A Study on Implementing a Cooperative Urban Planning: A Case of Wisconsin in U.S.A. (협력적 계획의 실행에 관한 연구: 미국 위스콘신을 사례로)

  • As social needs are increasing to minimize the occurrence of external effect due to urban development and to diffuse the benefits of development to surrounding areas, diverse cooperative planning methods are increasingly being discussed. In the long term, laws and systems need to be refined to support cooperative planning, but prior to such development, elements, procedures, and methodologies wherein cooperative planning in U.S.A cases could be implemented were examined to derive the alternative to and implications of cooperative planning that can apply not only to single administrative districts but also to complex boundary new towns being developed by various local governments. This paper surveyed and analyzed the cases of Wisconsin State of the U.S.A, thereby deriving the following implications. First, joint planning areas should be established within the boundary area of various local governments to establish cooperative planning areas in special areas such as complex boundary new towns, and to this end, urban planning means should be prepared. Together with such efforts, to boost the flexibility of cooperative planning, life sphere unit-based planning unit should be established, and a well-organized operation system to activate communities should be prepared. Also, revenues, generated through regional growth, should be distributed to individual local governments through joint tax according to the agreed-upon ratios, and as such, measures to share services and operate joint tax in small-size regions should be secured. Together with such efforts, to establish cooperative governance, measures to manage conflicts through the participation by stakeholders and arbitrators should be prepared from the planning stage, and measures for implementing cooperative planning at the level of basic urban planning should be prepared.

An Assessment of Flood Mitigation Policies Integrated in Local Comprehensive Plans: The Case of Florida in the United States (지자체 도시기본계획의 홍수예방정책 평가: 미국 플로리다 사례를 중심으로)

  • 'Planning researchers' believe that losses from floods can be reduced if governments address this issue and adopt appropriate policies in their plan. As a starting point for examining this idea, this research assessed the ability of local government to incorporate flood mitigation policies in their local comprehensive plans using plan quality evaluation methodology. This study analyzed 53 local comprehensive plans in Florida against the protocol developed by including key flood mitigation policies. While flood mitigation through land use management tools, such as permitted land use in floodplain areas and wetland permit, gained widespread acceptance at the local level in Florida, incentive based tools/taxing tools and acquisition tools were rarely adopted. Study results show that 53 local plans in the sample received a mean score for total flood mitigation policy quality of 38.55, which represents 35.69 % of the total possible points. These findings indicate that there is still considerable room for improvement by local governments on flood issues. The scores of local plans varied widely, with coastal communities receiving significantly higher scores than non-coastal communities. Because the concept of the plan quality and its methodology offer an objective and straightforward tool for studying plan quality and guiding plan preparation, they can be applied to various environmental and hazard issues in Korea.

A Study on Cost-Benefit analysis for Geographic Information Systems in Local Governments (지자체 GIS사업을 위한 비용효과분석 연구)

  • Because efficiency of the 1st-phase NGIS investment(1995-2000) has not been clearly measured, the action taken in the 2nd-phase NGIS project requires NGIS budgets to be evaluated in terms of effectiveness. Especially, the effective investments in local governments are critical for the NGIS projects, because they execute the much larger amount of budgets in total than other GIS projects. As indicated, for the successful NGIS implementation, it is important to obtain continuous political and financial supports from decision makers. As a persuasion measure for the budget appropriation, CBA(Cost-Benefit Analysis) and CEA(Cost-Efficiency Analysis) can play an important role for the decision makers. The major concern of this paper is how to measure the costs and benefits of the GIS implementation by considering important characteristics of the GIS projects in local governments, and existing theories are reviewed for this concern. The GISs in local governments can have different stages in terms of its evolution and the effectiveness of the applications can be represented variously. To identify categories for measuring costs and benefits of the various GISs, case studies and success stories are reviewed from both the foreign and domestic research. The categories of costs and benefits are determined from the tangible and intangible aspects. The categories for the quantitative and qualitative measure are proposed to evaluate the GISs in local governments. After measuring costs and benefits, three key evaluation methods in cost-benefit analysis are suggested as follows: 1) the benefit: cost ratio (B/C), 2) Internal Rate of Return (IRR), and 3) the net present values (NPV) of the costs and benefits. The sensitivity and uncertainty analysis are also helpful to make a decision for the GIS budget appropriation in local governments. In conclusion, although cost-benefit analysis is not an easy undertaking, it is certain that it can play an important role in the future for the GIS funding decisions in local governments.

