurvey for the foreseeable future and this research paper suggested that how to improve absolute accuracy of cadastral reference points by means of putting to use the appropriate models of measurement further.

본 ''주요 표준화기구의 지적재산권 정책''은 최근 정보통신분야에서 관심이 고조되고 있는 표준화와 지적재산권의 문제와 관련하여 관계자들에게 보다 실질적이고 정확한 정보를 제공하기 위하여 TTA의 지적재산권 연구위원회 위원들이 각 기구의 관련 지침들을 중심으로 시리즈로 게재하고 있습니다. 본 호는 그 마지막 순서로 TTA지적재산권연구위원회에서 작성하여 ''94년 기술총회에서 잠정(안)으로 채택된 지적재산권관련 지침안을 소개하고 그간에 시리즈로 게재된 내용을 요약$\cdot$정리한 후 향후 우리나라의 대응방향에 대하여 논의합니다.

현재 전 세계적으로 2차원 평면지적관리 체계의 한계성을 인식하여 3차원 지적정보 구축을 위한 다양한 연구가 진행되고 있다. 우리나라 역시 토지자원을 보다 효율적이고 입체적으로 관리하기 위하여 3차원 지적정보 구축을 준비하고 있다. 본 연구에서는 국외의 3차원 지적정보 구축에 관한 동향과 이에 따른 시사점을 고찰하여 봄으로써 향후 국내의 3차원 지적정보 구축시 바람직한 방향을 제시하여 보고자 한다.

우리나라는 현재 전 국토에 산재한 지적불부합의 문제로 인하여 국가 토지행정에 많은 문제점이 발생하고 있다. 이러한 지적불부합지 문제를 해결하고자 정부차원에서 지적불부합지 정리 사업 또는 보다 발전적으로 지적재조사 사업 추진 등이 활발히 논의 되고 있다. 지적재조사 사업 시행과 관련하여 재정, 추진 조직 등 많은 중요한 사항들이 있다. 이러한 요인들과 더불어 중요한 부분이 재조사 측량을 위한 정확한 기준점의 확보와 좌표체계의 개선에 관한 사항이다. 본 연구에서는 향후 효율적인 지적재조사사업을 위해 현재 지적기준점과 좌표체계가 지니고 있는 제반의 문제점을 검토 한 후, 이에 대한 개선방향을 제시하여 보고자 한다.

본 연구에서는 현행 지적측량 관련 법률에서 규정하고 있는 지적측량에 대한 성과인정 범위와 적용 장비 규정, 관련 규정에서의 정확도와 적용 규정 등을 종합적으로 고찰하여 지적재조사에 관한 특별법에서의 규정하고 있는 지적측량의 성과인정 범위에 적합한 지적측량 장비의 성능 기준을 마련해 보고자 하였다. 연구성과는 다음과 같다. 적용 장비의 성능과 성과인정 범위에 대해 현행 법률과 지적재조사에 관한 특별법 규정의 비교를 통해 지적재조사사업시 장비의 성능개선이 필요한 부분에 대해서 기초측량과 세부측량으로 구분하여 기준을 제시하였다. 본 연구의 성과는 지적재조사사업을 위한 기본계획수립시 측량 장비 수급 계획에 기초자료로 활용이 가능하다.

기술정보를 모두에게 공유하게 하는 정보통신 표준과 특정인의 지적 재산을 보호하려는 IPR(Intellectual Property Right)의 관계는 정보화 사회가 가속됨에 따라 그 갈등이 더욱 심화되고 있다. 이에 국제 선진 표준화기구의 IPR 정책을 소개하여 각 기구의 동향을 살펴보고 우리가 나아가야 할 방향을 찾고자 한다. 이번 호에는 ETSI(European Telecommunication Standards Institute)의 Directive 별지6 ''ETSI 지적재산권 정책''을 소개한다.

The purpose of this study is to investigate 1) the perception of special school teachers on the significant skills required by students with intellectual disabilities(ID) for gaining and maintaining employment. For this study, a mixed method design including quantitative survey method and qualitative in-depth interview were utilized. First, through quantitative survey method, the perception on significant skills of students with ID for gaining and maintaining employment was investigated. At the same time, to overcome the limitation of a quantitative survey study, in-depth interviews with special school teachers were implemented. Through in-depth interviews, difficulties keeping students with ID from maintaining employment and significant skills for gaining & maintaining employment were investigated. Many students with ID have had difficulties in maintaining their employment for reasons such as behavioral problems, lack of social skills, or lack of diligence. Thus, many special teachers perceived the importance of educating the significant skills for maintaining their employment as well as gaining employment. For successful vocational transition, daily living skills, occupational skills, and personnel-social skills are significant. However, students' personal-social skills are more important than daily living skills and occupational skills. Among personal-social skills, students' sincerity, diligence, good-hearted personality, social skills, and ability for following directions of a supervisor are significant characteristics for gaining and maintaining employment.

지적재조사사업을 효율적으로 추진 시행하기 위해서는 법안, 소요예산, 소요기간, 적용기술, 소요인원, 청산방법, 수행조직 등 다양한 제반 요소들에 대한 계획의 수립 및 정립이 필요하다. 그간 많은 연구와 노력에 힘입어 사업추진을 위한 제반 요소들에 대해서는 어느 정도는 정립이 되어있다. 그럼에도 불구하고 지속적으로 사업의 타당성 부족 등이 언급되는 원인에 대해서는 시각을 달리하여 볼 필요성이 있다. 지적재조사사업의 경우, 지적재조사에 대한 국민들의 올바른 인식과 사업의 필요성에 대한 공감대의 형성이 최우선이나 기존 지적재조사사업의 수립에 있어서는 이 부분에 대한 고려가 미흡하였다고 본다. 본 연구에서는 지적재조사 사업 수행을 위해 기존에서 제기되고 있는 일반적인 홍보 전략들과 이에 대한 문제점들을 고찰해 보고 이를 통해 보다 실질적인 홍보 전략을 모색하고자 하였다.

This study is to analyze open work status and conditions of cadastral surveyors and suggest improvement plans for working area of cadastral surveyors. The results are as below. Based on the analysis, this study suggests expansion of confirmation surveying for cadastral target range, ease of confirmation surveying standard for cadastral, and broader participation opportunities for cadastral surveyors in the cadastral re-survey project as improvement plans. If the Ministry of Land, Infrastructure, and Transport seeks legislative and policy improvement that can create more rational and ideal cadastral surveying conditions based on various reviews on improvement plans for working area of cadastral surveyors in this study will promote symbiotic development among cadastral surveyors.
