The purpose of this study, we examined the influencing factors of acceptance of new information systems and attitude formation in 279 local government officials who were exposed to the use of new information technology, and examined the moderating role of technostress and absorptive capacity. As a result, technostress negatively affected attitudes by moderating perceived ease of use, and absorptive capacity generated a positive effect that further increased perceived usefulness. Technostress and absorptive capacity have both direct and moderating effects on attitudes. It suggests that management of technostress and absorptive capacity, which affects the formation of attitudes toward information technology acceptance, becomes more important for local government officials who need to accept new information technology through Top-Down decision making. In particular, we discussed ways to reduce technostress in order to prevent cognitive dissonance about determinants of technology acceptance.

본 연구는 국가중요시설의 청사 내에 근무하는 청사보안과 안전유지, 질서유지를 담당하는 방호직 공무원에게 발생하는 다양한 민원인 불량행동의 유형과 국가중요시설에서 일어나는 각 유형에 맞는 민원인 불량행동에 대한 개선방안을 효율적으로 제시하는데 그 목적이 있다. 이에 인터뷰를 통해 국가중요시설에서 근무하는 방호직공무원이 느끼는 민원인 불량행동이 어떠한 유형으로 있는지 조사하였고 개별면담을 통해 나타난 대표적인 민원인 불량행동의 유형들은 첫째, 국가중요시설 내에서 큰 소리를 지르고 욕설을 하는 언어폭력형 둘째, 각 국가기관 및 지자체의 국가중요시설에서 서비스 업무수행 과정 중 다른 타 민원인이 있음에도 본인 자신의 이익과 편의를 위해 행해지는 행위를 하는 이기주의형 셋째, 각 국가중요시설의 규정 및 내규가 있음에도 규정된 규칙을 무시하고 따르지 않는 규칙위반형 등이 있다. 이에 따라 각 유형별 민원인 불량행동에 대한 개선방안 항목들로 첫째, 방호직공무원 교육의 체계화, 둘째, 민원인을 응대할 수 있는 기관의 내규 및 규칙, 셋째, 민원인에게 겪는 스트레스를 해소할 수 있는 환경을 제시하였다.

Recently, social welfare officers are suffering from a lot of job stress due to increasing work and are carrying out emotional labor. This study assessed the effect of emotional labor on the quality of welfare service through a questionnaire survey on 937 civil servants in Sejong city and Chungcheongnam-do provinces. First, social welfare officers experienced more than average level of emotional labor, and they performed more internal behavior than surface behavior. Second, the services provided by the social welfare officers were higher than usual, followed by tangibility, assurance, reliability, empathy, and responsiveness. Third, deeping acting had a positive (+) influence on service quality among the sub-factors of emotional labor. In other words, the quality of service increases as the emotional state itself changes, On the other hand, deeping acting did not affect service quality. In the future, policy responses to excessive work burden of social welfare officers should be needed and a manual for responding to emotional labor should be provided.