  • Increasing concern of urban community environment with acceleration of economic growth in modern generation, forcing us to recognize city's environment composition causes important factor for city's spirit. Since implementation of accountability of local government in 1995, local governments are thrives local government activation, compositing financially self support local government and competitiveness by others seeking number of methods for establishing traditional local images. In this study, analyzes cases in street environment facilities to help and support local government developing and applying special features of historical and cultural local images toward street environment facilities in city of Andong. For expression of local image in active installation of street environment facilities will increase tourism and extra value creating self esteem of local people will endures further rapid development of local government. local government seriously consider continuously supporting investment and research in street environment facilities.

Policy case study for urban waterfront regeneration -Focused on Han River management foundation plan and London Thames gateway regeneration project- (도시 수변공간 재생을 위한 정책 사례연구 -한강변 관리 기본계획과 런던 템즈 게이트웨이 광역 재생사업을 중심으로-)

  • In 2007, London Thames Gateway delivery plan was started, and it was in progress to solve climate change, population density, housing problems, green space, regional imbalances, and transportation issues from east London and Kent to Essex. The plan was carried out faithfully local autonomy enlargement of local governments. This case is evaluated as a successful case of waterfront regeneration with well balanced on development and conservation. This study concludes as follows by comparing with this case and a new Han River management foundation plan. First, Seoul's new plan needs to change to diffuse thinking on comprehensively understanding. Second, local and central government, which are adjacent to Han River, need management scheme in cooperation. Third, the countermeasures for solving traffic problems in Seoul are required through the provision of transportation method to take advantage of the waterfront.

Perceptions and Demands Analysis on the Creation and Management of School Forests (명상숲 조성·운영에 관한 인식 및 요구도 분석)

  • The aim of this study was to investigate whether the schools and local governments were aware of the creation and operation of school forests. A survey was conducted of 45 teachers of schools selected as having the best practices in the school forest and 153 local government officials within the district where the school forests were built. The school teachers attributed the necessity to create school forests to the importance of beautifying the environment. The results showed that the area in which the school forest was created, the school environment after the school forest was created, and use of the school forest were generally satisfactory, but maintenance of the school forest was not somewhat unsatisfactory. Additionally, the results indicated that continuous maintenance was necessary for the effective use of the school forest, and there was a great need for professional personnel to conduct the maintenance program. Furthermore, local government officials recognized that beautification of the school environment was the best effect of creating the school forests. They also realized a great need for local government's support of a maintenance program and its cooperation with related ministries and agencies to create and operate the school forest. Thus, it is crucial to devise measures for maintenance and to establish a system by which schools and local governments can work closely to promote the creation and operation of these school forests.

A Study on the Efficient Maintenance of Geo-Spatial Information (지형정보의 효율적 유지관리 방안)

  • This study aims to analyze the existing problem of geo-spatial information maintenance and then, show maintenance strategies suitable for new integrated environments. We look for AS-IS which is provider-centered, top-down, and also drive implications from analyzing oversea best practice. For analyzing of geo-spatial maintenance pattern, we polled about 20 local governments and private enterprise to find out AS-IS of geo-spatial information and result in maintenance pattern and component. From this, we suggest 4 kinds of strategies. This study shows the strategy not only which decide the question about the problem of existing geo-spatial maintenance but which find a way of combining and utilizing all geo-spatial information which is 8 criteria basic geographical information. This is a win-win program of all organization which produce, construct, make full use of national geo-spatial information.

H사의 EIs (중역정보시스템) 개발사례

  • EIS는 최고 경영자의 정보 욕구를 중촉키 위해 급격히 부상하고 있는 MIs의 한 서브시스템이다. 기업의 정보화추세와 정보기술활용의 저변확대로 말미암아 컴퓨터이 직접적인 혜택과는 그간 거리가 멀었던 기업의 중역들도 단말기 앞에 앉을 수 밖에 없게 되었다. 본 사례연구는 H사의 EIS구축 사례를 소개하고자 한다. 현재, 1차 개발이 완료되어 시험가동을 하고 있다. 그 성과를 자체 분석한 결과는 다소 실망적인 것이어서 2차 개발계획을 수립하여 추진 중에 있다. 1차 개발의 실패는 추후 보다 나은 EIS의 구축을 위해서 많은 교훈을 던져주고 있다. 따라서 본 논문에서는 1차적으로 개발된 시스템이 특성과 그것의 문제점을 찾는데 초점을 맞추었으며, 2차 개발의 방향도 아울러 소개하고자한다.

  • 인구증가와 급속한 산업화에 따른 대량생산, 다량소비로 인해 쓰레기의 발생량은 지속적으로 증가하고 있으며 생활수준의 향상으로 쓰레기의 질적 특성도 변화되고 있다. 정부는 분리수거로 쓰레기 감량화 유도를 위해 지난 ’95년부터 쓰레기 종량제를 전국적으로 실시하고 있으나 수거∙운반단계에서 발생하는 문제는 크게 개선되지 못하고 있다. 따라서 쓰레기 방치에 따른 악취, 미관저해 등의 환경 위생적인 측면과 교통 안전 등의 문제를 해결할 수 있는 새로운 개념의 수거∙운반방식 도입의 필요성이 대두되고 있다. 쓰레기 자동집하시설은 지하관로를 통해 쓰레기를 수거하는 방식의 최첨단 시스템으로 지상에서 쓰레기를 볼 수 없는 쾌적한 주거환경 조성 및 기존의 수거∙운반 단계의 단점을 해결한 쓰레기 수거 시스템이다. 이미 유럽 및 일본 등에서 도입되어 운영되고 있는 쓰레기 자동집하시스템은 삶의 질 향상과 함께 에서 운영비 절감 등 경제적인 면에서 우수성이 검증된 바있다. 국내에 쓰레기 자동집하시설이 도입된지 10여년이 지났으나 그동안 주상복합 및 병원, 오피스텔 등에만 적용될 정도로 시장이 매우 미미했었다. 최근들어 쾌적한 주거환경에 대한 관심이 높아짐에 따라 지자체 및 발주처가 확대적용할 예정이어서 새로운 시장으로 떠오르고 있다. 최근 토지 공사가 성남 판교 집하시설과 용인흥덕지구 집하시설 입찰에 들어갔고, 주공도 광명소하지구 집하시설을 입찰에 붙였는데 건설업계의 관심이 집중되었다. 이와 관련 본지는 쓰레기자동집하시설 도입 필요성 및 원리, 국내 적용 현황 등에 관해 자세히 알아보고, 우양기건(주)(대표 강석대)가 인천광역시 도시개발공사로부터 분리발주 받은 송도4공구 1, 2단지 쓰레기관로수송설비공사의 시공사례를 알아본다. 향후 쓰레기 관로수송설비공사는 주택 단지 형성시 반드시 필요한 공사중의 하나이며 지자체로부터 분리발주될 가능성이 높은 공사 중의 하나이므로 우리 설비건설업계가 관심을 가져야할 분야이다.

A Comparative Study on the Traffic Effects of Speed Limit Reduction on the Urban and Provincial Roads (제한속도 하향에 따른 도시부 도로와 지방부 도로의 교통영향 비교 분석)

  • Many local governments are reducing speed limits according to the "Safe Speed 5030" policy implemented by the government to reduce traffic accident deaths. In the urban road sections in many metropolitan cities where speed limit reduction is applied as a pilot project, the decrease effect of the traffic accident number and death count is shown; however, no study of the effect analysis on the road sections of medium and small cities (basic local government unit) is found. Therefore, this study investigated the travel speed, number of traffic accidents, and death count before and after the implementation of speed limit reduction, targeting some urban road sections in Pyeongtaek city and some provincial road sections in Icheon city among basic local governments, namely among medium and small cities in Seoul Metropolitan Area.
